MARWOOD PARISH COUNCIL Report of the COUNCIL MEETING 3 October 2019

Marwood Methodist Church Hall, Guineaford

Prior to the meeting a member of the public addressed Councillors concerning the speed and volume of traffic through Milltown and Muddiford. She said it is unsafe to walk about and asked if more signage, (showing the actual speed of traffic) and possible double white lines, could be provided. She will prepare a petition to bring before Council. Cllr Spear said previous surveys have been held by the police and the Parish Council wrote to the Police Commissioner (copied to the DCC Councillor) about the matter.

Members Present: Cllrs. C Spear, C Latham, C Wallis, D Chugg, R Berry, S Button Andrew Harvey-Bryant signed the Declaration of Acceptance of Office and was co-opted as a Councillor to the Parish Council. Apologies: Cllr Mrs Davis, Cllr F Tucker In Attendance: M J Measures (Clerk to the Council), Disclosable Interests. None Chairman's Discretion. Public attendance Minutes of the last PC Meeting were agreed and signed Police Report Members had been sent a copy of the Report. The Clerk commented that the new way of reporting is not very helpful as it does not show separate details of the Parish. The crime figures are under the heading of Braunton Rural and include Georgeham, Croyde, Ashford, Saunton, Vellator and Chivenor. The Clerk will ask if figures for the Parish could be provided in future and if there could be a police presence at Parish Council meetings. Reports from County and District Councillors A copy of the report from Cllr Mrs Davis was given to Member including an update on the North Devon Link Road; A399 works at Brayford; Community Insight Survey; DCC Highway preparations for the winter; DCC budget position. No report from Cllr Tucker. Finance Invoices agreed for payment: C F Wallis £122.50 (Sept/P3)); NDC £457.30(Oct); The Royal British Legion £30.00 (Poppy Appeal): Marwood Matters £84.00 (website) Balance at 3 October 2019, £8517.84 (includes second half-year precept). Planning Matters 70390 – North Barns Church Farm Bittadon. Erection of one 15m high lattice telecoms. Tower with associated ground based equipment. This was noted as an adjoining Parish. On-going Matters Telephone Kiosk. Cllr Wallis reported that the painting and refurbishment of the kiosk will be completed by the end of November. Co-option of Councillors. There were two applicants for the one vacant post of Councillor. Members agreed to hold a paper ballot. Malcolm Higdon will be co-opted. Prixford Traffic Calming Scheme. The contractors have now been contacted by DCC Highways and are currently looking for a start date under their existing licence. Reports from Councillors Highways/Transport. The Clerk will follow-up the matter concerning the speed of traffic along the B3230 by contacting the County Councillor and the local police. Concern has been raised by some residents regarding the provision and use of the play area in Merewood Close. This was provided as part of the planning consent using Section 106 funds operated through North Devon Council. The District Councillor is aware of the matter. Chairman's Discretion. Public Attendance. Members of the public are entitled to attend all Parish Council Meetings. If they wish to speak to Councillors, eg planning application, traffic speeds, please inform the Clerk beforehand and a time can be arranged for just prior to the Meeting. MARWOOD SCHOOL

Everyone at school has made a great start to this school year. Children have had visits out of school including a great day learning about Stone Age people at Kents Cavern in Torquay. Sporting teams have represented the school in football and running, and the whole school enjoyed a space day with the Space Odyssey Dome up in the school hall.
