Executive Legislative Agenda Preliminaries Republic of the Philippines Province of Samar CITY OF CATBALOGAN Office of the Mayor M e s s a g e It has been said that “a journey of a thousand miles, begin with a single step”. If our vision for the city represents our intended destination, the Executive-Legislative Agenda (ELA) serves as our roadmap, and each of the project, program, activity or legislation contained here represents the steps we have to make in order to arrive at that vision, which is progress and development for our beloved city. Aside from being a presentation of our intended actions, the ELA also reflects the process that we have undergone in order to come up with such a comprehensive plan. This plan is the fruit of a series of consultations conducted with the different departments of the executive branch in coordination with the legislative branch, all of whom responded with due consideration to the needs of our stakeholders and most especially – you, the Catbaloganons. This whole undertaking manifests to us that though the executive and legislative branches of the government perform different functions, these can be geared towards a common purpose for the service and benefit of Catbaloganons. Through responsive development projects that are in sync with our legislative measures, we had hoped to lay out the road for our collective journey towards our future. If our vision for the city represents our intended destination, the Executive-Legislative Agenda (ELA) serves as our roadmap, and each of the project, program, activity or legislation contained here represents the steps we have to make in order to arrive at that vision, which is progress and development for our beloved city.Aside from being a presentation of our intended actions, the ELA also reflects the process that we have undergone in order to come up with such a comprehensive plan. The year 2013 has not been an easy beginning for the new administration. At onset, we were greeted by a historic calamity posing many challenges in governance. Yet time and again, the City of Catbalogan has remained strong and resilient, able to withstand any tempest that comes to its way. Thus, much of the collective inputs in this ELA (2014-2016) are revisions and improvements of the existing programs and projects coupled with appropriate legislative measures directed to the realization of the chartered goals and objectives of this administration aimed at serving the best interest of our people and the City in general.

Allow me also to extend my gratefulness and commend the lead offices/agencies that painstakingly prepared the ELA, reflecting the vision and mission statement of the City, and the basic needs and aspirations of our people.

GOD be with us and let us continue to take responsibility in helping our community and helping make life better for everyone. I urge the citizenry to continue to trust and help our City Officials as we journey towards a progressive Catbalogan City. MABUHAY.

IntroductionEffective Local Governance is a continuing challenge to local government units. Good governance does not happen overnight. It is often a result of thorough and systematic planning and efficient and effective execution of plans involving various stakeholders in the locality. It is building partnerships that encourage and facilitate convergence of efforts among critical actors in the LGU, and citizen participation in local planning and decision-making processes. Engaging the participation of various local stakeholders promotes shared ownership of plans and shared accountability for results. Formulating a participatory Executive-Legislative Agenda is an attempt at promoting good governance at the local level. The ELA process seeks to enhance the effectiveness of LGUs by pursuing development programs and projects that are realistic, doable and best address the needs and aspirations of the constituents. Through a participatory process, the ELA also promotes greater transparency and accountability of LCEs and other local officials.The Executive-Legislative Agenda (ELA) is an enhancement to the existing local planning processes and structures as mandated by the Local Government Code. It provides strategies, as well as tools and techniques, which are intended for LCEs, Sanggunian members, the Local Development Council, LGU Department Heads, local partners in charting a common future for their localities. The process utilizes participatory and consultative approaches, and offers mechanisms that facilitate convergent planning and decision-making processes between the executive and legislative department of the LGU.It is hoped that this term-based Executive and Legislative Agenda (ELA) of Catbalogan City covering the period 2014-2016 would contribute to the attainment of sustainable local development goals.
