908 SUSPECT TARGET MANAGEMENT PLANS

MR STEPHEN BROMHEAD to move—

That this House:

(1) Supports the Government's state-wide rollout of Suspect Target Management Plans to target repeat domestic violence offenders.

(2) Notes that the Suspect Target Management Plans are a standardised, coordinated approach to managing repeat offenders.

(3) Supports the introduction of model laws that will hold domestic violence perpetrators accountable nationwide and that Domestic Violence Orders issued to protect victims and their families in New South Wales will be recognised and enforced across State and Territory borders.

(4) Notes that the national recognition scheme will improve information sharing across borders, and better protect the safety of victims if they choose to move interstate.

(5) Congratulates the Minister for Police for committing to provide the necessary and effective tools for officers to continue targeting offenders and to support victims of crimes of domestic violence.

909 SOUTH EAST LIGHT RAIL

MR RON HOENIG to move—

That this House:

(1) Condemns the Government for bungling the delivery of the CBD and South East Light Rail.

(2) Notes that the project has resulted in the clearing of countless historic trees along Anzac Parade and Alison Road.

(3) Notes that the Government failed to respond to sensible submissions by Randwick City Council which would have preserved the trees.

(4) Notes that the project has blown out by hundreds of millions of dollars without laying a single inch of track.

(5) Calls upon the Minister for Transport to explain why the department did not respond to Randwick

City Council and why it did not develop a better route to preserve the historic trees.

910 PORT KEMBLA COMMUNITY FUND

MR GARETH WARD to move—

That this House:

(1) Congratulates the Government for establishing the Port Kembla Community Investment Fund.

(2) Notes that the fund will return $99 million to the Port Kembla community over the life of the lease of the port.

(3) Notes that the first round will allocate $2 million towards Port Kembla.

(4) Notes the support for the fund from the lllawarra branch of Regional Development Australia, the Port Kembla Chamber of Commerce, the lllawarra Business Chamber and the Lord Mayor of Wollongong.

(5) Notes that this most recent announcement means that $369 million will be returned to the community from the leasing of the port.

911 PICK UP ARTISTS

MS JO HAYLEN to move—

That this House:

(1) Notes the interest of so-called pick up artists traveling to Australia to promote dangerous and misogynistic practices including abusive behaviour towards women and so-called legal rape.

(2) Notes the Commonwealth Government's denial of visas to these people, however, also notes that seeking visas in the first place is often a publicity stunt, meaning this approach in isolation is failing to combat the underlying problems with the pick-up artist movement.

(3) Notes that there is a market for such training in Australia, as shown by the interest in the "Return of Kings" meetings in January 2016.

(4) Calls on the Government to initiate an inquiry into the extent of the legal rape and pick-up artist movement in New South Wales and to deliver meaningful legislation to stop activities that promote violence against women.

912 DEATH OF MARGARET WOODLANDS

MRS MELINDA PAVEY to move—

That this House:

(1) Notes the passing of Isabelle Margaret Woodlands who was born in Wauchope in 1937 and passed away in her home town on 21 February 2016.

(2) Notes that Isabelle was one of seven children, married former Mayor Bob Woodlands in 1959 who together were blessed with three children, with Isabelle's greatest joy her grandchildren and great grandchildren.

(3) Notes that the family farmed firstly at Redbank then Bellangry and finally at King Creek before settling into town life opposite the golf course where Isabelle's passion for golf developed, and became a proud life member of the Wauchope Golf Club.

(4) Notes Isabelle's extensive involvement in the community volunteering such as at the St Joseph's school canteen, the Catholic Women's League, St Vincent De Paul, the Ladies Members Football Club, Neighbourhood Aid, Meals on Wheels, Driver Reviver and for 10 years on the Bundaleer management committee while the hostel was built.

(5) Notes that Isabelle spent six years as the "Mayoress of the Hastings" a role she filled with great enthusiasm.

913 HOSPITAL SECURITY

That this House:

(1) Notes that with the increasing incidents of violence in hospitals the Government is now undertaking a security audit at John Hunter and the Mater Hospitals.

(2) Further notes that a similar report was commissioned in 2012 but no action was taken.

(3) Calls on the Minister for Health to introduce and implement a range of measures to protect staff and patients in the health and hospital system.

(2) Notes these students and their teacher were well supported by the rest of the school who cheered and clapped while their locks were shaved and threw in gold coins for the cause.

(3) Further notes the diligence of students in their efforts to raise funds, including chasing the member for Northern Tablelands and removing him from his car to seek sponsorship.

915 TAFE VOLUNTARY REDUNDANCIES

MS TRISH DOYLE to move—

That this House:

(1) Notes that the Government is currently pursuing over 3600 voluntary redundancies in TAFE NSW.

(2) Expresses its dismay at reports of bullying and harassment by management of TAFE staff who have been offered voluntary redundancies, with undue and unethical pressure being applied to workers at this difficult time.

(3) Considers that the justification for redundancies has arisen from the impact of an anti-TAFE

policy pursued by the Government that has seen enrolments at TAFE campuses fall drastically.

916 NOWRA POOL UPGRADE

That this House:

(1) Notes that the Member for South Coast was successful in securing funds to upgrade the Nowra Pool.

(3) Considers that the ALP's candidate for House of Representatives seat of Gilmore cannot be trusted to deliver the community infrastructure the region needs.

918 INVERELL HOT ROD AND CUSTOM VEHICLE BUILDERS

MR ADAM MARSHALL to move—

That this House:

(1) Congratulates lnverell hot rod and custom vehicle builders Malcolm Regan, John Baker and Gary Fawcett who were commissioned to build two of the vehicles used in the Mad Max movie "Fury Road".

(2) Notes the team were sought out by Mad Max production designers in their Inverell workshop and were chosen because of their specialised approach to vehicle reconstruction.

(3) Further notes the lnverell crew took on the job with only an artist's impression to work from and built the two identical vehicles in 12 weeks.

(4) Acknowledges the team built the flame-throwing vehicles from VW chassis and added the supercharged V8 engines creating very powerful vehicles that drove and handled well.

(5) Further notes that both vehicles were blown up in the movie.

919 FOOD INSECURITY

MS JO HAYLEN to move—

That this House:

(1) Acknowledges food insecurity continues to be a significant concern for over 100,000 people in New South Wales, a quarter of whom are children.

(2) Notes that despite Government targets to reduce food wastage, 190,000 tonnes of commercial and industrial food waste is sent to landfill each year.

(3) Notes that France recently outlawed supermarkets from disposing of or destroying unsold food.

(4) Calls on the Government to investigate introducing similar laws, to compel supermarkets to donate unsold food to food-banks, charities, shelters and refuges.

920 DEATH OF GRAHAME BUCKLEY

MRS MELINDA PAVEY to move—

That this House:

(1) Notes the sad passing of Wauchope community identity Grahame Buckley.

(2) Notes Mr Buckley will be remembered as a strong family man with a great sense of humour, a beautiful brother and a wonderful uncle to his nieces and nephews.

(3) Notes that Mr Buckley was taken too soon when he suffered a heart attack while out on what was a regulation surf boat practice session a fortnight ago.

(4) Notes the comments of daughters Corinne Dutt, Rachel Moss and Natalie Buckley that it wasn't the length of time they knew their father, but the quality of the time they spent with him.

(5) Notes that members of the Wauchope rugby league community and the surf club fraternity turned out in force to remember their mate.

(6) Notes that Mr Buckley made his first-grade rugby league debut for the St George Dragons during the 1978 season and made 55 appearances in total over a span of seven seasons, which included being involved in the club's 1979 premiership campaign.

923 LONE PINE MEMORIAL PARK TUNCURRY

(1) Supports the maintenance and upkeep of war memorials that recognise the service and sacrifice of

Australians in all theatres of conflict.

(2) Acknowledges that nothing is more important than remembering and thanking those who served in the Australian armed forces.

(3) Notes that Lone Pine is one of the most significant military events in Australian history which is why the memorial park in Tuncurry is dedicated to the memory of those who laid down their lives in that conflict.

(4) Deplores the actions of vandals who have made several recent attacks on the Lone Pine Memorial

Park.

(5) Condemns the lack of respect shown for the memory of those who served their country in the armed services.

(6) Calls on the Government to fund the sum of $10,000 for the installation of security lights at Lone

Pine Memorial Park which will act as a deterrent to future acts of vandalism.

(1) Acknowledges the enormous contribution of voluntary carers in caring for some of the most vulnerable people in the community.

(3) Urges the Government to increase carer support and respite so that carers remain well and healthy and are able to continue to perform this essential role.

(4) Calls on Waverley Council and Sydney Water to urgently come together to address the community's concerns.

(1) Congratulates Stuart Geddes of Armidale who recorded a personal best time at the Australian Junior Championships in Perth last week to win the bronze medal in the Under 17 2,000 metres steeplechase.

(2) Notes Stuart's feat was more than impressive as he had competed the previous night in the 3,000 metres steeplechase final.

(3) Further notes Stuart's medal winning run was nine seconds faster than the time that won him the

New South Wales title in February.

(1) Notes that the January 2016 regional unemployment rate for the Central Coast was 7 per cent.

(2) Notes the unemployment rate has worsened on the Central Coast since the election of the Government.

(3) Considers that Government policy, including TAFE cuts under 'Smart & Skilled', Council disputation under 'Fit for the Future' and the lack of a Central Coast Economic Plan, has cost jobs on the Central Coast.

(4) Considers that the only time the Government is interested in the Central Coast is at election time.

That this House:

(1) Notes that a number of schools in the Prospect electorate are overcrowded or approaching capacity.

(2) Notes that Girraween Public School is severely overcrowded, at 109 per cent capacity, and that

students are using local parks over staggered lunch breaks due to the overcrowding.

(3) Notes that Prairiewood High School is overcrowded at 102 per cent capacity.

(4) Notes that Pendle Hill Public School and Metella Road Public School are full at 100 per cent capacity.

(5) Notes that several schools in the Prospect electorate are approaching capacity, namely: Beresford

Road Public School (96 per cent), Greystanes Public School (97 per cent), Smithfield Public School (96 per cent) and William Stimson Public School (97 per cent).

(6) Calls on the Government to address these crowding issues in schools in the Prospect electorate, by

upgrading the facilities at each school to be able to cope with growing student populations.

(1) Commends the local residents, the WestConnex Action Group, No WestConnex Public Transport, Friends of Erskineville, and the Alexandria Residents Action Group, who have led the strong community opposition to the destruction of trees in Sydney Park for WestConnex preparatory works.

(2) Acknowledges that the community campaign to protect Sydney Park is supported by the Member

for Newtown, Dr Mehreen Faruqi MLC and Clover Moore the Lord Mayor of Sydney, who have visited the site to show their support.

(3) Recognises that Sydney Park is a much-loved essential green space for the inner west community.

(4) Condemns the Government for overseeing this project that will result in a polluting toll road, destroying up to 14,000 square metres of Sydney Park, and result in the loss of about 350 trees to make way for the WestConnex toll road.

(5) Calls on the Premier to immediately halt all work on WestConnex and establish a parliamentary

inquiry into all aspects of the project.

(4) Notes the overwhelming public rejection of this policy, via social media, following the announcement.

(5) Calls on the Government to immediately stop plans to privatise the operation of Wyong Hospital.

(1) Considers that the Government would like to sell as many public assets as possible.

(2) Condemns the Government's covert plans to privatise hospitals and health services, creating a two-tier health system which will disadvantage the most vulnerable.

(3) Reminds the Premier and the Minister for Health that the people of Maitland, Wyong, Goulburn,

Shellharbour and Bowral require more than an American-style health system that prioritises treatment according to capacity to pay.

(4) Demands plans to privatise the health system stop immediately and calls on the Government to

consult with the community before selling off the health system.

(1) Congratulates Ethan Bellman, of year 6 at Croppa Creek Public School, on being named a Fred Hollows Foundation Ambassador.

(2) Notes that Ethan was one of 68 youngsters honoured with a humanity award at Parliament House

in August.

(3) Commends Ethan on being actively involved with the Croppa Creek community, giving his time to the fire brigade, bowling club, local hall and attending all community meetings to assist and plan the annual event 'A Walk Back in Time', showcasing historical farm machinery and promote the rural farming community.

(4) Recognises Ethan's passion for his local community, voicing concerns to the Council about the

condition of Croppa Creek's main road and road safety for cyclists, now the road is resealed and signs were installed making Ethan's home town a better place to live.

1394 WOLLONDILLY STORMS

MR JAI ROWELL to move—

That this House:

(1) Congratulates the New South Wales and Federal Governments on declaring a natural disaster after the recent storms in Wollondilly.

(2) Notes that many assets across the region were destroyed and in particular at Broughton Pass.

(3) Notes that the Broughton Pass bridge is an essential link between the communities of Appin and a vital piece of infrastructure for the entire Shire of Wollondilly.

(4) Notes that due to its closure as a result of the bridge collapse many businesses have been affected

due to a lack of access resulting in loss of trade, children need to travel an additional hour each way to access school and residents generally are having to travel even further distances.

(5) Notes that the bridge is a local asset of Wollondilly Shire Council, and under its responsibility.

(6) Thanks the New South Wales and Federal Governments for working with them to ensure disaster relief funding for the bridge is available meaning that cost is not an impediment to the reopening of the bridge.

(7) Understands that estimates by Council to have the bridge reopen may take more than a year.
