From The Editor I know they get a bad-press but I did find it funny to hear that our spiders are, according to those in the know, getting bigger. I’m a fan of creepy-crawlies but I know that this news won’t please a large majority of people! Particularly my mum and brother! I popped down to the ‘Magical Stitches’ art exhibition held at the Wayland Dragonfly Gallery last month. I enjoyed the exhibition but am already looking forward to the Gallery’s next exhibition ‘A Passion for Fruit’ inspired by ‘Apples’ by Laurie Lee, which is being held from October 11th-25th. There’s a special preview evening held on Friday October 10th, which takes place from 7-8:30pm. For more information on the event and the Gallery, please contact Susan Hollingworth on 01953 880205 for further information. My family and I have enjoyed the Great British Bake-Off (which had almost double the amount of viewers as England’s dire win over Norway) on TV. Watching the show has given me some cooking ideas, which my mum finds rather worrying as I don’t know my way around a kitchen at all. At the time of writing, I would like either one of Luis, Nancy or Chetna to win the competition. My money’s on Nancy, although many viewers are rooting for young Martha to claim the title. Adam

Carbrooke Heritage Group Helen Riley presented another fascinating talk on ‘Carbrooke Commanderie and The Knights Hospitallers’ on 10th September at 2pm. We chose this time, to enable those unable to make an evening meeting to attend. We were able to imagine how some of the buildings of the Commanderie might have looked when they were first built as we had an amazing scale model, created by a local Carbrooke resident. No one can be sure exactly how buildings did look, and it would have changed over time. The model was created using the archaeological report, from the time the school was surveyed prior to the first stages of extensions (1990’s), and with personal ex-perience in the building and joinery trade. The model has been meticulously cre-ated, even to the shaping of the beams. We hope to have it on permanent display eventually, when there is a suitable and safe position for it. OCTOBER: THE BOY TOM Well thas nearly “safety gathered in” (early September) Thas the harvest I’m a talkin about, und thas finished suffin early this year. Ridin about I hev seen a field or two o’Wheat that still want a’cuttin und the Young Master up at the Hall hev still got a field uf Beans t’get in. I were a thinkin about the different sizes o’bales o’straw yu see about now, thes round uns unds und them brick shaped ones from little uns yu could pick up by hand right through to them gret old big uns that hev nearly 15cwt (750kilos) o’straw jammed in um.I recollect we hed round bales back in the 1950’s. They were little doddy things. A firm called Allis Chalmers ,from America, bought over a baler that made little round bales. The Farmer where m’Father warked he hed one. As far as I can remember they only used it t’meak hay bales. That hed it’s own engine t’drive it und it hed a lot o’wide belts t’roll the hay inta a round bale. When they were carted t’the barn they took sum stackin cos yu could’unt get um bound tight agin one another. When yu were a stackin little brick shaped bales yu could build them up just like a house wall und bind um it tight. Yu could unt du this with them round bales und a lot o stacks made with um fell over. I think m’Father only used the Allis baler for one year cos another fault with um was if the belts wernt adjusted right they got hot und were likely t’fly a’fire und melt. A’for them handling systems cum out all the bale cartin were dun by hand. That took two on u t’lift one o’them little brick shaped bales onta a trailer when that got high, Yu looked t’make the load 12 to 14 layers high. When yu went to hull the bale onta the load two on yu stood with yar back t’the load, one on yu ha’a work right handed und one on yu ha’a work left handed. That were handy if yu were both the same height und yar fork shafts were the same length. Yu both drive yar fork tines inta the bale und then yu lifted the bale up und back over yar head inta the load. That wark were part o’whot sum folks, who hev never dun any straw cartin, call “The Good Old Days”!! They started a’usin them big round balers in the late 1970s. A firm called Farm Hand who hed a place near Wymondham got sum on um over from America. An-other thing they bought over, about the same time, were a gret old machine that looked like a round tub on wheels. They called it a Tub Grinder. Yu could drop one of them gret old round bales inta it und teeth in the bottom of the tub would grind up the straw so that could be mixed with silage, Sugar Beet Pulp und Concentrates in a feeder wagon t’be fed to cattle und sheep. They called the mixed feed a Totally Mixed Ration, or TMR for short. They are a’still feedin cattle with TMR rations t’day. All they were a’doin were copying what farmers hed bin a doin for years on the barn floor. They used t’cut straw up through a Chaff Cutter und slice up Man-golds or Turnips on another machine, these machines were often turned by hand.

Millennium Green Report from Alun Gibbs

Hi, I have been asked to say a few words about my role on the Millennium Green and what I have been up to recently. So by way of introduction I have lived in Carbrooke Village for nine years with my wife Louise. We now have two small children one of whom attends the local primary school. About 18 months ago I was involved in a car crash in Hingham which left me with a head injury which sadly brought about the end of my career as a police officer. In trying to come to terms with that loss ad while still trying to make a positive contribution to the community, my rehabilitation team at the Coleman hospital in Norwich agreed that it would help my recovery if I took on some voluntary maintenance work on the Green. With that in mind I secured agreement from the Green trustees to undertake that work and set about the task in hand. Firstly I check the rubbish bins daily and change them as required. I can only do a maxi-mum of two hours work at the Green at any one time because of the effects of my injury so have to choose what I do carefully. When I started my work the grass on the Green was quite high so I cut both fields and then cleared the paths around the perimeter of the Green. I was aware that the path to the "Kissing gate" had become overgrown, so I set about clearing that entrance and restoring the path, which is now complete. I then set about widening the existing paths especially around the pond which took a bit of time but is now nearly finished. The "Clifford Hall" bench by the pond is now tidy again and makes a very nice place to sit and admire the pond area. The pond is going to be cleared of weeds at the end of September. You may have noticed the Maze is now being tackled which is a challenge. That said half of the Maze has now been cut and the clippings from that process are being used by The St Peter and Paul School Forest School classes, while the remainder will be used to rede-fine the Maze paths. The work on the Maze should be completed by the end of October. The orchard is also in my sights and will be strimmed back and pruned before Winter sets in. The orchard contains old varieties of Norfolk apples so its definitely something to preserve and look after. Because we want to Green to be a special place to visit I am working hard to reduce the amount of "dog poo's " that are left on the paths each day. When I started working on the Green two dog bins were installed which are used by the vast majority of responsi-ble dog walkers. However I still pick up between 4 and 10 dog poo's a day from the paths on the Green which is a bit frustrating. I know that many other dog walkers are also helping me by collecting up dog mess found on the paths. I would be great if we could reach the point where everyone could tidy up after their dogs, its just one less thing to worry about. Anyway I hope you all continue to enjoy using and getting pleasure from the Green and that you will continue to support us. Alun Gibbs

That were hard werk I can tell yar. Yu’ed meake a heap on the barn floor with the chaff, sliced Mangolds/Turnips und sum suger beet pulp und rolled barley. Yu’ed then mix this lot up with a shovel und cart it by hand in a bushel skep und feed it t’the cattle they kept in the bullock yards durin the winter. Yu ha’a go inta the yard with the cattle t’feed um. That’d keep yu suffin warm if u’d got 20 or 30 head o’cat-tle t’feed every day (includin Saturdays und Sundays). Well the old football hev kicked orf agin. Mr Adams und them boys up at Carra Rood hev meade a good start though thas a long way till next May. At least they hev beaton them old Tractor Boys . My Bother recon he support them, he lived in Suffolk for a bit, but when yu ask him he dont seem t’know much about who’s a’playin for um. He hant been sayin a lot since Norwich beat um. Things are a’startin t’slow up in the old garden. Thas bin a long growin season cos a lot o’plants never really hed a rest as last winter were s’mild. The Missus recon we could du with a harder winter this year t’give things in the garden a rest. I say “Can I hev a rest un all if we get a hard winter”. She din’t say anything...... She just gi’me one o’har looks. Fare ye well t’gether und du yu keep a troshin.

Unconfirmed Minutes of Carbrooke Millennium Green Meeting 28th August 2014 7.30pm at The Old Chapel, Mill Lane, Carbrooke.

Present: Nigel Webster (Chairman), Mick Wigg, Debbie Muller, Hilary Aspinwall, Alun Gibbs and Tracey Everett. Apologies: None 1) Tracey will attend meetings as a non-Trustee to assist with admin. 2) Tracey to update contact details in New Penny News. 3) Mr Lake has been paid 17th July for grass cutting. 4) A £50 donation has been received from Carbrooke School for the use of the Green for Circus visit. 5) People have been seen using a metal detector on the Green without asking for permission. Anyone seen metal detecting will be approached and it is important to note that any finds remain the property of the Green. 6) Event ideas: Summer Ball. Enquiries to be made. 7) Special thanks to Alun Gibbs for his hard work over recent months in tidying up the Green from picking up litter and dogs mess to strimming and pruning. 8) The Royal Oak has been returned and is to be planted in the coming Winter. 9) Alun is to write an article in the NPN explaining the virtues of volunteering, to explain the costs involved in maintaining the Green, to ask for donations no matter how small and to ask for any willing volunteers to come forward. 10) Lottery Grant - the bid for funding for the play equipment was unsuccessful. Enquiries will be made into other funding possibilities. 11) New tools will be purchased with money from sale of grass cutter. Meeting closed 9pm

MINUTES OF THE MEETING OF THE CARBROOKE VILLAGE HALL COMMITTEE AT 7.30pm on Tues 5th August 2014

Those present: John Fowler, Brian Wells, Julia Fowler, Mel Findon, Tracey Powel, Guy Reynolds Co -option of committee member: Julia Fowler was proposed by Tracey Powel, seconded by Brian Wells and agreed by the meeting. Signing in: Trustees present signed stating that they accept position and will act in the Trusts of the Governing Instrument. Election of Officers: Chairman: John Fowler proposed by Tracey Powel, seconded by Mel Findon and agreed by the meeting. Vice Chairman: Brian Wells proposed by John Fowler, seconded by Julia Fowler and agreed by the meeting. Secretary: Brian Wells proposed by Julia Fowler seconded by Tracey Powel and agreed by the meeting. Treasurer: Tracey Powell proposed by Brian Wells, seconded by Mel Findon and agreed by the meeting. Apologies for absence: None were received. Minutes of the meeting 3rd June May 2014: The minutes were agreed as a correct re-cord and then signed by the Chairman. Matters arising: None. Chairman’s Report: The chairman divided his report into June and July. In June the Calor gas reading was 31% .Money was banked on a regular basis and the money from the meters had been added to the petty cash. A temporary repair had been made to the Portakabin window and the Portakabin gutters had been cleared The chairman had arranged for the TV aerial to be erected. The TV bracket that he had donated was found to be not suitable and a bracket that had been purchased online was used. The chairman with help from Bill Evans had put up and taken down signs for the Patronal Day. This had taken longer than expected. He stated that he thought the day had been reasonable and had been at no cost to the hall. It was good to see the hall in full use. Unused beer boxes had been sold, at cost, to Dick Morphew and he hoped that they had been en-joyed. The chairman had cut and cleared the hall surrounds twice in June and again in July .In July the gas reading was the same. The chairman had put out and put away table and chairs on a number of occasions. The alcohol license had been paid. With the help of volunteers the chairman hoped to finish renovations to the bar and complete the central heating. Finance: John Fowler reporting for the Treasurer stated that the balances were Current Account £2289.74p Business account £8444 .72p which includes the grant for roof treat-ment . Cash in hand: £100 to be paid into the bank , petty cash £60.4p, Bar takings £62.90p. The cleaner is paid from petty cash . On line payment was made to Brian Clay-ton for emergency work and connecting boiler to the Portakabin sinks . Cheques requir-ing signing were Robert Patrick Aerials for installation of the TV aerial , Calor for hire of the gas tank and Guy Reynolds for bar stock. Small outstanding bill for keys to the outer main hall door. Tracey was asked to negotiate new electricity tariff with EON. Change of mandate forms will be obtained for the new Treasurer.

Bookings Julia Fowler reported that apart from the various Committee Meetings, book-ings for the hall were slow in June and July. There was a cycling event on 4th June and the open mic as usual on 27th June. The patronial weekend took place on 28th and 29th June with an additional open mic session taking place in the evening of 28th. The AGM of the Village Hall took place on 1st July which was well attended. The Committee Room was booked for 8th July to enable the Parish Council to interview for the new Clerk and the Parish Council Meeting was on the 14th July. There was a quiz night on 18th July which was arranged by the Church and the bar was open with proceeds from the bar going to the Village Hall. There was the usual open mic night on 25th July. Future events: There is a party booked for 25th October with bar but this needs to be confirmed with a deposit. The usual open mic sessions on the last Friday of the month are in the diary. Need to discuss whether the bar will be opened on 17th August by a volunteer for the free Air Ambulance Cycling event. All profits to the Village Hall and free access to the toilets for the cycling event. We have received an email from Dave Thomas regarding the future bookings for the Aero Club which are 24th September, 29th October and AGM on 3rd December. I have emailed Dave Thomas to confirm the price of the hire to include the bar. She had sent our invoice to Breckland Council regarding the hire of the Hall on 22nd May for the European Parliamentary Election for £160 and believes that this has now been paid. She had also spoken to PHS. The smaller nappy bin has already been delivered and the large nappy bin has been removed together with the nappy changing unit. A credit note has been issued but we need to request an up-to-date statement of account for the hire. She stated that we still need to promote the hiring of the hall as this is one of the greatest potentials for revenue and need to discuss future marketing. The secretary said that he may be able to set up a website for the hall and agreed to design an advertise-ment for NPN and the website. Correspondence: The Secretary passed to Tracy a letter asking to quote for hall insurance . Hall Maintenance: Mel Finden was given authority to buy materials required to paint the interior of the hall . Permission was given for the pre-school to put up extra poster boards. Parish Council: No report made. Village Bar: Guy Reynolds reported that: 1) Fridays have been poorly attended, apart from the Open mike nights. 2) The first Village Church quiz night held on the 18th July went well. 3) The Village Fete / Church Day, it did not go well for the bar. We had very poor bar sales on the day due to lack of numbers and bad weather. We did not sell much draught beer (over 150 pints less than the normal Fete Day) The bar has had to right off a barrel & a half of beer / larger (140 pints approx.) due to going out of date. 4) We have a lack of volunteers to run the bar.

His conclusions were: 5) That the bar is to be only open on two Fridays nights a month (2nd & last Friday of each month) and not every Friday. 6) Draught beer is to be taken off (not sold) on Friday nights and only put on sale at major functions. This will reduce wast-age of beer and the beer going out of date. The bar reverts to selling Bottled & Cans of Real Ales, Beers and Lagers to make a better profit for the hall. Guy was given permis-sion to purchase, if required material to make permanent signs placed in the village to direct people to the Bar . Guy handed to the secretary a letter resigning from the post of bar manager .The committee thanked Guy for all that he had done to place the bar on a sound footing . Pre-School Group: Mel Finden reporting for the pre-school group stated that the fencing for the 'Free Flow ' garden at the back of the hall had been purchased A suitable mural was to be painted on the outside wall . A fibre glass wheel chair ramp was being pro-vided. Offers had been made to donate some outside play furniture . It was suggested the Pre-school group should ask the Parish council for a grant to help with the cost of the garden project. Millennium Green: It was reported that Alun Gibbs was cutting the Millennium Green grass. TV and WiFi: It was decided that no further action was appropriate at the present time. AOB: None. Carbrooke Church News Life is full of ups and downs, and we have certainly had plenty of those in Carbrooke Church within the last month. Sadly we have to report that we have been the victims of thieves who have taken some of the lead from the Church roof. This is a great blow to us, as we work as volunteers to maintain the building. At a time when we have so much work, restoration and expense, we have the added and unnecessary hassle and expense of dealing with insurance companies, builders, and going through the planning process, to just replace and make good our roof. Not only has it caused extra work, it also further endangers the fabric. The lead was there for a reason…to keep out the weather. If anyone saw or heard anything unusual, please let us know. On the ‘ups’ though At last…..the church toilet is fitted and working! The room still needs a few adjustments, but the toilet is available for use! More good news, our heat-ing system has been repaired, by a very kind ex-heating engineer, who is only charging for parts, and has saved us a great deal of money. The system has still to be commis-sioned, but it will be ready, by the time the cold weather arrives. Community HARVEST FESTIVAL will be held on 5th October, with all donations going to Watton Food Bank afterwards. We are planning a NATIVITY FESTIVAL during December, this special Christmas event will feature our unusual Nativity sets, and the Christmas story, if anybody has an unusual (or usual) Nativity set, they would be prepared to dis-play in the church please contact us. A Message from Treetots Playgroup Hello, my name is Faye Morse, I am the newly appointed chair-person of The Treetots Playgroup Committee. My first task is to quash all rumours and assure you that Treetots Playgroup is NOT closing. Due to the recent discovery of several administration errors, Norfolk County Council suggested that Treetots may have needed to temporarily close until these errors were addressed. However, OFSTED were happy that the care given by staff and

the safety of the children was never in question, therefore enabling us to open and run as normal. We are a charity based playgroup, which has been caring for the young children of the Watton area for more than 30 years and shall continue to do so for many more years to come. I hope this settles any anxieties and will re assure the local community that Treetots is a wonderful and safe environment for your 2 – 4 year olds pre-school needs. To receive an update on the heap of spoil - The clerk has been in touch with Mark Edmonds who has been liaising with Environment Agency about removing the spoil. To discuss the meeting with George Freeman on 19th September - Councillors Buscall, Nind and Sampher will attend on behalf of the Parish Council as will the clerk. The clerk was asked to find out where funding of the new Costessey community centre was obtained from, and to find out about Anglia Farmers GrantResource. To receive representatives reports: Blenheim Grange - The Summer Fete on August 30th was well supported. The AGM will be held in November. There have been complaints of low water pressure and pressure surges. Councillor Wormall has contacted Anglian Wa-ter. Residents who experience problems should contact Anglian Water. Millennium Green - A meeting of the Trustees was held in August. Alun Gibbs has been doing voluntary maintenance work on the Green. Pre-school - The pre-school has completed the decoration of the village hall and the gar-den project and are now fundraising for a garden shed and rubber tile surfacing for the physical play area. There are twelve new starters for the new term and the pre-school is offering two year funding for a limited number of spaces which are now filled. To discuss the clerk’s report on various administration matters: Employment contract - Cllr Muller will send the clerk a copy of the previous clerk’s contract and the clerk will put together a draft based on this and the NALC standard contract. Hours - It was agreed the clerk’s basic hours are 35 a month, with up to an additional 5 hours to be worked as necessary. Payroll - It was agreed the clerk will run the PAYE herself, and will set this up in time to be paid next month. Conversion of PC’s electronic records from Pages format - It was agreed the clerk will get the electronic records reformatted so they can be used on a non-Mac computer. A councillor from Garvestone, Reymerston & Thuxton PC has offered to do this. Future agenda items: None. Due to the resignation of a councillor, Carbrooke Parish Council has a vacancy for a Parish Councillor. The Parish Council meets eleven times a year, (monthly apart from August) on the second Monday of every month at 7.30 pm. Meetings are held at the village hall and church in Carbrooke, and the community cabin at Blenheim Grange. Unless ten electors or more requested an election following the “Notice of Vacancy”, the vacancy will be filled by co-option by the Parish Council. Minutes (unapproved) of the meeting of Carbrooke Parish Council held on Monday September 8th 2014 in St Peter and St Paul Church.

Present: D Muller (Chairperson). J Nind, E Buscall, P Sampher, N Webster. Also present. F Needham (Parish Clerk) J Rogers (District Councillor) There were no members of the general public present. Apologies: Apologies were received from Cllr Wormall. To receive declarations of interests: Councillors Nind and Sampher; any matters relating to Blenheim Grange. To agree the minutes of the meeting held on Monday 14th July 2014: It was resolved to approve these minutes as a true and correct record of what took place at the meet-ing. The minutes were duly signed. To receive an update on the Open Spaces and play area at Blenheim Grange from James Blake, Oasis: James Blake gave a presentation about Oasis, and the plans for the open spaces at Blenheim Grange including the play area. The commuted sum from the developers and the proportion of the play area funding (donated by the housing associa-tions) for maintenance will be invested in houses. Once the first houses are purchased, they would be mortgaged and other property bought. The income from the properties will be used for maintenance of the open spaces and play area equipment in perpetuity. A Deed of Obligation will be agreed with the developers; if this is defaulted on, the de-velopers can take back the land and property portfolio. James Blake thought that the Parish Council could also be a party to the Deed of Obligation. Oasis is taking on open spaces at Downham Market and is in the process of putting in a play area but have no other experience of play areas. The Downham Market site has a property portfolio of one house at present with a second to be purchased. James Blake said he would provide a copy of the open spaces maintenance plan for Blenheim Grange and the Deed of Obli-gation for the Downham Market site (as one has not yet been drawn up for Blenheim Grange). The latest play area plans were discussed and Councillors made the following points: a proper roundabout with seats is needed, as is a youth shelter, and boulders; the overhead rotator is not wanted. The redrawn plans should be shown to residents for consultation. Matters arising: Parking area dispute on Blenheim Grange - It seems that an agreement is being reached between the parties. Dog bins at Blenheim Grange - Councillor Sampher will be speaking to Pooper Scooper about which bins are being used most and report back to the next meeting. Waste bins - Clerk has written to the village hall committee to remind them that the Parish Council have just signed a new contract and pay for the bins for the use of the village hall, Millennium Green and play group.

To note results of any new planning applications - None. To agree the process for commenting on planning applications - It was agreed that the Parish Council’s comments will be submitted by the clerk either following discussion of the application at a meeting, or if time does not permit, following circulation of the ap-plication to councillors by email, with councillors forwarding their views and the clerk collating these. In the event of very differing views, the clerk will consult the Chair as to how to proceed. To receive correspondence and to discuss circulation of email correspondence: Kickstart – moped loan scheme for rural areas: It was agreed the clerk will display the information and forward to New Penny News. Email from a member of the public asking for information about road adoption at Blen-heim Grange: the clerk will reply that this is not an issue the PC can advise on. The clerk reported that she had received a phone call from a resident of Broadmoor Road complaining about trailers on the road driving too close to the verge. It was agreed the clerk will continue to forward emails for general information to councillors Finances: To receive a financial report - The clerk presented a financial report showing income and expenditure against budget to date and predicted to the end of the year. Completion of external audit for 2013/14 - Mazars have contacted the clerk with a query. This has now been sorted out and the audit should soon be finalised. To approve receipts and payments - Cheques signed. Veolia £19.49 (waste). Norfolk RCC £36.00 (payroll service Apr – Jun 2014) To sign change of address papers for bank accounts - The letter was signed. Blenheim Grange: To receive an update from the clerk on the open spaces and play area at Blenheim Grange and to discuss how to proceed - The clerk presented a report on the current situation regarding the open spaces and play area. It was agreed that the Parish Council needs to review the options for the transfer and future maintenance of the open spaces and play area. It was agreed that this issue needs to be dealt with as soon as possible and that an extraordinary meeting of the Parish Council will be held on Wednesday 24th September at the Blenheim Grange cabin for councillors to discuss this. The clerk was asked to investigate the options available to the Parish Council.
