First of all, on behalf of the Government of Socialist Republic of Vietnam, I would like to express my warmly welcome to all ASEAN delegates and participants of the 10th ASEAN Skills Competition to Hanoi, Vietnam.

The ASEAN Skills Competition is a biennial skills competition among ASEAN member countries with objective to promote the quality of vocational training as well as to meet the development of skills standards in the ASEAN region. We hope that the development of occupational skills standard among ASEAN member countries will provide the best quality of skilled worker to the economic development of the region and the world. Moreover, the ASEAN Skills Competition aims to strengthen solidarity and co-operation among ASEAN member countries.

Ministry of Labour, Invalids and Social Affairs of the Socialist Republic of Vietnam is very honored for having this prestigious opportunity to be the host of the 10th ASEAN Skills Competition which will be held on 19th - 29th October, 2014 in National Convention Center. The theme “Skills - Our intrinsic value” of the 10th ASEAN Skills Competition indicates the important role of “skilled workers” to the stable and sustainable development of each ASEAN member countries, contribute for achieving intrinsic value of solidarity and co-operation among ASEAN member countries and the whole region.

The 10th ASEAN Skills Competition will be held from 19th to 29th October, 2014 with 23 skills to be competed and 02 skills for demonstration. At this competition, we will gather with nearly 300 competitors, more than 700 ASEAN delegates and thousands of visitors to visit the venue of the competition from 24th to 26th October, 2014. Along with the endeavour of Vietnam and ASEAN member countries, I believe that the 10th ASEAN Skills Competition will be remarkably successful and leave a good impression to all delegates. On behalf of the Vietnamese Delegation and the Secretariat of the 10th ASEAN Skills competition, I would like to express my warmly welcome to all ASEAN delegates, distinguished guests and competitors to the 10th ASEAN Skills Competition which take place at National Convention Center, Hanoi, Vietnam. Every two years, the ASEAN Skills Competition is organized in even year. This is arena of top skills for vocational students and young workers from ASEAN member countries to show their talents, creativity and passion for professional

ABOUT ASEAN SKILLS COMPETITION

The objective of the ASEAN Skills Competition are:1.To promote the development of vocational and technical education and training quality and work values among the youth and skilled workers;2.To boost technical cooperation in vocational/technical education and training between ASEAN member countries;3.To encourage close cooperation between government, industries, employers and workers organization and vocational training institute;4.Pave the way for work excellence and development of high skilled workers.

ASEAN Skills Competition creates an opportunity for all ASEAN member countries in cooperation and work together at the regional level in the field of skills development in order to achieve international level. The Rules and Procedures of the ASEAN Skills Competition as follows:

1. The Competition will be held every two (2) years and the member countries will take turns to host the competition by voting solutions;

At the ILO/APSDEP Meeting in Chiba, Japan from 7th - 17th September, 1993, a biennial ASEAN Skills Competition was initiated by an agreement of ASEAN member countries. This Competition aims to promote and upgrade skills standard in ASEAN region to international level. Target group of the Competition is young workers under 22 years old of ASEAN member countries. There was 9 ASEAN Skills Competitions which has been organized so far and in the 10th ASEAN Skills Competition, there are 10 participating countries and 25 competed skills.

2. ASEAN member countries have agreed to use the latest Test Projects of the latest World Skills Competition (a biennial skills competition with about member countries) for the ASEAN Skills Competition Test Projects. The World-Skills Test Project was drafted by experts in skills areas who are leader

from different industrial sector. Content of the Test Project reflect the latest technology and skill needed and will be amended before every competition. Therefore, using World-Skills Test Project as a background for developing ASEAN Skills Competition Test Project will enable young workers of ASEAN member countries to stay up to date with the world.

3. The Competitors must be no over 22 years old (except for Mechatronics and Information Network Cabling in which a competitor must not be older than 25 years old). Each ASEAN member countries can send 2 competitors for each skill areas for 03 days of the competition (it is about 15 - 18 hours).

There has been 9 ASEAN Skills Competition:1stASChosted by Malaysia from 12 - 23 August 1995 with 6 skills areas;2ndASC hosted by Philippines from 10 - 17 December 1996 with 10 skills areas;3rdASC hosted by Thailand from 16 - 18 March 2001 with 12 skills areas;4thASC hosted by Indonesia from 01 - 10 October 2002 with 12 skills areas;5thASC hosted by Vietnam from 21 - 30 September 2004 with 14 skills areas;6thASC hosted by Brunei Darussalam from 03 - 12 September 2006 with 12 skills areas;7thASC hosted by Malaysia from 10 - 19 November 2008 with 19 skills areas;8thASC hosted by Thailand from 14 - 24 November 2010 with 21 skills areas;9thASC hosted by Indonesia from 11 - 20 November 2012 with 23 skills areas;The 10th ASEAN Skills Competition is scheduled to be held in Hanoi, Vietnam from 19 - 29 October 2014. There will be 25 skills areas, in which 23 competed skills areas and 02 demonstration areas, detailed as follows:

ABOUT THE COMPETITION SITE

National Convention Center was built based on modern and advanced technology, have a sense of history and politic, beautiful architecture - harmonious, synchronous technical infrastructure and solemn, in accordance with international standards, has influenced of nation, a symbol of Vietnam architecture in the new century. National Convention Center has been constructed from 15.11.2004 and completed in 22 months later.This is a venue for congresses and conferences of the Party and State, the political organizations, conferences, international seminars, political events, economic, cultural and social that has national and international significance. With many advantages of the hall, meeting rooms, lobby, grounds, transportation, security, staff ..., NCC has always been the destination of the events organizers and national or international events.

National Convention Center has a total area of 64 hectares, The main building is located in the central area that is 50m high blocks with 5 floors and 1 basement, total floor area is more than 60.000m² included: main meeting hall is located at the 2nd floor, total area of over 4.200 meters square, nearly 30 rooms for conferences and seminars are arranged on the second floor and the third floor of the main building; Banquet room is located on the first floor of main building with an area of over 2,000 m², accommodating up to 1,800 guests, there are also other luxury dining room; 43 working rooms, auxiliary rooms and 7 bars that are arranged at all floors to make sure to meet all requirements for high-class serving activities.National Convention Center also has 5 star standard Villas, including 01 restaurant, operation unit and 10 Villas are arranged in closed layout according to the terrain height and mounted to the overall lanscape. Surrounding the Villas is garden, lawn, lake create overall lanscape which harmony with nature.

Hoan Kiem Lake (also known as Sword Lake or Lake of the Returned Sword) is a natural freshwater lake of Hanoi Capital, with an area of about 12 hectares. The name “Hoan Kiem Lake” appeared in the 15th Century associated with the legend of King Le Thai To returned the golden Sword for God Turtle.
