Center of Waste Management - Abu Dhabi implements GPS tracking on Waste Transportation Sector to

track waste from point of origin to treatment and minimize environmental violations

The Government of Abu Dhabi has set out its commitment to improving

waste management across the Emirate by establishing the Centre of Waste

Management (CWM) in December 2008.

With a fleet size of 6,000+ Vehicles and an objective to have the Emirate of

Abu Dhabi to be recognized as a world leader in sustainable and integrated

waste management, CWM was confronted with the need to track

transportation activities of the following waste types:

Collection & transportation of Non-Hazard waste (Construction, Metal, etc.)

Collection & transportation of Hazard Waste (Medical, Chemical, Toxic, etc.)

Collection & transportation of Garbage & Domestic Waste.

Collection & transportation of Swage Waste.

Collection & transportation of Oil Waste.

CWM decided to implement the fleet management and tracking solution

“ROAM” over the waste transportation sector and managed to overcome

the following challenges:

Identify the point of origin of each waste type to introduce solutions

focused on pre-identified areas.

Minimize the final disposal of waste to landfill by using the waste

hierarchy and innovative practices and technologies.

Minimize contractors’ non-compliance to the contracted collection

operations (Contact Management).

Minimize illegal dumping of waste in non-designated areas and

minimizing pollution and health risks.

Minimize illegal dumping of liquid waste while vehicle is moving.

Avoid inefficient random inspection procedures.

Customer Profile Established in December 2008, the Centre is the lead

agency responsible for controlling and coordinating

waste management activities throughout the Emirate of

Abu Dhabi. This includes implementing the Waste

Management Strategy and all aspects of service delivery

required to establish a full cycle integrated waste

management system with the objective of the Emirate of

Abu Dhabi to be recognized as a world leader in

sustainable and integrated waste management.

Business Situation As part of its NADAFA initiative, CWM needed all waste

transportation vehicles to be equipped with stat-of-the-

art Geographic Positioning Satellite (GPS) tracking

solution to assure proper tracking of waste from point of

origin to treatment, in addition to other technologies

that will help protect and preserve the environment and

minimize the environmental violations.

Solution

CATEC equipped 6,000+ waste transportation vehicle

with GPS tracking devices and equipped 1,700+ liquid

transportation tankers with hydro-static level sensors

and implemented for CWM the fleet management

platform “ROAM” with its rich tracking and reporting

capabilities.

Implemented Solution

HW/SW infrastructure deployment on premise with high availability

The fleet management solution infrastructure was deployed on CWM premises where it was

virtualized in order to improve the efficiency and availability of IT resources and applications and

eliminate the “one server one application” model. We also built business continuity through

improved disaster recovery solution and increase energy efficiency.

Establish workshop & run workshop operations (7 Years)

CATEC established a workshop in Mussfah city in Abu Dhabi for tracking devices installation

and maintenance operations with a team of 12 qualified resources including workshop

manager, supervisors, technicians and wilders. The workshop was prepared with four lanes

ready to receive vehicles 18 meters long and capacity to of 60 installations per day. Also,

CATEC established a well prepared unit for mobile services and customer onsite operations.

Vehicle tracking devices installation (6,000+ Vehicles)

In coordination with CWM licensing department and in line with vehicles annual registration

process, CATEC equipped 6,000+ vehicles with tracking devices over a period of 12 months. CATEC

installation procedures had multiple steps included -but not limited to- licensing validation, pre-

installation vehicle check, vehicle EHS compliance check, device installation, device testing,

software testing then vehicle release.

Liquid waste tanks hydrostatic level sensor installation (1,700+ Vehicles)

Based on the CWM requirements to trigger an alarm on the system upon liquid (sewage, oil,

etc.) discharge by liquid waste transportation vehicles in non-designated areas and in

coordination with CWM licensing department and Abu Dhabi Sewerage Services Company

(ADSSC) and in line with vehicles annual registration process, CATEC have equipped 1,700+

liquid transportation vehicles with Hydrostatic Level Sensors over a period of 12 months.

Provide system training to waste transportation companies

CWM decided to open the fleet management system for waste transportation companies (750+

companies) to track their own vehicles and utilize the fleet management system capabilities to

track and monitor their vehicles operations.

CATEC provided the qualified resources to provide ongoing training to technical and operational

teams of the waste transportation companies in addition to on phone support.

Command and Control Room operations (7 Years)

CATEC established a Command and Control Room in Mussfah city in Abu Dhabi for fleet tracking

and monitoring operations with a team of 6 qualified resources including fleet manager,

supervisor, and fleet tracking staff responsible for recognizing potential problems and initiating

a responsive action. CATEC also established the tracking & reporting producers related to the

guided inspection and violation reporting.

Command & Control Room Design & Setup

CATECT control room design philosophy places operator at the center, it takes into account the ergonomic factors

including interactions between humans, machines, and visual acuity – combined to create an environment that promotes

overall well-being, health and safety. Design of the heart of the control room responded to factors such as Nature of

process being monitored, number of personnel required, type of consoles of workstations needed, total amount of

equipment in use, visual display and acuity requirements and public accessibility or viewing.
