Abstract

Based on data from the Central Statistics Agency of Yogyakarta province, the percentage of poor

population from 19.59 percent in 2006 to 16.72 in 2010, the decline in the growth rate of the

poor province of Yogyakarta from 2006 to 2010 grew only 2.87 percent over the past four years,

so if on average the annual growth of about 0.71 percent. When viewed from the Indonesian

national development course conducted growth is low, even not significant, especially for certain

sectors considerable potential as micro businesses small and medium enterprises. It is, if in the

form of predictive analysis and projections of each program development and empowerment of

the local government of Yogyakarta province, certainly needed a new formulation of policies in

each level rolling. Because the role of government in the development process has a very

important function, of any social system, both in terms of economic, social, political, cultural,

and security.

Yogyakarta is a province located in the system of government of the Republic of Indonesia

which has a special feature, this is in accordance with Law No. 13 year 2012 about the specialty

of Yogyakarta, so in the public service undertaken by the government of Yogyakarta special

region, would have special supplementary budget to implement programs designed.

for which the author examines Study Case Against Budget Yogyakarta Provincial Government

was focused on Rate of Economic Growth of Micro, Small and Medium Enterprises in the

People's Post in Yogyakarta province enact Act No. 13 of 2012 Against the Cultural

Development and Local Government Main program, the method descriptive qualitative research.
