A Rock Creek senior remains badly shaken after a Sept. 5 incident he claims was at the hands of a local RCMP officer.

When asked about the incident, Cpl. Judson Mayes of the Midway detachment told the Times he could not comment on specifics.

“Due to ongoing investigations, I am unable to provide any details,” Mayes said.

Vern Rexin, 80, alleges he was physically assaulted on his property by an RCMP officer, who had accompanied a B.C. Ministry of Forests service official responding to a report of a fire in the area.

Rexin, a former firefighter, had been burning a pile of yard waste, despite a fire ban still being in effect.

“I have a fair bit of knowledge of when it is safe to light a fire and when it is not and I decided this was a good time to burn,” Rexin said.

The day was wet and rainy and Rexin said he believed it would be safe for burning, though he said he was not surprised when a forestry official paid him a visit to investi-gate the fire.

“I thought I’d be able to reason with them and convince them that there was no danger of the fire spreading or burning out of control,” Rexin explained. “I was wrong.”

Fall fair ready to goThe Rock Creek Fall Fair is just a couple of days

away, and volunteers have been working steadily to put finishing touches on the grounds and the exhibition spaces in this, the fair’s 70th year.

This year, fair hosts will be welcoming visitors through a newly constructed gatehouse, built at the main site entrance by the Kettle River Lion’s Club with mostly donated materials.

Entry fees will be processed by several brand new electronic cash registers, which the fair board has installed in an effort to administer tighter control of the thousands of dollars that are collected.

The fair will feature its usual strong line-up of entertainment throughout the two-day event, headlined by Canada’s own Willie and the Poor-boys (a Creedence Clearwater Revival tribute band) and also featuring Devon Coyote, a ‘”vast musical project that has grown to be a snarling, pure and powerful sound.”

The fair would not be complete without a country music flavour, and providing a bit of “twang” this year will be, amongst others, B.C.’s own Lisa Nicole, who appears poised for a break-through in the North American indie country music industry.

The inaugural Talent Competition is a new ad-

dition to the fair line-up and promises to show-case some impressive vocalists from the region. Beginning at 10am on Saturday morning, the contest will feature three categories, youth, teen and adult. Each vocalist will perform one song and the winners will be announced at Sunday’s closing ceremonies, slated for 3 pm.

Organizers of the Bridesville Community Club concession are excited this year to be serv-ing local beef burgers, the beginning of a drive to eventually feature only local produce at the booth. The beef was raised on Sidley Mountain and butchered and prepared by Magnum Meat’s Chad Marhuis. The Bridesville concession is tra-ditionally a busy affair, and the club hopes that serving home-grown products will make it even more popular.

As always, 4H events will be prominent throughout the weekend, and there will be on-going displays of arts, crafts, baking, garden pro-duce, wine and lots more to give each and every visitor an appreciation of what country living is all about.

Donations for Rock Creek fire relief will be ac-cepted at the fair by the Kettle River Lion’s Club, which has placed a poignant reminder of the fire just inside the fairground’s main entrance. A burned-out tractor’s bucket has been fitted with a donation box, which the Lions hope to see filled by the conclusion of the fair.

The new school year is well underway, and with it comes one of my favourite BCSS events, which is the an-nual play performed by that school’s senior drama class.

This year’s production is All Shook Up, featuring songs made popular by Elvis Presley. Based on Wil-liam Shakespeare’s Twelfth Night, the musical made its Broadway debut in 2005 and ran for 233 performances.

Set in the 1950’s of the American Midwest, the story of life in a small town is a true “com-edy of errors”, with mistaken identity creating a tangled web of misplaced affections, made even more enjoyable by the play’s numerous dance numbers.

I always enjoy watching the cast develop their stage chops as rehearsals intensify, some of the play-ers transforming themselves from shy “wannabes” to con-fident, polished performers over the course of an arduous schedule set by the director, my wife Sarah. About half way through rehearsals, usually in early November, I am

summoned to the theatre to do the actors’ head-shots, a rewarding gig for me, as I watch the young adults transform into serious thespians in my viewfinder. I’m pleased that director Tripp pre-fers black-and-white por-traits, which, at the risk of sounding self-absorbed, look great on the video monitor in the theatre’s “foyer”.

I have a feeling this is going to be the best play

that Sarah and the talented BCSS kids have presented in her four years as drama teacher, so come on out on Dec. 9, 10, 14 or 16 and get ready for some raucous jailhouse rock!

~~~I just finished writing an article for Route

3 magazine, produced by the same publisher responsible for this fine publication, about the historic houses in the area. Each home is a poignant reflection of life in West Boundary as is was just after the turn of the 20th century, and it’s a pleasure to know that many of these buildings have been lovingly restored or, at the very least, transformed into state-of-the-art living spaces.

I was fortunate enough to be able to feature my own residence in the article. Built circa 1916, it was added onto in the 1950s, yet, for the most part, is exactly as it would have been when it was constructed. It is ru-moured that it was a Sears or Eaton’s kit home, shipped possibly from Winnipeg, and assembled by the builder who also worked for one Chester Charlton. Anybody who knows otherwise, I’d love to hear from you!

~~~Since I became the local reporter, I have had many

conversations that began with the prefix “off the record”! People I used to chat with freely about a variety of topics now seem a bit less willing to open up, or vent about some-thing going on in the community. It’s a natural response on their parts, I suppose, but one which will hopefully dis-sipate with time. I must admit I smile whenever I hear that prefix, as do those that I am conversing with.

It’s as though we are acting out a scene in a TV show rather than engaging in real dialogue, so it always seems a little bit funny.

Off the record or otherwise, I am enjoying our conser-vations, and please, keep ‘em coming!

Elvis is IN the building

Many lessons have been learned from the events of Aug. 13, and by all accounts one of them concerns com-munication, or lack thereof, between all impacted parties upon the outset of such a disaster, including residents, lo-cal government, police and fire-fighting command.

Numerous interviews conducted by the Times with individuals directly affected by the Rock Creek fire have painted a clear picture of confusion, lack of, or inaccurate information and, for a period of at least 24 hours, a sem-blance of panic.

People ordered to leave the impacted area found them-selves denied re-entry when attempting to return to their properties, looking to assess, or prevent further damage, as well as provide assistance to friends and neighbours who stayed to protect their homes. There was a lack of continuity in the authorities’ game plan. Some residents were able to get back to the fire zone relatively quickly, while others were told, point-blank, by the RCMP contin-gent that no entry was allowed-period. They were com-pletely unaware of the fire’s status and the nature of the evacuation orders. Some residents chose to “sneak” back into their homes using obscure back roads, while others were simply left to wonder about the fate of their proper-ties.

It is apparent that a more effective system of commu-nication needs to be developed and ready to be put in place as soon as a fire event occurs with the potential to cause serious damage to both people and the landscape in which they live.

Unfortunately, this is a classic situation in which so-cial media, especially Facebook, can unwittingly add to the stream of misinformation that can cause impacted individuals and families unnecessary alarm, making “offi-cial” statements from the likes of local government all the more crucial. As the fire began its assault on the Highway 33 corridor, reports of its complete consumption of the Kettle River Provincial Park went viral, causing many of us to believe the fire was destroying everything in its path. This eventually proved inaccurate, but the emotional damage was already done. Had the regional district been able to deliver information more quickly to those directly affected by the fire, as well as to those unable to get into the fire zone to help friends and relatives, a significant drop in the general stress level likely would have resulted.

No one can be blamed directly for any of this; all par-ties were doing their best to manage an extremely chal-lenging event, with thick smoke making BC Wildfire’s job particularly difficult.

If you are like most investors, recent events in the Europe and North America have probably put you on edge. There has been a string of announcements about countries overwhelming debt load and governments needing to work together to come up with solutions.

The turmoil has been reflected on both markets by rising and falling sharply in extreme volatility. Newspapers across the continent and around the globe have been peppered with gloomy headlines chronicling the downturn of the economy, raising fears of another recession. Some articles are even calling this situation the worst financial crisis since the Great Depression. These events have certainly provided us with a wealth of dramatic stories; however, it has done nothing to calm the fears of investors.

But if dramatic changes in the markets scare you enough to sell your investments, think carefully first, instead of making a hasty decision you may regret later.

Diversification is key

One of the best weapons against market volatility is diversification. A portfolio that has a mix of equities and bonds, international and domestic, large and small,

is the best way to protect yourself from feeling the brunt of wild swings in the markets.

This means avoiding the temptation to put all of your investments in low-risk money market funds if that doesn’t reflect your long-term risk profile. While these products have less risk attached to them, they also provide very little growth potential. In some cases, they don’t even keep pace with inflation.

For the long-term investor, staying the course is imperative in order to achieve the long-term gains that most people are after when they enter the market.

But remaining patient during turbulent financial times is easier said than done. Doing a proper risk assessment and scheduling regular meetings with your financial advisor will increase your chances of success, and more important, improve your comfort level.

If there’s a positive scenario that a bear market presents, it’s the lure of a good bargain. A drop in the markets can be a great opportunity to invest.

There was something of interest in my mailbox the other day: a card with a picture on the front of an affable, if somewhat intense looking, local Conservative political hopeful with a toothsome smile, and on the back was an alarming message.  

It warned that “evidence” suggests that a fanatically religious group on the other side of the world has fired “chemi-cal” mortar shells, and only his party can protect me from them.  

I was reminded of the “weapons of mass destruction” line used by a previ-ous American administration, as an excuse to start a fictitious war with an oil rich third world country.

It is an unfortunate fact that if you

frighten someone enough you can get them to agree with pretty much any-thing you want.  

It’s a tactic which has been used for as long as there have been dictators, oli-garchs and school yard bullies wanting to impress their wishes on anyone who disagrees with them.

If the only message a political candi-date has for us is one of fear, then it isn’t our vote he needs, it’s a little counseling

on positive human interactions.

The Rock Creek/Westbridge Fire Needs Com-mittee has been meeting multiple times per week in order to determine the best course of action in helping those directly affected by the fire.

First priority has been to make sure residents’ immediate basic needs are met (food, shelter, water, and clothing). Next, the focus has been on finding solutions to what it will take to get through the coming winter (such as firewood).

Thirdly, the committee is working to deter-mine those in most need of assistance in helping rebuild their homes.

Beneficiary criteria has been established in or-der to guide the committee. To receive assistance, one’s needs must be a direct result of the fire. On the question of insurance, only those under-insured or uninsured will be able to receive as-sistance (those who had their home insured may qualify for assistance in regards to other losses that were not insured). Primary residences will be considered before seasonal or income proper-ties. Consideration will be given when one’s live-lihood was affected.

Consideration will be given to those on a fixed or low income. Specific vulnerabilities will also be evaluated (such as age, health, family needs, etc.).

A large part of the task so far has been to coor-dinate the efforts being made. The hope is to not

double up with another’s generosity and to make sure no one is over-looked.

In order for this to happen, the committee is working to be aware of individual needs, which organizations are willing and able to assist (such as Mennonite Disaster Service, Christian Disas-ter Service, Red Cross, and Habitat for Human-ity), and other local efforts. In order for this to be most effective, the committee is asking other groups/funds set up to communicate with them as partners. Coordination of debris removal is also being worked on.

Based upon the criteria, the committee has been working to prioritize the needs. Those who have lost homes and are considered primary candidates for assistance are being notified as to funds and services available to them.

Any donations made to the Rock Creek/West-bridge Fire Needs Committee will be issued a tax deductible receipt. You can donate either by stop-ping by the Greenwood branch of the Heritage Credit Union or by mailing your donation to Re-gional District of Kootenay Boundary, 202 - 843 Rossland Ave., Trail, B.C., V1R 4S8.

While the RDKB has been generous to donate the handling of funds and receipting, it is the lo-cal committee that determines where and how the funds are spent.

MLA special guest at BOT� e Greenwood Board of

Trade (BOT) assembled for its monthly meeting recently and one of the main items on the agenda was the sig-ni� cant heritage value of City Hall and the need to preserve it, particularly that of the his-toric courtroom, where the board was meeting due to on-going renovations to council chambers.

Special guest Linda Lar-son, MLA for the Boundary-Similkameen riding, attended the meeting to outline steps required to secure a grant of up to $25,000, potentially to be used for various restora-tions projects, including the cleaning of the stained glass windows that are mounted in the ceiling of the building.

� e same artist that pro-duced several windows for

the B.C. Legislature building in Victoria cra� ed the glass, and, reportedly, it was his only project outside of the B.C. capital.

Larson also stressed the

need to archive the signi� -cant amount of historical material stored in the build-ing. She suggested that such a project could be contracted out to a college or university,

perhaps as part of an Archive Conser vat ion certi� cate pro-gram.

To apply for a grant, the board will need to form a spe-cial committee, possibly called the Heritage R e s t o r a t i o n C o m m u n i t y, ideally com-prised of a BOT member, along with a Green-wood Museum representative, a council mem-ber and one or two other in-dividuals from the community.

“If you put a committee to-gether,” Larson said, “I can get you money.”

� e board passed a mo-tion to form the committee.

Treasurer Colleen Fraser presented her monthly re-port, which stated that the Board currently has a little more than $8,000 in reserve. She also provided a summary of Founder’s Day � nances, which saw the event come very close to breaking even. Expenses totalled $5,409.74, which was only $49 more than the revenue generated. � e budget for next year’s Founder’s Day was set at $6,000.

� e board also made a motion to apply to the city for a site at which to install permanent signage that could advertise not only Founder’s Day but also other commu-nity events.

� e upcoming Harvest Dance was o� cially can-celled. � e board cited com-petition with a similar event in Midway as potentially damaging to both dances as far as attendance is con-cerned, and proposed that they work with Midway to perhaps alternate the fall event between the two com-munities to maximize its at-tendance.

� e Founder’s Day com-mittee will be meeting every month from now on, with Janet Matsalla replacing Jim Nathorst as chair.

The Cops For Kids charity cycling tour hit Greenwood last Saturday, as the Deadwood Junction welcomed the riders with an array of tasty high-energy snacks and endless bottles of water. The team of cyclists has averaged over 100 kilometres per day since the ride began on Sept. 11, and they will wrap up the tour in Kelowna on Sept. 21. When Hulme Creek resi-dent Peri Best looked skyward shortly before 2 p.m. on Aug. 13, she was shaken by what she saw. A plume of thick smoke was billowing from the mountain she had called home for more than twenty years, smoke that came from a wildfire that was racing un-abated through an area that was home to dozens.

Unable to return home, she and her visiting family sped toward Beaverdell from Westbridge, eventually reaching Kelowna and the awaiting reception centre. From there, the group made its way to a hotel for a stress-filled night; at this point, Best had no information about the status of her cabin, and spent a sleepless night awaiting news.

It wasn’t until Sat-urday evening that she learned she had lost virtually everything, which included a lifetime of artwork, both created and collected, as well as music, poetry and prose that she had written during her long career in the arts. One of the only things that survived was her beloved cat Mimi, who suffered badly burned paws and continues on a challenging road to recovery.

“My neighbours Will Pedlar and Erika Tafel called me to tell

me they had gone to my place and that the cabin was com-pletely gone,” said Best, “and Mimi was nowhere to be seen. It wasn’t until the following weekend that Erika called to tell me she had found her.”

Best didn’t return to her former home until a week and a half after the fire began, ac-companied by members of Sa-maritan’s Purse, who were there to help Best sift through the remains in search of anything that may have survived.

“Standing in front of the ru-ins was a terrible experience,” said Best. “I had lost several rare paintings that had come from Europe, including a Picas-

so print that apparently doesn’t exist anymore. It was the loss of all of my writing, however, that hurt the most—a lifetime of diaries and prose that are gone forever.”

Best said the hardest thing at this point is accept-ing all of the dona-tions friends have made to help her through this diffi-cult time. “That just wrecks me,” she said.

Best is consider-ing making a new start, perhaps in Victoria, where she has family and could likely make a de-cent living through her expertise in the area of energy kine-siology. Fortunately, most of her kinesiol-ogy materials were not in the cabin when it burned, so she is able to contin-ue offering a service that many in this area have benefitted from.

For now, howev-er, Best can only sit and wait, along with other fire victims, as donated funds over-

seen by the Regional District of Kootenay Boundary, Red Cross and others continue to be prepared for disbursement. Only then will Best have a bet-ter understanding of what the immediate future holds for she and Mimi.

One thing is clear, however; Peri Best’s spirit remains un-daunted, and, through her art, music and kinesiology, she is already on the road to recovery.

Art therapist offers free support groupLocal art therapist Rossana Garcia

Manzano is offering a free art therapy sup-port group to people affected by the recent wildfires. The group will provide a place and space for people to be listened to and accepted as they work through the trauma that such a disaster inevitably produces.

“The fires have impacted a lot of people, and it’s important for people to be able to share their experiences with others,” Gar-cia Manzano said, who, with her partner Emilio Martinez, was caught in the Hulme Creek fire on the afternoon of Aug. 13.

“We live in a fairly isolated area, and even though we are connecting, we are all spread apart. The support group will pro-vide people with a secure space for them to come together and share their feelings.”

Garcia Manzano hopes that the work-

shop will provide participants with a re-newed sense of hope and help reconnect them with themselves.

Comprised of eight sessions, all taking place on consecutive Fridays at the Rock Creek Health Centre, the free workshop will allow participants a chance to heal within the framework of art directives. For instance, the first session will see group members identifying their strengths and resources through the medium of collage.

Participants will scour magazines for pictures that illustrate their fortitude and emotional assets and put them to-gether on a single canvas. Artists will then team up with a partner of their choice, who will put into spo-ken words what their partner’s col-lage communicates to them.

This technique is a proven method of empowerment for those whose emotional foundation has been shaken.

Garcia Manzano stresses, however, that the quality of the artwork is unimportant; rather, that the expression of feelings is the ultimate goal of the workshop.

Trans Canada Trail/KVR reopens

Golf club offered unique help

The fire affected portion of the Trans Canada Trail/KVR is open north of Rock Creek, announced Recreation Sites and Trails B.C.

The danger tree assessment has been completed along the Trans-Canada Trail/KVR; however, there has been no assessments done beyond the rail grade.

The fire severity in the area makes it very important for users to stay on the

trail because soil disturbance by recre-ation users will unnecessarily slow down the natural succession of post fire recov-ery and introduce invasive species.

Kettle River Provincial Park/Recre-ation Area remains closed; however, the Trans-Canada Trail/KVR rail trail tran-sits it. This may be confusing to some trail users, but as long as they stay on the trail, they’ll be okay, the release states.

“If you have any questions or need to direct trail users to someone, please have them contact me,” said Ciel Sander, coordinator with Trails to the Boundary Society.

The Kettle Valley Golf Club (KVGC) facilities, resources and staff provided some unique support to the firefighters battling the recent Rock Creek wildfires.

The KVGC’s 21-metre (70-foot) deep water well, with its 40 horsepower pump was used extensively by firefighters dur-ing the crucial first few days of the fires. It is estimated that close to half a million gallons of water was pumped from the well into trucks hauling water supplies to those on the front line of the fires.

The well has a capacity of provid-ing water at 600 gallons per minute, quickly filling the 3,000 gallons tanks on the trucks. This allowed for minimal response time and quick turn around for getting the crucial water to the fire zone. The water transported to the fire scene was used to fill bladders, firefight-er backpacks, to reduce the dust at the helicopter landing pads and to directly wet down areas near the fires.

The golf course was actually shut down by authorities for the first four days of the fire and used as an Emer-gency Operation Center, (EOC). The site was used by various agencies includ-ing the Regional District of Kootenay Boundary, the ministries of Forests and

Highways, Forestry contractors, para-medics, Grand Forks Fire/Rescue, and several local volunteer fire departments, (Midway, Greenwood, Montrose, and Christina Lake and Genelle).

Upwards of 50 plus personnel were onsite at times using the facilities as a safe zone for meals, organizational and planning meetings, briefings, coordina-tion and washrooms.

KVGC clubhouse staff, Sam Hall and Gina Kucher organized meals for the various groups and responded to re-quests for sandwiches and refreshments. A special pancake breakfast was provid-ed for approximately 50 volunteers on the first Sunday of the firefighting.

KVGC manager Arrand Rexin over-saw the use of the facilities and resources, helping at times with the operation of the well and water supply. The firefighting crews used the clubhouse and surrounding areas to relax and rest up before returning to the tasks associated with fighting the fires.

Many of the crews used the golf club’s clubhouse to begin and to end their days, using it as a gathering center and a place to get a hot meal, or a cof-fee or just to relax.

At a recent meeting of the KVGC’s board of directors, the club’s executive endorsed the support provided by the staff and the use of the resources for the fire fighting efforts.

The board also recognized the efforts of the many volunteers and others who did an outstanding job in battling the flames.

The KVGC directors and members express their sympathy to those who lost their homes and who were directly impacted by the wildfires and offer our thanks to those who were on the front lines and did their best to minimize the damages from this tragedy.

cil met Monday night for its regular meeting. ATV Club thanks city

Greenwood ATV Club president John Ingbritson presented May-or Ed Smith with a cheque for $1,500 to thank the city for the club’s use of the ball-park during last month’s ATV jamboree, which attracted nearly 200 off-road aficio-nados to the city, and dumped thousands of dollars into the local economy.

A non-heritage wooden structure that sits behind City Hall is slated for demoli-

tion by the end of October and the Greenwood Heritage Society has voiced its inter-est in salvaging some of the wood from the structure.

The society would like to see the wood utilized in the design of au-thentic wooden structures in future heri-tage exhibits, as well as for the construc-tion of a shed that will be built on skids on the south side of the museum. It will be a portable building that could be easily moved if necessary.

The society plans to give the shed a “heri-tage” look so that it blends in with the over-all ambiance of the museum’s assay office.

A landowner in Greenwood’s light in-

dustrial zone has applied to the city for permission to establish a recycling depot on Lower Togo Road. The proposed busi-ness would be a one-stop depot for batter-ies, bottles, appliances, used oil and elec-tronics.

Proprietor Allan Armeneau has assured council that materials would be removed from the drop-off site on a regular basis.

Council discussed concerns about the potential for unsightly premises condi-tions at the site, but were willing to grant Armeneau permission to go ahead with his proposal with the stipulation that the depot must be kept clean and materials re-moved on a regular basis. Mayor Smith reported that the installa-tion of the new furnace system is proceed-ing according to plan.

Two high efficiency gas furnaces have replaced the old gas boiler system. One will heat the building’s upper floor and the other the main floor and council chambers. This dual-unit system will provide both ar-eas more consistent climate control and likely result in significant HVAC savings.

“The end result will be a more pleasant, evenly-heated and brighter place for both the staff and customers of city hall. Our in-surance will be cheaper, and our gas and electric bills should be less,” Smith said.

Smith also addressed the city’s need of a backup emergency generator. The recent wildfire situation clearly illustrated how important it is for the city to be able to access alternative power in the event of a power outage.

The city is hoping to secure a grant in order to finance the purchase of the gen-erator.

Bridesville’s G & H Harfman Services is one of several contrac-tors brought in to tackle the sizeable cleanup of burnt proper-ties. According to owner Grant Harfman, the cleanup has proven somewhat less challenging than it would be were the sites not completely decimated by the fire, which was estimated to reach temperatures as high as 1,200° C. No wood remains on site, and drywall was burned beyond recognition, leaving mostly twisted metal in need of removal. Harfman expects the cleanup to be completed by month’s end.
