ORDER:In the letter first read above, the Government of India, Ministry of Tribal

Affairs has requested this Government to send proposal for sanction of funds

for construction of Scheduled Tribe Boys and Girls hostels for the year2009-10

2. In the letter second read above, the Director of Tribal Welfare hassent proposal to construct 8 Scheduled Tribes hostels (4 Boys and 4 GirlsHostels) estimated at the rate of Rs. 54.50 lakhs per hostel, as per presentPWD schedule of rate under Centrally Sponsored Scheme.

3. .In the letter fourth read above, the Government of India, Ministryof Tribal Affairs have conveyed its approval for sanctioning an amount ofRs.2.00 Crores (Rupees Two Crores only) towards first installment, forconstruction of 8 Tribal welfare hostels (4 Boys hostels under 50:50 equallyshared scheme and 4 Girls hostels under 100% Government of India grant).But the Ministry of Tribal Affairs has not specified the amount earmarked forBoys and Girls hostels separately. The Ministry of Tribal Affairs, has alsostated that a sum of Rs.14,27,470/- may be adjusted from the unspent'balance from grant of Rs.150.00 lakhs released during the year 1999-2000.The balance central share would be considered in due course on receipt ofphysical progress report and utilization of first installment.

4) The total amount involved the Government of India share, state sharefor 4 ST Boys hostels and the fund released particulars as per Government ofIndia's sanction are mentioned below :-

5) The total estimated cost for construction of 4 Boys hostels and 4 Girlshostels is Rs. 436.00 lakhs at the rate. of Rs.54.50 lakhs per hostels. Amongthis Rs.327.00 lakhs is Government of India share (For 4 Girls hostels 100%grant and for 4 Boys hostels 50:50 shared Scheme). Now the Government ofIndia Ministry of Tribal Affairs has released a sum of Rs.2,00,00,000 (RupeesTwo Crares only) as first installment. The State Government have also decidedto release proportionate State share of Rs. 70.00 lakhs for the construction of 4scheduled Tribes Boys hostels.

6) Accordingly, the Government accord sanction for sum ofRs. 2,70,00,000/ - (Rupees Two Crores and seventy 1akhs only) as firstinstallment for construction of 8 Scheduled Tribes hostels, (4 Boys and 4 Girlshostels) as listed in the Annexures to this order, duly approved by Governmentof India, for the year 2009-10 by utilizing the. first installment of Governmentof India's fund as well as State share. The balance amount will be releasedafter receipt of the remaining amount from Government of India, Ministry ofTribal Affairs.

7) The expenditure sanctioned in Para 6 above shall be debited to the.following head of account :-

"4225 Capital Outlay on Welfare of Scheduled Castes,Scheduled Tribes and other Backward Classes - 02. Welfare ofScheduled Tribes - 277. Education - Schemes in the EleventhFive Year Plan - VI Scheme shared between State and Centre -UB Construction of Government Tribal residential school inTribal Areas 16. Major works".(D.P. Code 4225 02 277 UB 1609) ..

8) The amount sanctioned in para 6 above shall not be paid in cash butadjusted by Contra Credit into the following head of account:- .

"K Deposits and Advances (b) Deposits not bearing interest -8443.00 - Civil Deposits - 800. AE. Other Deposits - Deposits ofGovernment Companies and Corporations; etc. 52. Deposits ofTAHDCO".

9) Necessary funds has been provided in FMA / FSE 2009-10. TheDirector of Tribal Welfare is authorized to draw and disburse the amount toTAHDCO, as ordered in Para 8 above.

10) The Director, Tribal Welfare/Managing Director TAHDCO arerequested to utilize the unspent balance amount of Rs.14,27,4 70/ - (Rupeesfourteen lakhs twenty seven thousand four hundred and seventy only) asGovernment of India grant available in TAHDCO P.D. Account along with thefund sanctioned in para 6 above.

11) The Director, Tribal Welfare is requested to allocate the funds inconsultation with the Managing Director, TAHDCO. He is also requested toensure that the construction is carried out only in the places approved by theGovernment of India and that the proposed hostels are provided with necessarycomponents of rain water harvesting and solar energy system for waterheating, which have to be provided in each construction of hostel.

12. The Director, Tribal Welfare in consultation with the ManagingDirector, TAHDCO shall chart out a time schedule for the construction ofhostels and send a report to the Government the date of commencement andcompletion of the project then and there.

13. The Managing Director, TAHDCO is requested to send monthlyprogress report of the construction work with photographs. He is alsorequested to send utilization certificate for the amount released by theGovernment and details of Central assistance received then and there.Then only the balance amount will be released from Government of India,Ministry of Tribal Affairs. He is also requested to ensure that the works nowsanctioned are completed within the period of 2 years, (as per the provision ofthe revised scheme) from the date of the Government order.
