Pen Slough Area, Sarasota County, F l o r i d a . The r e s u l t s o f t h e pre-

l i m i n a r y e v a l u a t i o n a r e contained i n t h i s r e p o r t which i s submit ted

i n f u l f i l l m e n t o f t h e agreement between t h e Southwest F l o r i d a Water

Management D i s t r i c t and Hydroscience Research Group, I nc .

PURPOSE AND SCOPE

The purpose o f t h i s p r e l i m i n a r y eva lua t i on was t o eva lua te t h e water

q u a l i t y , water q u a n t i t y , and t h e p o t e n t i a l y i e l d o f water f rom Cow

Pen Slough, P h i l l i p p i Creek, and t h e Myakka R iver , under a g i ven s e t

o f v a r i a b l e l i m i t i n g fac to rs . The scope o f work inc luded t h e c o l l e c t -

i o n and e v a l u a t i o n o f a l l e x i s t i n g and a v a i l a b l e data on water q u a l i t y

and water q u a n t i t y o f t h e se lec ted streams, and t h e eva lua t i on o f app-

r o p r i a t e methods of d i v e r t i n g and cap tu r i ng l a r g e amounts o f water f o r

f u t u r e use.

The recen t and present r a t e o f urban and a g r i c u l t u r a l growth i n Sara-

sota County w i t h i n and adjacent t o t h e Basins o f Cow Pen Slough, P h i l l -

i p p i Creek, and t h e Myakka R ive r has d i c t a t e d t h e need f o r new water

supp l ies as w e l l as f l o o d c o n t r o l measures t o meet t h e f u t u r e needs o f

t h e county. I n fo rma t ion and data prov ided i n t h i s r e p o r t g i ves a pre-

l i m i n a r y e v a l u a t i o n o f t h e surface-water p o t e n t i a l and methods o f possi -

b l e development o f se lec ted streams t o determine t h e a v a i l a b i l i t y o f

poss ib le f u t u r e water supp l ies and, i n turn, so l ve t h e f l o o d i n g problems

The purpose and scope o f t h i s p r e l i m i n a r y eva lua t i on i s enhanced by t h e

long-term data a v a i l a b l e on bo th water q u a l i t y and water q u a n t i t y para-

meters o f t h e t h r e e streams. The p o s s i b i l i t i e s o f producing a new water

supply needed f o r f u t u r e development and, by doing so, a l l e v i a t i n g poten-

t i a l f l o o d i n g problems, makes t h e area o f s tudy a unique s e t t i n g i n sur-

face-water hydrology.

DESCRIPTION OF AREA

The area of study, Figure 1, includes the northern and west-central part of Sarasota County that falls within the Basins of Cow Pen Slough, Phillippi Creek, and the Myakka River (from the State Park, south). The area covered by the three basins form a watershed approx- imatly 30 miles long and up to 11 miles wide that contains approximatly 242 square miles. The area is made up of nearly level plains separated

by low, flat ridges, usually no more than 20 feet high and paralleling natural drainage patterns. Elevations within the area of study vary from 85 feet above mean sea level to the northeast, to sea level along the coast.

WATER QUALITY

Available Data

As a first step in evaluating a potential new water source, the.past variability of water quality must be studied in detail, using all available data. The water quality data for the study area were obtained from two sources:

1.) The United States Geological Survey (U.S.G.S. )

2. ) The Environmental Protection Agency (E.P.A.)

The water quality data from the E.P.A. were not used because the data were received only as statistics and no concurrent stream discharge

measurements were available. This means the data would be of limited value because, without concurrent stream discharge measurements, too many assumptions would have to be made to determine how water quality changes with stream discharge.

The U.S.G.S. water quality data for each of the three streams (Cow Pen Slough, Phillippi Creek, and the Myakka River), and the daily discharges on the streams at the U.S.G.S. gages near the planned points of develop- ment were analyzed with the Statistical Package for Social Sciences (SPSS) computer program to arrive at a correlation of water quality

wi th stream discharge. This cor re la t ion was done i n logar i thmic form

because the natural v a r i a b i l i t y o f stream f low i s very close t o l og

normal d i s t r i b u t i o n . For reference, the resu l t s o f t h i s cor re la t ion

are shown i n Appendix A, Tables l A , I B , and 1C.

The physical and chemical character is t ics o f Cow Pen Slough, P h i l l i p p i

Creek, and the Myakka River are shown i n Tables 2A, 28, and 2C. These

three tab les show concentration o f chemical const i tuents i n miligrams

per l i t e r u n d e r v a r i o u s f low condit ions as i d e n t i f i e d by the f low dura-

t i o n po in ts (D-10, D-25, D-50.. .etc.) .

One o f these po ints would be i d e n t i f i e d as t h a t f low f o r the s i t e which

i s equaled o r exceeded the percentage o f time shown (D-10 = exceeded

10% o f the time). The headings f o r each column also show the f low f o r

the spec i f i c stream i n cubic f e e t per second a t these f low durations.

The percent f low durat ion i s also shown f o r the column headed "Q Average"

(average f low) . Potable water standards are shown i n Column 9, and

the percentage o f time t h a t these standards are exceeded are l i s t e d i n

Column 10.

The water q u a l i t y data on the three streams needs a great deal more

work i n i t i a t e d t o give a be t te r q u a l i t y water base. Cow Pen Slough

has a great deal o f ag r i cu l t u ra l inf luence which could mean t h a t run-

o f f i n t o the Slough may be h igh l y e f fected by f e r t i l i z e r s and pes t i -

cides. There are ind icat ions t h a t P h i l l i p p i Creek may haveareaswhere

sewage i s being discharged i n t o the creek. Even though the Myakka

River has a great number o f samples taken over the past few years, the

broad spectrum o f water q u a l i t y i s not covered adequatly.

Cow Pen Slough and P h i l l i p p i C r e e k

The s t a t i s t i c a l evaluation o f the ex i s t i ng water q u a l i t y data f o r Cow

Pen Slough and P h i l l i p p i Creek shows t h a t both streams have very few

parameters t ha t are s i g n i f i c a n t l y higher than dr ink ing water standards.

The parameters t h a t could be o f concern, such as color, are normally

easy t o t r ea t , The U.S.G.S. Water Q u a l i t y Data indicates t h a t water

q u a l i t y on the two streams i s good. However, there are problems t h a t

must be investigated pr ior t o any new development. The data avail-

able.and used f o r water qual i ty ranges from very minimal on Cow

Pen Slough t o good coverage on Phi l l ippi Creek as follows:

Cow Pen Slough, during the period 1962 t o 1966, only 18

observations were recorded.

Phi l l ipp i Creek, during the period 1963 t o 1968, 180

observations were recorded.

The evaluation of water qual i ty shows tha t a number of parameters need

t o be added i n any future water qual i ty studies. The needed data should

cover coliform bacteria and nut r ien ts (because of agr icul tural influence),

toxins and viruses (because of exis t ing landf i l l i n the area of Cow Pen

Slough), and the possibl i l t y of sewage being discharged in to Phil l ippi

Creek. Trace inorganics should be added t o give background tha t i s needed

on, a1 1 potential surface-water sources.

Myakka River

The evaluation of water qua l i ty i n the Myakka River shows tha t the t race

inorganics, Ni t ra tes , pH, and Fluorides need more data t o make correla-

t ions s ign i f ican t . These parameters probably a r e only s ign i f ican t when

average values a r e used. All of the t race inorganics f o r the Myakka

River exceed the Drinking Water Standards and the treatment t o bring

these elements back within the Standards could be very d i f f i c u l t .

The sampling of the Myakka River includes the period from October 1962

t o September 1968, w i t h 224 observations.

Sumnary. Figure 2 shows the Flow Duration Curve f o r the period of

record f o r the Myakka River s ta t ion . Various points taken from the

Flow Duration Curve were previously explained on page 4 of the t e x t

on Water Qual i ty . This curve shows the percentage of time spec i f ic

flows a re equaled o r exceeded. For example, on Figure 2, a flow of

11 CFS i s shown as being equaled o r exceeded 70 % of the time.

The Use of Available Data

Determination of surface-water ava i l ab i l i t y requires long-term re-

cords of dai ly discharge or a long-term period of simulated da i ly

discharges. When there is adequate prec ip i ta t ion , there i s a l so

adequate run-off i n streams; b u t the streamflow i s not always avai l -

able when i t i s needed. The extreme va r i ab i l i t y of streamflow data

i n time can be best seen by an inspection of Tables 5A and 5B, and

Figure 3. The seasonal va r i ab i l i t y f o r each month from maximum t o

m i n i m u m are shown by coded l i nes on Figure 3 . Many years of record

a re required before a reasonable long-term average can be obtained and

the extreme ranges from wet t o dry conditions adequatly appraised.

For example, the range between the maximum and minimum values of the

yearly discharge range from 128 percent of the long-term average f o r

the min imum year, 1956. This roughly averages - + 100 percent. In

using the long-term Myakka records, one can determine the e r ro r t h a t

would occur i f only 5 years of records were available, such as the

record f o r Cow Pen Slough and Phi l l ippi Creek. The Myakka records

were investigated i n terms of 5-year running averages. The highest

5-year running average of 383 cubic f e e t per second, ending i n 1961,

would be + 51 percent of the long-term average and the lowest 5-year

running average of 184 cubic f e e t per second f o r the period ending i n

1944 would be - 28 percent of the long-term average, t h u s averaging

+44 percent. I f other longer periods were investigated, such as 10- - year o r 20-year running averages, one would f ind tha t a t l e a s t 20 t o

I n a d d i t i o n t o t h e v a r i a b i l i t y o f streamflow i n t ime, the re i s the

fu r the r v a r i a b i l i t y o f streamflow f rom p lace t o p lace t h a t must be

appraised. A l l streamflow i s der ived f rom r a i n f a l l . However, t he

d i s t r i b u t i o n o f r u n - o f f i n t ime changes f rom place t o p lace i n r e -

sponse t o v a r i a t i o n s i n topography, s o i l , geology, vegeta t ive cover,

and land use. For example, one s o i l t ype may be more absorp t ive than

another, r u n - o f f i s a f f e c t e d by t h e geo log ic formations i n t h e bas in

and by the slopes o f bo th t h e l and and the channels. Also, develop-

ment i n the form o f improved drainage may have a considerable e f f e c t

o f t he t im ing o f r u n - o f f . As a r e s u l t , i t i s necessary f o r t h e suc-

cess o f any planned development t o have some records o f f l o w appra is -

i n g these l o c a l cond i t ions .

P a r t o f the p r e c i p i t a t i o n from a storm event may f l o w over land i o

streams as d i r e c t sur face r u n - o f f . Some o f t h e p r e c i p i t a t i o n may

seep through t h e s u r f i c i a l s o i l s and be s to red tempora r i l y under

ground-water cond i t i ons t o be re leased l a t e r downstream i n t h e chan-

ne ls as base f low. The amount o f base f l o w i n any stream i s r e l a t e d

t o the depth t o which t h e channel i s c u t i n t o the shal low aqui fers;

each stream being unique. The two s h o r t term records f o r which d i v e r -

s i o n f i g u r e s a re wanted i n t h i s study, Cow Pen Slough and P h i l l i p p i

Creek, have considerably d i f f e r e n t r u n - o f f cond i t ions . For example,

Cow Pen Slough, du r ing i t s s h o r t pe r iod o f record, showed many days

and several months o f no-flows, i n d i c a t i n g lower base f lows s i m i l a r

t o cond i t ions t h a t e x i s t i n the Myakka R ive r records. The records

o f f l ow f o r P h i l l i p p i Creek show l i t t l e , i f any, per iods o f no-flow,

shown i n F i g u r e 4 has a wide s c a t t e r ; however, upon watching the

sequent ia l p l o t t i n g o f days on a f l uo rescen t screen a t a graphic

te rmina l , i t was poss ib le t o observe general r e l a t i o n s h i p s as sep-

a ra ted from i n d i v i d u a l excursions o f t h e data p o i n t s . These i n d i -

v i dua l d ig ress ions away from t h e r e l a t i o n s h i p occured when one bas in

rece ived r a i n f a l l a t a t ime when t h e o t h e r b a s i n d i d not . By separ-

a t i n g these s i d e excursions f rom t h e general r e l a t i o n s h i p , a curve

was drawn passing through t h e genera l i zed data and t h e 100- and 2-year

f l o o d l e v e l s , as shown on F igu re 4. The r e l a t i o n s h i p was f ine- tuned

t o p rov ide n e a r l y i d e n t i c a l f l o w d u r a t i o n p o i n t s f o r t h e t r a n s f e r r e d

2-year p e r i o d as was obta ined f o r t h e measured 2-year p e r i o d f o r Cow

Pen Slough when t h e gage was i n operat ion. The r e l a t i o n s h i p was

f u r t h e r checked t o see t h a t t h e long-term average f l o w r e s u l t i n g from

The t rans fe r and extension o f records i s no t always a pos i t i ve

method f o r securing good data. An example o f a t ransfer not working

i s shown i n Figure 6, where an attempt was made t o t ransfer records

from the Myakka River. t o P h i l l i p p i Creek. This t ransfer could no t

be used because the re la t ionsh ip w i l l n o t provide flows on P h i l l i p p i

Creek on a l l the days t h a t are appropriate. The Myakka River has

too many no-flow days t o make a proper t ransfer re la t ionship. When

t h i s type o f s i t u a t i o n arises, another stream i n the general v i c i n i t y

w i t h long-term records o f perrenial f lows i s used. I n the case o f

t h i s study, long-term records o f f lows i n the Manatee River near Bra-

denton, were used t o develop the t rans fe r re la t ion , shown i n Figure 7.

The v a r i a b i l i t y o f monthly and year ly streamflows f o r t ransfer red data

on P h i l l i p p i Creek are shown i n Figure 8 and i n Tables 7A, 78, and 7C

i n Appendix B. The t rans fe r was successful because the Manatee River

provided f o r f low when the Myakka River shows none.

The evaluation o f Cow Pen Slough and P h i l l i p p i Creek, as po ten t ia l

water supply sources, required the development o f f low s t a t i s t i c s

based upon the actual, extended, o r t ransfer red data. Flow condi-

t ions f o r Cow Pen Slough, using extended records based on the Myakka

River f low f o r periods t h a t were not ava i lab le i n the Cow Pen Slough

data, are shown i n Appendix B, as Tables 8A, 8B, 8C, and 8D, which

are en t i t l ed : Flow Duration Data, Flow Duration Sumnary, Low-Flow

S m a r y , and High-Flow Sumnary. The extended Flow Duration Curve

i s shown i n Figure 9.

Determinat ion o f D i ve rs ion and Storage

This surface-water study addresses two pr imary cons idera t ions . The

f i r s t cons ide ra t i on i s t h e development of a major water supply through

d i v e r s i o n and storage o f sur face-water t o r e l i e v e pumping s t ress p laced

on t h e F l o r i d a n Aqu i fe r , which may be threatened by s a l t water encroach-

ment upon f u r t h e r development o f ground-water. The second cons ide ra t i on

i s the development o f c o n t r o l s t r u c t u r e s f o r the r e l i e f o f f l o o d condi-

t i o n s on Cow Pen Slough and P h i l l i p p i Creek. I n o rder t o study t h e po-

t e n t i a l f o r d i v e r s i o n and s torage o f surface-water, a t h e o r e t i c a l model

was designed t h a t would produce r e l i a b l e r e s u l t s . C e r t a i n c r i t e r i a were

establ ished, as shown i n F igu re 11 and s e t f o r t h :

1 . ) The p lans f o r development o f the th ree streams would

i nc lude h i g h c a p a c i t y pumping s t a t i o n s on each stream.

2 . ) Water from Cow Pen Slough and P h i l l i p p i Creek would

such t h a t i t would discharge o n l y i n t o t h e o f f -

channel r e s e r v o i r . When t h e of f -channel r e s e r v o i r

was f u l l , t h e r e would be no f u r t h e r pumping from

t h e Myakka.

H i s t o r i c a l records were used t o show how much water would have been

a v a i l a b l e f o r use i n t h e water supply, had the var ious a l t e r n a t i v e s

been i n ex i s tance f o r t h e p a s t 40 years. The ana lys i s o f t h e system

was d i v i d e d i n t o two pa r t s ; f i r s t , t h e t h r e e streams were considered

separatty without the off-channel reservoir, then the streams were

considered together with the off-channel reservoir in the final dev- elopment plan. Since the Myakka River is a major stream in the area, and any excess development could cause a stress on environmental con-

ditions in the tidal waters, a regulatory minimum release of five

cubic feet per second (CFS) was assumed. Because the development of

environmental impact must be regulated, these studies were carried

out with three allowable diversion rates of lo%, 30%, and 50% of the flow of the stream being diverted on any day of operation. The pump-

ing rates of 1, 2, 5, 10, 20, 50, 100, 200, and 500 CFS have been considered.

Using the above conditions and 1 imitations, the water available for pumping out of the Myakka River was evaluated on a daily basis through-

out the full period of record and summarized as long-term average yields in Table 10 and Figure 12.

The availability of water from Cow Pen Slough and Phillippi Creek was

studied on a daily basis without using a regulatory minimum release,

such as was used on Myakka River, but with the same 1 0 , 30%, and 50%

allowable diversion rates and the same pump capacities to be installed

on Cow Pen Slough and Phillippi Creek, as were considered for the Myakka

River. The water available from Cow Pen Slough and Phillippi Creek is shown on Tables 11 and 12, and on Figures 13 and 14. (Figures 12, 13, and 14 show graphically the water available for diversion and pump cap-

acities. The graphs should be used in the following sequence: 1. Pump

Capacity; 2. Plotted Line; and 3. Water Available). The final plan of development includes the construction of a reservoir between Cow

Pen Slough and the Myakka River. While there is a multitude of possi- bilities for development considering the many pumpage rates, allowable

diversion rates, and demand rates of the stored water, as well as varying

sizes of the reservoir, the evaluation of various development options was 1 imited to a manageable number of options.

Development Options

I t was f i r s t assumed t h a t the pumping s ta t ions on a l l three streams

would be the same s i ze , f o r example, i f there were 50 CFS pumps on

Phi l l ippi Creek, there would also be 50 CFS pumps on the Hyakka River and Cow Pen Slough. Also, i t was assumed tha t the allowable

diversion r a t e s of lo%, 30%, and 50% were the same on a l l three

streams. Of course, w i t h the Myakka River being the larger of the

three streams, a 10% diversion r a t e on the Myakka River would be a

great deal more than 10% from e i the r of the other two streams. Also,

f o r t h i s preliminary analyses, i t was assumed tha t the off-channel

storage reservoir would be constructed w i t h usable storage i n the

range of 500, 1,000, 2,000, 5,000, 10,000, or 15,000 CFS-Days s tor -

age capacity. ( CFS-Days i s the volumn of water t ha t would flow in one day a t 1 cubic foot per second and i s equal to 86,400 cubic f e e t

o r 1.98 acre f e e t ) . Assuming a reservoir with ver t ical walls 25 f e e t

deep, these ranges of usable storage would require an areal extent

of from 40 t o 1,200 acres. The only water use considered from the

reservoir was water supplied a t the r a t e of 10, 20, and 50 CFS. I t

was a lso assumed, f o r simp1 i f i ca t ion a t t h i s preliminary s tage, t h a t

evapotranspirationis equal t o annual r a in fa l l and t h a t these fac tors

do not have t o be considered a t this time. Table 13, i n ' Appendix C

(Surface-Water Diversion), shows t h a t the diversion pump capacity i n CFS

has l i t t l e re la t ion t o the project y ie ld , except f o r the l a rges t water demand ra tes considered. Under a l l of t he above mentioned constra ints ,

the production y ie ld was computed on a day to day basis throughout the

f u l l period of gage records. The long-term yield of the development i s

shown f o r the varying conditions in Tables 13A, 136, 13C, 13D, 13E, and

13F i n Appendix C , and Figures 15 and 16, which graphically portray

the tabular r e su l t s . Note t h a t Figures 15 and 16 only consider the

smallest pump capacity of 50 CFS and the l a rges t pump capacity of 500

CFS.

The values shown i n the tables and curves are long-term average y ie lds

Study o f these prel iminary f igures o f development y i e l d w i l l a l low the

D i s t r i c t t o choose some reasonable amount o f pumpage on each stream

(which does no t necessari ly have t o be o f the la rger capacit ies studied)

i n order t o provide a maximum amount o f f lood cont ro l . However, pump-

ing capacity f o r the Myakka River as wel l as the s ize o f the off-channel

reservo i r w i l l need t o be projected t o the maximum needs o f the Manasota

Basin Area. The water pumped from Cow Pen Slough and P h i l l i p p i Creek

w i l l be put i n t o the off-channel storage and supplimented by the Myakka

River when the reservo i r needs water t o meet requirements. Also, during

the wet season, the pumping from Cow Pen Slough and P h i l l i p p i Creek w i l l

be increased t o help solve f l ood control problems. During t h i s period,

the Myakka River w i l l ac t as a t ransport stream f o r movement o f large

quant i t ies o f f lood waters.

L imi ta t ions o f the Data and Methods o f Computation

Lack o f long-term records o f d a i l y discharge on Cow Pen Slough and P h i l l -

i p p i Creek were o f l i t t l e concern, inasmuch as the avai lab le data was

correlated w i th a reasonable per iod o f concurrent records a t long-term

gaging s ta t ions. However, i f the scatter o f data around the p lo t s shown

i n Figures 4, 6, and 7 are disturbing, one other method o f computation

ex is ts t h a t might provide more precise t ransfer red information. This

other approach would be tha t o f r a i n f a l l / run-o f f modeling. To get a

be t te r resu l t , i t might be necessary t o reestab l ish the gaging s ta t ions on

P h i l l i p p i Creek and Cow Pen Slough, and i n s t a l l recording rain-gages i n '

Stanford Watershed o r Georgia Tech r a i n f a l l / run-o f f models. I t i s

not believed, however, t ha t much improvement would be obtained i n the

long-term f igures o f water a v a i l a b i l i t y i n these streams.

If divers ion i s not t o be made a t exact ly the po in ts where the d a i l y

discharge records have been col lected, i t i s possible t o t ransfer these

f igures, adjusted f o r the s ize o f the basin a t any po in t o f development,

t o other d ivers ion points. Lacking the exact locat ions o f where pumping

s ta t ions might be placed, the water a v a i l a b i l i t y data was developed f o r

the gaging s ta t i on s i tes.

The computations o f y i e l ds f o r any o f the three streams pumped separatly

o r f o r the whole development channelled i n t o a s ing le off-channel reser-

v o i r made c e r t a i n assumptions tha t may be persued t o greater d e t a i l i n a

l a t e r phase o f the study. A l l va r ia t ions o f pump capaci t ies on each stream,

a l l reservo i r sizes, and a l l possible sizes o f the pumps required f o r de-

l i v e r i n g the water t o be used a t the various water p lants could not possi-

b l y be considered, but i t i s bel ieved enough choices o f each var iant was

considered t h a t the f e a s i b i l i t y o f f u tu re development can be ascertained

and fu r the r studies considered.

CONCLUSIONS AND RECOMMENDATIONS

Water Qua1 i ty

From the e x i s t i n g U.S.G.S. water q u a l i t y data, the waters o f Cow Pen Slough

and Phi l1 i p p i Creek, together o r independently, appear t o be o f su i tab le

qua l i t y f o r use as a water supply. The ex is t ing data on parameters t h a t

could be problems such as color, pH, etc., are t reatab le .

A more de ta i led sampling program, along w i th concurrent discharges, i s

h igh ly recommended before any new development i n i n i t i a t e d . The sampling

program should include t race elements, nu t r i en t loading, co l i fo rm

bacteria, toxins, and viruses, because o f the po ten t ia l i n f 1 uence o f

sewage discharges and sani tary l a n d f i l l s i n the area o f both streams.

The Myakka River does have water q u a l i t y problems. An example i s t h a t

a l l o f the t race inorganics exceed Drinking Water Standards, and the

treatment t o b r ing these elementswithinthe Standards could be very

d i f f i c u l t .

A deta i led sampling program t o f u r t he r study t race inorganics, Ni t ra tes,

and Fluorides, i s needed t o complete a water q u a l i t y evaluation o f the

Myakka. It i s also recommended t h a t t race elements along w i t h concurrent

discharges be sampled t o determine i f the problems are as great as i n d i -

cated by t h i s prel iminary study, and i f so, can the problems be solved?

Water Quant i t y

Cow Pen Slough and P h i l l i p p i Creek:

The evaluation o f Cow Pen Slough and P h i l l i p p i Creek as po ten t ia l water

supply sources required the development o f s t a t i s t i c s based on ac'tual,

extended, o r t ransfer red data. These data show the two streams t o cer-

t a i n l y be q u a l i f i e d as po ten t ia l sources f o r surface-water supply devel-

opment, espec ia l ly dur ing the wet season (June through December).

Myakka River:

The la rgero f the three streams can be used as a supplementary source o f

water f o r off-stream storage during the periods when Cow Pen Slough and

P h i l l i p p i Creek cannot support the reservo i r . The mixing and d i l u t i o n o f

the three streams w i l l he lp solve minor water q u a l i t y problems. The

Myakka River could possibly ac t as the receiver stream f o r f l ood cont ro l

measures i n the t o t a l proposed system, as shown i n Figure 11. The ex i s t -

ing water quant i t y data ind icates the Myakka, as a s ing le source, could

support an off-stream reservo i r .

Diversion and Storage

The variables included i n t h i s prel iminary study (as shown i n Figure 11

and Tables 13A - 13F), are assumed t o g ive a base f o r computations.

The assumptions were made from basic surface-water hydrology background

and meetings w i t h the D i s t r i c t S ta f f . The prel iminary data, using the

assumptions, i s o f course, extreme i n some cases t o look f o r possible

f a u l t s i n the development approach. The system, as out l ined i n t h i s

report , i s feas ib le by using both Cow Pen Slough and P h i l l i p p i Creek and

supplimenting the supply w i t h the Myakka River, t o supply the storage

reservoir . A por t ion o f the po ten t ia l f lood ing problems associated w i th

the two smaller streams can be solved by the diversion and storage system

because the Myakka River can handle the overf low a t peak f l ood periods.

It i s recommended t h a t i f fu tu re studies are carr ied out, the needs f o r

water use i n the area o f development should be the base f o r design c r i -

te r ia ; f o r example, the exact s ize o f a reservo i r needed t o supply the

needs o f the area w i l l d i c ta te pump sizes, d iversion canal sizes, and

the control s t ruc tu re needed t o handle peak f lood events.

This prel iminary repor t deals w i t h a po ten t ia l water supply system, using

Cow Pen Slough, P h i l l i p p i Creek, and the Myakka River, because o f f lood

problems on the two smaller streams. I n the future, evaluations should

be made and considered on the fo l lowing:

1) A Cow Pen Slough - Myakka River Reservoir

2) A Myakka River Reservoir

3 ) A combination o f Cow Pen Slough and P h i l l i p p i Creek

The p o s s i b i l i t i e s o f combinations t h a t are feas ib le are great because

these prel iminary studies ind ica te t h a t a considerable amount o f water

i s avai lable and may be developed from surface streams i n the Manasota

Basin. Also, any water developed w i l l requi re cer ta in treatment, as i s

expected f o r any surface-water use. Therefore, the best combination f o r

fu tu re study would be a management decis ion and depend on needs, economics,

(treatment o f waters and construct ion costs) and long-term f e a s i b i l i t y .
