THE MINISTRY OF ECONOMY OF THE REPUBLIC OF UDMURTIA

PRESENTATION OF THE INVESTMENT POTENTIAL OF THE REGION

Udmurt Republic is one of the most dynamically developing regions in Russia and has huge investment potential and considerable competitive advantages. The favourable geographical position, political stability, developed financial infrastructure, highly skilled workforce define the investment attractiveness of the republic.

The economy of Udmurtia is distinguished by the multi-industrial structure, high industrial potential and highly skilled workforce, developed agriculture and construction, dynamically developing financial and credit as well as research and development spheres.

Here competitive products are manufactured: equipment for nuclear power stations, telecommunication systems for space, sport and hunting arms, communication tools, radio electronics, medical technics, equipment for oil and gas industry.

The most important component of industry is defense industry complex which manufactures a vast assortment of weapons – from Makarov guns and Kalashnikov guns to the air defense systems and strategic missiles ‘Topol’.

In agriculture Udmurt Republic has a leading position among the regions of Privolzhski Federal Region in terms of production of milk and eggs. The above industries are those of economic growth of Udmurtia and secure the investment flow.

During the event a number of energy infrastructure projects were presented. These projects are planned to be implemented in the regions with the overall investment of 11 506,4 mln RUR (abt. 265 mln Euro)

COMPANY’S POTENTIAL PRESENTATION

The founders of HEVEL Ltd are RENOVA Group (51%) and State Corporation of Nanotechnologies (49%).

Strategy: full complex of services – from production of photoconverting modules to engineering, integration and exploitation of the fotovoltaic generating systems.

Production Capacity: 130 Mv per annum (1 million modules yearly).

Technology: covering made of amorphous and micromorphous silicium basing on the newest technological line of the larger company Oerlikon Solar (Switzerland).

The production is set in the Chuvash Republic. The enterprise is a central part of the ‘Solar Valley’ – ‘Hevel Aylame’ which is now under construction.

The basic aim of the organization is to preserve the Alps as a natural, cultural and life space.

As part of implementation of the Alpine Convention CIPRA faces such tasks as preservation and protection of nature, observance of ecobalance, beauty and diversity of landscapes and rich natural and cultural heritage in the Alps.

Great attention is paid to sustainable development, environment protection and energy efficiency.

The representative of CIPRA pointed out that now the organization interacts with over 3 000 communities and over 300 municipalities. One of the set aims is to create protected areas.

IBE, Consulting Engineers is the biggest independent engineering and consulting company with around 200 employees. IBE renders its services in the most demanding market segments home and abroad, i.e. energy, industry, service buildings, infrastructure and environmental protection.

In recent years the organization has taken an active part in modernization and increase in capacity of the acting Hydropower stations (HPPs) in Slovenia and in programme of construction of new HPPs on the Sava river.

Dr. Dusan Klinar paid special attention in his speech to the utilization of waste and biomass and their practical use in energy.

In the field of regional development and entrepreneurship SRC Bistra can offer an integrated organizational, technical and financial support for the development of the Lower Podravje region. The aim of regional development is to encourage harmonious regional development according to the Law on encouragement of harmonious regional development (Ur. l. RS No.: 93/05) and its subordinate acts. The municipalities of Lower Podravje region have authorized SRC Bistra Ptuj to execute the activities related with the encouragement of regional development in public interest.

PRESENTATION OF ECOCITY PROJECT IN YAKUTIA

An interactive presentation dedicated to the rehabilitation of the industrial zone in Mirnyi (Sakha-Yakutia) – construction of an ecocity protected from the unfavourable weather conditions by a special dome. The project provides for using of vertical farming.

The ecocity is supposed to become a tourist center in East Siberia.

CONFERENCE D: AGRICULTURE (22.09)

MINISTRY OF AGRICULTURE, FORESTRY AND FOOD OF SLOVENIA

The basic report of the conference was the speech of the representative of the Ministry of Agriculture, Forestry and Food of Slovenia, which was specially prepared for the Forum at the topic of cooperation with Russia.

The report was divided into 5 thematic sections.

In the first section facts on Slovenia (geographical position and economic possibilities) were quoted.

The second one covered the facts on the agriculture of Slovenia. In particular the following facts were described:

- livestock farming is the main sector of agriculture of Slovenia;

- 59% of the territory of Slovenia is occupied by forests;

- In 2010 there were 74711 agricultural holdings (average size is 6,4 ha);

- the agricultural budget for 2010: 355 mln Euro (the national assets - 152 mln; EU assets – 203 mln).

In the third part of the report the matters of food industry of Slovenia were covered. Export revenues in the industry were noted to be 372 mln Euro, and assets of food and processing industry accounted for 2453 mln Euro in 2010.

The forth part described the dynamics in trade relations between Russia and Slovenia in Agriculture. Slovenian food enterprises were said to export mostly finished products, flour products, infant and children food, mineral waters and products for animals in 2010. Slovenia exported also 19 000 l of wine.

In the final part the speaker drew the attention to the Memorandum for cooperation on agriculture was signed by the ministers of agriculture of the two countries on March 22, 2011. This document is a legal basis for future cooperation and is a mark in mutual cooperation in agriculture and food industry.

REPORT: «HUMIC PREPARATIONS: OPPORTUNITY AND OUTLOOK IN

LIVESTOCK»

In the online report Alexander M. Berkovich told the audience about outlook of use of preparations created based on the humic acids in animal farming.

In particular humic acids as an additive to nutrition of animals were marked to result in higher productivity and fatness of milk, higher efficiency of nutrition consumption and lower costs for food. Generally humic acids raise resistance of animals to stress factors.

The report pointed out the advantages of comfrey as an organic fertilizer (alternative agriculture), and the outlook for its use in animal farming.

Investment project for production of comfrey was presented (a plant).

Mrs Zhexembayeva shared hew view own the realization of Principles Three and Ten of the United Nations Global Compact.

IEDC-Bled School of Management is the basic company of UNGC Slovenia.

The Third Principle of UNGC states that Businesses should uphold the freedom of association and the effective recognition of the right to collective bargaining. The Tenth Principle states that Businesses should work against corruption in all its forms, including extortion and bribery.

MR. DAMJAN REZEK, ASSISTANT TO THE DIRECTOR

To develop the topic of prevention of corruption Mr. Damjan Rezek held a speech to tell more about the office he represents.

In his report Mr Rezek told the audience about the basics of legal status of the office for money laundering prevention of Slovenia, its aims and targets, competence, In reply to the additional questions he pointed out that the Office pays special attention not only to the transactions connected with the traditional offshores, but also ‘favourable’ jurisdiction for tax optimization such as Lichtenstein, Cyprus, Delaware (US), Uruguay, etc.

Office for Money Laundering Prevention of Republic of Slovenia c is made up of the management and 5 organisational units, namely:

The Office for Money Laundering Prevention is a constitutive part of the Ministry of Finance, performing duties referring to the prevention and detection of money laundering and terrorist financing, and other duties determined by the Act on the Prevention of Money Laundering and Terrorist Financing (Official Gazette of the Republic of Slovenia No. 60/2007).

RUSSIAN AGENCY FOR SMALL AND MEDIUM BUSINESS SUPPORT

HEAD OF DEPARTMENT OF FOREIGN TRADE CONSULTANCY MR. IGOR KARTAVYH

During the event Mr. Igor Kartavyh joined the conference online from Moscow. He told the audience about the activities of the Agency.

Russian agency for small and medium business support realizes the following tools in the next ways: Network of Euro Info Correspondence Centers/Enterprise Europe Network Russia and Department of foreign trade consultancy that I represent. Let me specify both areas in more details. Enterprise Europe Network Russia was set up in July, 2007 on the base of the Agreement with General directorate of industry and entrepreneurship of European Commission and Russian agency for small and medium business support. EEN Russia is a member and an official agent of a whole Enterprise Europe Network. At the present time, centers of EEN Russia act in 40 regions of Russia. This and the next year the network is planning to be widen. On the basis of our Agency head and Moscow offices operate. Experts of centers of EEN Russia provide information services for small and medium enterprises, in particular consultation on entering foreign markets, business partner search in regions of Russia and countries of EU. These services are provided on a free base.

If company needs to organize bilateral meetings with potential partners, business trip to this or that region or country, or to evaluate potential of the profile market, to get certificates on production, in this case Department of foreign trade consultancy supports small and medium enterprises on a commercial base.

Moreover, I would like to mention that at the present time, our Agency jointly with State Corporation “Vnesheconombank” actively realizes the program of financial support of import and export oriented enterprises

A representative of the scientific research centre Bistra Ptuj - DR LIDIJA TUŠEK KOROŠEC - spoke on the outlook of cooperation. She pointed out that Bistra is a non-commercial organization where 20 projects (national, international and trans-border) are at the stage of development.

At present there are 14 applied research projects (incl. those in green energy, culture, energy efficiency, waste management, biotechnology,etc).

COMMISSION FOR THE PREVENTION OF CORRUPTION, REPUBLIC OF SLOVENIA

SENIOR PUBLIC RELATIONS OFFICER – MS POLONA OSRAJNIK

In conclusion of the topic of prevention of corruption Ms Polona Osrajnik, the Senior PR officer of the Commission for the prevention of corruption of Slovenia held a speech.

Commission for the prevention of corruption of Slovenia is an independent state authority which has vast mandate to prevent and investigate into acts of corruption and violations of ethics. .

Particularly among the tasks of the commission there are:

- administrative investigations for accusations of corruption, conflict of interests and unfair lobbying;

- Protection of whistleblowers;

- acceptance and control over the execution of the National anticorruption action plan etc.

The commission for prevention of corruption is not a part of the law enforcement system of Slovenia or public prosecution offices. But its employees have the authority to collect the necessary information and in some cases they are entitled to charge fines which can be appealed in court.

STATE CORPORATION OLYMPSTROY

The presentation of construction of the objects for the Olympics 2014 in Sochi (Krasnodar Krai).

The corporation fulfills the large-scale programme involving private and public investment creating the conditions for development of Sochi as a year-round mountain and climate resort.

In particular the state corporation ‘Olympstroy’ does works aimed at engineering, construction and reconstruction of the Olympic objects, holds open contest selections, monitors the construction process of the Olympic objects and performs other related actions.

The programme for construction of the Olympic objects and development of Sochi ans mountain and climate resort is approved by the Russian government.

The programme provides for the construction of over 200 objects, only 30 of them are directly connected with the sport competition. Others are the objects of engineer and tourism infrastructure meant for the development of Sochi as mountain and climate resort.

The whole construction programme is divided into three clusters: coastal, mountain and city.

In the coastal zone of Imeretin Valley the Olympic park shall be located, where ice sports competition will be held. Apart from this there shall be the Olympic village, press-centre and telecentre.

On the territory of the Olympic park there are six ice sports arenas: Central Stadium, where the ceremonies of opening and closing of the winter Games of 2014, minor arena for ice hockey, Ice sports stadium for figure skating and short track competition, Major ice arena for ice hockey, Ice arena for curling and roofed skating centre.

In the mountain cluster competitions for ski race, biathlon, bobsleigh, ski jumping, snowboarding and freestyle shall be held. Media village and two Olympic villages for sportsmen are planned to be built in the mountains.

Football Club ‘ Dinamo’ Moscow is one of the oldest, award-winning and famous clubs of Russia. In his report the sport director of the football club Domzale pointed out the importance of the intellectual property protection. The Domzale Football Club protects its own trademark on the territory of Slovenia (and correspondingly automatically on the territory of EU).

Mr. Orazem stressed that nowadays Slovenian football clubs make joint efforts in the legal dispute with a bookmaker office. The reason for the dispute is the violation of rights for trademarks by the bookmaker office.

Football Club ‘Domzale’ was founded in 1921 and is one of the oldest football clubs in Slovenia.

‘Domzale’ won the championship of Slovenia twice and once - the Cup of the Country and Supercup. Famous players who played for the Club: Branko Ilič, Samir Handanovič, Sebastjan Cimirotič.

The representative of the National Projects Foundation noted in his speech that intellectual property protection in sports should be seen strictly in aspects of financial fair play requirements of UEFA.

A number of examples of intellectual property protection made by famous football clubs were mentioned. As basic models were chosen those of Chelsea, Juventus and Real Madrid.

The football club Boca Juniors (Argentina) was picked up as an example of an optimal attitude towards the intellectual property protection.

In his interactive report the representative of the famous football club pointed out that in Argentina they register 100% of the brands. Internationally the club follows this policy: they register trademarks only in those states where it is reasonable (is of commercial value).

‘We are aware of Boca's worldwide popularity and the potential international businesses. Up to the date we have current developments in USA, Korea, Japan, Mexico, Peru, etc. apart from the countries where Nike sells Boca Juniors shirts. We also had a few years ago a Boca Juniors Bar and, for example, in March we are inaugurating our own hotel. We take initiative to register trademarks under two scenarios. - Every new country in which Nike sells our gear. - When we go on tour to new countries, for example last year in Australia. It's always an analysis between pros and cons because registering has its costs’. ***

I think it's very interesting to be advised especially on international protection which is not an easy matter. It is very difficult to determine which actions are worth it analyzing pros and cons. (in reply to the question on the outlook of the programme for protection of Intellectual property in sports presented by the National Projects Foundation).
