    An Ecumenical Campus Ministry

    The primary focus of Campus Ministry at Washburn University is the

    development and strengthening of Christian faith in students; throughstudent participation and peer ministry. Campus Ministry also relates to

    staff, faculty, and administration.

    Participation is open to all students and staff of Washburn University.

    This Ministry acknowledges as its head, Jesus Christ, the Son of God and the

    Savior of humankind. It acknowledges as brothers and sisters in Christ allwho share in this confession. It looks to the Word of God in Scripture and tothe presence and the power of the Holy Spirit to prosper its creative and

    redemptive work in the world. It claims as its own the faith of the historicchurch expressed in the ancient creeds and reclaimed in the basic insights ofthe Protestant Reformers. It affirms the responsibility of the church in everygeneration to make this faith its own.

    THE NEED FOR CAMPUS MINISTRY:

    The United Methodist Church cannot survive without capable clergy and lay leaders.Although we are extremely pleased with the contribution that second career pastorsprovide, we also need young leaders.

    Young leaders are needed to address the needs of the future of our church since they aremore in-tune with the needs of the next generation.

    Campus ministry provides a prime source for such leaders. Where better to encourage,develop and inspire our young leaders than when they are learning, absorbing and settinga course for their lives.

    But how can we have effective campus ministry without inviting and functional facilities.Campus ministry should be able to focus on students, not be tied down with limited

    facilities as is the case at Washburn Campus Ministry.

    EXISTING BUILDING:

    The existing building was purchased in 2000. It was known to be in bad shape at thattime, but the location was ideal for campus ministry, being on a busy corner directlyacross the street from the campus, near the Living-Learning Center and just up the street

    from the new apartments being built north of 17th

    & Washburn.

    The existing house has many problems. The foundation walls are cracked. The porch roofhad settled and was recently leveled. The siding needs to be replaced in several locations.The fascia around the roof is rotted. The windows and some doors need to be replaced.The house is not insulated. The heating system is an inefficient gravity system and needsto be replaced. The building has no central air conditioning. The plumbing and wiringneed to be replaced. Repairing the building is simply not economically justifiable.

    Even if it were practical to repair the existing structure, it is not satisfactory for effectivecampus ministry. The building is not ADA accessible and the spaces are not sufficient for

    the desired programs. The basement does not have sufficient headroom and is notsatisfactory for any use except storage.

    The building must be replaced with a new facility designed for the desired

    ministries.

    PROPOSED NEW FACILITY:

    For the Campus Ministry program to meet its full potential, new facilities need to beconstructed. In order to allow Campus Ministry to be fully effective, the proposed facilitywould need to be developed through the following process:

    The estimated cost of the new facility, including demolition of the existing house, design,site work, construction and furnishings is $1,270,000. This is projected for constructionin 2009.

    DESIGN THOUGHTS:

    1. This is a preliminary design. Much more input and thought will be required for the final

    plan.2. The facility needs to be flexible for changing needs.3. The main entry needs to be visible and inviting from the corner of 17th and Boswell to

    attract and draw people into the center. We want to make use of the excellent location onthis busy corner.

    4. A patio and basketball goal along 17th would provide an inviting exterior environmentthus students and Washburn staff would want to stop by.

    5. Consideration needs to be given to security, minimizing entry doors and allowing entriesto be supervised.

    6. The lounge and study area should be located immediately inside the door. The loungecould have windows looking out to the entry and 17 th St., and the study should have amore secluded feel. Currently the existing structure does not allow for a study.

    7. The offices might be located along the front to allow the staff to observe those enteringthe building, those passing by, and those on the patio as well as those in the activity areaof the building. The existing structure does not allow for the minister to seem to be easilyaccessible.

    8. The kitchen should be located near the parking for ease of carrying in supplies. It shouldbe next to the activity area and be near the patio.

    9. This design provides dorm rooms for student staff members. There are varying thoughtson this. That decision will need to be made before final design.

    10. The lot is very tight considering the space needs for the ministry programs. This designuses all of the buildable area. A basement should be provided considering the limitedstorage on the main level. The basement could also be used for mechanical systems,water heaters, etc. Other thoughts would be to utilize the basement for a student gathering

    place where they can engage in board games, table top games and other positive forms ofrecreation.

    Although it might require an expensive elevator, it may be worthwhile to consider placing thedorms on the second floor, thus allowing more flexibility on the first floor. If an elevator wasinstalled, it would also allow more use of the basement.

    Endowments:One of the problems with religious buildings is that, in order for the effort to be effective,funds need to be spent on ministries, not maintenance. Although maintenance costs on anew building will be small for the first several years, even newer buildings require someinspections and maintenance. After a few years, carpets will need to be replaced, then the

    roof, maybe the furnace, etc., etc., etc. It is with this in mind that we desire to set up anendowment fund from the very beginning so funds are available when the needs do arise.Please consider the following as a means to ensure that operation funds may be used forministries and not need to be diverted for maintenance.

    Washburn Campus Ministry Building Endowment

    A limiting factor for any Campus Ministry is funds for ministry programs. Often alarge portion of the available funds are required for building maintenance, utilities,etc.. The desire is to set up an endowment fund to cover as much of the buildingcosts as possible, thus maximizing the funds available for actual ministry. A 5%

    return on investment is assumed, with the earnings to be used for building costs.The following steps show how varying amounts in the endowment fund would

    impact the ministry. Obviously the larger the endowment, the more funds that wouldbe available for ministry.

    STEP 1: Long termmaintenance:

    This would include painting, replacement of carpet,reroofing, mechanical equipment, etc.

    Estimated average annual amount required = 1/2% ofthe cost of the building.

    At the start, the building will not require muchmaintenance so this fund can build up for

    Annual funds required: $1,300,000 x 0.5% = $6,500.

    Endowment required to cover this cost: $6,500 /5% return = $130,000 $130,000

    This would include ongoing normal maintenance ofheating & air conditioning, etc.

    This would not include janitorial and yard work thatmight be handled by students.

    Annual funds required based upon experience withother buildings = $3,000.

    Endowment required to cover this cost: $3,000 /5% return = $60,000 $190,000

    STEP 3: Buildinginsurance:

    Annual cost of building insurance = $5,000.

    Endowment required to cover this cost: $5,000 /5% return = $100,000 $290,000

    STEP 4: Snowremoval:

    Estimated annual cost of snow removal = $1500.

    Endowment required to cover this cost: $1500 /5% return = $30,000 $320,000

    STEP 5: Utilities:

    This would cover utilities not including phone.

    Estimated cost of utilities = 5000 sq. ft. x $1.70 /sfannually = $8,500.

    Endowment required to cover this cost: $8500 /5% return = $170,000 $490,000

    Just imagine the freedom for the ministry if all of the above expenses were covered by an endowment

    and all the campus ministry funds were available for ministry.

    I became involved in the Wesley Foundation at KSU after being invited by a friend. I attendedthe social gathering, played games there and attended worship. I became involved in projects to

    improve race relations. This was a formative time in my life and set the course for my future. Ihave continually been involved with the church since that time.
