GENERAL INFORMATION

2013 Mersin XVIIth Mediterranean Games

The Mediterranean Games are sports competitions organized every four years among the athletes of

the NOCs representing the Countries in the Mediterranean Basin. These competitions are organized

with the aim of contributing to the social and cultural approachment among the public of

Mediterranean Countries. The Mediterranean Games are based on the Olympic rules, and the

competitions are completed within the period not exceeding 13 days.

The host city of the 2013 Mersin XVIIth Mediterranean Games, Mersin will host thousands of athletes

in 28 sports from 24 Countries. While a period of intense preparation is being experienced in Mersin

where the competitions in 24 sports will be held in 2013 Mersin XVIIth Mediterranean Games, the

preparations continue also in Adana, which will host 4 sports.

The organization will take place at 52 venues in total, as 16 of them for trainings, 15 for the

competitions, 17 for the competitions and training, 3 for warming up and one for the opening and

closing.

Mersin

Mersin is located in the Mediterranean Region of Southern Turkey. The population is 1 million 647

thousand 899 people according to the census of 2010 and it has approximately 16 thousand square

kilometres surface area.

Mersin makes important contributions with its own dynamics to Turkey's important initiatives in

every area; it has important potential in tourism as well as commerce and economics. Providing

important gains to the different cultures that it hosted; today, Mersin comes through the second fast

urbanization process. Development of Mersin continues at a great pace with its modern port, free

zone and all the commercial and industrial organizations carrying its own unique value.

Large number of ancient sites, 321 kilometres coastal strip, its green nature with citrus gardens

smelling beautiful in each different season and with rooted cultural events, Mersin provides

potentially important contributions to culture and tourism of Turkey.

The Tırmıl Hill in the east and the Yumuktepe Mounds in the west mark the boundaries of city centre.

These mounds prove that there had been a settlement in Neolithic and Chalcolithic periods in this

area long before the establishment of the Mersin.

Known history of this region is connected to Luvi, Kizzuwatna, Hittite, Asur and Babylon Kingdoms

histories. The region dominated by Hittite, Urartu, Asur, Babylon, Lydia, Persian, Seleukos and Roman

Empire.

In the period from 7th century to the Ottoman conquer; Arabians, Abbasi, Egyptian Tulunoğulları,

Seljuklians, Mogols, the crusaders, Memluks, Ramzanoğulları and Karamanoğulları had taken control

of the region.

From the 16th century onwards, Mersin and its neighbourhood were added to the Ottoman land.

Mersin is located in one of the most fertile lands of Turkey, in Çukurova Region, and stands out with

features such as green plains, wide valleys, blue rivers and lakes, mountain chains, historical caves

and contains different physical structure.

Climate

Weather Conditions for Adana and Mersin in June

Mediterranean climate prevails in Mersin and Adana. The summers are hot and humid; the winters

are mild and rainy. Mean yearly temperature is 18.7 °C and January-February is the coldest period.

Temperature in Adana and Mersin reaches the maximum threshold in July and August.

Daily Mean Temperature and Humidity

Both cities are located in one of the hottest region of Turkey where hot and humid weather in the

summer time prevail. Daily mean temperature and humidity data recorded in Mersin and Adana for

years during the second half of June are displayed in the Figure 1 below. Daily mean temperatures

for Mersin and Adana in June are recorded as 26,11 °C and 26,55 °C, respectively. For the last eleven

years, the highest humidity proportion recorded during the second half of the June is 87% in Mersin

and 85,7% in Adana.

4.2. Dates and Venues

Bocce competitions will take place at Toroslar Bocce Venue (Mersin) from Tuesday, 25 June 2013 to

Saturday, 29 June 2013. The venue is 15.6 km (35 minutes) away from the Mediterranean Village

Complex (MV1/MV2).

5. CONDITIONS UNDER WHICH COMPETITIONS WILL BE HELD

The men’s and women’s Bocce competitions will take place on condition that at least eight (8)

Countries for Men Category and six (6) Countries for Women Category register no later than the

deadline set for the entries by number form.

If the number of entries received by 19 March 2013 (24.00 hrs GMT+2) is lower than the above-

mentioned number, the Chairman of the ICMG Technical Commission or his represenatative assisted

by one (1) or two (2) members of such commission appointed by the President of ICMG and in the

presence of Sports Director of OCMG 2013 will withdraw the events not fulfilling the requested

minimum quota. This will be made in Mersin on 7 May 2013 (24.00 hrs GMT+2).

Immediately following this date, the OCMG 2013 will notify the National Olympic Committees (NOCs)

involved, by fax or e-mail, about the possible cancellations.

Once confirmed, the competitions will be held and athletes will be awarded with medals, regardless

of the actual number of participating teams.

6. COMPETITION RULES

The Bocce competitions will take place according to the rules of the World Bowls Confederation

(CMSB) in force as of 1 January 2013, excluding the special dispensations by the ICMG.

Any issue not addressed hereby will be resolved in the following manner:

• General cases will be settled in accordance with the ICMG regulations.

• Technical cases will be settled in accordance with the CMSB regulations.

7. TECHNICAL ORGANIZATION

The TBBDF (Turkish Bocce Bowling and Dart Federation), together with the Technical Delegate of the

CMSB will be responsible for organizing the Bocce sports tournament of the 2013 Mersin XVIIth

Mediterranean Games.

7.1. Special Arrangements concerning the holding of theTournaments

Any problem arising prior to or during the competition will be resolved by the Competition

Manager in accordance with ICMG and CMSB regulations in force as of 1 January 2013 with certain

ICMG exceptions.

The time table of the Bocce tournament will depend on the number of participants and will be

confirmed at the Technical Meeting.

7.1.1. Pétanque: Men’s and Women’s events – Doubles

Once the score of thirteen (13) points is reached within the game time (60 minutes), matches end.

In the event that the score of thirteen (13) points is not reached within the game time (60

minutes) by one of the two teams, it is necessary to hold a new round.

In the event that the two teams are tied at the end of this round, a last round will be played

without the cue ball cancellation.

a. Structure of Rounds

A random draw will take place during the Technical Meeting to determine the structure of the

rounds for doubles (men and women) and the number of rounds necessary for this Round. The

top seeds will be determined by the CMSB.

b. Competition Rounds

Each team will compete in the number of matches determined by random draw. Ranking will be

decided based on the number of matches to be won.

In the event of a tie:

• Between 2 teams: The result of the final match will be decisive;

• Between more than 2 teams: The outcome will be determined based on the points obtained

during matches between the teams.

- Semi-finals

The teams ranking first and second in each round will advance to the semi-final. The team placing

first in one round will hold a match with the team placing second in the other and vice versa.

- Finals

• The winners of the two semi-finals will play each other for first and second place;

• The losers of the two semi-finals will play each other for third and fourth place.

7.1.2. Raffa: Men’s and Women’s events - Singles, Doubles

Once the score of twelve (12) points is reached, matches will end.

a. Structure of Rounds

A random draw will take place during the Technical Meeting to determine the structure of the

rounds for Singles and Doubles (men and women) and the number of rounds necessary for this

Round. The top seeds will be determined by the CMSB.

b. Competition Rounds

Each team will compete in the number of matches to be determined by random draw. Ranking

will be decided based on the number of matches won.

In the event of a tie:

• Between 2 teams: The result of the final match will be decisive.

• Between more than 2 teams: The outcome will be determined based on the points obtained

during matches between the teams.

- Semi-finals

The teams ranking first and second in each round will advance to the semi-final. The team placing

- Finals

7.1.3. Lyonnaise Bowls

The technical rules of the CMSB will be applied at all stages of theTournament.

a. Elimination Round

The order of play will be determined during the random draw at theTechnical Meeting. The first

eight (8) ranked teams will qualify for the quarterfinal of the Progressive Throw and Precision

Throw.

b. Quarterfinals

The order of play will be in the reverse order of the ranking obtained during the elimination

round. The first four (4) ranked teams will qualify for the semi-finals of the Progressive Throw and

directly for the final of four (4) of the Precision Throw.

- Semi-finals

Progressive Throw:

The order of play will be in the reverse order of the ranking obtained during the quarterfinal

round. The top two (2) teams will qualify for the final.

Precision Throw:

The top four (4) teams of the quarterfinals will directly proceed to the finals.

- Finals

Progressive Throw:

• The winners of the two semi-finals will hold a match with each other for first and second

place.

• The losers of the two semi-finals will hold a match with each other for third and fourth place.

Precision Throw:

Final among the top four (4) teams of the quarterfinals. The teams will play in reverse order of

ranking obtained during the previous round (quarterfinal).

7.2 Rights and Duties of the Organizers

The organisers have the right, with the approval of the Technical Delegate, to modify the time table

of the competition. Should this be the case, the teams will be informed about the changes at least

twenty four (24) hours in advance.

8. COMPETITION VENUE AND EQUIPMENT

Bocce competitions will take place at “Toroslar Bocce Venue” (Mersin) approximately 18 km (30

minutes) away from the Mediterranean Village Complex (MV1/MV2).

8.1. Competition Area

The competition area is situated at the centre of the location, with eight (8) fields sizing 15 m x 4m

for Petanque, four (4) fields sizing 26.5 m x 4 m for Raffa and four (4) fields sizing 27.5 m x 2.8 m for

the Lyonnaise Bowls, in accordance with regulation and standards of the CMSB.

8.2. Equipment

All sport and technical equipment used for the Bocce competitions and events will conform to the

CMSB technical regulations in force as of 1 January 2013, excluding the special dispensations by the

ICMG.

8.3. Changing Rooms

Separate changing rooms for men and women will be available, icluding showers and toilets.

8.4. Mixed Zone and Press Conference Room

At the end of each game, accredited reporters will be permitted to have short interviews with the

athletes in the Mixed Zone.

The athletes must leave the competition field via the Mixed Zone and their cooperation will be

requested so as to answer the questions of the press.

Additionally, at the end of each game, OCMG 2013 official who is in charge of the press will invite

the trainer and one athlete from each team to the press conference room for routine interviews.

9. TRAINING

9.1. Training venues

The training sessions for Bocce competitions will be held at the same area as the competiton. The

training fields will be available starting from Thursday, 20 June 2013 onward, as stated in the

training programme by the OCMG 2013.

9.2. Procedure for Designation of Training Sessions

The training sessions will be assigned by the OCMG 2013 Competition Management and by the

CMSB Technical Delegate.

The teams can obtain more information regarding the training sessions at the Sports Information

Centre and at the Technical Office for Bocce Sports located at the competition venue.

10. ELIGIBILITY

All NOCs of member countries of the ICMG whose Federations are also members of the CMSB, will be

allowed to participate in the Bocce Tournaments of the 2013 Mersin XVIIth Mediterranean Games.

The players must be nationals of the country that enter them in the preliminary registration and

must comply with the ICMG and CMSB rules and regulations.

Each country is entitled to register:

Petanque: two (2) athletes in the Men’s Tournament and two (2) athletes in the Women’s

Tournament;

Raffa: two (2) athletes in the Men’s Tournament (one (1) to play in the Singles event, two (2)

for the Doubles event) and two (2) athletes in the Women’s Tournament (one (1) to play in

the Singles event, two (2) for the Doubles event);

Lyonnaise: two (2) athletes in the Men’s Tournament (one for the Precision Throw and one

for the Progressive Throw) and two (2) athletes in the Women’s Tournament (one for the

Precision Throw and one for the Progressive Throw).

Each NOC may register a maximum of six (6) athletes for the men’s rounds and six (6) athletes for the

women’s rounds.

11. ENTRIES

The Delegations entry system is linked to the General Accreditation System. The OCMG 2013 entry

system is based upon a document downloadable from the website: www.mersin2013.gov.tr

Each NOC will receive a set code and password to access the document which is available in two

languages (English and French).

On-line accreditation and sports entries system allowing the registration of a list of sports entries

which, duly completed and signed, must also be sent by fax or e-mail to the OCMG 2013, before the

deadline hereafter indicated.

11.1. Preliminary entries

The preliminary entries forms to be issued by each participating NOC, must be submitted to the

OCMG 2013, no later than 10 November 2012 (24.00 hrs GMT+2).

11.2. Entries by number

The entries by number forms to be issued by each participating NOC, must be submitted to the

OCMG 2013, no later than Tuesday 19 March 2013 (24.00 hrs GMT+2).

11.3. Entries by name (Long List)

The entries by name forms to be issued by each participating NOC, must be submitted to the OCMG

2013, no later than Friday, 19 April 2013 (24.00 hrs GMT+2).

11.4. Final Entries by Name (Short List)

The final entries by name form (short list), to be issued by each participating NOC, must be

submitted to the OCMG 2013 no later than 5 June 2013 (24.00 hrs GMT +2).

11.5. Entries confirmation

Moreover, upon the arrival of the Chief de Mission to Mersin, hopefully two days before the arrival

of the Delegation, there will be a D.R.M. (Definitive Registration Meeting) with the Organizing

Committee in order to discuss certain topics and meet the requirements (general rules,

administrative issues, Village and other accommodation, transport, training time table, sports

entries confirmations, accreditations, rate-card payments, financials, etc.).

Specific forms will be delivered to each Mission Chief, in due time, to confirm the entries during the

D.R.M.

Confirmation for a further participating athlete can also be communicated to the OCMG 2013

sports management, for extraordinary circumstance, at the latest during the Technical Meeting as

per section 12 of this regulation.

12. TECHNICAL MEETING

The Technical Meeting will take place at the at the competition venue on Monday, 24 June 2013

(15.30 hrs).

The Meeting will be organized according to the rules of the CMSB and under the supervision of the

CMSB Technical Delegate. The meeting will be attended by:

Technical Delegate of the CMSB;

A Member of ICMG Twchnical Committee;

Team Leader (one per country);

Trainers (one per country);

Judges and the Referees;

The OCMG 2013 Competition Manager for the Bocce competitions;

The OCMG 2013 Venue Manager.

13. MEDICAL SERVICES

During the 2013 Mersin XVIIth Mediterranean Games, medical services will be available in the

Mediterranean Village and at all the competition and training venues for all accredited athletes and

their officials.

a. Mediterranean Village

The Mediterranean Village Medical Centre will provide the residents with the below-listed medical

services.

Polyclinics, Laboratory and Diagnostic Imagining

Emergency service (24 hours)

Ambulance service (24 hours)

A Medical Guide detailing the medical services will be available to the participating delegations

during the Games.

b. Competition and Training Venues

Competition Venues: Medical teams consisting of MDs and paramedics will be available in all

competition venues.

Training Venues: First aid medical team will be available during the training sessions.

An ambulance service (present or on-call) will be available at all competition and training venues.

13.1. Anti-Doping Services

Doping control tests will be conducted during, and/or prior to the Games, by the Anti-Doping

Commission of Turkish National Olympic Committee, under the responsibility of the ICMG Medical

Commission in collaboration with the OCMG 2013 Health Department (Anti-Doping Unit) and in

accordance with the ICMG, IOC, CMSB and WADA rules and regulations.

All athletes selected for doping control test will receive a written notification and the procedure for

doping control will subsequently start.

Any athlete who refuses to undergo doping control test or who has positive results will be

disqualified from the competition and sanctioned in accordance with the ICMG and CMSB rules and

WADA Anti-Doping Code.

Detailed information regarding controls will also be provided in Anti-Doping Guide and it will be

distributed to the participating NOCs.

14. JURY AND JUDGES

14.1. Referee Commission

The Referee Commission will be composed of four (4) members:

• President: a representative of the CMSB;

• A representative of the TBBDF;

• Two (2) members representing each participating countries.

The Referee Commission is responsible for:

• Appointing the referees for each event;

• Organizing judge / referee meetings;

• Enforcement of CMSB rules;

• Checking equipment and facilities.

14.2. Referees

Throughout the 2013 Mersin XVIIth Mediterranean Games, the tournament for the Bocce events

will be judged by the international referees appointed by CMSB in the following way:

• Lyonnaise: 8 international refeeres and 6 national referees;

• Petanque: 6 international referees and 2 national referees;

• Raffa: 8 international referees and 4 national referees.

In the event that the number of international referees is insufficient, the TBBDF will appoint further

referees.

Names of the referees will be indicated on the entries by name form.

14.3. Appeals Committee

Conforming to the technical rules for each sports within the scope of the 2013 Mersin XVIIth

Mediterranean Games, an international Appeals Committee will be set up and this Committee will

be responsible for the official complaints and appeals to be submitted.

In the event that the Technical Delegate is not the President of the Appeals Committee, the

International Federation will appoint, among the international officials present at the competitions

and through the Technical Delegate, an Appeals Committee President.

Generally, and unless there is no prior arrangement of the International Federation, the Appeals

Committee will be composed of:

One (1) President;

Two (2) members selected from a list of six (6) qualified persons and chosen from a list of

representatives from the participating countries.

This list will be communicated by the Technical Delegate at theTechnical Meeting.

The members of the Appeals Committee cannot be of the same nationality as the person(s) lodging

the complaint.

15. COMPLAINTS

The procedure for complaints and appeals will be carried out in accordance with the International

Regulations of the CMSB.

Any complaint must be submitted in written form in French, English or Arabic and accompanied by a

cash deposit, in accordance with the CMSB rules.

A decision will be made within three (3) hours of the submission of the official complaint.

Appeals against the decisions of the Referee Commission must subsequently be brought to the

attention of the Appeals Jury in two (2) hours at the latest following the official announcement of the

first decision.

The decision of the Appeals Committee will be made within six (6) hours following this submisson

and will be considered as final desicion.

If the complaint is accepted, the cash deposit will be refunded. Otherwise, it will be acquired by the

OCMG 2013.

The Committee members must not be of the same nationality as those involved in the complaint.

16. SPORTS UNIFORMS

16.1. Uniforms for Athletes

The athletes participating in the Bocce Tournament of the 2013 Mersin XVIIth Mediterranean Games

will wear uniforms in accordance with the regulations of the CMSB.

Conforming to the rules laid down by the ICMG and CMSB, no advertising logos may appear on

uniforms, accessories or on clothing or equipment to be worn or used by athletes, except for the

manufacturer’s labels, on condition that these are not displayed for advertising purposes.

The samerules applies to the award ceremonies.

16.2. Uniforms for Referees

The international referees must wear the CMSB uniforms throughout the tournament.

17. AWARDS

The award ceremonies will be held at the end of each tournament.

Medals and Diplomas

In accordance with the the ICMG rules, the following prizes will be awarded:

First prize

Gold medal and diploma for each player ranking first in each event,

Second prize

Silver medal and diploma for each player ranking second in each event,

Third prize

Bronze medal and diploma for each player ranking third in each event,

Prizes for forth to eighth place:

A diploma will be awarded to players ranking fourth, fifth, sixth, seventh and eighth in each event.

19. TECHNICAL OFFICE OF THE COMPETITION

Two offices will provide specific information on the Bocce Tournament: the Technical Information

Office for Bocce at the “Toroslar Bocce Venue” (Mersin) and the Sports Information Centre in the

Mediterranean Village.

These two offices will provide information on the times of the games, training sessions,

transportation, a list of players and the results.

The two offices will also provide technical information issued by the CMSB and OCMG 2013.

20. APPROVAL OF THE REGULATIONS

In case of disagreement on the interpretation of these regulations, the French version shall prevail.

These regulations were approved by the President of the Technical Committee and ICMG on 6

September 2012.
