Critical Infrastructure Protection of Electrical Utilities The purpose of the Reliability Standard is to enhance physical security measures for the most critical Bulk Power System facilities, excluding generation and power plants, to lessen the overall vulnerability of Bulk Power Systems against physical attacks. The Commission directed NERC to develop Reliability Standard CIP-014-1 as an informational filing. The intent is to follow the rule based on its effective date.
The requirements of the CIP directive institute specific unaffiliated review or simultaneous preparation of risk mitigation
strategies and physical security specifications and plans by a third party consultant. The requirements are specific in that the qualifications of the third party reviewer have electrical power, physical security, and related experience on a high level with critical asset protection and significant demonstrated experience with law enforcement, and government or military physical security expertise.
Security Assessment Planning and Specification CapabilitiesThe vulnerability assessment and implementation require completion during the Transmission Operators (TOP) communication and threat evaluation–spanning a time period of 120 days to conform a satisfactory security plan and 60 days for third party review. Non-compliance means instituting of a Violation Severity Level (VSL) and fines.
With thousands of critical high voltage transformers at possible sites throughout the United States, the identification and classification of those sites in close cooperation with a third party at the threat assessment and vulnerability level stage is required in most cases to meet the total requirement of 180 days through third party review.

Professional Systems Engineering, LLC conducted a security study and implemented counter terrorist security deterrents for two dams, the 345kV/765kV high tension distribution Massena switchyard, and the water supply intake for the town of Massena, NY. A component of the study included cyber security for SCADA and telemetry systems.
The R.E. Moses Power Dam (FDR Power Project) is a critical power generation dam spanning the St. Lawrence River, and is shared with Canada. The Long Sault Dam is a critical water control dam on the St. Lawrence River, which is associated with the Moses Dam. The Massena switchyard is a critical feed to the NYPA electrical power distribution system. The study assessed the vulnerabilities of the facilities, documented the existing security measures, provided recommendations with alternatives, and provided a detailed construction cost estimate.
The Clark Energy Center is a major control center for electrical power distribution for NYPA and is manned 24 hours per day. The 345kV switchyard is a critical feed to the NYPA electrical power distribution system. The study assessed the vulnerabilities of the facilities, documented the existing security measures, provided alternatives and recommendations, and provided a detailed construction cost estimate. The CEC system will interface with the existing NYPA system-wide security control center located approximately 125 miles away, which will have remote control and monitoring capabilities of the CEC system.

Facility HardeningFacility Hardening requires the evaluation of the risks and threats making a facility vulnerable to internal and external threats. We do this for nuclear stations, correctional facilities, detention centers, youth detention centers, psychiatric and forensic hospitals, high value client sites and insurance applications. Catastrophic events are reviewed, both natural and man-made, intentional and unintentional, as well from insiders and outsiders. We “harden” the ability for a facility to withstand these events requires the identification, reduction and elimination of the possible threat. We will assess the likelihood, nature, and consequence of acts, events, or existing conditions that would threaten the sustainability of a facility. Once an assessment is complete, we will issue appropriate recommendations to ensure the survivability of a facility. The following steps are part of our Facility Hardening process:
❖ Our Hazard Analysis determines the likelihood or chance of a hazardous event occurring and the consequences of such an event. This involves investigating multiple scenarios that could impact the continued operation of a site.

The plant has a capacity to produce 1139 megawatts from its boiling water reactors. The evaluation included perimeter barriers, perimeter intrusion detection, CCTV, lighting, access control, power supplies, computers, alarm stations, consoles, multiplexers, personnel screening/search entrance facility, licensing, documentation and procedures. As part of the steam generator replacement project, Professional Systems Engineering, LLC prepared detailed designs for the expansion of the existing Callaway Nuclear Generator Station. The 1235 megawatt pressurized water required enhancements to secure the perimeter. The design included development of all construction documents including fence and barrier location drawings, equipment location drawings, system block diagrams, interconnection wiring diagrams, CCTV design, equipment mounting details, conduit and cable lists, bills of material, purchase requisitions, plant modification package, and acceptance test procedures. The design included perimeter barriers, perimeter duct bank, perimeter intrusion detection, CCTV cameras, and towers high mast lighting, interfacing with the existing security system power supplies, computer system, alarm stations, multiplexers, and CCTV switching and control system.

enhancement, in response
to recent terrorist threats
and attacks, established a
higher level of ability to
neutralize many threats perceived
by the plant operators and security staff.
Professional Systems Engineering, LLC performed threat assessment and risk mitigation studies and developed a conceptual design to upgrade the perimeter security systems and procedures for the Donald C. Cook Nuclear Power Station. The plant has the capacity to produce 1020 megawatts through the pressurized water reactors. The project included a site assessment and preparation of a report and conceptual design. Recommendations were made to modify protected area barriers, establish bullet-resistant defensive positions, replace the soil for stabilization, and upgrade intrusion detection system, CCTV system, and lighting. PSE also prepared a detailed cost estimate.
PSE developed a conceptual design to upgrade the vital area security system. The design included enhancement of vital area barriers, addition and replacement of CCTV surveillance equipment, and enhancement of the interior intrusion detection system. The design also included new conduit and cable, seismic supports, and interface to the existing security system and the existing CAS and SAS consoles.

Professional Systems Engineering, LLC (PSE) provided consultant services including debriefing, interviews, historical analysis, technology requirements, specification preparation, RFP production, and bid analysis to replace Amtrak’s CHIEFS system public safety software. Amtrak’s existing system was nearly ten years old and no longer met Amtrak Police Department’s business needs. It did not keep pace with up-to-date technological demands and proved labor-intensive to maintain. The existing central monitoring center is a national call center providing coverage for emergency, enforcement, disaster management, hazardous spill/contamination response and rail operations management with far-reaching, and sometimes overlapping jurisdictional-based, automated response call-up. The new system includes the following components and capabilities:

The new system will allow for effective real time dissemination of information regarding departmental productivity and crime trend analysis, which facilitates effective deployment of resources in conjunction with daily operational requirements as well as emergency deployments. This project demonstrates PSE’s ability to “prime” a sophisticated, nationally advertised consulting award and bring stakeholders technology support into a modern data and systems managed universe that will be deployed in at least 15 cities and covering almost 150 operators.

operation simple and easy to

Professional Systems Engineering, LLC provided consulting and design coordination services through the Pennsylvania Emergency Management Agency (PEMA) to provide an Emergency Operations Center fit out to meet the needs of Delaware County, Pennsylvania in the event of a local, state, or federal emergency. The goal was to provide the capability of a scalable response to incidents ranging from small-scale fires and accidents to a countywide disaster response. By using the latest state of the art design, the PSE design allowed for the phased sequential escalation of response based on the requirements of the incident. This approach followed the Delaware County (DelCo) EOC Renovation Theory in that it separated the Unified Command group from the Operations and Planning group and the Logistics and Finance group. Senior elected officials will be sequestered from the Command group. News media and some liaison groups will be separated from the remainder by keeping them in a briefing area thus allowing for better management of the incident.
The following rooms were utilized for the deployment of multimedia and communications technology: Privacy and Sequestering Room, EOC First Stage Activation Room, Unified Command/Joint Command Group Room and the EOC Full Activation Room. A multimedia control and feed was also provided to the DelCo 9-1-1 Emergency Response Center within the facility.

for these tunnels.
Professional Systems Engineering, LLC (PSE) provided security consulting services addressing the entrances to three Amtrak tunnel sites (a total of six tunnels) located in the Baltimore/Washington area. The three tunnel sites consist of the BP tunnels in Baltimore (John Street, Wilson Street, and the Gilmore tunnel all located south of the Baltimore Station), the Union tunnels in Baltimore (1871 and 1934 tunnels both located north of the Baltimore Station), and the 1st Street tunnel located south of Union Station in Washington, DC. In addition, PSE reviewed, evaluated and provided recommendations regarding the current Emergency Response Plans for these tunnels.
Security consulting services performed for Phase I:
❖ Conducted interviews with Amtrak personnel ❖ Evaluated the entrances to six tunnels, exterior fences, gates and barriers, and existing exterior lighting ❖ Reviewed, evaluated and provided recommendations regarding current Emergency Response Plans ❖ Established locations for additional lighting fixtures, CCTV cameras and intrusion detection alarm-monitored points ❖ Developed a cabling/wiring scheme for the proposed system and a video switching and recording system ❖ Provided recommendations for locations of digital video recorders, monitors, etc, and for software to control recording, to control access to video images and to track any changes within the camera viewing area ❖ Established equipment types for all proposed security equipment ❖ Prepared a report of findings and recommendations and detailed cost estimate for equipment and installation ❖ Prepared a Basis of Design and Construction (BDC) for Phase II
