Relative Rank of the Officers of the Navy, Army and Air Force.

Officers of the Royal Canadian Navy shall take relative rank with each other,rank for rank, according to seniority; or in the case of Commodores, date of appoint­ment. CONDITIONS OF ENTRY, SERVICE, ETC.,THE ROYAL CANADIAN NAVY

I. NAVAL CADETS (INCLUDING ENGINEER OFFICERS)

Naval Cadets are entered in the Royal Canadian Navy periodically,according to the requirements of the service, under the conditions specified inthe following paragraphs.

2. (i) General qualijications.-Candidates must be British subjects of( pure European descent, who have resided, or whose parents have resided in

Canada for two years immediately preceding the date of entry. Shortperiods of absence in Europe for purposes of education will be considered asresidence. In doubtful cases, the burden of clear proof will rest upon thecandidate.

Every candidate must be in good health and free from any physical defectof body, impediment'of speech, defect of sight or hearing, and also from anypredisposition to constitutional or hereditary disease or weakness of any kind,and be in all respects well developed and active in proportion to his age.

(ii) Age Limits.-(a) Candidates for entry as Naval Cadets in the RoyalCanadian Navy, other than those referred to in clause (b) must not be lessthan In years or more than 18! years of age on the following dates:-

(September Enu;y) for May Examinations :~Jult(b) Students in the'Royal Military College of Canada, who have qualified

for entry to the second class at that Institution, and who have completed atleast one period of Naval Training at R.C.N. Barracks, Halifax, as Tem­porary Naval Cadet (Special Service), Royal Canadian Naval VolunteerReserve, or above, will be eligible, as regards age and education, for entry asNaval Cadets, Royal Canadian Navy, provided they are over 171 years ofage, but not over 20 years of age on the 1st September of the year in which itisproposed to enter them.

(iii) Educational Examination.-Candidates will be required to pass aneducational examination, which will be held about two months before the date

( f entry, except as stated in clause (ii) (b).

The most convenient arrangements which are possible to meet individualcases will be made as regards the place of examination.

The papers are set and marked by the educational authorities of the CivilService Commission of Canada.

The subjects in which candidates will be examined will be as follows:

PART I

(a) English; (b) General Knowledge; (c) one of the following 8'Ubject8:Modern language; or General History; or Everyday Science.

PART II

A ny three of the following subjects, of which Lower Mathematics must be one:

/ (a) Latin; or (b) Greek; or (c) French; or (d) German; or (e) ModernHistory; or (f) Lower Mathematics; or (g) Higher Mathematics; or (1&)Physics; or (i) Chemistry; or (j) Biology.

No candidate may offer similar subjects in Parts I and II, i.e., a candidatetaking a modern language in Part II may not offer a modern language inPart I; a candidate taking Physics, Chemistry, or Biology, may not offerEveryday Science; a candidate taking Modern History may not offer GeneralHistory.

A syllabus of the scope of the examination and a copy of specimenJquestion papers will be supplied on application to the Naval Secretary, theDepartment of National Defence, Ottawa.

NOTE.-The facilities for training Cadets of the R.C.N. in the trainingship of the Royal Navy are offered on the distinct understanding that if anycadet is found to be below the usual standard the Admiralty may require hiswithdrawal at any time should they think fit, and it is necessary, therefO~.that the educational standard of the R.C.N. Cadets should correspond to tha ...of the Cadets of the R.N., with whom they will be receiving instruction.

(iv) Interview.-Candidates will be required to appear before a repre­sentative of the Department appointed by the Honourable the Minister ofNational Defence, to consider their suitability for entry as officers in theRoyal Canadian Navy, from the point of view of character, school record, andpast training.

Convenient arrangements for this interview will be made either before or .after the educational examination. '

NOTE.-Candidates will be required to defray their travelling expenses,subsistence and any other expenses in connection with interviews, and educa­tional and medical examinations.

3. Applicants wishing to take preliminary training at the Royal MilitaryCollege should apply to the Commandant, Royal Military College, Kingston.

Applications from candidates for direct entry as Naval Cadets should beforwarded to the Naval Secretary, Department of National Defence, Ottawa,on an application form which will be supplied on request. The fOllOWin~.....particulars are required.

(a) Statement of nationality of both parents and grandparents onmother's and father's side of the house.

. (b) Certificate of character.

(c) Certificates as to educational qualifications, from principals of Col- ,leges attended by the candidate during the past two years. '

(d) Birth certificate.

(e) Certificate of physical fitness.

(f) Certificate of ability to swim at least 50 yards.

(g) List of subjects which the candidate wishes to take at the educationalexamination.

NOTE.-Final medical examination will be arranged as convenient eitherbefore or after the educational examination, probably at the same time as theinterview.

NOTE.-Parents or Guardians of candidates must undertake for them thatthey are prepared to serve in any branch if required. The parent or guardianmust declare, also, in writing, his intention that the Cadet shall adopt theRoyal Canadian Navy as his profession in life.

The form of declaration in the application form must be completed andsigned by the parent or guardian.

4. The candidates who are selected for the R.C.N. as a result of theeducational examination, interview, and med cal examination, will be requiredto r roceed to England for service in the Training Ship for Cadets of the RoyalNavy.

Free transportation on first entry will be granted as follows:-

(i) From their home to the port of embarkation-No travelling expensesif distance is less than 500 miles. If distance is over 500 miles, they will beallowed travelling expenses at the rate of 4c. a mile for the number of milesbeyond 500 necessarily travelled between the place in Canada at which theyreside and. the port of embarkation.

f (ii) Free transportation to England, and in England from port of disem-f barkation to port at which they join the Training ship.

5. Candidates will be informed as to the ship of the Royal Navy whichthey are required to join in England, as to the date and port of joining, and asto passage arrangements which have been made. They will proceed, accord-ingly, to take up their appointments. ; - '1'

Naval Cadets are appointed to the Cadet Training Ship of the RoyalNavy for at least 12 months.

During the period of 12 months instruction, a Naval Cadet is subjectgenerally to the same regulations as Naval Cadets, R.N. He will be regardedas on probation and may be required to be withdrawn at any time if, in theopinion of the Minister (1) he fails to reach a satisfactory standard; or (2)his conduct is unsatisfactory; or (3) he is considered unsuitable for the NavalService.

r The instruction of Naval Cadets comprises seamanship, signals, naviga-\ .on, pilotage, gunnery, torpedo, and engineering.

Seagoing training is given in the seagoing tender attached to the TrainingShip.

6. During the last three months in the Training Ship, Naval Cadets wUIbe permitted to volunteer to specialize in engineering and will be selected tospecialize in this Branch, according to the requirements of the Service. TheCadets selected to specialize in Engineeering will, after leaving the TrainingShip, be sent to the Royal Naval Engineering College, Keyham, England, toattend a course which will last in all 4 years, divided into 12 terms. The first11 terms (three and two-thirds years) will be spent at Keyham, and the finalterm in H.M.S. Vernon.

Officers undergoing the Keyham course will adv,ance in rank correspond-ingly with contemporary executive officers. . .

The Midshipmen selected to specialize in engineering will separate, finally,from Executive Officers, and, though remaining in the Military Branch, willforego all right to subsequent reversion to Deck duties, and to Militarycommand.

Cadets who do not specialize in engineering, on being :;tdvanced to Mid­shipman, will continue to receive training with corresponding Officers of the

. Royal Navy until they have passed their examinations for promotion to therank of Lieutenant.

After passing for the rank of Lieutenant, they may be required to serveeither as General Service Officers, or to specialize in Gunnery, Torpedo, Navi­gation or other special branch. As far as possible Officers selected for specialservice will be allowed to choose the Branch in which they will specialize,subject to the proviso that all branches are satisfactorily filled.

7. After passing the necessary examinations on completing 12 months' I

instruction, Naval Cadets attain Midshipman's rank in their Branch of theService, and, from this point, come under the ordinary regulations for Officer_4of the RC.N. ....

They continue to serve with the Royal Navy for several years in battIe- \ships, battle cruisers, or cruisers, usually in the Mediterranean or Atlantic 1Fleet.

Subsequently, after taking up appointments in Canada in Sub-Lieuten­ant's or Lieutenant's rank, they perform approximately a third of their servicewith the Royal Navy, and two-thirds of their service in His MajestY'd Cana­dian ships.

The regulations for promotion of Officers of the Royal 'canadian Navyare the same as those for promotion of Officers of the Royal Navy.

8. Cadets.n whilst serving in the Training Shil!, will receive the leavegranted to Cadets, RN., at the end of each term-usually four weeks approxi­mately at Christmas, Easter, and in the summer.

The travelling expenses of Cadets proceeding on leave are chargeable totheir parents. Advance of the expenses will be made by the AccountantOfficer of the Training Ship, will be charged to the Cadet, and will be payableout of the private allowance made to the Cadet by his parents.

After leaving the Training Ship they receive the leave authorized for oth~rOfficers of the RC.N. whilst on Foreign Service, viz., 30 day,s a year.

Visit Ie Canada for leave.-Free transportation to Canada to visit theirhomes for leave is granted after two years or more service with the RoyNavy. The granting of leave depends, of course, upon the service, etc., :which their ships are employed, but it is probable that Naval Cadets will be \able to visit their homes in Canada about 2! years after entering the Navy. '

9. Particulars of the expenses for preliminary training at the RoyalMilitary College, Kingston, may be obtained from the Commandant of thatInstitution. .

The expenses probably devolving upon the parents of Naval Cadets areas follows:-

(i) Travelling expenses in connection with examination for entry in theRC.N.-The most economical arrangements possible will be made, and it isnot anticipated that such expenseb will be great.

(ii) Transporlatian when proceeding on leave-not covered by the allow­ances referred to in paragraphs 4 and 8 above.

(iii) Uniform.-Must be supplied by the parent at his own expense.

A list of the outfit required will be forwarded to the paJ'ent of each Cadetwhose entry is approved.

Its cost is about $325, and additional uniform necessary on promotion toMidshipman after 12 months' service is about $100 extra.

On reaching the rank of Sub-Lieutenant, an Officer is required to providehimself with the uniform of a Commissioned Officer, and parents should beprepared to assist t.heir son to the extent of about $250 on his promotion toCommissioned rank at about 21 years of age. .

(iv) Private Allowance.-Parents will be required to make on behalf of theCadet a private allowance at the rate of $250 per annum, from the time 0 fjoining the Naval Service until he reaches the rank of Midshipman (i.e., forapproximately 12 months).

This allowance will be utilized to provide for all necessaries incidental tothe Cadet's training, e.g., purchase of books, entertainment, etc., and will, in·AO way be a personal allowance to the Cadet himself.

Private allowance, together with the Cadet's pay of 25c. a day, and th {'allowance for messing, should normally be sufficient to meet his expenses othe Jthan clothing, travell.ing expenses, and expenses when on leave, but should thi 15

not be the case, the deficit, which would probably be of small amount, would

Ibe chargeable to the parent. .

General.-Parents may authorize their sons to receive additional privateallowance whilst in the Training Ship for sightseeing, personal purchases

. ashore, etc. ($5 a month is suggested).

It is undesirable that young Officers should have the control of large sumsof money, and arrangements call be made for travellint; expenses and anymoney which may be required for any special circumstances, to be advancedby the Accountant Officer of the Officer's Ship, with the authority of theCommanding Officer, and recovered from the parent.

On promotion to Sub-Lieutenant, an Officer should be able, with reason­able economy, to meet all his expenses, out of his pay.

10. Cadets will be paid 25c. a day from the date of entry until theybecome Midshipmen, after which date they will receive pay and allowancesof Officers of corresponding rank in the Royal Canadian Navy.

NOTE.-The daily pay of Executive Officers of the R.C.N. is as follows:­Midshipman, $2; Sub-Lieutenant, $4; Lieutenant, $5 to $6; Lie.utenant

Commander, $7.50 to $8.50; Commander, $10 to $13; Captain, $15 to $18.75.Midshipman (E), $2; Sub-Lieutenant (E), $4; Lieutenant. (E), $5 to

$6.75; Lieutenant Commander (E), $8.50 to $9.50; Commander (E), $11.25to $14.25; Captain (E), $15 to $18.75.

Additional allowance is paid to Lieutenants who specialize in Gunnery,Torpedo, etc., and allowances for the responsibilities of command and enter­taining are authorized for Commanders and Captains under conditions speci­fied in the regulations.

II. PAYMASTER CADETS

Paymaster Cadets are entered in the Royal Canadian Navy periodically,according to the requirements of the service, under the conditions specified inthe following paragraphs.

2. (i) General qualijications.-Candidates must be British subjects of pureEuropean descent who have resided, or whose parents have resided in Canadafor two years immediately preceding the date of entry. Short periods ofabsence in Europe for purposes of education will be considered as residenlle.In doubtful cases, the burden of clear proof wil Jrest upon the candidate.

Every candidate must be in good health and free from any physical defectof body, impediment of speech, defect of sight or hearing, and also from anypredisposition to constitutional or hereditary disease or weakness of any kind,and be in all respects well developed and active in proportion to his age.

The cases of short-sighted candidates, in other respects fit, will be speciallyconsidered.

(ii) Age Limits.-(a) Candidates for entry as Paymaster Cadets must bebetween 17 and 20 years of age on the 1st September following their applica­tions. Applications should be forwarded about 6 months in advance ofthe date on which it is 4esired to enter.

(iii) Educational Examination.-Candidates may be required to pass aneducational examination.

The most convenient arrangements which are possible to meet individualcases will be made as regards the place of examination.

The papers are set and marked by the educational authorities of the CivilService Commission of Canada.

The subjects in which candidates wOll be examined will be as follows:-

PART I(a) English; (b) General Knowledge; (c) one of the following subjects:Modern language; or General History; or Elementary Mathematics; or

Everyday Science.Of:

PART IIAny two of the following subjects, but must offer either Elementary

Mathematics in Part I, or Lower or Higher Mathematics in Part II.

(a) Latin; or (b) Greek; or (c) French; or (d) German; or (e) ModernHistory; or (f) Lower Mathematics; or (g) Higher Mathematics; or (h)Physics; or (i) Chemistry; or (j) Biology.

No candidate may offer similar subjects in Parts I and II, i.e., a candidatetaking a modern language in Part II may not offer a modern language in Part JI; a candidate taking Physics; Chemistry, or Biology~may not offer Everyday ,Science; a candidate taking Modern History may not offer General History. ( -.

A syllabus of the scope of the examination and a copy of specimen question -'~1p.apers wi]] be supplied, on application to the Naval Secretary, the Departmentof National Defence, Ottawa.

Other proofs of educational standing may in some cases be accepted inlieu of examination at the discretion of the Department. NOTE.-The facilities for training Paymaster Cadets of the R.C.N. in thH .training ship of the Royal Navy are offered on the distinct understanding that .if any cadet is found to be below the usual standard the Admiralty may requirehis withdrawal at any time should they think fit, and it is necessary, there-fore, that the educational standard of the R.C.N. Paymaster Cadets shouldcorrespond to that of the Paymaster Cadets of the R.N., with whom they willbe receiving instruction.

(iv) Interview.-Candidates will be required to appear before a repre­sentative of the Department appointed by the Honourable the Minister ofNational Defence, to consider their suitability for entry as officers in theRoyal Canadian Navy, from the point of view of character, school record,and past training.

Convenient arrangements for this interview will be made either beforeor after educational examination.

NOTE.-Candidates will be required to defray their travelling expenses,subsistence and any other expenses in connection with interviews, and educa­tional and medical examinations.

. Applicants wishing to take preliminary training at the Royal MilitaryCollege should apply to the Commandant, Royal Military College, Kingston.

3. Applications from candidates for direct entry as Paymaster Cadetsshould be forwarded to the Naval Secretary, Department of National Defence,Ottawa, with the following particulars:-

(a) Statement of nationality of both parents and grandparents onmother's and father's side of the house.

(b) Certificate of character.

(c) Certificates as to educational qualifications from principals of Colle.:;:esattended by the candidate during the past two years.

(d) Birth certificate.

(e) Certificate of physical fitness.

(f) Certificate of ability to swim at least 50 yards.

(g) List of subjects which the candidate wishes to take at tbe educationalexamination.

NOTE.-Final medical examination will be arranged either'before or afterthe educational examination probably at the same time as the interview.

4. The candidates who are selected for entry as Paymaster Cadets in theR.C.N. as a result of the educational examination, interview, and medicalexamination, will be required to proceed to England for service in the TrainingShip for Cadets of the Royal Navy.

Free transportation on first entry will be granted as follows:-

(i) From their home to the port of embarkation.-No travelling expenses\ if distance is less than 500 miles. If distance is over 500 miles, they will be

allowed travelling expenses at the rate of 4 cents a mile for the number of milesbeyond 500 necessarily travelled between the place in Canada at which theyreside and the port of embarkation.

(in Free transportation to England, and in England from port of disem­barkation to port at which they join the Training ship.

The employment of an Accountant Officer falls into two broad divisions (which are interchangeable according to circumstances of service and selection,viz., (aJ Care and custody of public cash and of Naval victualling, clothingand stores of the ship; (b) Secretarial duties on the Staff of a Flag or SeniorNaval Officer, or elsewhere.

The duties of (a) are those which an Accountant Officer normally fulfils.Those of (b) depend primarily on s,Jection by a Flag Officer for appointmentto his Staff, and carry additional emoluments.

Candidates must be physically fit in all respects, and in the case of Seamen,.Engine Room Artificers and Ordnance Artificers must have full normal vision.

. In the case of other ratings, a standard of vision slightly below normal may beaccepted, but normal colour vision is essential in all cases.

Candidates must be British subjects of good character domiciled inCanada for at least two years. Preference will be given to those with educa­tion equivalent to High School Entrance, or above. No technical qualifica­tions are required for entry in the Seaman and Stoker Branches. Artificerand artisan ratings must be qualified in one of the trades mentioned.

Writer ratings and Victualling ratings must possess educational qualifica­tions equivalent to second year High School, preferably with some office·xperience in accounting or secretarial work, or commercial training.

CONDITIONS OF SERVICE

All men (over 18 years of age) joining the Navy must sign a contract toserve for seven years.

Boys (under 18 years of age) joining the ~avy must sign a contract to; serve until they reach the age of 18 and for seven years from that date. They

must obtain the consent of their parents or guardian to join the Royal Cana-­dian Navy. A form for this purpose will be forwarded to them.

Ratings entered in any branch of the Service will be eligible throughservice, and by passing the prescribed technical and educational examinations,for advancement in the various classes of their rating.

Ratings who are invalided on account of injury or illness attributable toservice, are eligible for a pension under the provision of the Pension Act.

Ratings who complete 20 years' service in the Royal Canadian Navy areeligible for a Long Service Pension under the terms of the Militia Pension Act.

Ratings over the age of 22, who are married and who allot 15 days payper month to their ,vives, are entitled to Marriage Allo,vance at the followingrates:

ApPLICATIOS FOR ENTRY\!

If it is desired to apply for entry in the Royal Canadian Navy in any ofthe above ratings, a form of Questionnaire should be obtained from the NavalSecretary, the Department of National Defence, Ottawa.

Upon receipt of the Questionnaire qualifications will be investigated, andif the application is approved, the applicants name will be placed in its properturn on the list of approved applicants at Naval Headquarters, Ottawa.

When a man's turn has been reached, appropriate instructions will beforwarded to him for provisional medical examination to be held as near aspossible to his home. The cost of the medical examination will be defrayedby this Department, but any other expenses incurred in connection witattendance for medical examination must be met by him.

If the preliminary medical examination shows a candidate to be physicallyfit in all respects, arrangements will be made for his transportation at Govern...ment expense to a Naval Base, where he will be given a final medical examina­tion and educational test.

If in all respects suitable, the candidate will be formally entered at theNaval Base, Halifax or Esquimalt, for general service, where required.

Should a candidate for any reason beyond his own control be rejected 1(i.e., found educationally or physically unsuitable on final examination), his 1transportation back to his home will be arranged and paid for by this Depart- j

ment, but if, on arrival at a Naval Base, a candidate refuses or fails to join theRoyal Canadian Navy, for reasons within his own control, his transportationback to his home will not be paid by this Department, and he will be requiredto refund the expenses incurred by the Department in connection with histransportation from his home to the Naval Base.
