Voluntary action that goes beyond regulatory requirements can close that gap as has been shown in the last ten years:

Filling the Gap of 2°C

Private sector involved in Voluntary Action US vs EU

Data Source: TAKING STOCK OF THE ROLE OF OFFSETS IN CORPORATE CARBON STRATEGIES, ECOSYSTEM MARKETPLACE 2015

The Italian domestic market is not transparent and no aggregated data on price and volume is available. The only available data is carried out from the voluntary carbon credits generated by forestry projects in and outside Italy.

Italian Voluntary Climate Action

Volume: 46.720 tCO2eq.

Value: 560.000 € Data Source: State of the Italian Forest Carbon Markets 2015 (Nucleo Forestale Monitoraggio del Carbonio)

VOLUNTARY ACTION IN ITALY

1. No Italian companies are present in the TOP 100 Voluntary Offset Buyers as reported to CDP in 2013 and 2014.

2. Most of the Italian voluntary mitigation action is not additional. “none of the forest mechanisms arose in Italy are additional” (Data Source: State of the Voluntary Carbon Markets 2015 )

3. Lack of regulatory framework recognising best practices and rules (additionality, transparency, etc.) able to prevent greenwashing and false practices

Italian Voluntary action within the private sector is marginal compared to other countries.

IMPACTSMEASURABLE

Sustainable Development

• Increase Climate commitment in private sector

• Leverage the climate mitigation action within Italian NGOs while increasing International Cooperation funds (Reducing Public spending )

• Maximizing the efficiency of the climate actions with a measurable and certified process

• Increase overall Italian contribution to international climate mitigation and adaptation

An opportunity not to be missed

1. Developing a framework with Profit and Non Profit contribution (clear rules for voluntary action in Italy)

2. Create synergies between International Cooperation and private sector in Developing Countries. Support the voluntary action with specific marketing campaigns (ex. CarbonNeutralNow.UNFCCC 2015)

3. Mobilize the private sector: introduce incentive schemes and support private sector in disclose their Climate Strategy in their CSR report.
