BUILDING NATIONAL MRV SYSTEM THE KENYAN EXPERIENCE
ABOUT KENYA
• Kenya is a unitary state
Devolved 2-tier government system with 47 county governments
46 million people and high rate of population growth
• Shared responsibility for meeting obligations under the UNFCCC
• High climate change vulnerability ….frequent and severe droughts and flooding

Work has begun to scope out a new NCCAP (2018-2022), as per the Climate Change Act…a team is in place for this, NCCAP to provide the basis for NDC implementation

Kenya has prepared two NCs to the UNFCCC but no BURs yet
CURRENT MRV SYSTEMS • Climate Change Act 2016 assigns
responsibility for MRV to CCD• MRV System consists of:
– Separate sectoral data collection for GHG inventory (AFOLU, energy, transport, waste, industrial sectors)…tier 1
– No system for tracking climate action (mitigation and adaptation) but now developing two registries
– System for tracking finance established in the National Treasury
• Applying the ‘Quick-Start Guide’ by CDKN and Ricardo E & E to develop MRV Implementation Plan….objective is to address transparency requirements of the Paris Agreement
For the AFOLU sector we are applying the
System for System for Land-based Emissions
Estimation in Kenya (SLEEK)…Tier 3

NATIONAL MRV SYSTEMS FOR TRACKING NDC IMPLEMENTATION
• Given the overlaps between the SDGs and climate change action, the MRV systems for NDC implementation will be designed to track SDG implementation, the gender sensitive impact of climate actions and the effectiveness of gender mainstreaming initiatives.

NDC, current MRV activities and other MRV
needs
MRV IMPLEMENTATION ACTIONS
1. Review current MRV activities
• Review the NDC
• Review existing processes
2. Establish institutional arrangements for MRV
• Set up MRV steering group
• Agree overall lead institution for MRV system
• Develop appropriate rules & guidance
• Develop plans for reporting
3. Assess data gaps and needs
• Assess and prioritise data gaps
• How existing MRV systems can be extended
4. Design MRV system
5. Establish data management processes
• Develop systems to improve data quality
• Develop data mngt systems
• Address data gaps
• Develop data improvement plans
6. Build MRV capacity
• Review the NDC to identify any additional MRV requirements
• Map existing national MRV processes
7. Improve the MRV system over time
• Ensure MRV reports are relevant
• Consider options for continuous improvement
CHALLENGES
• Accuracy and completeness of data….QA/QC• Two tier government complexities....central
government and 47 county governments• Updating/currency of registries (mitigation and
adaptation initiatives) and inadequate resources for independent reviews/ M&E of results
• Coordination with GoK agencies and other stakeholders…bureaucracy
• Conflicting interests among stakeholders• Capturing non-public support
LESSONS LEARNT• Supportive leadership is critical• Integrate/use existing structures and processes • It is easier to build the sectoral MRVs and then integrate
latter into a national system• Apply a participative and inclusive process with capacity
building• Go slow….carry everyone with you• Keep it as simple as possible• Needs appropriate legal framework• Address the MRV of governance, mitigation, adaptation
and support iteratively
