BRICK TOWNSHIP BOARD OF EDUCATION MINUTES REGULAR PUBLIC MEETING OCTOBER 28, 2010 Location/Time: 7:30 PM, Lake Riviera Middle School 171 Beaverson Boulevard, Brick, New Jersey Present: Mr. Collier, Mr. Cuppari, Mr. Pifko, Mr. Talty, Mr. Wolf and Ms. Terebush Absent: Ms. Leone Also present: Mr. Hrycenko, Superintendent of Schools Ms. Lorusso, Assistant Superintendent of Schools Mr. Montenegro, Legal Counsel and Mr. Edwards, Business Administrator/Board Secretary Ms. Terebush opened the meeting with a salute to the flag, moment of silence and roll call. Mr. Edwards announced: "The New Jersey Open Public Meetings Law was enacted to insure the right of the public to have advance notice of and to attend the meetings of public bodies at which any business affecting their interests is discussed or acted upon." In accordance with the provisions of this Act, the Brick Township Board of Education has caused notice of this meeting to be posted on the Administration Office bulletin board, the official District website and Channel BTV-20, and sent to the Asbury Park Press and Municipal Clerk's Office. Report of Student Representatives: Chris Godschall of Brick Memorial High School and Patrick Kelly of Brick Township High School reported on the many activities in the high schools. Ocean First Foundation Presentation of “Go Green” Grants Representatives from Ocean First Foundation presented a $2,500 award as a “Go Green” grant to each of the following schools: Herbertsville Elementary School, Veterans Memorial Middle School and the Primary Learning Center. Parent Involvement in Education Month Presentations Students representing each school presented the PTO/PTA President from their school a decorated celebration box filled with thank you notes from the students. Test Score Presentation Mr. Hrycenko, through a Power Point Presentation, gave the annual update regarding test scores of NJ ASK, HSPA and SAT, making comparisons to the last two years.

Because of the receipt of the Safety grant, the front door project at Midstreams Elementary School can move forward, and because the Township may commit to some money, the 2 chairlifts at Brick Township High School can move forward.

Mr. Talty asked for more information on “Step-by-Step” and conductive education, the Optimum contract, PEC’s being accepted as FEC’s, and the role of the Ad Hoc Committee. Mr. Fanelli asked about the total cost of items 38-119. Discussion continued regarding the facilities projects. Mr. Campbell asked about more Solar Panels. Mr. Cusanelli asked about the cost to run a referendum. Discussion continued again about the facilities projects. Ms. Whitmann asked about transition between current ABA Consultants with newly appointed ones. Mr. Talty asked about the difference in some figures for the projects ‘cost. Mr. Edwards explained the new construction formula of the State. Superintendent's Report Mr. Hrycenko announced that the Board meetings will be moving to Veterans Memorial Middle School next month and thanked all of the Lake Riviera Staff for being so accommodating. He thanked all parents, PTA’s and volunteers for their support of the students. He thanked all who ran Parent Universities and the parents who attended.

He wished everyone a safe and happy Halloween. Public Comment Ms. Markowski, parent of student athletes, spoke about the loss of middle school sports and their importance to the students, offering suggestions for funding. Mr. Hrycenko outlined the process for making this difficult decision. Ms. Terebush indicated the fund raising was a topic to be discussed at the Board Retreat which had to be cancelled. Mr. Pifko explained how hiring the Food Services Director is cost effective and saved many jobs for the employees of that Department. Ms. Manzo, spoke about the importance of middle school sports and offered some ideas to raise funds. Ms. Markowski asked about the cost of specific sports vs. others. Discussion continued regarding where cuts have been made and the fact that employees of the District received salary increases. Ms. Marsden asked about the content of the physical education classes and the possibility of not having gym for a whole year with the Block Scheduling Program. Mr. Hrycenko answered. Mr. Montefusco asked questions about fees and the Rec Program suggesting coaches can volunteer. He also asked a question about the gym lighting at Veterans Memorial Middle School. Ms. Kight expressed concerns about priorities on how money was spent and the Administrators’ contract. Mr. Edwards explained some conditions of that contract. Mr. Fanelli explained that voters vote on the tax assessment – not the school budget and asked questions about the number of students taking SATs. Mr. Cusanelli asked a question regarding a proposal from Mr. Puglisi regarding middle school sports. Ms. Sheiderman made suggestions regarding coaches for Basketball, asked costs per student for specific sports, commenting especially about the high cost of Ice Hockey. Mr. Zawacki asked Mr. Talty a question regarding exposure from the Federal Hill Risk Management situation. Discussion continued with Mr. Talty and Mr. Zawacki and Mr. Edwards regarding the insurance broker for 2005/2006 and 2006/2007, savings, change in method of payment and the issuing of RFP’s. Mr. Edwards indicated that regarding Federal Hill Risk Management, records had been requested, he had been interviewed and been cooperative, saying that we have nothing to hide.

Ms. Reinhold made a short comment to Mr. Talty regarding his criticism of the Administration when they do not do an RFP, when there was none done with regard to Federal Hill Risk Management. Ms. Sheiderman asked questions about a cap on “pay to play”. Board Comment Ms. Terebush asked the Board to consider two items and incorporate their answers during the Board Comment conversation. They are: moving the meeting time from 7:30 PM to 7:00 PM, and moving the Public meeting in December from the 23rd to the 16th. Mr. Edwards asked if the meeting is moved to the 16th, that no financials be required because that is not enough time. Financials could be addressed at the January meeting. Mr. Talty indicated that in 2004/05 no RFP’s were done for the Property and Casualty Broker – the Health Care Broker was the only which was done. Now its standard procedure and going forward that would be his position. 7:00 meeting time is fine and December 16th is fine. The loss of middle school sports is tragic with students going home to empty houses instead of exercising – with gang and teen pregnancy problems, the cost is not worth the savings. He indicated that he would like to see extracurricular activities put back on the table. Our schools need significant changes especially energy saving upgrades, which could save money over what the District is paying now. In response to a comment made earlier about a salary increase due to mediation – he indicated that only binding arbitration could cause that. The SAT increases are good but can we maintain the momentum? He then read a statement regarding his disappointment about comments regarding his actions in handling a Transportation complaint. He outlined the situation saying that it had been said that he was in favor of privatization. He concluded saying clearly that he is against any step that would cost Brick people to lose their jobs. He has been supportive of Transportation by words and actions. Mr. Cuppari indicated that because of the lack of funding from Trenton, alternate means of funding must be sought. 7:00 PM is ok for meetings and the date change is also ok. Mr. Wolf, spoke about his experience as Deputy Superintendent and problems which arose during his term. He indicated that he feels the Board should be meeting at least twice a month. Something is wrong about being here until after midnight – good judgments are not made at this hour. He also recommended going back to the Board Office with a small number of more comfortable chairs. 7:00 PM is ok for the meetings and the 16th date is good. Mr. Collier read a statement that due to the fact that he will be moving out of state, he is resigning from the Board of Education effective November 11th. Ms. Terebush thanked him for his letter and wished him the very best. Mr. Montenegro recommended that a motion be made for the Board to accept Mr. Collier’s resignation. Motion: Mr. Pifko Second: Mr. Cuppari On the motion made by Mr. Pifko, seconded by Mr. Cuppari, the Board of Education accepted Mr. Collier’s resignation effective November 11, 2010 with the following roll call vote: Mr. Wolf Yes Mr. Talty Yes Ms. Leone Absent Mr. Collier Abstain Mr. Cuppari Yes Mr. Pifko Yes Ms. Terebush Regretfully so, Yes Mr. Pifko spoke about investigating the Pre-Agenda Meeting Minutes and was surprised that many Board matters were voted on. People were hired and budgets voted on when less members of the public were available. He indicated being comfortable with the current Committee structure, the first meeting was on a Friday afternoon in September. Board members do discuss matters and can get answers before the public meeting - which is better. Although there are concerns about the loss of middle school sports, new gang members and teen pregnancies etc, he believes in the families of Brick. He is impressed with the friends of his 14 year old son. He also said that it is a disservice to the many volunteers to say that children have no opportunities with Boy Scouts, Brick Children’s Theater, etc. He thanked Mr. Hrycenko, Dr. Caldes and Mr. Filippone for the Block Scheduling Meeting talk, concluding that Block Scheduling did not hurt, SAT scores are up, discipline and tardiness are down and more students took AP classes. He then listed athletic achievements of the teams in the District. He answered an earlier question from Mr. Fanelli, what is different from the first Referendum? Yes, we heard the message and didn’t think it proper to make the decision for the community, so PEC’s are accepted for all and an ad hoc committee made up of a wide group of people – hopefully “open minded” people who listen to each other, will make recommendations on what project or projects should be pursued. Yes on the 7 PM time and yes on the date change. Ms. Terebush told Mr. Wolf that the Superintendent’s Report had begun at 10:22 PM so she did not think that voting was done too late. It was a long evening beginning with the presentations. The children were great and it is important to them. She went on to

speak about Violence Awareness Week encouraging children and adults to speak out when bullied. She had attended and enjoyed the Hispanic Heritage Celebration at the Library and Parents University at Emma Havens Young Elementary for Every Day Math, where Cindy Kinney did a fabulous job. She indicated that every day there is something new on our website and thanked those involved – the tech guys and Dina Silvestri. She spoke about the School Boards Convention in Somerset and the opportunities there. Ms. Terebush reviewed Important Dates, as follows:
