Outline our Pilot program to address the educational needs of Orange County Behavioral Health Services
What our needs are?
• Shortage of qualified individuals who– Speak an identified threshold language
• Spanish• Vietnamese• Farsi
– Are clinical license eligible• Marriage and Family Therapist• Clinical Social Worker• Psychologist
– Case workers in need of a Bachelors Degree
Overview• Prop 63 Funding for Educational Programs– 2.6 Million– Create career pathways – Increase the capacity and the multi-ethnic
and multi-lingual diversity of the workforce– Adhere to principles of recovery– Be sustainable– Increase the capacity of the workforce–Meet the needs of consumers and families
High School
• Funding for High School Mental Health Academy, Career Counseling, & Internships
• One time funds• Must be spent in 10 years• Can’t fund mere continuation of
existing programs
Community College & Certificate Programs
• Funding for scholarships, stipends, fieldwork hours
• One time funds• Must be spent in 10 years• Can’t fund mere continuation of
existing programs
Undergraduate Studies
• Funding for scholarships, stipends,and fieldwork hours
• One time funds• Must be spent in 10 years• Can’t fund mere continuation of
existing programs
Graduate Studies
• Funding for scholarships, stipends,a nd fieldwork hours
• One time funds• Must be spent in 10 years• Can’t fund mere continuation of
existing programs
20/20 Programs
• Funding up to 20 hours (depending on degree program and approvals) up to 20 hours of existing salary (not exceeding 20k)
• One time funds• Must be spent in 10 years• Can’t fund mere continuation of
existing programs
Guidelines
• All applications will be scored on a competitive basis
• Awards are made on a year by year basis
• Prior Award does not guarantee future awards
• All Awards are subject to future funding guidelines and can be discontinued at any time
Guidelines for Tuition Only
• Community College– Award not to exceed $1,500– Is equal to but not exceeds the cost of tuition &
fees at an accredited school– Must be a full time/part time county employee
or employed by a organization providing mental health services that contacts with the county and have Mgmt approval
– Graduate from an approved consumer training program
– Must lead to a certificate or AA degree in mental health

• Undergraduate Studies– Maximum award is equal to the cost of tuition
& fees at a public university in California– Award is for two years only– Must be a full time county employee or
employed by a organization providing mental health services that contacts with the county and have Mgmt approval
– Graduate from an approved consumer training program
– Degree must lead to a career in Mental Health
• Graduate Studies– Maximum award is equal to the cost of tuition
& fees at a public university in California– Award is for two years only– Must be a full time county employee or
employed by a organization providing mental health services that contacts with the county and have Mgmt approval
– Graduate from an approved consumer training program
– Degree must lead to a clinical degree in Mental Health

Guidelines for Tuition Plus Work Incentive
• Community College– Accredited program– Maximum award is up to the cost of tuition & fees or
salary limited to $10,000– Must be able to demonstrate need i.e.( no classes at
night, family hardship)– Maximum of 12 hours for class time or fieldwork– Must be a full time county employee or employed by a
organization providing mental health services that contacts with the county and have Mgmt approval
– Graduate from an approved consumer training program– Degree must lead to a AA or certificate in Mental Health
• Undergraduate Studies– Accredited program– Maximum award is $18,000 in any one year – Maximum of two years– Can be taken as tuition or 20/20– Maximum of 16 hours for fieldwork or class– Must be a full time county employee or
employed by a organization providing mental health services that contacts with the county and have Mgmt approval
– Graduate from an approved consumer training program
– Degree must lead to a career in Mental Health
