Justification
Safety-argument:
• Population in SNE is 1% of total population
secundary education, but are linked with 40% of
youth nuisance and -crime rates
Talent-development argument:
• great effort to raise achievement of students in
SNE is useless if D&A is not tackled.
(Mental-)health argument:
• High costs for specialist (youth/mental) care
made for population. Substance abuse is obstacle
for early and effective intervention.
