1 Brixham Signal Issue 23 Brixham Town Council October 2013 The dream of a bronze statue to celebrate the fishing heritage of Brixham and to commemorate those fisher- men who have passed away is becoming a reality. This October work is commencing on the creation of the full size statue. Sculptor Elisabeth Hadley will be based in the Rea Barn industrial estate, courtesy of the Torbay Eco- nomic Development Company. Chairman of the char- ity ‘Fishermen in Sculptural Heritage’ (FISH) Miriam Pynn said ‘We still need funds but after six years all that is now required is £40,000. That is only £2 from every person living in Brixham. A resin three quarter sized model of the statue has been produced, posed for by two local men, one being a fisherman. Many community groups and individuals have given to the project and FISH is especially grate- ful to Brixham Town Council and Torbay Council for all their support. We know we will reach our target to have a ‘Man & Boy’ standing in Brixham’. Go on donate today and 2014 could be the year that the dream becomes reality. Donations can be made through Virgin Giving (Charity Reg No. 1135142) or by cheque (made out to FISH) sent to the Town Council office (who will forward the donation) or any of the collection boxes around the town. PLEASE NOTE: In the event of inclement weather, the parade will be held in Brixham Theatre. We will endeavour to contact you by email to advise of any changes However, we recommend that you check your emails and the Town Council social pages prior to departing for the parade.

It’s FREE to enter. Please return this form to Brixham Town Council office.

Based on recycling the lanterns will be made from plas-tic milk cartons, bottles, jam jars etc. So we need your unwanted tissue paper, ribbon, paper lampshades or plas-tic cartons for the lantern making workshops. Free workshops will be happening in the Scala Hall on the 3rd and 17th of November, 10am to 1pm. Please book on 859678 as spaces are limited, but all are welcome. A professional lantern maker will be leading the workshops which are being complemented by a workshop being held in the library on Tuesday 8th October, 10am to 1pm. All of the lanterns made in the workshops are able to join in the parade, as well as any that you may make at home. A booking form to enter the parade is available below so that we can organise numbers on the day - and advise of any altered timings etc. All lanterns will be lit by battery operated tea lights available at the workshops or from the Town Council office, ACE Taxis, Kaba Kaboo and Complete PC, at cost price - 70p each. This will be a first for Brixham as, with the support of the Chamber of Commerce, Brixham Town Council has introduced the parade to enhance the much loved Christ-

mas market and fireworks. There will be hot food on sale on the quayside and children’s fairground rides as well as the fascinating lanterns passing by. There will also be a collection point on The Quay at the end of the parade for any unwanted lanterns, all of which will be given to Lupton Trust. JOIN IN THE WORKSHOPS AND FALL IN WITH THE PARADE! Let your lights shine as part of Brixham’s lanterns, lights and ‘luminations festival.

Laywell House is a Residential Home for the retired. It was gifted to the people of Brixham in 1958 by Mrs Hay Mathey. Today, this elegant house is run as a non-profit making company managed by a group of local Trustees. The House has undergone considerable change and ex-pansion to maintain its standard of care. The “Friends of Laywell” exist to provide support to the Management Committee and supply the residents with extras not nor-mally provided by the home. In the last year the Friends have raised funds, amongst other things, to replace out dated dining furniture and the major refurbishment of a room for private family meet-ings. Help is always appreciated As always with everything, we need helpers - would you be willing to join the “Friends”? You could have some outstanding ideas for fundraising. We are a friendly bunch so if you can help, please con-tact Madge Forrester 856472, Ken Hartley 852915 or David Bubbear 857599.

Stoney Park Allotments The new Stoney Park Allotments Poly Tunnel was opened on Sunday 23rd June by the Chairman of Brixham Town Council, Councillor Brian Harland. The Poly Tunnel which is available for use by all the plot holders on the Higher Furzeham Road cliff top site is the latest venture by the committee to encour-age increasing the output of vegetables by association members. Space in the tunnel is available to rent by any member of the association and such is the enthu-siasm of the members that the space available was fully booked almost before the erection of the poly tunnel was complete. There is now a waiting list for spaces. Councillor Harland praised the high standards and quality of the site which in addition to the normal al-lotment plots includes information boards on wildlife which can be expected to be seen in the area and com-munal raised beds as well as the poly tunnel. He congratulated the association Chairman Simon Hichisson on the site as a whole and in particular the biodiversity projects which the association had imple-mented. Many of the plot holders attended the event and in spite of the cold wind enjoyed the cakes and other refreshments available.

The Town Council is gear-ing up for yet another bumper festive season now that the summer is over. Following last years suc-cess, this year’s market will once again be held in

the Scala Hall on Saturday 23rd and Sunday 24th No-vember from 10am until 4pm. The Scala Hall will be festooned with seasonal decora-tions and along with the Christmas music and enter-tainment that is planned, there will be enough to keep everyone entertained! The Christmas Market will also extend to Fore Street on Sunday 24th when the Farmers Market will be held. Enhancing not only the Christmas Mar-ket but also the unique shops in Town.

Councillor Surgeries

Torbay and Brixham Town Councillor, Matthew James, and Brixham Town Councillor, Lindsay Harrison, hold a surgery in Brixham Library on the third Monday of each month.

As Councillors Matthew and Lindsay are anxious to rep-resent the views of the people of Brixham and the sur-geries are an opportunity for you to let us know those views. You speak your mind and we listen.

We do our best to deal with problems you raise. If is-sues raised are not within our remit then we can, at least, direct you to someone who can help or speak to Torbay Council, or whoever, on your behalf. So far this year the following matters, among others, have been raised : anti-social behaviour; changes to the benefits system; dog mess; delivery of this publication; gym provision in Brixham; the future of the Threshers building; updates on current matters such as Tesco, Christmas lights and

by-laws regarding bonfires.

We cannot always achieve the ideal result; we are often in the hands of Torbay Council. We can, at least, raise matters with that Council and try to bring about a good outcome.

We hold our surgeries on the ground floor of the Li-brary, from 10.30am to 11.30am. The dates for the rest of this year will be: 21st October, 18th November and 16th December.

If the time and place do not suit you please let us know. If we feel our surgeries would be more popular at a dif-ferent time and / or venue we will see if we can change. Our contact details are on page 18 of this publication. We look forward to seeing as many of you as possible.

A Message from the Town Council Chairman Chestnut Nursery has now been closed by Torbay Council despite the valiant efforts of a parent to keep the facility open to the benefit of those parents who had children there. I believe the parent found that a Busi-ness Enterprise scheme would not be financially viable. Subsequently there was an eleventh hour attempt by Councillor Lomas to get Brixham Town Council to take it over. However, in the absence of any satisfactory business plan the Council members could not commit to this. From meetings I have attended on the future of the Nursery, I know how hard this closure must have hit those parents with children who attended this facility.

Shoalstone Pool is another facility that Torbay decided that it would not fund in the future. However, unlike Chestnut Nursery the future here appears somewhat brighter. A Community Trust has been formed to run the pool in conjunction with the Nautique Diving Cen-ter. With help from the Friends of Shoalstone Pool and some financial support from Torbay and Brixham Town Councils (we have granted £20,000) the pool has been able to open this year. The Community Trust is in a much better situation than the Town Council would have been if it had been given ownership of the pool, as it is now leased to the Trust and Torbay retain the own-

ership of the pool. It goes without saying that Torbay continue to fund the Riviera International Conference Centre to the tune of £650,000 pa for which I estimate the “contribution” of Brixham residents to be around £100,000, more than enough to keep both Shoalstone and Chestnut Nursery open. It depends where your priorities lie!

The Town Hall has been extensively refurbished over the last few months. Brixham Does Care has con-verted the Old Market Hall into a shop and offices and in parallel, the Town Council has refurbished the old Connections Office into a new Function Room com-plete with kitchen. The first floor rooms will now be converted by the Torbay Economic Development Company into a workhub for those in Brixham wish-ing to start a business. The refurbishment of the new Function Room has been expensive and this year the Town Hall will show a significant deficit between in-come and expenditure. However, the situation should be much better for 2014/15 when this financial deficit should be significantly reduced.

Cllr B Harland

Brixham Society of Arts

Once again Brixham Society of Arts held their Annual Exhibition at The Scala Hall this summer. It is an inclusive society that accepts all levels of ability that enjoy getting together at their monthly Demonstrations, at Eden Park Primary School and at ad-Hoc pop-up exhibitions. Many visitors return year after year to view the pictures of over 50 amateur and professional artists. A wonderful way to catch up with old friends, make new ones and network with other artists. For the second year running, we have been pleased to have included an exhibition of work from the children of Eden Park Primary school. This year their subjects were Smugglers and an evocation of Brixham in the 1930s in words and pictures and are seen here in the background to the commendation and cup winners from this years exhibition. We are always pleased to see visitors and new members on the Third Thursday of the Month Term Times. 7.30.p.m. at Eden Park School and enquiries can be made to our Secretary, Juliet Eden through our web site: www.brixhamsocietyofart.btck.co.uk, or by phone on 01803 844221.

Six times world snooker champion Ray Reardon will once again be supporting Torbay Council’s annual Driving Safer for Longer event in October -- just two days after he celebrates his 81st birthday! The free drop in event is being held at the Redcliffe Hotel, Paignton, from 10am until 4pm on Thursday 10 October. "It is important to recognise the effects advancing age has on each of us," said Ray, who dominated snooker in the 1970s and who first supported the council's road safety initiative in 2010. Bay resident Ray explained: "Eyesight and hearing can deteriorate and there is a general slowing down of our re-action times. "That's why it is important to take sensible measures to ensure that we drivers remain as safe as possible on the roads, for our own sake and for the sake of other road us-ers and pedestrians.” Representatives from Age UK, Devon and Cornwall Po-lice, Ramsay Health Care and Advanced Driving Instruc-tors will be on hand at the event to provide hints, tips and presentations. Specsavers and healthcare professionals are offering free eyesight and blood pressure checks and Devon and Somerset Fire and Rescue Service will provide reaction testing equipment. Vospers will be demonstrating a self-park vehicle, the Leaman Brothers will show various mobility aids avail-able for vehicles and AMS Tyres will give tyre safety ad-vice and offer free tyre safety checks. More tips on Driving Safer for Longer can be viewed on the Road Safety pages of the Torbay Council website at www.torbay.gov.uk

Brixham and District Ladies Forum

Brixham Horticultural Society

After a very successful summer show in July, Brixham Horticultural Society are busily preparing for their au-tumn show at the Scala Hall on Friday 18th and Satur-day 19th October. Although most of the exhibits are for members only, some of the most hotly contested sec-tions are open to the general public. Why not come along on either of the show days and consider either entering one of the “open” classes, or becoming a member and sharing your gardening knowl-edge with the very enthusiastic (and helpful) current members at our monthly meetings, held at the Catholic Church, New Road on the first Wednesday of each month, except January. Contact either the Chairman, David Phillips on 01803 853539 or the membership Secretary, Jean Horrobin on 01803 883473.

Harbourlytes Choir Do you love singing? Do you sing in the bath? The Shower? The garden shed? Then come and join Har-bourlytes Choir! We are actively recruiting all voice ranges, men and women, age no barrier and no audi-tions necessary. We are a happy group that meet at The Edge in Bolton Street on Wednesdays at 7.30pm - 9.30pm Subs £4 per week, first week free. You do not need to be able to read music. We are a 4 part harmony, performance choir, singing a wide variety of music, from classically arranged pieces to musical numbers, popular and traditional songs. We don’t break for tea but we do break for laughter - frequently. If you are interested, please contact Carole on 07760 484324 or 853693 or Andy on 07877 091593.

The Ladies Forum has been established for around 43 years and has always been at the Catholic Hall in New Road, Brixham. We still have a few original members belonging to the group. It’s a group for ladies only, you can come along and have a lovely cup of coffee, biscuits and chat to other members. We also introduce different people to come along and give us a talk or a slide show or even a demonstration on what ever is their hobby, profession or interest that we feel the members might be interested in. In the past we have had such celebrities as The Wag of Widdi-combe, Bob Curtis our local ex seaman with tales to tell.

Garden Centres or Tales from the courts by a Circuit Judge. The sessions are fortnightly and break up for the whole of August. Our fees are very reasonable and affordable, £5, with a free raffle each session. We also do a few trips out on a coach which we all enjoy to places like Garden Centres, Shopping Cen-tres or just a cream tea on the moors. It’s a group for all walks of life, if it’s friendliness you’re looking for or just a cup of coffee and a chat, this is the place for you once a fortnight. Call Hilary on 851096 for in-formation or a chat.

Friends of Brixham Library

Brixham Library is celebrating 20 years since the rebuild in November 1993 Thanks to a grant from Awards for All, the Friends of Brixham Library have been able to offer FREE activi-ties and workshops this year. 200+ people will have participated by the final Celebration for Families on Saturday 20th November. Events to come include Lan-tern Making, Funky Table Mats, Blockprinting, Land-scape Painting, Easy Cookery and a short course about the River Dart. As part of the project the Ledge over the library en-trance is being revamped to allow a more professional area for artists’ displays. There will be a charge for the use of space on a monthly basis, but community groups are also encouraged to use it. The library has also been involved in the Gorilla Trail and has had Brixham C of E School’s, gorilla on display. Workshops over the summer have seen the creation of new hangings for the rails above the staircase based on iconic images of Brixham, whilst mosaic workshops

resulted in a bookstack and trawler to go outside the library. To enrol for any course or activity call the library (853870), pick up a programme with full details or go to our website: www.friendsofbrixhamlibrary.wordpress.com This will give you details of dates, times and fees when applicable. If you are in receipt of benefits and would like to come to a fee paying course please ask for a Tor-bay Library & Leisure card at the library desk, this will allow you to attend for FREE.

Riviera Singers

Brixham Gig Club On the 17th August Brixham Gig Club raced at Clov-elly which bought them some good results including a 3rd place for the Mens A. A 2nd place in the Mixed race. A 2nd place for the U16s and a win for the Mens B. The Ladies crews both finished in the top 6. These and some other results placed them 3rd overall as a club behind Ilfracombe and Appledore. On the 18th August, the final regatta of the season, they made the short trip along the coast from Clovelly to Ilfracombe where again they had another clutch of good results with a 4th for the Mens A and 3rd for Mens B. Sunday however belonged to the U16 girls who saw off Ilfracombe to win their event by some dis-tance making them the only club to win a race other than the hosts all day.

The ladies of the Riviera Singers held a coffee morning at the Berry Head Hotel recently to say farewell to their retiring Musical Director, Jean Giles, who has served the Choir faithfully for 12 years. The Choir presented her with a cheque and a bouquet of flowers as a token of their appreciation for all her hard work. The Riviera Singers are delighted to welcome as their new Musical Director, Mr Barry Cole, a very experi-enced man in the field of music. Having conducted bands in Cornwall, Plymouth and Torbay and we feel very privileged to have him as our Musical Director. The Brixham United Reformed Church in New Road is our new practice venue, where we meet on Wednesday evenings at 7.30 until 9.30. New members are always welcome and there is no formal audition. If you are interested come along, or give our Chairperson Barbara a call on 854995 for more information. Our forthcoming events include singing for Heartbeat-ers in Torquay and on Friday 13th December at 7.30pm we have a Carol concert at Fore Street Methodist Church, Brixham. The Riviera Singers are happy to perform to help raise funds for charities and other events. We are looking forward to a very busy 2014.

Wall Park, Brixham The Northern Trust Scheme. In the Brixham Signal July issue there was an article con-cerning the new proposal for the Wall Park development that stated (regarding traffic) ‘There was no objection to the proposed scheme.’ I have a letter from Brixham Town Council Chairman Councillor Harland, suggesting this is not so. Also the re-fusal of planning permission P/2010/0541/MOA reports that objections about traffic were raised. In the Inspector’s view this was not LIKELY to be an issue. It would appear the developers article in the Brixham Sig-nal may not be totally accurate. In the original developers report they suggested “an in-crease in traffic of only 1.5%. Considering our traffic prob-lems at that time such an increase is not insignificant, and even more developments are going ahead to further exacer-bate the problem, for example, the new site on Brixham Road A3022 which was previously a garden centre, Shark-ham Village and Noss. The Inspector of the appeal APP/X1165/A/11/2145178 noted that we have a peninsular road “leaving few options for motorists”. One option is to exit the Bay via Torquay which some, including visitors, already do. The new road being constructed to relieve traffic through Kingskerswell will ease traffic flow from Torquay but in

Letter from the Public

the opinion of many will not ease Brixham’s prob-lems. We often have long queues, some times stretch-ing through Windy Corner and continuous to Tweenaway (A3022-A385 junction). The few proposed local minor Wall Park area altera-tions will make no significant difference to the major problem. Brixham so often is given little considera-tion in The Bay. sincerely L Filer (address supplied)
