PART 1 GENERAL

1.01 SCOPE OF WORK

A. Furnish and provide all labor, equipment and materials to supply quantity four (4) new rotary positive displacement blowers and all appurtenances as specified herein.

B. The blower package and its components shall comply with all applicable safety and environmental regulations.

1.02 SUBMITTALS AND DOCUMENTATION

A. Submit with the bid: catalog cuts and specifications for the proposed Rotary PD Blowers. Submittals shall include all necessary information to evaluate the specific equipment and components proposed in compliance with these specifications. “Or Equal” equipment shall include a line by line comparison with the specification requirements with any deviation highlighted and explained. Submittals shall include at least the following information:

1. Certified general arrangement drawings showing materials, details of construction, dimensions and connections.

2. Complete Blower Performance Data including:a. RPMb. Capacity – scfm and icfmc. Discharge pressured. dB(A) noise pressure levele. Maximum gear tip speed and rotor tip speed (fpm)f. HP required at rated capacity and pressureg. Rated maximum pressure rise of blowers

h. List of recommended spare parts broken down into on hand parts sufficient for 2 years operation and long term parts sufficient for 3 to 5 years operation.

o . Complete blower package operating and maintenance instructions, hard copy and electronic copy, shall be furnished for all equipment included under these specifications.

1.03 QUALITY ASSURANCE

A. Blowers shall be manufactured by an established firm with at least 10 years of experience in the manufacturer of rotary positive displacement blowers.

B. The proposed rotary pd blowers shall be a standard model blower with an installation history of at least five years and 20 or more installations. An installation list of 10 users with contacts shall be provided upon request.

C. The manufacturer shall have an established QA/QC program ISO or equivalent and shall provide documentation of that program upon request.

D. The manufacturer shall have a service facility within the greater Philadelphia area within 50 -miles of New Castle County.

E. The blower(s) shall be covered by a full warranty for 24 months from date of successful start-up.

PART 2 MATERIALS

2.01 ROTARY PD BLOWERS GENERAL

A. Blower packages shall be designed to minimize the life-cycle costs and maximize plant reliability. The design and the selection of the components shall be based on a minimum useful life of 15 years and a Mean Time Between Overhauls of over 5 years of continuous operation (50,000 hours).

B. No special foundations shall be required. The blower packages will be installed directly on a concrete slab without grouting the base frame. There shall be only 4 easily accessible anchor points.

C. The blower casing shall be of one-piece con�struction, with separate sideplates that are bolted and pinned to the housing. Materials shall be close-grained cast iron ASTM A48 suitably ribbed to prevent distortion under the specified operating conditions. Minimum blower casing pressure rating shall be 36 psig. Inlet and outlet shall be flanged connections. The casing shall incorporate a proven means of pulsation cancellation. The vibration level as measured at the blower casing, in the X/Y planes of the bearings, shall not exceed ½ “/ sec RMS when operating at the specified maximum operating pressure and speed in the actual blower package.

D. Each blower stage shall be factory tested in accordance with ISO 1217 performance test to verify flow and brake horsepower at blower maximum conditions. A slip test shall not be acceptable. The acceptance criteria are +5% tolerance on power and –5% tolerance on flow regardless of the size of the machine.

E. Each impeller shall be of the “stiff” design with first lateral critical speed at least 120% of the maximum allowable operating speed. The impellers shall be of the straight, three-lobe type, and shall operate without rubbing or liquid seals or lubrication. Rotor/shaft shall be drop forged in one single piece of AISI 1043 or equivalent. Cast, hollow rotors shall be capped, dust tight. Open rotors are not acceptable. The impellers shall be statically and dynamically balanced per ISO1940/ANSI S2.19 G6.3.

F. Each impeller/shaft shall be supported by anti-friction bearings, and fixed to control the axial location of the impeller/shaft in the unit. Regardless of theoretical bearing life calculations, the bearings shall be sized for a minimum expected life of 5 years between overhauls.

G. The impellers shall be timed by a pair of single helical AGMA 12 quality gears with hardened and ground teeth; minimum AGMA service factor of 1.70. Gears shall be mounted on the shafts with a tapered interference fit, and secured by a locknut.

H. Seal shall be designed to prevent lubricant from leaking into the air stream as well as to prevent oil from leaking out of the machine. Four rotary piston ring shaft seals, an oil slinger and an O -ring seal shall be provided at the point where the shaft passes through the sideplates. Further provision shall be made to vent the impeller side of the oil seal to atmosphere to eliminate any possible carry-over of lubricant into the air stream.

I.The timing gears and the bearings shall be splash lubri�cated. Grease lubrication shall be not acceptable.

J. A recessed oil sight glass must be provided on each oil sump. Protruding sight glasses are not acceptable.

K. Painting shall be per supplier’s standard meeting the following criteria. Excepted for machined sealing and machined mounting surfaces, the package shall be painted with the manufacturer’s

standard co lor. Aluminum, stainless steel and brass shall not be painted. The supplied motor shall not be over sprayed and will be supplied with the motor manufacturer’s standard protection and paint color. Painted Cast Iron and Carbon Steel shall be Alkyd Resin Primer and Final coat with a total dry film thickness of 70 m. Surface preparation SSPC10 or better. Sound enclosure shall be powder-coated polyester base total dry film thickness 80m. Galvanized components may only be painted with appropriate surface preparation

2.02 BLOWER ACCESSORIES

A. Each package shall be suppli ed with one combination inlet filter silencer. The filter media efficiency must meet the requirements of ASHRAE 52.2 MERV7 50-70% @3-10 microns corresponding to EN779 G4. The inlet filter silencer shall be mounted directly to the inlet flange of the blower. The silencer portion shall be located upstream of the inlet filter. Filter and silencer performance losses shall be included in the blower performance calculation.

B. Each package shall be supplied with one combination base frame/discharge silencer.

1. The silencer shall be a chamber type design for maximum sound attenuation and shall not use fibrous or absorption materials of any kind. Fabricated of a single shell of pressure vessel quality steel with continuous welds, the silencer must be subject to a pressure test for tightness and strength at a minimum of 1.65 times the maximum blower operating pressure. The silencer shall have a machined inlet connection where the discharge flange of the blower stage bolts directly to, with no intermediary pieces. Discharge silencer performance losses shall be included by the blower manufacturer in the blower performance calculation.

2. The base frame is to be constructed from welded carbon steel or cast iron that shall be designed to maintain alignment of the blower internal components and the drive during operation. It shall be designed to resist distortion while being installed on vibration isolating mounts. The blower manufacturer shall supply a stainless steel grounding lug fully welded to the base.

C. Each package shall be connected to the plant piping via flexible connector(s) located downstream of the discharge silencer (and upstream of the inlet silencer if the specifications require the inlet air to be piped to the blower package). They shall prevent the transmission of noise and vibrations from the blower package into the piping. The flexible connectors supplied shall be Unaflex “Supreme” Style 189, with a standard ANSI flange discharge connection , or a New Castle County approved equal.

D. Each pack age shall be supplied with a Baldor, or New Castle County approved equal, TEFC motor that shall operate on 460 Volts, 3 Phase, 60 Hertz current, 1800 RPM , 1.15 SF and CL H insulation or better . The frame shall be construction of cast iron and shall be a NEMA standard

suita ble for overhung belt drive, with the conduit box location on top of the motor. IEC frame motors are not allowed. The motor will be mounted on a pivoting base to provide automatic tensioning of the belts. The motor nominal rating after any corrections for ambient conditions shall be 10% above the ma ximum operating bHp. The motor shall have a premium efficiency rating. Each motor winding shall have a normally closed Klixon thermostat, wired in series to form a fail-safe motor protection circuit for the external fault circuit of the motor controller. Blower manufacturer shall be responsible for coordinating the starting torque requirement of the blower and th e motor. An unloading valve shall be supplied by the blo wer manufacturer . It shall be an automatic type mechanically operated valve requiring no electrical connections mounted upstream of the check valve.

E. Each package shall be supplied with a V-belt drive that shall be of the high capacity type, oil and heat resistant. Drive shall be designed for a minimum service factor of 1.4 times operating power (bHp), or 1.1 times the motor nameplate Hp, whichever is larger to allow a minimum of 1.4-service factor based on the maximum blower bHp. Belt tensioning shall be automatic without the use of any devices or interaction on the part of the operator. Neither slide rails nor load-adjusting springs shall be used. Sheaves shall be dynamically balanced regardless of the operating speed.

F. Each package shall be supplied with vibration isolating feet with a minimum efficiency of 80%. Blower manufacture shall be responsible for attenuating noise and vibration in the blower package such that no special installation base shall be required, nor shall any additional measures be required to reduce vibrations form the blower package being transmitted to the base or the piping.

G. The belt drive shall be guarded in compliance with OSHA regulations. Portions of the guard shall be easily removable allowing for belt inspection and replacement and alignment . Guard material shall be perforated carbon steel.

H. Each package shall be supplied with a single pressure safety valve on the discharge side of the blower mounted downstream of the discharge silencer and upstream of the check valve. The safety valve shall be set to protect the blower from exceeding its maximum pressure rating, and shall be sized to pass 100% of the design flow. The valve shall be field adjustable, spring loaded, and have a certificate of conformity to PED. The valve shall be manufactured by Aerzen , or New Castle County approved equal . If the blower package is supplied with a sound enclosure, the pressure relief valve shall also be housed by the sound enclosure and shall relieve into a segmented section of the sound enclosure.

I.Each package shall be supplied with one check valve that shall be installed on the discharge line. It shall be of the full-bore low pressure-drop, flapper type design with a steel body, and steel flap embedded in EPDM with full-contact seal. The valve shall be removable without

disturbing the piping. The valve shall be manufactured by Aerzen , or New Castle County approved equal . Pressure losses produced by the check valve shall be included in the blower performance calculation.

J. Each package shall be supplied with the following instrumentation and switches:

1. One inlet vacuum gauge, Dwyer model 2040 , or NCC approved equal, with 4” dial and scale from 0 to –40 inches of water column. Gauge to function as a filter maintenance indicator.

2. One discharge pressure gauge, Aerzen model 32-0053-02 , or NCC approved equal, with 4” dial and scale from 0 to 20 psig. The pressure gauge shall have a stainless steel case and be glycerin-filled for pulsation dampening. A pulsation snubber shall be provided.

3. One discharge temperature gauge/switch, Jumo type 8523-20-10 , or NCC approved equal,

with 4” dial and scale from 32 °F to 572 °F. NEMA 4 enclosure, 5A @ 250volt, SA 28 SPDT microswitch, and UL &CSA approved.

4. One E-Stop switch, mounted on the face of the blower enclosure, Siemens model 52PX2V2, or NCC approved equal, NEMA 4X rating, two (2) normally closed contacts.

5. The switches and motor thermostat shall be prewired to a labeled terminal junction box inside the blower enclosure.

K. Each blower shall receive it s initial oil filling at the factory. Oil to be fully synthetic Mobil

SHC 629. For continuous discharge temperatures greater than 248°F, Mobil SHC 630.

L. Each package shall be supplied with a sound enclosure covering the entire blower package. The enclosure shall provide suitable protection for outdoor installation under the specified site conditions (wind load and snow load). The enclosure shall be designed so as to be able to install them side-by-side with all maintenance done from the front or back of the package. Details are as follows:

1. Panels shall be made of galvanized steel sheet, powder coated in a light reflecting, blue color per RAL 5001. The skid shall be of the same color. Sound enclosure acoustic material shall comply with UL 94 - HF1 for fire-retardant, self-extinguishing, non-dripping materials.

2. The enclosure and the blower package must be both mounted on a skid/oil-drip pan designed for meeting environment protection standards and for easy transportation and installation.

3. A grounding strap shall be installed between the blower base and the package skid to bypass any vibration isolating mounts.

4. Quick release panels, each less than 50 lb (as mandated by MSHA) must provide easy and quick access for routine maintenance of the blower and the package components.

5. A high efficiency blower shaft driven ventilation fan shall provide ventilation and cooling integral to the sound enclosure. Cooling fan shall be sized for sufficient heat removal from the sound enclosure, even when the blower is operated with a VFD.

6. Electrical components, instrumentation and instrument connections shall not be mounted or interface with moving panels of the sound enclosure.

7. Both blower oil sumps shall be piped to a common fill and drain, located at the front of the package for easy maintenance. An oil level indicator shall be mounted on the outside of the enclosure, which gives an accurate oil level indication while the blower is in operation. All oil lines to be hydraulic hose with fittings. No plastic tubing with compression fittings are allowed.

M. Each package shall include an external inlet silencer fo r installation on the building exterior. The unit shall be equipped with an epoxy coated mesh element for the purpose of preventing large debris from entering the inlet pipe connection. Final filtration of the process air will be accomplished local to the blower package. The silencer shall be Solberg 2G, with a standard ANSI flange discharge connection.

PART 3 EXECUTION

3.01 DELIVERY

A. Deliver the rotary pd blowers to the New Castle County receiving warehouse located at 100 New Churchmans Rd., New Castle, DE, 19720. Warehouse hours of operation are from 7AM to 3PM, Monday through Friday.

B. All equipment shall be completely factory assembled, skid mounted, crated and delivered to protect against damage during shipment.

C. All exposed flanges shall be covered and sealed with shrink-wrap to prevent the entrance of moisture. Finished iron or steel surfaces not painted shall be properly protected to prevent rust and corrosion.

D. Spare parts shall be properly bound and labeled for easy identification without opening the packaging.

3.02 FIELD SERVICE AND TESTING

A. Representatives of the blower manufacturer shall verify and adju st blower and motor alignment , belts, controls, gauges, filters, valves and all safety and performance features to confirm the correctness of the installation.

B. After installation of all equipment has been completed and as soon as conditions permit, the m anufacturer shall provide a total of two (2 ) trip s for a total of four (4 ) 8 hour days to verify the installation s and conduct an acceptance test under actual operating conditions of each blower package , as well as provide onsite tra ining for all new blower packages . The test s shall consist of 3 hours ’ operation of each blower with readings taken and recorded at 30-minute intervals. The manufacturer shall make any necessary adjustments to correct the operation of the blower packages.

C. If during testing it is discovered that a blower package fails to meet the manufacturers guidelines and these specifications requirements, the manufacturer shall make any and all repairs up to and including complete replacement of the package in order to meet the performance demanded.

D. Upon completion of successful testing of a blower package the manufacturer shall document and confirm the successful installation in writing in a start-up report and the date of that start- up shall be the basis for the start of the blower warranty.

3.03 WARRANTY

A. The blower manufacturer shall warranty the rotary positive displacement blower packages to be free of defect for a period of two years from the date of successful start up.

BASIS OF AWARD

The Division of Purchasing shall award this contract to the lowest responsible and responsive bidder(s)

who best meets the terms and conditions of the bid. The award will be made on the basis of price, product

evaluation, and prior history of service capability.

The Division of Purchasing reserves the right to reject any or all bids in whole or in part, to make multiple

awards, partial awards, award by types, award by sections, item by item, or lump sum total, whichever

may be most advantageous to New Castle County. There is no guarantee that New Castle County will

grant to any awardee any request for services and/or products.

Pursuant to County Code, New Castle County reserves the right to purchase goods, contractual, and 

professional services from other governments and cooperative purchasing agreements when it is 

determined by the Office of Administrative Services to be in the best interest of the County.

ADDITIONS

New Castle County may require other services, products, and/or additional equipment not specifically

listed. Vendor may be given the opportunity to provide a quote.  Should New Castle County deem the 

quote to be non-competitive, New Castle County reserves the right to seek proposals from other vendors.

INSURANCE

Workers’ Compensation & Employer’s Liability Insurance

Vendor shall purchase and keep in force and effect workers’ compensation insurance that will

provide the applicable statutory benefits for all of the vendor’s employees who may or do suffer

covered injuries or diseases while involved in the performance of their work for the Vendor; and,

even if permitted to do so by statute, Vendor shall not reject any worker’s compensation insurance

option that, in the absence of such a rejection, would be applicable to any of the said employees.  

The policy providing the workers’ compensation insurance shall include: (1) broad form all-states

coverage; (2) an endorsement that specifically waives any subrogation rights the insurer would

otherwise have against New Castle County, its officials or employees.

Vendor shall also purchase employers’ liability insurance with minimum limits of $1,000,000 for

each bodily injury or disease occurrence, and $1,000,000 aggregate for all bodily injuries by

diseases within the coverage period regardless of the number of employees who may sustain

bodily injury by disease or accident.

Automobile and General Liability Insurance

Vendor shall purchase: (1) motor vehicle liability coverage, covering any and all claims for bodily

injury and property damage that arise out of Vendor’s performance of work for New Castle

County.  (2) Such insurance shall have liability limits of at least $1,000,000 per occurrence, and 

$2,000,000 annual aggregate, (3) comprehensive general liability with coverage for the following

liability “hazards” as defined in the policy forms or endorsement thereto: (A) premises and

operations; (B) completed operations; (C) contingent liability for the operations of subcontractors

involved in the performance of the work; and (D) contractual liability.  Limits of coverage shall be

at least $1,000,000 per occurrence and $2,000,000 annual aggregate.

( ) Professional Liability Insurance (applicable if checked)

Each vendor of professional services for whom this provision is applicable shall provide

professional liability insurance with limits of at least $1,000,000 per occurrence and $3,000,000

annual aggregate.

All insurance required under this contract except workers’ compensation, employers liability, and

professional liability (if applicable) shall be provided on a policy(s) that specifically names New

Castle County, its officials and employees as additional insureds.

All insurance required under this contract except workers’ compensation, employers liability, and

professional liability (if applicable) shall be provided on a policy(s) that specifically names New

Castle County, its officials and employees as additional insureds.

Each policy shall provide an endorsement that specifically waives any subrogation rights the

insurer would otherwise have against New Castle County, its officials or employees.

Each policy shall be endorsed to require the insurer to give New Castle County at least thirty (30)

days’ advance written notice of the insurer’s intention to cancel, refuse to renew, or otherwise

terminate the policy, suspend or terminate any coverage under the policy, or reduce any policy

limits, increase any policy deductibles, or otherwise modify or alter any terms or conditions of the

policy or renewal issued by the same insurer.

Each policy shall be written by a carrier licensed by the State of Delaware to do insurance

business of the type involved in the State of Delaware, and which has, and maintains for the life of

this contract, at least an “A” rating from the A.M. Best Agency with “Stable” outlook.

Any change in this rating or outlook must be related to New Castle County by the Vendor or

insurance carrier as soon as possible upon learning of same; and the Vendor shall use due

diligence with its insurance broker or carrier to keep track of same.

All insurance required under this contract except workers’ compensation, employer’s liability and

professional liability shall expressly provide that such insurance shall be primary insurance; and

any similar insurance in the name of Vendor shall be excess and non-contributing.

Deductibles for insurance provided under this contract shall not exceed five percent (5%) of policy

limits.

INDEMNITY

Vendor shall indemnify, defend, and hold harmless New Castle County from and against any and all claims, demands, suits, judgments, costs, and expenses asserted by a person or persons, including, but not limited to, agents, employees, or volunteers of vendor, by reason of death or injury to persons, or loss or damage to property, resulting from operations or use of services, products and/or equipment purchased

hereunder, or sustained in or upon the premises of New Castle County.

MSDS

If required by State or Federal regulations, the successful vendor must provide the M.S.D.S. sheets to the

Risk Management Division and to the requesting department.

NOTE

It is the intent of New Castle County that minority-owned businesses shall have the maximum feasible

opportunity to participate in the performance of contracts in the capacity of prime vendor.

FUNDING OUT

The continuation of this contract is contingent upon funding appropriated by County Council.
