Section F – Motions and Amendments

Motions and amendments are normally printed the day after they are lodged. If an amendment is lodged to a motion then the original motion will appear alongside the amendment, along with any support lodged that day, in this section.

Each Monday, this section also contains all motions and amendments lodged the previous week that are still live and any motions and amendments that have been lodged for debate in the coming week. A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.

Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.

Motions and amendments can be published with various symbols:

Asterisks before the motion or amendment number indicate a motion or amendment published for the first time;

Asterisks also identify alterations to the text of a motion or amendment made since it was first published;

A hash symbol identifies motions eligible for debate at Members’ Business;

A diamond symbol identifies motions lodged for Members’ Business that have not yet attracted the required cross-party support;

An "R", identifies motions or amendments in which the Member who lodged it has a registrable interest.

The Parliamentary Bureau periodically deletes motions or amendments not scheduled for debate and which are over six weeks old.

A search facility is also available on the Scottish Parliament web site at http://www.scottish.parliament.uk/parliamentarybusiness/28877.aspx.

Any questions in relation to this section should be directed to the Chamber Desk, for which contact details are provided at the end of the Bulletin.

New and altered motions and amendments

*S4M-10760 John Mason: Welcoming the Big Lottery Refund for Charities—That the Parliament welcomes the news that £148 million of the £425 million taken from the Big Lottery Fund to help pay for excess London 2012 expenses has been returned to the fund; congratulates the Directory of Social Change on leading a campaign, which, it understands, has succeeded in helping the charities that lost out due to the initial decision, and hopes that the remainder of the lost funding can be restored in a timely manner.

Supported by: David Stewart*

*S4M-10759 Jim Eadie: Amending the Terms of the Armed Forces Pension Scheme 1975—That the Parliament expresses its concern regarding the military widows and widowers who are negatively affected by the terms of the Armed Forces Pension Scheme 1975, which it understands forces them to surrender their pension if they wish to remarry or cohabit with a new partner; recognises what it sees as the significant sacrifice made by the partners of serving personnel; finds it unjust that those who lose their loved ones must choose between retaining their pension and entering a new relationship; considers that forcing these people to surrender their pensions only saves the taxpayer an estimated £31,284 per annum; expresses its support for the Justice for Widows Campaign, organised by the Forces Pensions Society, which aims to change what is considered this unfair system; agrees with the findings of the campaign, which it understands sets out that the 1975 scheme favours personnel on short-term service contracts and disadvantages those who have committed a significant portion of their lives to the armed forces; believes that people who joined following the coming into force of the 2005 pension scheme are not subject to the same conditions, and believes that the partners of those who served before 2005 should be treated with dignity and respect and should not have to sacrifice their pension when finding a new partner.

*S4M-10758 Clare Adamson: Congratulations to NYJOS and Drake Music on the Collaboration, Same River Twice—That the Parliament congratulates the National Youth Jazz Orchestra of Scotland (NYJOS) and Drake Music Scotland (DMS) on what it sees as their exciting and inspirational collaboration, Same River Twice, which was composed by Malcolm Edmonstone, who also led the performance; recognises what it considers the outstanding performances of the participating musicians, Emma Clark, Rhona Smith, Chris Jacquin, Stephanie Forrest, Paul Duff, Helena Kay, Andy Robb, Jonathon Silk, Elanor Gunn, Jonathan Penny and David Munn, and considers invaluable the contribution made by NYJOS and DMS in working with young people and giving them the opportunity to showcase their talent.

*S4M-10757# Graeme Dey: Angus CAB Publishes Paper Highlighting Challenges Faced by Online Benefit Claimants—That the Parliament welcomes the launch of Digitally enhanced or Digitally Disadvantaged?, a discussion paper

Page 19: BUSINESS BULLETIN No. 120/2014 Monday 11 August 2014 · 2020-05-27 · 4 5.00 pm Decision Time followed by Members’ Business – S4M-10365 Bill Kidd: A Message for Dearest Scotland

produced by Angus Citizens Advice Bureau (CAB); notes the paper’s concern regarding the Department of Work and Pensions’ "digital by default" strategy, which expects 80% of benefits applications to be made online, despite the UK Government recognising that only 30% of claimants for universal credit would have no difficulty in moving to online benefit claiming; understands that the paper states that often those who are applying for benefits are those who are least likely to have access to the internet; notes with concern the wider issue of an IT skills deficit in Angus, including Angus South, with only 54% of Angus CAB clients having access to the internet at home, compared to 68% across Scotland, and commends the work done by Angus CAB on the paper, which it considers provides an understanding of the challenges faced by those claiming benefits online and the future pressures that this may place on local services.

Supported by: Stuart McMillan*, David Stewart*

*S4M-10756 John Swinney: Small Business, Enterprise and Employment Bill – UK Legislation—That the Parliament agrees that the relevant provisions of the Small Business, Enterprise and Employment Bill, introduced in the House of Commons on 25 June 2014, relating to a range of measures on access to finance, data-sharing in education, and insolvency, so far as these matters fall within the legislative competence of the Scottish Parliament, should be considered by the UK Parliament.

Supported by: Fergus Ewing*, Derek Mackay*

*S4M-10755 Gordon MacDonald: Forth Children’s Theatre Sell-out Run of Les Misérables—That the Parliament congratulates the cast, musicians, director, choreographer and volunteers involved in the Forth Children’s Theatre’s production of Les Misérables; recognises that this award-winning youth theatre company is in its 36th year at the 2014 Edinburgh Festival Fringe; understands that the cast consists of students aged from seven to 18 who have been preparing for the show since April and that their dedication shines throughout this professional, slick, fast-paced production that showcases the talent and energy of the cast; notes that this self-funding theatre group provides tuition free of charge to all the young people despite receiving no public support, and wishes everyone involved every success in the future.

Supported by: Stuart McMillan*, Mike MacKenzie*, Kevin Stewart*, Clare Adamson*, Bill Kidd*, Joan McAlpine*, Dennis Robertson*, Kenneth Gibson*, Jean Urquhart*

*S4M-10754 Sandra White: Strathclyde University Student Named Scottish Young Ambassador for Europe—That the Parliament congratulates Gary Paterson, who studies at the University of Strathclyde, on being elected as the Scottish Young Ambassador for Europe; understands that this role will see Gary representing the views and opinions of Scotland’s youth at both a UK and European level, while also working in Scotland to engage young people in citizenship and European politics; further understands that there are three different UK Young Ambassador positions, youth representatives for the European Youth Forum, the Commonwealth and UK Young Ambassadors specifically working on the European Structured Dialogue Programme, and wishes Gary every success in his role and all future endeavours.

S4M-10373# Cara Hilton: Bliss Scotland’s It’s Not a Game Report—That the Parliament welcomes the publication on 17 June 2014 of Bliss Scotland’s report, It’s not a game: the very real costs of having a premature or sick baby in Scotland; understands that one in every seven babies is born premature or sick in Scotland every year; considers that, when babies are admitted to neonatal care, parents face significant financial pressures, amounting to £218 average extra weekly spend for families; is concerned that costs for parents in Scotland, including in Dunfermline, are higher than elsewhere in the UK, with 79% of parents saying that their family finances are worse as a result of their babies staying in neonatal care; notes calls for further action by the Scottish Government to help address the additional costs that parents of babies in neonatal care face, including travel, food and childcare, and recognises the importance of ensuring that parents of premature babies have access to all the information and support that they need; further notes calls for the Scottish Government to work with NHS boards and Bliss Scotland to help make the Bliss Scotland recommendations for hospitals and the NHS a reality, and commends what it considers the excellent work of Bliss Scotland in campaigning for a better deal for parents of babies born too soon, too small or too sick.

Simpson, Margaret McDougall, Willie Rennie, Siobhan McMahon, Kezia Dugdale, Jim Hume, Alison Johnstone

S4M-10675# Drew Smith: Gaza—That the Parliament regrets and unreservedly repudiates the ongoing violence and loss of human life in Gaza and Israel, which, according to journalists running risks to their own safety to report from the area, stood, as at 28 July 2014, at more than 1,000 Palestinian deaths and 45 Israelis; considers that the continuation of violence will further escalate the already severe and enduring humanitarian catastrophe in the densely populated Gaza Strip; believes that the number of Palestinian civilian fatalities, including many women and children, indicates a disproportionate action by the Israeli military; condemns both indiscriminate rocket attacks and military bombardment of civilians and believes that hospitals and schools, in particular, should be places of safety and therefore also condemns attacks on them or their use to store or fire weapons; confirms its view that the continuation of the Israeli-Palestinian conflict is rooted in the continued failure to achieve a political solution to a problem that cannot be solved by violence; supports the comments made by the United Nations Secretary-General, Ban Ki-moon, on 24 July, who has described the situation as an ―intolerable, unacceptable crisis‖ and agrees with him that it is imperative for the killing to stop; notes calls for the international community to fully use its influence to break the cycle of failed talks, continuing occupation and outbreaks of violence that threaten the prospect of a two-state solution by renewed and robust efforts to broker peace and justice in the region with the objectives, amongst others, of an immediate interim ceasefire, a long-term plan to prevent further violence, efforts to aid the necessary rebuilding of Palestinian civilian infrastructure, including the importation of vital humanitarian supplies into Gaza, and crucially a process that can finally lead to the creation of a viable Palestinian state alongside a secure Israel in accordance with previous UN resolutions, and notes calls for the UK Government to support these objectives and to prohibit the supply of equipment or parts of equipment that are likely to be used against civilians and for the Scottish Government to do all that it can in support of the same and to foster and maintain good community relations between all religious and ethnic groups who have their home in Glasgow and across Scotland and who, in common with people around the world, wish to see a settlement that respects the right of all human beings, irrespective of religion or race, to live in peace with both dignity and security.

S4M-10365# Bill Kidd: A Message for Dearest Scotland—That the Parliament congratulates the Dearest Scotland campaign, which was set up to allow the opportunity for people of all ages, from across Scotland and beyond, to write a love letter to Scotland; notes that Dearest Scotland is based in Glasgow Clyde College and run from the Cardonald campus and congratulates Cat Cochrane and her team on putting the campaign together, and acknowledges that it allows young people and old from all over the world to voice their hopes, wishes and aspirations for the future of Scotland and its people, no matter what the political or constitutional situation is and promotes the opportunity for people to share with each other their beliefs regarding Scotland’s future.

Bills in Progress

A list of all Bills in progress can be accessed via the Scottish Parliament website at:

http://www.scottish.parliament.uk/parliamentarybusiness/Bills/576.aspx

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics. As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon. A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2. Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders. Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day. (G) = Government Bill; (M) = Member’s Bill; (C) = Committee Bill; (P) = Private Bill; (H) = Hybrid Bill.
