Geringe stygings van sowat vier per-sent wag op inwoners van Fochville,wat volgens die stadsraad die laagste invergelyking met omliggende dorpe is.Die voorsitter van die bestuurskomi-tee, mnr. Gert van Rensburg, het gesêhulle het gepoog om die finansiële uit-werking van die begroting so laagmoontlik vir inwoners te hou. Hy hetgesê daar was geen manier om aanpas-sings te maak wat inwoners nie kan be-kostig nie.

Van der Westhuizen het die lede ge-wys hoe om juwele van Shweshwe ma-teriaal te maak. Shweshwe is ‘n tradisi-onele materiaal wat vir verskeie gebrui-ke aangewend kan word.

Two Automatic Teller Machines (ATMs)were blown up by robbers at two ve-nues in the area during the past twoweeks.

During the first incident, which tookplace on Saturday 21 June, four heavi-ly-armed men stormed the XhunguBrothers tavern at about 19:00. Thisbusiness is situated between theKhutsong Police Station and KhutsongSouth Extension 4. They threatenedcustomers to go to a back room.

While in this room the bewilderedclients and personnel just heard a hugebang. When they realised that the rob-bers had fled and it was safe for themto go out, they found the assailants hadblown up the ABSA ATM in front of thetavern.

No one was injured during the inci-dent and the police are investigating ca-ses of business robbery and maliciousdamage to property related to the cri-me.

During the second incident, petrolstation attendants at Slabbert Motorsin Carletonville’s Station Street saw pe-ople scurrying around the FNB ATM atFriendly Grocer at around midnight onFriday, 27 June.

They saw an ex-plosion shortly af-terwards and im-mediately contac-ted the police. Itwas determinedthat a group ofthugs parkedtheir vehicle, adouble-cab bak-kie, in the parkinglot on the side ofvan Zyl SmitStreet. They fledin this vehicle be-fore police or se-curity officers ar-rived at the scene.

Both groupsfled with undis-closed amountsof money. At the ti-me of going toprint it was stilluncertain if thesetwo incidents arerelated.

A senior member of the CarletonvilleUnited Taxi Association (CUTA) wasmurdered at his home last week inwhat the police suspect might havebeen a taxi-related shooting.

According to the Police in Khutsong,Mojalefa Makhoba (55) was shot by anunknown person just as he was arri-ving home in Khutsong Extension 3 onSunday 22 June, just after 19:00. Mak-hoba was shot in the head three times,which resulted in him losing control ofhis vehicle.

The vehicle then ploughed throughthe fence between his yard and that ofhis neighbour’s before coming to astandstill. He passed away at the scene.

According to the police, the case wasimmediately handed over to a specialpolice task team from Johannesburgdealing with taxi violence.

According to the Station Commissio-ner of the Police in Khutsong, Col Mel-inda Theunissen, the case was handedover to this unit as problems betweenthe taxi associations in the area havebeen flaring up since about two weeksbefore the shooting. As far as could bedetermined, CUTA and another taxi as-

sociation, Carletonville Local andLong-distance Taxi Association (CAL-TA) are currently fighting over routesin the Khutsong area.

Makhoba himself was arrested on anintimidation charge linked to this fightshortly before his death.

Despite these allegations, seniormembers of CUTA this week did notwant to divulge more about a possiblefight between taxi associations, sayingonly that they leave the investigation ofMakhoba’s death to the police.

However, the current chairman ofCUTA, Jabulane Shabalala, describedMakhoba as “a nice person who com-municated well”. He had been a long-ti-me member of CUTA as well as the sec-tion leader for the association’s longdistance cross-border operations.

Shabalala says that he was not intown at the time of the shooting, but im-mediately sent some members to goand see what had happened when heheard of Makhoba’s death. Accordingto CUTA, which has a membership ofmore than 300 taxi owners, it currentlyhas about 30 to 40 taxis regularly tra-velling between South Africa and Leso-tho. It was on this same route that Mak-hoba also operated.

This past weekend a chilling crime wasreported of aman who killed his friendduring a fight.

As far as could be determined, theman and his friend started arguing ata house in Tsakane Street in LetsatsingVillage at West Driefontein. The inci-dent took place last Sundaymorning atabout 08:30.

The argument later grew more hea-ted and developed into a fistfight.

According to eyewitnesses, the alle-gedmurderer kicked the victimagainstthe head during the course of theirbrawl. The victim, who was 29 yearsold, immediately fell to the groundafterthe kick.

The friend, noticing that theman see-med to have lost consciousness, triedto resuscitate himand later calledan ambulance.However, whenparamedics arri-ved at the scene,they declared thevictim dead.

The victim, whocannot be identi-fied because hisfamily has not yetbeen notified ofhis death at the ti-me that the news-paper went toprint, had no ex-ternal injuries.

At the time ofthe newspapergoing to print, thepolice were stillwaiting the re-sults of a post-mortem, whichwould determinethe cause of theman’s death.

‘nOnlangse skikking tussenHoërskoolFochville en die Gautengse onderwys-departement verseker dat die skool as‘n enkelmedium Afrikaanse skool salkan voortbestaan.

Die stryd tussen Hoërskool Fochvilleen die onderwysdepartement het reedsin 2012 begin toe die departement ver-eis het dat die skool ‘n groep Engelseleerlinge begin onderrig. Die skool ensy ouerbeheerliggaam het toe met diehulp van AfriForum en die Federasievan Beheerliggame van Suid-Afrikaan-se skole (FEDSAS) met ‘n regstryd oordie kwessie begin.

Volgens die voorsitter van HoërskoolFochville se beheerliggaam, mnr. Da-wid Redelinghuys, het die skool ’nskikking met die departement wat ‘neinde aan die probleem bring, op 23Junie onderteken. Die skikking bete-ken in praktyk dat Hoërskool Fochvillenie meer nodig sal hê om verder Engel-se leerlinge in te neem nie.

“Die groep Engelse leerlinge wat in2012 aan Hoërskool Fochville beginskoolgaan het, sal wel toegelaat wordom aan te gaan tot hulle hul matriek in2016 aan die skool voltooi. Hierdiegroep is buitendien al ingeburger bydieskool,” het Redelinghuys aan die He-rald gesê.

“Die skool sou nie die regstryd son-der die hulp van AfriForum kon voernie aangesien hulle 90% van ons regs-koste betaal het. Ons skool het net niedie geld om só iets op ons eie te doen

nie,” het Redelinghuys gesê.Hoewel die ooreenkoms tussen Ho-

erskool Fochville en die onderwysde-partement in die vorm van ‘n skikking,en nie ‘n hofbevel bekragtig is nie, is ditsteeds ‘n bindende ooreenkoms.

Hoewel Hoërskool Fochville en Afri-Forum nie deur die skikking al hulregskoste van die departement konverhaal nie, sou ‘n verdere hofaksie omdié geld terug te kry lank en nóg duur-der wees, terwyl dit nie verseker wasdat hulle wel die geld soukon terugkry nie.

Intussen het AfriForumaangedui dat hulle die skik-king as ‘n oorwinning virmoedertaalonderrig verwel-kom.

Volgens Alana Bailey, ad-junk uitvoerende hoof vanAfriForum, het die Gauteng-se onderwysdepartementHoërskool Fochville destydsgedwing om leerlinge te ak-kommodeer wat onderrig inEngels verlang, hoewel an-der opsies vir onderrig inEngels by ander skole in dieomgewing vir die leerlingebeskikbaar was.

Die koerant het onlangs berig van‘n jeug-projek van R1.4 miljoen,waarvan die meeste volgens ‘n foren-siese ondersoek verdwyn het on-danks die feit dat die munisipaliteitdaaroor moes toesig hou. Intussenhet dit ook aan die lig gekom dat be-sonder groot hoeveelhede geld be-taal word aan van die kontrakteurswat gras in die omgewing namensdie munisipaliteit sny.

Dié week het ‘n interne verslag aandie lig gekom waarin van die korrup-sie wat voorheen plaasgevind het,deur amptenare en politici bespreekis. Van die probleme sluit in die feitdat verskeie amptenare na beweringdeel is van besighede aan wie diemunisipaliteit werk gee, besighedewat te veel betaal word vir die werkwat hulle vir die munisipaliteit doen

Minutes from an internal audit com-mitteemeeting held at theMerafongCi-ty Local Municipality gives a glimpseinto the levels of corruption at the mu-nicipality.During the meeting, held on Friday,

18 May, 2012 at the New CouncilChambers inHalite Street, external au-ditors of two firms, Phandahanu Con-sulting and Rebahale Consulting, deli-vered a report about the corruptionthey discovered at the municipalitybetween January 2010 and January2012.Sources of the Herald confirmed

that the document received by thenewspaper was indeed authentic.Four members of the Audit Commit-

tee, as well as the ActingMunicipalMa-nager, Thembi Mokgethi, and the mu-nicipality’s Chief Financial Officer,Thys Wienekus, attended. A memberof the Gauteng Department of Financealso attended.According to a detailed report,

which, according to the minutes was“not included in the pack because it ishighly confidential and names of somepeople, some in senior positions, are

being mentioned in the report”, seri-ous instances of corruption were com-mitted at the municipality during thetime of the investigation.The external auditors found that the-

re were 19 “ghost” transactions madein which suppliers received paymentbut never delivered goods or services.The auditors stated that “these instan-ces indicate that an employee mighthave got a kick-back to ensure appro-val of the transaction”.They also found that the quotations

of most companies supplying the mu-nicipality with goods were highly over-priced and “the quotations containedfull specifications of the goods/servicesneeded, which indicates that employ-ees might have been involved in ensu-ring that the particular supplier get thejob.”Other prices, the auditors found,we-

re inflated because those delivering theservices were not actually the sup-pliers of the products being bought bythe municipality. The auditors explai-ned that the winner of a quote wouldget the job to deliver the goods or servi-ces to themunicipality, butwould actu-ally request another supplier to do thejob for their company.

“These instances happened in about90% of events held by the municipali-ty,” the auditors indicated.They also found that the events lin-

ked to the 2010 FIFA World Cup andImbizoswere theworst as the amountsof money involved that the goods andservices purchased by the municipali-ty should have gone on tender.Another irregularity found by the ex-

ternal auditors was 11 employees whowere found to be linked to suppliers,by being either the Director or a mem-ber of the company delivering thegoods.According to the auditors, R1 094

612.13 was paid by ghost supplierswhile R1 337 853.30 was paid as kick-backs,mostly on highly inflated quota-tions. The total amount of irregulartransactions picked up by the auditorsamounted to R28 093 903.79.“Phandahanu Forensics informed

the committee that there is a massiveproblem and corruption in theMunici-pality and that this is the worst systemabuse they’ve ever investigated,” theminutes to the meeting read.The auditors further stated that cor-

ruptionnot only occurred at the supplychain, but throughout the whole muni-

cipality. They also indicated that the“investigation was a criminal matterand needs to be reported to SAPS”.“The Executive Mayor indicated her

disbelief and mentioned that the re-port is shocking and is viewed as anembarrassment for the municipality.She furthermentioned her disappoint-ment and indicated that it would bedif-ficult for her to face the community ha-ving this information on how funds arebeingmismanaged and used irregular-ly, especially with the backlog of servi-ce delivery experienced in the Munici-pality,” the minutes read.Wienekus, in turn, indicated,

amongst other things, that severe acti-on should be taken against the perpe-trators and that suppliers involvedshould be blacklisted from doing busi-ness with the municipality.Questions about the minutes were

sent to theMerafong City LocalMunici-pality for comment on Tuesday. A spo-kesman for the municipality respon-ded that “a comprehensive replywill beprovided in due course”.The report is one of several docu-

SHEQ CoordinatorEnvironmental

The successful candidate will coordinate environmental projects, educate and enhance theCompany’s reputation within the community. This will include identifying and assessing levelbased risk exposures in areas of responsibility, conducting internal environmental auditsand identifying environmental risks to determine their impact. Monitoring environmentalbehaviour in line with expectations, coordinating adhoc community projects, sampling forair/water and oversee Waste Management will also be required.

SHEQ Practitioner SafetyThe incumbent will conduct SHEQ and ISO audits, interventions and inspections, administerthe risk management system of the WCM business processes and report on findingsand corrective actions. SHEQ AdministratorLaboratory Analyst

The incumbent will safely prepare and conduct analytical tests on Raw Materials and watersamples with acceptable accuracy and precision. This will include ensuring that all samplesare prepared according to the required techniques and standards, preparing solutions andsamples for ICP, XRF and Auto-titrators, determining pH measurements and reportingmalfunctioning on analytical equipment to the Laboratory. Megaforce Motorfietsklub het onlangs 'n suksesvolle 'Tin Run' by die Pick n Pay winkelsen-trum in Carletonville aangebied. Behalwe vir baie stalletjies en eetgoed, het verskeie sangersook opgetree en van hul CD's geskenk om opgeveil te word. Die geld en kos wat ingesamelis, is aan twee instellings, Avondgloor en Elmahof, 'n huis vir gestremdes, geskenk. Hieris van die motorfietsryers wat aan die dag deelgeneem het. Die kos wat tydens die dagingesamel is, is volgens die klub kort na die funksie aan die instellings uitgedeel.

Behalwe vir die ander aksie, het die rye blink ysterperde van vurige ryers wat aan die dagdeelgeneem het, ook baie toeskouers gelok.

Lede van die BKI-KWF karateklub in Fochville het op 21 Junie vir hul volgende gordelsgegradeer. Dié jong vegters het hulle baie goed van hul taak gekwyt deur 'n gemiddeldvan 83% te behaal.
