This fs fn r·esponse to your March 25, 1985 letter requesting that the Power Authority rev·iew the Bradley Lake Project flow regime utilizing a· probable distribution of monthly generation for an assuP.ed·average annual availability of 369,000 MWH/Yr. Using your·probabl~ distribution of monthly.generation as a targeted distribution, and maintaining 7,000 MWH each for June, July, and August shows that the Project annua·l energy production would be reduced by some 13 .. percent to approximately 320,000 M'IIH/Yr. This is due to reservoir storage limitation. Please note that th~ attachmen~·to your March 25 letter has a total for annual distribution of 389,000 fiiH/Yr •.• rather than 369,000 MWH/Yr. . •

As indicated by m.y April 1. 1985 letter regarding power sales negotiations on the Susitna and Bradley Lake Hydroelectric Projects. studies to date on the Bradley Lake Project have assumed that the Project will be operated with a ii'Ore or les·s cbnstant monthly generation~ To generate power from the Project • during the summer months only for the purpose of supplying reserves ~nd during the winter months at an 80 percent capacity factor will hav~ an adverse impact on the total annual production of the Bradley lake Project • .

In our Fjower Sales Negotiations meeting on Februar:y 28, 1985, there were. some · questions raised as to whether or ~ut ~e_project will actually be operated in that maMer.

To get a better understandin9 of the issues involved, we plan to perform a computer simulation of reservoir operations based, ini- ·

· tially, on the proposed monthlY uti1ization by each utility and on historical stream,Flow data. J-f.-we observe any conflicts in the proposed ut11ization, we will ~rform additional computer runs, a~ necessary, to show how the proposed uti1 ization by one or more utilities will impact the ener.gy available to the other utilities. It is anticipated that the data devel_oped in ~is manner will be the subject of·future negotiations for Susitna Power Sales Agreements.
