Independent Inspections, Ltd. (IIL) is pleased to submit this proposal to provide building inspection services for
Okeechobee County. We offer full service administration of the building department which includes building/construction
plan examination, permitting, building inspections and related services for residential and commercial projects. A
qualified team to consist of a Building Official, Plans Examiners, Building Inspectors, supported by qualified Permit
Technicians, Customer Service Representatives and IIL's Management Team, all committed to providing complete quality
building inspection services in a timely manner and in accordance to approved County permit procedures and ordinances.
Independent Inspections, Ltd., a Corporation licensed to do business in the State of Illinois, Wisconsin and Florida
incorporated in 1979 (FEIN 39-1584023) and has been owned and operated by Thomas DeLacy since March 16, 1998.
Our business has been expanding and continually improving municipal building departments for over 33 years,
providing a significant net revenue increase to municipalities. We provide complete building department services to
municipalities in Illinois, Wisconsin and Florida. Many of our contracts in place today have continued for over 15 years.
IIL is established as a professional firm with skilled staff and levels of management oversight to maintain a high level of
service delivery helping municipalities develop building ordinances, fee schedules, forms and efficient permit issuance,
inspections, tracking and reporting processes. We customize our service delivery with communication as a priority to
ensure our performance exceeds expectations.
Thomas DeLacy, President, will administer this project along with Gail Delacy, Operations Manager, providing the
service delivery management piece, our assigned Certified Building Official would serve as your ongoing project
manager. IIL's Customer Service Manager, will provide your permitting technician and customer service personnel
management. Our management team will provide you with dedicated onsite full implementation of this project and
will be on site as required for ongoing needs, in addition to the onsite staff we will provide. See enclosed
Organizational/Communication Chart showing functional relationships on Page 7. Once our service delivery is
established, our Building Official will be your main contact person, however, Tom or Gail are available at our 800
number Monday through Friday from 8 a.m. to 4 p.m.
The experienced IIL team, most of which have held contractor licenses, display vast knowledge and have worked side by
side with contractors in each trade. The IIL code experts will hold licenses issued by the State of Florida and are
additionally trained by IIL. Because of their numerous years in the industry, our staff has extensive experience with a
wide range of residential and commercial, new and existing construction projects of all sizes, (fences, sheds, homes,
malls, manufacturing buildings, department stores, etc.). We are committed to providing efficient, prompt, and excellent
customer service guaranteeing performance through elimination of County expense and increasing County building
department revenue to an optimal level. We focus on the individual needs of our clients and tailor our services to meet
those needs. I believe the number of years of experience and our outstanding reputation, evidenced by the information
and documentation enclosed will provide Okeechobee County with verification that IIL is the ideal candidate to provide
building inspection and related services.

1. Services
The approach used to assemble the team includes a complete and thorough review of all contents and overall goal and
objective of the County and our IIL higher standard approach. The team assembly is developed by determining the
areas individuals are needed on and off site: Permit Technicians, Plans Examiners, Inspectors, Building Official and
other support staff using the County data (numbers and value) and IIL employee historical work load averages and
current best practice processes to ensure a rapid response to the County needs. From there, we are able to determine the
staffing required for current County workload then additionally include backup and support staff to handle employee
absences, seasonal or economic fluctuations and added customer service representatives.
As an outside firm, providing services to other Florida municipalities, we are able to staff appropriately then easily
increase and decrease employee size through our scheduling process on a daily basis. Our service delivery is number
one. If increase appears to be permanent, we simply bring in additional full time staff and ensure we have part time staff
ready for the next possible surge or absences. This works for an outside agency because we have no headcount
restrictions, political objectives or union issues. The work load increase equates to revenue increase and allows IIL staff
increase within the anticipated profit margin goal, while providing a higher standard of service delivery. This works for
the County because IIL covers all employee costs: wages, training costs, travel costs, managing costs, field
communication costs, insurance, etc. The County has no out of pocket costs and simply retains a percentage of the
revenue while providing excellent service.
The key personnel working in the department are: (1) Building Official, (1) Plans Examiner, (1-2) Building Inspectors,
(1-2) Permit Technicians, (2) Customer Service Representatives (offsite) and IIL Management Team (offsite). Each
Building Official, Plans Examiner, Building Inspector will be certified in all areas they practice. We would provide a
good blend of inspectors, bringing professional and personal strengths to the positions with all of the inspection
certifications needed to provide complete service for all commercial and residential plan review and inspections
required. IIL will blend experienced and certified IIL employees with new employees (possibly current County
employees) to provide these services. For Permit Technicians, we would ensure they have high computer, social and
organizational skills and experience.
Staffing Hours: 8 a.m. to 5 p.m.
Permit technicians (1.5) All office time
CBO (1) Spends one to two hours in the office, balance of day spent in the field
Plan Reviewer (1) half of the time doing plan reviews, half of the time in the field
Inspector (1) Most time spent in the field with a small amount of office time
Complete Building Department Services
Plan review service will be performed on all residential and commercial categories qualifying for plan reviews. Plan
reviews will be conducted by the assigned Building Official and by a Plans Examiner. Plans will be reviewed for
compliance with all applicable codes and ordinances and recommendations will be made on compliance procedures.
Building inspections will be performed on existing buildings to determine code or ordinance violations based on County
requests or complaints in addition to inspections on all open permit inspection requests received. If violations are found,
IIL will issue violation notices or stop work orders. The IIL tracking program will be used to track and report on all
permits, inspections and findings. The inspectors will perform inspections and issue the more complicated permits in all
residential and commercial categories and will hold multi licenses to ensure complete inspection capabilities. Inspectors
will confirm all construction is per approved plans, enforce all applicable codes and ordinances and issue violation notices
and stop-work orders for non-conforming building activities. Turn around time for residential and commercial inspections
is next day. Concrete inspections can be scheduled for as early as 7:00 am. We prioritize them to ensure contractors can
continue moving forward.

Permitting process will be achieved through IIL providing one and one half Permit Technicians located in the County
Building Department, in addition to customer service representatives contacted through IIL’s 800 number, email, online
request process or alternative methods to meet or exceed the County’s current process. The technician and customer
service team will work together to provide administrative support, answer phones, assist customers, prepare permit log,
enter all permit and inspection data into the County software program, generate reports, issue uncomplicated permits and
accept application materials for all building related permits. The office will be staffed from 8:00 am to 5 pm, Monday
through Friday, excluding County recognized holidays in addition to IIL offsite staffing available from 6 am to 4 pm.
IIL will work to achieve a higher standard by participating in the development and implementation of goals, objectives,
priorities and policies through open communication and sharing of best practices.
IIL will provide representation at meetings as required by the County.
IIL will provide Okeechobee County with a Certified Building Official available to make emergency decisions in addition
to providing the County with IIL Management team expertise.
Services / Tasks
A. Administrative Services
Office Hours and Customer Service will be provided at the County offices by the Building Official, Permit
Technicians and Inspectors as needed at designated times. This time will be used to meet with the public, receive
and discuss plans, distribute permit applications, issue permits and answer questions.
Online forms and link to IIL will be provided to ensure County staff and online users will have 24/7 access to
submit inspection requests, requirement information, applications and code information.
The IIL manage team will oversee all escalated concerns using input from the County on complaint process to keep
County appraised of any escalated concerns.
Inspector phone numbers will be provided for emergency service requests and a process developed in coordination
with other County departments.
Inspector scheduling will be managed by the IIL management team to ensure County requirements are met with
optimal performance of 24-48 hour inspection services.
B. Plan Review Services: Plan reviews are received, logged and assigned a tracking number through the Permit
Technicians, who then forward plans to the Plans Examiner for complete review of all building code and ordinance
requirements for commercial and residential Building, Electric, Plumbing and HVAC requirements. Approved
plans are stamped, signed, dated and communicated to the applicant for pickup. For plans with questions, contact is
made to the applicant for clarification and/or additional documents. A detailed report/ letter is prepared then sent to
the applicant and IIL on any unapproved plans. All documents are available to the County for review. New
commercial building plan reviews for buildings less than 10,000 s.f. in size are scheduled to have initial plan review
completed within 10 business days, new commercial buildings greater than 10,000 s.f. in size are scheduled to have
initial plan review complete within 20 working days and residential plan reviews are scheduled to be completed in 5
business days or less, depending on the complexity of the review and size of the project. All payments for all
services are payable to Okeechobee County and handled through the County’s cash flow process. Turn around time
for residential plan reviews is within 5 days for new construction and additions and within 3 days for remodels.
Turn around time for commercial plan reviews is within 10 days for new construction and additions less than 5,000
sq. ft. in size and within 5 days for remodels less than 5,000 sq. ft.

C. Inspections/ Permitting and Tracking Services: Inspection requests will be received through a permit technician
or customer service representative via phone, fax or email online submission and scheduled for the following day,
unless inspection type warrants less than 24 hour inspection. This next day scheduling process allows IIL to level
load the inspectors with the inspections required for the following day. If loads require additional inspectors the
following day in order to meet our 24 hour higher standard, IIL will call the part time inspector in for additional
assistance and hours. Inspectors receive their daily inspections required report immediately in the morning from
permit technician or customer service representative and are updated throughout the day of any additions to their
inspection schedule.
After inspections are completed, inspection site pass/fail notifications are provided on site and Inspector’s log
results on an IIL inspection log sheet which is then provided to the permit technicians. Follow up takes place each
morning to ensure all results were received. The permit technicians would then enter and track the results into the
County software program or IIL tracking program will be utilized. A thirty day follow up process would be in place
for all failed inspections.
Permit requests are received through the Permit Technicians. Complicated requests will be reviewed by the
Building Official and/or an Inspector. Any questions the Building Official may have can be answered by another
IIL Building Official/Director or IIL management team as needed. Permits issued will be entered and tracked in the
County software. The Permit Technicians will provide reports on permits issued and inspections performed on a
weekly, monthly or as needed basis. For the input and reporting process out of the County database, we would need
to have training available to the Permit Technicians and inspectors prior to the start date. We would like to evaluate
the capabilities of your existing software and existing modules for inspection tracking and quality control
capabilities. We may recommend running a parallel processes (one being at the corporate office through our
existing permitting software) to ensure the quality controls are in place. We have enclosed some of the sample
reports that are generated from our permit and inspection tracking software program for your information. (See
pages 17-19)
D. Implementation Approach: Service coordination would occur as soon as the contract is signed to ensure
uninterrupted service delivery. IIL would begin by meeting with an assigned point person or individuals in
Okeechobee County. We would begin the interview process (to include existing County employees, if desired).
We will make a site visit to review the current facility, technical and environmental details, detailed current
operations to include fee schedules, software system and system capabilities, entry requirements, badge
requirements, reporting requirements, work space and work in progress records for transition details. IIL will work
to coordinate all details to ensure autos, phones, supplies, access, web site changes, fee schedule, office hours,
reporting requirements, system requirements and any contract details are in place. Prior to start date, we will
review status with the County to ensure implementation approval and questions are answered. On day one IIL
management (Tom DeLacy) will be on site to handle any action items that arise. A temporary Building Official,
Ray Schaub, will also be available for CBO duties.

IIL identification is typically a picture badge with title and identification but would be configured to meet the
County's requirements, unless a County badge is provided. The IIL vehicles would have the IIL logo, “Independent
Inspections, Ltd”, “Certified Inspectors”, “1-800-422-5220”, “independentinspections.com” on the side of each
vehicle. The back of each vehicle will have the three digit IIL fleet number assigned. All IIL building department
staff will be direct employees of IIL. All compensation related items to include cell phones, auto expenses and
mileage will be paid directly from IIL to the employee. Autos and cell phones will be provided by IIL for the
Inspectors, Building Official and Plans Examiner. The Inspectors are required to check in a minimum of four times
per day. Hard hats, vests and other safety gear are also provided to all field personnel.
IIL is compensated for our services by a percentage of the permit fees collected. IIL is compensated at an hourly
rate listed in the contract for the inspector to attend meetings and perform inspections for which no permit fee is
generated. IIL would create a monthly detailed invoice payable on the 15th of the month after services are rendered.
The invoice will include all fees collected for the plan review, permit and inspection fee process outlined in this
proposal. The fee split negotiated and any hourly charges outlined in this proposal will be described as the IIL
fee/invoice for payment due to IIL. Detailed reporting requirements of Okeechobee County will need to be known
and will be implemented prior to the start date.
2. Qualifications and Experience of Staff Proposed
We are interested in reviewing the qualifications and experience of the current County Building Department staff with
the possibility of interviewing and hiring as we will need to hire a building official, plans examiner, building inspectors
and permit technicians. Enclosed are brief resumes with job history, education and certifications along with copies from
the State of Florida data base of the certifications held by some of our current inspection staff. (See pages 8-11)

WHEREAS, Okeechobee County, Florida ("County") requires high quality professional building and
mechanical inspection services sensitive to community needs and,
WHEREAS, Independent Inspections, Ltd., a Corporation ("Agency"), proposes to provide
inspection services for the County including inspectors and meeting the County's needs for such
inspection services,
NOW THEREFORE, in consideration of the foregoing and mutual covenants contained in this
agreement, the parties, agree that:
1. The Agency will provide for the County, inspectors whose duties shall include plans
examination, building and mechanical field inspections, necessary services related to contacts
with residents and County Officials, and all associated tasks necessary to meet the inspection
needs of the County. The Agency will provide an employee and that employee is hereby
designated as the Building Official of the County. The County shall provide zoning
administration.
2. All Inspectors, plan reviewers and building officials shall possess standard certificates per
Florida Statute 468, in the disciplines they practice.
3. The Agency shall provide:
A. Salary and benefits of the inspector(s)
B. Salary and benefits of the permit technicians
C. Back-up personnel for time off
D. Field communication equipment
E. Vehicle or mileage/allowance for the inspector(s)
F. Supplemental systems and support and administrative coordination
G. Regular County office availability for meeting the public
H. Necessary state fees for the Agency
I. Certificate of insurance showing all coverages with a minimum of $2 million of general
liability and $1 million of errors and omissions coverage.

4. During the term of this agreement, and for a period of 12 months after termination of this
agreement, the County shall not negotiate with, employ/hire any inspector/employee who
provided inspection services of twenty-five (25) inspections or more during the twelve (12)
month period prior to termination of employment with Agency and who is employed with the
Agency at the termination of this Agreement to provide Building, Electric, Plumbing or
HVAC inspection services. The County shall not negotiate with, employ/hire any
inspector/employee for at least 12 months after termination of the employee's employment
with the Agency who provided inspection services of twenty-five (25) inspections or more
during the twelve (12) month period prior to termination of employment with Agency and
who was employed by the Agency during the term of this Agreement. The term
"employ/hire" shall extend to the above referenced inspector/ employee forming a
corporation, partnership, limited liability company, other business entity, working for a
competing company or by working as an in-house building inspector/employee for the
County. The rights and obligations under this paragraph shall survive any expiration or
earlier termination of this Agreement.
5. Either the County or the Agency may terminate this agreement after one year of the date of
this agreement and upon 60 days written notice to the other party of the intention to terminate.
At the end of the termination notice, any permits received prior to the last day shall have the
fees paid to the Agency as provided in the contract and the inspections relating to those fees
shall be performed by the Agency. Permits received after the last day shall be the
responsibility of the County and no payment shall be made to the Agency for those permits.
Any notice to the County shall be sent to the County authority directly in charge of inspection
procedures. Any notice to the Agency shall be sent to Independent Inspections, Ltd., W241
S4135 Pine Hollow Court, Waukesha, WI 53189.
6. The Agency is the exclusive provider of the services listed, described and provided by this
Contract for the entire area of the County during the term of this Contract. Any other
provider of building, electrical, plumbing, HVAC, or mechanical plan reviews and inspection
services to the County during the term of this Contract will be considered a violation of this
Agreement and the County shall pay the Agency the fees for all permit applications submitted
for the duration of the contract as prescribed herein.
7. The Agency shall implement and enforce the building codes of the County and shall engage
such personnel and equipment as, in its opinion, is deemed adequate for such purposes.
Should the County object to the method and manner of the implementation of the codes by the
Agency, the County shall notify the Agency, in writing, specifically identifying areas of
inadequacy and the Agency shall have thirty (30) days after receipt of the notice to cure such
inadequacies. If the inadequacies have not been corrected within the time period provided,
the Agency shall be deemed to have breached the contract and the County will have cause to
terminate.

8. This agreement shall not authorize the performance of any construction work within the
County by persons or organizations not duly licensed. The Agency shall not issue a building
permit to any contractor, subcontractor, or others for the performance of work in the County
who are not properly licensed and authorized to do such work. The Agency will not authorize
or allow any development that is in violation of any County, State or Federal law.
9. The Agency agrees to indemnify the County, its employees and agents from and against any
and all claims, suits, demands or causes of action, arising out of any act or omission of the
Agency, and causing injury to any person or persons or property, whomsoever and
whatsoever. Correspondingly, the County agrees to indemnify, the Agency its employees and
agents from and against any and all claims, suits, demands or causes of action, arising out of
any act or omission of the County, and causing injury to any person or persons or property,
whomsoever and whatsoever. The Agency agrees to, at all times, at its expense, carry
comprehensive general liability insurance in the amount of not less than one million dollars. A
certificate of insurance indicating that such policies are in full force and effect will be
supplied to the County. The County agrees to provide to the Agency proof of the existence of
comprehensive general liability insurance upon request.
10. All fees for any services provided by the Agency for the County shall be collected by the
County per Exhibit 1. The Agency shall be compensated at the rate of eighty-five percent
(85%) of the funds collected per Exhibit 1 for its responsibilities outlined herein. The
remaining fifteen percent (15%) of the funds collected shall be retained by the County.
11. The Agency shall perform building, HVAC, plumbing and electrical inspections from permits
issued prior to the effective date of this Contract for the fee listed in Paragraph 12. It is
understood that work that has been covered or portions of construction that have been
completed before this Contract is executed may not be visible and cannot be inspected. Such
work is not considered approved by the Agency. Previous inspections that have passed may
be rescinded by the Agency if code violations are observed. It is understood that the Agency
did not review or approve building plans for projects begun before this Contract is executed.
The County agrees to indemnify, hold harmless and defend the Agency its employees and
agents from and against any and all claims, suits, demands or causes of action, arising out of
any act or omission, and causing injury to any person or persons or property, whomsoever and
whatsoever as it relates to permits and inspections performed by others prior to the effective
date of this Contract.
12. The Agency shall perform special inspections requested for permits issued prior to the
Agency, or for which no permit fee is required, such as raze order inspections, and court/legal
appearances by inspector when testimony/information is required relative to agent
responsibilities, for which no permit fee is generated, at the direction of the Municipal
Administrator and forward those reports to the appropriate person(s) with the findings. The
County shall compensate the Agency for any activities and meetings relating to the duties
herein where a permit fee is not generated, at the rate of $50.00 per hour for all such duties
and meetings performed during the business hours of 8:00 a.m. and 5:00 p.m. The County
shall compensate the Agency for all such duties and meetings occurring other than normal
business hours at the rate of $68.00 for each hour including travel time for meetings. There

will be a one hour minimum per inspection trip or meeting. No additional time shall be
compensated by the County unless approved by the County authority.
13. The Agency shall provide a statement for services rendered, and a recap of permits issued for
each month. The County shall compensate the Agency by the 15th of the month following the
period services were rendered.
14. If any provision of this agreement is held to be invalid or unenforceable for any reason, this
agreement shall remain in full force and effect in accordance with its terms, disregarding such
unenforceable or invalid provision.
15. This agreement shall be governed by the laws of the State of Florida with respect to the
interpretation and performance. Any suit brought in connection with this agreement will be
brought and maintained in Okeechobee County, Florida.
16. This agreement contains the entire understanding of the parties as to the matters contained
herein, and it shall not be altered, amended or modified except by a writing executed by the
duly authorized agents of both the County and the Agency.
17. Any failure of a party to enforce the party's rights under any provision of this agreement shall
not be construed or act as a waiver of said party's subsequent right to enforce any of the
provisions contained herein.
18. The County shall provide for the Agency office space, desks, desk chairs, file cabinets, local
phone service and use of a photocopier and fax machine for the Agency during the term of
this agreement. The Agency shall be responsible for its long distance phone charges other
than those related to County business, office supplies and office equipment necessary for the
performance of its responsibilities. The location and size of the Agency's office area shall be
determined as mutually agreeable with the County.
19. The Agency agrees to provide these services commencing the date of this document or as
mutually agreeable.

E. Building Permit Valuations
Value of construction for permits will be determined by the most recent publishing of the International Code
Council building valuation data, estimates per square foot.
Any item not specifically covered in the International Code Council Building Valuation Data and the schedule of
permit fees shall be based on the Bona Fide contractor price (copy of same shall be submitted to the building
department), or the fee shall be determined by the Building Official on an individual basis. Bona Fide contract
shall be notarized.
If, in the opinion of the Building Official, the valuation of a building, alteration, structure, electrical, gas,
mechanical, or plumbing systems appear to be underestimated on the permit application, permit shall be denied,
unless the applicant can show detailed estimates to meet the approval of the Building Official. Permit valuations
shall include total cost, such as electrical, gas, mechanical, plumbing, equipment, and other systems, including
labor.
F. Inspections
Ordinary building inspections are included in the building permit fee.
Partial inspections will be billed at the hourly rates, minimum $50.00, and must be paid prior to any further
inspections being scheduled.
Re-inspection: See Section titled “Penalties” Special inspections and all other inspections where no permit
fee is generated, including but not limited to courtesy inspections.

All buildings covered by F.S. 553, also known as “DCA Approved Units” and also known as “Modular
Units/Modular Homes”; can be manufactured in all shapes and sizes, for plumbing, gas and HVAC.
H. Annual Facility Permit (FBC 104.1.7) $2,500
In lieu of an individual permit for each alteration to an existing electric, gas, mechanical, plumbing, or interior
non-structural office system(s) the Building Official is authorized to issue an annual permit for group F
occupancies to facilitate routine or emergency services, repairs, refurbishing, minor renovations of service systems
or manufacturing equipment installations/relocations.
I. Penalties
Where work for which a permit is required is started or preceded prior to obtaining said permit, the fees herein
specified shall be quadrupled, but the payment of such quadrupled fee shall not relieve any persons from fully
complying with the requirements of this code and in the execution of the work nor from any penalties prescribed
herein.
Re-Inspection
In the inspection of any building for which a permit has been issued, if it is determined that the work does not meet
code, a re-inspection fee shall be charged. The fee for a re-inspection shall be $50.00 for the first, $75.00 for the
second, $100.00 for the third and $200.00 for the fourth or subsequent.
Florida Statute 553.80 (2) – With respect to inspections, if a local government finds it necessary, in order to
enforce compliance with the Florida Building Code, to conduct any inspection after an initial inspection and one
subsequent re-inspection of any project or activity for the same code violation specifically and continuously noted
in each rejection, including, but not limited to, egress, fire protection, structural stability, energy, accessibility,
lighting, ventilation, electrical, mechanical, plumbing, and gas systems, or other requirements identified by rule of
the Florida Building Commission adopted pursuant to chapter 120, the local government shall impose a fee of four
times the amount of the fee imposed for the initial inspection or first re-inspection, whichever is greater, for each
such subsequent re-inspection.
