BWC COVID-19 Response
o Paid $1.6 billion dividend directly
to over 170,000 Ohio employers
o Waived BWC programs and two
hour safety training requirement
through 6/30/2020
o Created payroll reporting exclusion under the new
Families First Coronavirus Response Act
o Clerical Telecommuter class code
o Deferred Managed Care Organization (MCO) Open
Enrollment deferred until 2021

o BWC is sending up to 16 million face
masks to Ohio employers that have
reported payroll to the agency and
are in good standing
o Employers will not be billed for the
masks and they do not have to order them
o Each eligible employer will automatically receive a
minimum of 50 masks or 5 masks per employee

o Private Employers from 7/1/2020 - 7/1/2021
o Notification of Estimated Annual Premium and
Certificate of Coverage - mailed early May
• estimated annual payroll and premium
• current rate calculation
• premium installment schedule
o First Installment Invoice - mailed 6/1/2020
o First 7/1/2020 Installment due 6/22/2020
o Invoices available on-line at www.bwc.ohio.gov
Early Payment Credit
o 2% premium credit if paid by 7/1/2020
o No cap on the credit
o Do not need to select the annual
installment plan to get the discount,
but the entire annual premium must
be paid
o Payment must be paid and posted to
the account by 7/1/2020
With an e-account, you can access a wealth of
information on our website and easily manage your
BWC policy
o To ease the financial impact on Ohio businesses due
to the COVID-19 pandemic, you may defer installment
payments for June, July and August until 9/1/2020
o The installments due in March, April and May
previously deferred until 6/1/2020 can now also be
deferred until 9/1/2020
o BWC will not lapse (cancel) coverage or assess
penalties for amounts due during this time

o Exception in reporting payroll under Families
First Coronavirus Response Act

o Effective 4/1/2020 - 12/31/2020, emergency
sick leave and expanded FMLA wages paid to
employees under Families First Coronavirus
Response Act are not reportable to BWC for
premium purposes
o Employers must follow federal government’s
guidelines to exclude these wages from their
reportable payroll & premium calculation at
true-up
True-Up Payroll Exceptions
o A temporary revision to the manual assignment
rule applies during time of Governor DeWine’s
“stay at home” order, beginning 3/15/2020
o Private employers may report operational staff

• Review OSHA Hazard Communication program requirements

• Assign responsibilities for HazCom program administration
• Develop a site specific written program
Effectively Managing a Hazard
Communication (HazCom) Program
o Ensure that all program elements are in place and kept current
• Safety data sheets (SDS) are up-to-date, available and
accessible
• Training is conducted in a timely and effective manner
• Labeling in accordance with program requirements
• A chemical inventory is maintained
o Monitor compliance with program elements• Conduct periodic reviews of compliance with program elements
• Correct deficiencies and document and communicate any
changes
• Establish a review and sign-off process for any new chemicals
