    IntroduCtIon

    Since 2004 EBNs ull membes, the EC-BICs (accedited Business and Innovation

    Centes), povide a ull ange o data with the initial pupose o ensuing that

    the EC-BIC tademak emains associated to innovation-based incubatos with

    always inceasing quality standads. This enabled EBN to acquie a wide set o

    data which, evey yea, is e-shaped in the om o the BIC Obsevatoy. This yea

    makes no eception!

    Also this yea the data was collected using the standad pocedues though the

    EBN on-line sel-assessment questionnaie. In 2011 thee wee 144 BICs in Euope

    and beyond, 130 o these povided answes that wee checked and hence validated

    by the EBN quality team in the st quate o 2012. These epesent a little ove

    90% o the BIC univese, endeing the data statistically vey elevant and making

    it possible to povide a eal pictue o what has happened last yea within the BIC

    community.

    What will be shown in this epot theeoe is the esult o the had wok donedaily by the BICs staf and epets in suppoting new innovative stat-ups and in

    intoducing innovation within selected eisting ms in the teitoies they seve.

    Lets take a quick bids eye view o the data. Last yea the EBN netwok has

    poduced moe than 5500 stat-ups, a little bit o a slowdown espect to the

    data we had on 2010, but this is balanced by a aise in the total numbes o jobs

    poduced which is a gue close to 20.000, and again we can see that the cost

    o ceating this jobs has signicantly deceased (as well as the public secto

    contibution o each job ceated)! A sign o inceased eciency!

    To have moe insights, you will have to go owad in eading the entie

    epot, but beoe going into details about numbes and stats, we would

    like to take the oppotunity to thank all the BICs. Women and men, who have

    been able to take some time of om thei busy schedules to povide the data

    that makes EBN the unique holde o a poweul database with inomation

    on the Euopean innovation-based industy. An asset, we believe not many

    can count on, and that is put to the sevice o EBNs membes in the om o

    etensive epoting and always-moe sophisticated benchmaking tools.

    As moe people ae contacting the BICs to get a st advice on entepise ceation,

    the incubation pocess though the BIC model seems to have become moe

    selective in the initial stages. This is also, most pobably, one o the key elements

    o success o the BICs which still epot a vey high suvival ate o the suppoted

    companies. This inceased selectivity is coelated with the highe ocus made by

    BICs on innovation-based applications and entepeneus.

    O couse the BIC tademak is povided also to oganizations who not only

    suppot the ceation o innovative stat-ups, but who, among othe things,

    pomote the intoduction o modenization pocesses and o innovation in eisting

    SMEs. In 2010, the BIC netwok has indeed shown inceased values o the KPIs inthis maket segment. Ove 14000 SMEs have eceived suppot in 2011 (vaiation

    +31,5%) and ove 7000 jobs have been ceated in eisting SMEs (vaiation +16%).

    The beakdown o sevices povided to SMEs makes us undestand that access

    to nance is among the most equested, ollowed by a specic suppot to design

    and implement innovative pojects. The need o innovation diagnostics is also

    evincible om the data collected, as 22% o the sevices deliveed to eisting

    SMEs ae ight on that taget.

    conming that being innovative is one o the key chaacteistics o the stat-ups

    When zooming into technological innovation it is inteesting to analyze what

    has happened duing 2011 with egads to IP development. Indeed the BICs have

    collectively suppoted 2491 companies with IP issues, have equested 666 patents

    o companies and entepeneus, who have nally been ganted a total o 307

    patents. The gues show that thee has been a decease in the numbe o clients

    suppoted when compaed with the 3006 suppoted in 2010 (vaiation -17%),although the EBN netwok has epeienced an incease in both, the numbe o

    patents equested (vaiation +14%) and the numbe o patents ganted (vaiation

    +15%). Anothe sign o the BICs inceased eciency.

    Ove 3600 clients o the BICs have been made eady to invest, though the BICs

    sevices. This epesents an incease o 22% om the yea 2010, although the total

    amount o capital aised o the companies has deceased by 5% to an estimatedtotal o 300.473,76.

    Looking into the difeent souces o unding, in 2011, we can see that thee have

    been quite signicant changes since the yea beoe. Indeed ventue capital has

    deceased, as well as ealy stage unding. The othe types o capital aised has

    eached 50% o the total, making it woth, net yea, to investigate what actually

    othe capital aised means. Fom a look to gue 6, it appeas that govenment

    unding schemes and access to bank loans ae most pobably the two itemswhich will mainly compose the othe categoy. Moeove moe attention should

    pobably be made to Business Angels Investment as many BICs have developed

    close links with vaious netwoks.

    Aleady last yea we egisteed a decease o the aveage occupancy ate,

    which hit the low o 78% in 2010. Fo 2011, as can be viewed by the table above

    the data conm the tend, and we obseved a deceased value o 63%. Is it a

    sign o the times which calls back the ecession spectum, which has indeed

    paticulaly afected the popety development component o incubatos? O is

    it a clea indication that thee might be the maket is demanding o moe vitual

    incubation sevices? Indeed this is not good news, but thee is an oppotunityto put moe emphasis on the non-inastuctual sot components o the BICs

    sevice potolio.

    The KPIs maybe can tell us something! The numbe o tenants hosted in physical

    incubatos has seen a vaiation o -19,5%, a gue highe than the -15,4% vaiation

    o all stat-ups ceated in the netwok, maybe poviding some indications that, to

    some etent, thee is the need to go vitual. The same eecise can be done looking

    at the statistics o the employment by incubato tenants. Indeed the vaiation o

    employment in tenant companies has been o -19,8% which compaed to the moe

    geneal gue calculated above o a decease o jobs ceated in statups o -3,1% ,

    can be seen as a conmation o the above statement on vitual sevices.

    Some inteesting thoughts aise om the analysis o the value o money,

    specically i we compae the gues o this yea with the tends in the last yeas.

    Indeed, aleady in 2010 we could see that thee was a decease in the cost pe job

    ceated, a decease which is conmed in 2011. We can also see that this decease

    is accompanied by a decease o the public nancial contibution pe job ceated.

    I the cost pe job ceated has deceased o 9,72%, the public nancial contibution

    has also deceased o 5,65%, which means that in elative tems thee is a highe

    contibution pe job ceated o the public secto in the public/pivate secto tadeof,

    but, in absolute tems a negative vaiation needs to be anyway epoted.

    The business model o the BICs still depends heavily on public secto unding

    which epesents 67% (63% in 2010) o the total income o the EC-BICs. The total

    investment o the public secto in the BICs in 2010 is estimated at 181.582.532,00

    (estimated collective amount) wheeas in 2011 the estimation is o 175.685.071,00.This vaiation o -3,2% can patially eplain the incease in the value o money

    inde, especially i coupled with the inceased numbes o jobs ceated in the

    netwok (in new stat-ups and eisting SMEs).

    The gues above denitely conm that thee has been a moe ecient use o

    to adapt themselves to changing cicumstances. The gues below instead, ae

    Among all the statistical calculations that stem out o the dataset, the value o

    money in tems o cost pe job ceated in tems o public nancial contibution pe

    job ceated, povide pobably the most poweul inomation on the impact BICs

    can achieve. A public nancial contibution o less than 8.000,00, epesenting72% o the actual unds needed to ceate a job, with a suvival ate o aound

    90%, is quite a unique agument demonstating that the BICs community has

    a stong and ecient impact on the economic egeneation pocess and on the

    geneation o new ms and jobs. A mission o clea public inteest, poweed by

    entepeneus.

    The public secto is o couse heavily involved, as can be seen in table 9, which

    epots the degee o owneship (in tems o voting ights) o the BICs. Howeve,

    the involvement o the public secto could and should be upgaded, in odeto povide moe esouces investing in human capital (and less on physical

    inastuctues), the human skilled and epeienced human esouces who can be

    engaged in boosting the BICs value chain, with a net positive leveage efect on

    the ceation o ms and jobs and on the development o competitive SMEs.

    This epot demonstates that investing in BICs is a sae and sound investment othe public secto. A low-isk investment, as the suvival ate is vey high, with high

    and ast etuns since in less than 1 yea the public secto will get its investment

    back thanks to the inceased ta inow it has geneated suppoting the ceation

    o new jobs.

    The catchment aea o BICs is vey much local and egional. BICs ae and emain

    local tools to suppot entepeneuship and ae acknowledged mostly by egional

    coe mission o the BICs is to sustain entepeneuship, 28% o these wee diectly

    involved in entepeneuial guidance activities.

    68% o the BICs ae actually poviding these sevices though in-house schemes o

    in patneship with patne oganizations, including though the newly established

    EBN sot landing platom.

    Much action takes place when it is time to pomote entepeneuship. Indeed

    ove 4200 events have been oganized acoss the netwok and these have been

    attended by moe than 158000 people, while when it comes to taining ove 5200taining sessions have been oganized o moe than 58000 paticipants. The

    Appaently SMEs ae looking o specic pogams to develop innovations in thei

    own companies, which o couse bings the case o seious innovation diagnostics

    to be undetaken by the BICs (22% o the sevices deliveed to SMEs ae innovationdiagnostics as pe gue 3).

    Taining activities have been oganized thoughout the netwok also o eisting

    SMEs. 2300 events have been oganized in 2011 which saw the paticipation o

    moe than 33500 SMEs.

    It is possible to zoom into the development o innovative pojects o SMEs and

    to undestand the content o these pojects. Oveall 75% o the BICs ae ceating

    and suppoting SMEs with pojects elative to the establishment o coopeation

    among the SME themselves and the r&D institutions o the aea. Moe than hal o

    the BICs (55%) ae developing intenational technology tanse oppotunities as

    well as SME specic nancing schemes. Also coss-bode coopeation pogams

    hit high in the list (50% o BICs), as intenationalization o businesses emains a

    high pioity.

    Intenationalization sevices ae equested by SMEs and signicantly deliveed by

    BICs. Indeed 95% o the BICs epot being eady to povide sevices o SMEs to

    stat intenational business, and 72% o the BICs have epoted doing assessments

    on intenationalization needs.

    SIGNPOSTING

    Coopeation with othe oganizations o intenationalization activities is quite

    stong. As can be seen in the gue below BICs signpost o such sevices mostly

    to Chambes o Commece, to govenmental epot agency and to pivate

    consultants. Coopeation in this espect with the Entepise Euope Netwok

    involves 50% o the BICS.

    Moe geneally the BICs ely on thei netwok to be able to both, povide a ully

    compehensive ange o sevices, and to make sue these ae popely tailoed to

    the needs o the entepeneus and SMEs. Indeed no BIC epots opeating alone,

    without patneing no signposting activities! Legal and accountancy sevices

    ae heavily signposted, as well as the sevices elated to epetise on intellectual

    popety ights.

    As aleady epoted above BICs ely o two thids o thei needs on thepublic secto. Thee is o couse a diect coelation between the public secto

    benetting om the BICs actions and the public nancial contibution afecting

    the ovewhelming majoity o the BICs (only 1 BIC epots not eceiving unds om

    the public secto in 2011).

    Inteesting things have happened last yea! Ate moe than a quate o a centuy,

    EBN can again demonstate that BICs still epesent one o the most ecient

    answes o ceating new ms, geneating jobs enabling applied innovation acoss

    SMEs, and stimulating local and egional economies.

    Futhe challenges ae awaiting BICs in the nea utue as new tends, altenative

    methodologies and advanced tools ae emeging. Living labs ae booming, the

    co-woking movement is gowing, open innovation is evealing its potential, angels

    unds and cowd unding ae catching the entepeneuial communities attention,not to mention the new wave o acceleation pogams. I see that BICs ae moe

    and moe able to integate these new tends though a coopeative mindset athe

    than a competing attitude, which again conms the ndings o the obsevatoy

    epot, whee comments wee made about the eal capacity o the BICs to adapt

    to new contets.

    The cuent challenging economic times actually pesent etaodinay

    oppotunities o enhancing the competitiveness o oganizations though

    innovation, coopeation and entepeneuship. We stongly believe thatbottom-up mico-economic initiatives (entepise ceation and development

    based on innovation and collaboation) can signicantly and positively afect the

    maco-economic landscape. Communities o poessional enables such as BICs,

    Incubatos and simila oganizations ae ecient geneatos and acceleatos o

    entepeneuial innovations and the engine o building myiads o mico & mezzo-

    business objects.

    The Euopean Economy needs to enhance the opeational eciency o the delivey

    mechanisms though which challenges ae addessed and solutions ae deliveed!

    As descibed in the statistics above, BICs and thei stakeholdes ae ofeing the

    peect stat+gowth packages to thei innovating custome-entepeneus,
