California Connects | Increasing digital access for a better future Overview

O ve r v i e w California Connects, a three-year program, aims to increase digital literacy and Internet usage and adoption in California through training, access, and resources, with an emphasis on the Central Valley, where there is a high concentration of disconnected residents. Background California Connects is funded by a grant from the U.S. Department of Commerce’s National Telecommunications and Information Administration for Broadband Technology Opportunities Program and administered by the Foundation for California Community Colleges in partnership with the California Community Colleges Chancellor’s Office and the Great Valley Center.

California Connects breaks down barriers to access by increasing the awareness of public computing centers, educating new users about affordable broadband options, providing training in multiple languages, and educating users about how the internet affects their lives. Broadband adoption will increase residents’ access to services and resources in areas such as personal finance, health care, and social services, as well as provide an avenue for maintaining family and community ties online. This initiative aims to gain 61,120 new broadband users trained in digital literacy with 9,168 Californians becoming new broadband adopters.

Community Trainers GVC is leading the Central Valley component of California Connects. We are responsible for the implementation of community trainers on the ground in 18 counties: Amador, Calaveras, Colusa, El Dorado, Fresno, Kern, Kings, Madera, Mariposa, Merced, Nevada, Placer, San Joaquin, Stanislaus, Sutter, Tulare, Tuolumne and Yuba.

Community Trainers conduct outreach and digital literacy training for Central Valley residents, with an emphasis on reaching the low-income Spanish speaking population. Trainers provide hands-on training in small-group,computer-lab settings, teaching trainees how to use the Internet for essential tasks such as securing gainful employment, exploring higher education opportunities, accessing health and finance resources, utilizing social networks, and more. Our focus is reaching populations for whom computer and internet use is still a challenge yet necessary to enhance their lifelong learning ability, improve their economic status and advance their quality of life.

Both classes are very happy that they have learned to scan documents, photos, and other legal documents that they wanted to save in their personal computers or USB's. Some of my students are also attending Citizenship classes at Altami Learning Center. They are really happy that we have helped them with EMAIL accounts because they have been getting a lot of information through their email accounts. Maestro gracias a su clase de computadoras he estado aprendiendome las preguntas de la ciudadania atraves de la computadora. La internet y la computadora me estan ayudando mucho en lograr mis metas. (Teacher thanks to your computer class I have been learning the questions for the citizenship exam through the computer. The internet and the computer are helping me a lot in getting to my goals.) I just feel good when trainees tell me the following statements in emails: "Teacher gracias a usted puede mandar emails y pagar mis bills" (Teacher thank you, I can now send emails and pay my bills online.) Fresno County “Hoy aprendi algo nuevo como encontrar los sitios para aprender Ingles.” (Today I learned something new, how to find websites to learn English.)

The partner in Tranquility High School is very excited about the number of parents in this training site. Last week, thirteen students attended training and there is people already waiting to attend training once the first group completes their core trainings. The partner at this site is also helping us inform the parents about the program.

The students attending training at Tranquility High School are very excited about what they have learned and are very interested in subscribing to internet service. I provided them with all the information about internet service providers in their area. The students who finished their training at Tranquility High School were very excited about what they learned at the training. There were happy that they will be able to help their kids in their schooling and check their academic progress online. A couple of students who completed their core training this week were very excited because this training will help them in their job. They work in the lab area of a food packing company and the training gave them the confidence and skills to use the new computerized system at work. People who attended training said these newly acquired skills are going to help them understand the technology that is used in everyday life now.

Matt Jones, Community Trainer for San Joaquin County shared:

A student in my Chavez class is an unemployed construction worker with a family who is extremely motivated to learn and better his situation for his family. He kept saying, “This is cool! I thought this [using the Internet] was so hard, but it's not!” I helped him apply for a library card so he could use library computers, and figure out how to obtain his Worknet email address.

While I only had one student at Wysteria this week, he was extremely enthusiastic. When I showed him photos on Google Maps of his hometown in Mexico (which he hadn't seen in at least 20 years), he began crying and said he was "excited" and "amazed."
