Who is U.S. Customs and Border Protection (CBP)?

• On March 1st 2003, U.S. Customs and Border Protection was created, within the Department of Homeland Security

• CBP combines the uniformed officers from legacy U.S. Customs, Immigration and Naturalization, and Animal Protection and Health Inspection Service, into one unified Border enforcement agency

• Responsible for all land, air and sea borders and clearance of people and goods entering and exiting the U.S.

Detecting and preventing terrorists and terrorist weapons from entering the United States at or between the ports of entry while simultaneously facilitating legitimate travel and trade.

CBP’s Priority Mission:

The BS&F Division is responsible for the policy development and implementation of all enforcement and anti-terrorism activities in the Office of Field Operations in the air, land and sea passenger and cargo environments. Several key national initiatives like the Container Security Initiative, Customs-Trade Partnership Against Terrorism (C-TPAT), the National Targeting Center and the development of the Non-Intrusive Inspection Acquisition and Deployment Plan, fall under this division.

Border Security and Facilitation

Passenger Programs

• Identify high-risk travelers in advance of arrival.

• Deploy selectivity techniques, technology and tools for the physical inspection of travelers’ baggage and vehicles in order to prevent terrorists and terrorist implements from entering the US.

• Intercept high-risk travelers while expediting low-risk travelers.

• Increase travelers’ awareness of CBP requirements and its mission.

US-VISIT

• Currently in place for entry at 115 airports and 14 Seaports

• Involves capturing a fingerscan and photograph of each traveler

• Takes less than 15 seconds

• Currently only applies to visitors from countries requiring a visa to enter

• Beginning September 30, 2004, Visa Waiver Countries will be required to participate in US-VISIT

Immigration Programs Prevents the entry of terrorists, drug traffickers, criminals,

and other persons who may subvert the national interest;

Deters illegal immigration through the detection of fraudulent documents and entry schemes;

Initiates prosecutions against individuals who attempt or aid and abet illegal entry;

Facilitates the entry of persons engaged in commerce, tourism, and/or other lawful pursuits;

Agriculture Inspection Inspection of passengers, conveyances, cargo at POEs as

well as international mail for forbidden commodities

Prevent the unintentional introduction of animal and plant pests and diseases

Prevent the intentional introduction of animal and plants pests and diseases (biological and agricultural terrorism)

Container Security Initiative (CSI)Four core elements:

1. Use of intelligence and automated information

2. Pre-screen cargo identified as high-risk

3. Use detection technology to pre-screen

4. Develop more secure containers

To date, CSI is operational in 18 foreign ports.

Border Targeting and Analysis

Core Responsibilities:

• Directing national targeting policies and procedures.

• Developing and enhancing the Automated Targeting System (ATS).

• Encompassing targeting for all modes of transportation (sea, land, and air), inbound, outbound, and international.

• Monitoring and improving targeting efficiencies.

• Exploring new data sources and technologies to improve CBP targeting capabilities.

CBP National Targeting Center

Core NTC Roles:

• Develops tactical targets from raw information to prevent terrorists and implements of terrorism from entering the United States.

• Supports CBP field elements, including foreign-based Container Security Initiative personnel.

• Provides targeting expertise to the Department of Homeland Security Operations Center.

Interdiction & SecurityMaritime/Air Cargo Security

• Implementation of Maritime Transportation Security Act.

• Operation Safe Commerce.

• Supporting US Coast Guard with MTSA mandated Port Security Vulnerability Assessment.

• Regular collaboration with TSA to coordinate and maximize efforts in the air cargo environment.
