The licensing fee for dental assistants is $202.00 in 2014. Invoices for dental assistant licensing fees were sent on March 15, 2014 and fees must be paid by 4:30 pm on Wednesday, April 30, 2014 to remain a member in good standing. If a dental assistant becomes a member not in good standing and is struck from the register the reinstatement fee is $101.00 plus the licensing fee ($202.00 + $101.00 = $303.00). Appointments Board Committee Appointments The following Board Committee appointments were performed at the January 31, 2014 meeting of the Dental Board: Dr. Kevin Walsh to the Governance Committee; Ms. Donna Rushton to the Governance Committee; Dr. Dan Albert to the Finance and Audit Committee; Dr. Shelly Anderson to the Human Resources Committee; and Dr. Clare Champoux to become Chair of the Human Resources Committee. Complaints Committee Appointment – Public Member Ms. Janelle Gray was unanimously appointed as a public representative to the Complaints Committee. Ms. Gray replaces Ms. Harriet Davies who declined reappointment. The Board would like to thank Ms. Davies for her valuable contributions and dedication to the Complaints Committee over the past several years. Resignation of Ms. Laurie Brenton from the Dental Board Ms. Laurie Brenton, the Board’s government appointed dental assistant representative, resigned in December 2013 due to her move to New Brunswick. The Board forwarded her letter of resignation to the Minister of Health and Wellness and has contacted the Agencies, Boards and Commissions (ABC) office stating that the Dental Board will require a government appointed dental assistant to fill the position vacated by Ms. Brenton.

Dentists  unfortunately  are  not  utilizing  eAccess.  The  results  of  the  2013  Prescription  Monitoring  Program  stakeholder  feedback  survey  showed  low  response  rates  for  dentists.  The  Board  strongly  encourages  licensees  to  become  more  aware  of  the  issue  of  misuse  and  abuse  of  controlled  drugs  in  society.  A  key  step  in  this  process  is  to

 Hands-­‐on  Practice  Program  for  Foreign  Trained  Dentists  

The  International  Educated  Dental  Professional  (IEDP)  Multi-­‐Stakeholder  Work  Group  addresses  licensure  challenges  related  to  IEDPs  including  dentists,  dental  hygienists,  dental  assistants,  dental  technicians  and  

denturists.  The  IEDP  work  group  has  organized  a  Hands-­‐on  Practice  Program  for  foreign  trained  dentists  to  be  held  at  the  Faculty  of  Dentistry,  Dalhousie  University  on  April  25,  26,  May  2  and  3,  2014.  This  program  is  administered  

by  Immigrant  Settlement  and  Integration  Services  (ISIS)  and  is  designed  to  enable  participants  who  have  successfully  completed  the  Assessment  of  Fundamental  Knowledge  exam  of  the  NDEB  equivalency  process  to  

practice  for  the  NDEB  Assessment  of  Clinical  Skills  exam.  The  program  is  limited  to  eight  participants  and  will  be  facilitated  by  Drs.  John  Cox  and  Vern  Shaffner.  

 Fair  Registration  Practice  Review  

The  Fair  Registration  Practices  Act  (FRPA)  Review  Office  was  established  in  2011  to  ensure  that  applicants  to  regulated  professions  have  access  to  registration  processes  that  are  procedurally  fair;  while  at  the  same  time  

allowing  regulators  to  adhere  to  their  standards  for  public  protection.  FRPA  legislation  mandates  that  all  regulated  professions  undergo  a  review  of  its  registration  processes.  The  results  of  the  review  will  produce  individualized  

regulatory  body  action  plans  so  that  regulators  can  work  collaboratively  with  the  Review  Office  to  meet  the  requirements  of  the  Act.  The  Dental  Board  will  undergo  its  FRPA  review  in  2014.  

 Database  and  Website  

The  database  and  website  the  Board  currently  operates  are  outdated  and  require  change.  The  Board  is  in  the  process  of  incorporating  new  database  software  and  will  be  launching  its  new  website  later  this  year.  The  database  

upgrade  will  help  Board  operations  and  the  website  launch  will  allow  licensees  better  access  to  Board  resource  material.    

   Study  Clubs  

There  are  currently  fifty-­‐six  study  clubs  registered  with  the  Dental  Board  and  study  clubs  are  required  to  renew  their  status  every  three  years  to  remain  active.  Only  study  clubs  which  are  registered  are  able  to  award  CE  credits  

accepted  by  the  Dental  Board.      

Reminder  The  MCDE  Committee  would  like  to  remind  all  licensees  that  successful  completion  of  a  CPR  course  during  the  

three  year  CDE  cycle  is  a  requirement  for  re-­‐licensure.

 Mandatory  Continuing  Dental  Education  (MCDE)  Committee  A  random  sample  of  the  dentists  and  dental  assistants  completing  their  MCDE  cycle  on  December  31,  2013  has  

been  performed.  Seven  dentists  and  eleven  dental  assistants  were  notified  of  their  selection  and  instructed  to  submit  their  CE  logs  and  supporting  documents  to  the  Board.  An  orientation  session  was  held  at  the  Board  office  

on  January  17,  2014  to  introduce  the  new  committee  members  to  the  audit  process.    The  MCDE  audit  took  place  on  February  7,  2014.  

 Dental  Practice  Review  (DPR)  Committee  

2013  Final  Report:    All  licensees  chosen  for  the  self-­‐assessment  audit  and  site  visit  audit  in  2013  have  satisfactorily  completed  the  audit  process.  

2014  Audit:  A  random  sample  of  dentists  stratified  by  area  has  been  performed  for  the  2014  Dental  Practice  Review  audit.  Samples  for  self-­‐assessments  and  sub-­‐samples  for  site  visits  were  completed  for  each  geographic  

area.  The  dentists  selected  for  Dental  Practice  Review  self-­‐assessment  have  been  notified  of  their  selection  to  complete  the  self-­‐assessment  forms.  The  Dental  Practice  Review  Committee  will  meet  to  review  the  self-­‐

assessment  forms  in  March  2014  and  the  Registrar  will  begin  practice  site  visits  in  April  2014.    

NSDA  Infection  Prevention  and  Control  Document  In  previous  years  the  Dental  Board  used  the  2006  CDA  Infection  Control  document  as  the  reference  for  Dental  

Practice  Review.  In  order  to  avoid  confusion  among  licensees  the  Dental  Board  has  adopted  the  NSDA  Infection  Prevention  and  Control  document  to  serve  as  the  Board’s  reference  document  for  infection  prevention  and  control  

effective  January  31,  2014.  The  Board  expects  that  all  licensees  to  be  compliant  with  this  document  and  it  will  be  the  reference  document  the  Board  uses  for  Dental  Practice  Review.    

 The  Utilization  of  Dental  Lasers  for  Scaling  and  Root  Planing  Procedures  

Dr.  Debora  Matthews,  Assistant  Dean  Research,  Faculty  of  Dentistry,  Dalhousie  University    provided  the  Dental  Board  with  a  presentation  on  the  clinical  evidence  for  using  dental  lasers  in  periodontal  debridement.    The  

evidence  revealed  that  using  lasers  produced  no  difference  in  subgingival  bacteria  compared  to  traditional  scaling  and  root  planning,  and  there  is  no  evidence  that  lasers  are  better  than  traditional  therapy  in  reducing  periodontal  

disease.  There  are  concerns  and  risks  associated  with  using  lasers  such  as:  1.  An  increase  in  intrapulpal  temperatures  when  used  on  root  surfaces;  2.Some  lasers  can  cause  pitting,  cracking,  melting  of  dental  tissues  and  

can  damage  bone;  and  3.There  are  safety  issues  with  laser  use  such  as  retinal  damage,  therefore    proper  eye  protection  for  patients  and  operators  is  essential.  Before  delivering  this  mode  of  treatment  it  is  necessary  for  

licensees  to  provide  patients  with  the  information  they  will  need  to  make  an  informed  decision  and  consent  for  treatment.

International  Narcotics  Control  Board  Reports    that  Canada’s  use  of  prescription  opioids  increased  by  203%    from  2000-­‐  2010.  Controlled  drugs  such  as  opioids  are  associated  with  serious  harms  such  as  addiction,  overdose  and  

death.  In  Nova  Scotia,  The  NSPMP  has  the  legislated  mandate  to  promote  the  appropriate  use  of  monitored  drugs  and  the  

reduction  of  the  abuse  or  misuse  of  monitored  drugs.    In  addition  to  the  monitoring  of  controlled  drugs,  the  NSPMP  provides  to  prescribers  resources  such  as  eAccess.  In  April  2012,  eAccess  was  launched  as  a  secure  web  

application  which  allows  prescribers  and  pharmacists  to  access  patient  profiles  at  any  time  of  the  day  to  determine  the  best  treatment  for  their  patients  while  promoting  the  appropriate  use  and  the  reduction  of  abuse  or  misuse  of  

monitored  drugs.

denturists.  The  IEDP  work  group  has  organized  a  Hands-­‐on  Practice  Program  for  foreign  trained  dentists  to  be  held  at  the  Faculty  of  Dentistry,  Dalhousie  University  on  April  25,  26,  May  2  and  3,  2014.  This  program  is  administered  

by  Immigrant  Settlement  and  Integration  Services  (ISIS)  and  is  designed  to  enable  participants  who  have  successfully  completed  the  Assessment  of  Fundamental  Knowledge  exam  of  the  NDEB  equivalency  process  to  

practice  for  the  NDEB  Assessment  of  Clinical  Skills  exam.  The  program  is  limited  to  eight  participants  and  will  be  facilitated  by  Drs.  John  Cox  and  Vern  Shaffner.  

 Fair  Registration  Practice  Review  

The  Fair  Registration  Practices  Act  (FRPA)  Review  Office  was  established  in  2011  to  ensure  that  applicants  to  regulated  professions  have  access  to  registration  processes  that  are  procedurally  fair;  while  at  the  same  time  

allowing  regulators  to  adhere  to  their  standards  for  public  protection.  FRPA  legislation  mandates  that  all  regulated  professions  undergo  a  review  of  its  registration  processes.  The  results  of  the  review  will  produce  individualized  

regulatory  body  action  plans  so  that  regulators  can  work  collaboratively  with  the  Review  Office  to  meet  the  requirements  of  the  Act.  The  Dental  Board  will  undergo  its  FRPA  review  in  2014.  

 Database  and  Website  

The  database  and  website  the  Board  currently  operates  are  outdated  and  require  change.  The  Board  is  in  the  process  of  incorporating  new  database  software  and  will  be  launching  its  new  website  later  this  year.  The  database  

upgrade  will  help  Board  operations  and  the  website  launch  will  allow  licensees  better  access  to  Board  resource  material.    

   Study  Clubs  

There  are  currently  fifty-­‐six  study  clubs  registered  with  the  Dental  Board  and  study  clubs  are  required  to  renew  their  status  every  three  years  to  remain  active.  Only  study  clubs  which  are  registered  are  able  to  award  CE  credits  

accepted  by  the  Dental  Board.      

Reminder  The  MCDE  Committee  would  like  to  remind  all  licensees  that  successful  completion  of  a  CPR  course  during  the  

three  year  CDE  cycle  is  a  requirement  for  re-­‐licensure.

           Announcement:    2014  License  fees  for  Registered  Dental  Assistants  

At  the  September  27,  2013  meeting  of  the  Provincial  Dental  Board,  the  Board  unanimously  passed  motions  for  a  balanced  budget  in  2014  and  the  fee  structure  for  2014.  The  licensing  fee  for  dental  assistants  is  $202.00  in  2014.  

Invoices  for  dental  assistant  licensing  fees  were  sent  on  March  15,  2014  and  fees  must  be  paid  by  4:30  pm  on  Wednesday,  April  30,  2014  to  remain  a  member  in  good  standing.  If  a  dental  assistant  becomes  a  member  not  in  

good  standing  and  is  struck  from  the  register  the  re-­‐instatement  fee  is  $101.00  plus  the  licensing  fee  ($202.00  +  $101.00  =  $303.00).  

 Appointments    

Board  Committee  Appointments  The  following  Board  Committee  appointments  were  performed  at  the  January  31,  2014  meeting  of  the  Dental  

Board:  Dr.  Kevin  Walsh  to  the  Governance  Committee;  

Ms.  Donna  Rushton  to  the  Governance  Committee;  Dr.  Dan  Albert  to  the  Finance  and  Audit  Committee;  

Dr.  Shelly  Anderson  to  the  Human  Resources  Committee;  and  Dr.  Clare  Champoux  to  become  Chair  of  the  Human  Resources  Committee.  

 Complaints  Committee  Appointment  –  Public  Member  

Ms.  Janelle  Gray  was  unanimously  appointed  as  a  public  representative  to  the  Complaints  Committee.  Ms.  Gray  replaces  Ms.  Harriet  Davies  who  declined  reappointment.  The  Board  would  like  to  thank  Ms.  Davies  for  her  

valuable  contributions  and  dedication  to  the  Complaints  Committee  over  the  past  several  years.    

Resignation  of  Ms.  Laurie  Brenton  from  the  Dental  Board  Ms.  Laurie  Brenton,  the  Board’s  government  appointed  dental  assistant  representative,  resigned  in  December  

2013  due  to  her  move  to  New  Brunswick.  The  Board  forwarded  her  letter  of  resignation  to  the  Minister  of  Health  and  Wellness  and  has  contacted  the  Agencies,  Boards  and  Commissions  (ABC)  office  stating  that  the  Dental  Board  

will  require  a  government  appointed  dental  assistant  to  fill  the  position  vacated  by  Ms.  Brenton.
