PRODUCTION SUPPORT SERVICESThe production support services of the bureau aim to touch the lives of the fisherfolk, especially the marginal

one whose income is dependent on fishing and fish farming, by providing them alternative livelihood and technical assistance to augment their income.

Despite the damages caused by successive typhoons that hit Caraga region early this year, the Bureau through the maintained Caraga Fisheries Research and Development Center for Freshwater Development (CFRDC) in Anibongan, Kitcharao, Agusan del Norte continually produced GET EXCEL tilapia and common carp fingerlings for distribution to fishfarmers and partner LGUs region-wide. Within this year, the center has a total production of 6.190 million pieces of tilapia and carp fingerlings and dispersed 5.909 million pieces to backyard fishponds and fresh water fishcages region-wide including stocking in communal waters (Table 1), serving 1, 121 fishfarmers and 86 LGUs.

W ith its bountiful resources, Caraga is said to be a promising region for fisheries expansion and development. The Bureau of Fisheries and Aquatic Resources, being lead agency in boosting

the region’s fishery sector have yielded valuable efforts to address the needs and concerns of the different stakeholders. This year, the bureau’s interventions were focused on projects and activities that provide appropriate support and assistance to fisherfolks, especially those who were adversely affected by series of calamities that hit the region during the year.

The center has also continually extended support for the maintenance and operation of government hatcheries particularly the Provincial Tilapia Hatchery in Patin-ay, Prosperidad, Municipal Tilapia Hatchery in Esperanza, both in the province of Agusan del Sur and Provincial Fish Nursery at Tago, Surigao del Sur. Through this support, the region has a total production of 7.655 million pieces and 7.755 million pieces were dispersed serving 3,061 fish farmers, 1 academe and 117 LGUs.I

to the provinces of Agusan del Norte, Surigao del Norte, Surigao del Sur and the Province of Dinagat Island benefitting 293 individuals and 6 fisherfolk organizations as beneficiaries. A total of 155 individual and 6 seaweed grower associations in the province of Surigao del Norte, Surigao del Sur and Province of Dinagat Island were also provided with seaweed farm inputs and seedlings to expand seaweed farms and increase seaweed production in the region. A total of 42,500 kgs seaweed propagules were distributed including logistics like ropes (135 bundles) and bouys (2,750 pcs) were distributed in the said provinces.

Input Assistance to the Fisherfolk

The municipal fisherfolk were provided with input assistance for the top three commodities: bangus, tilapia

and seaweed, and other commodity such as prawn fry as support not only for livelihood but also support to fisheries

production in the region. A total of 527,000 pieces of bangus fingerlings were distributed

Deep-sea fish shelter project

The bureau also extended support to prawn growers in the province of Agusan del Norte by providing them 1.27 million pieces of prawn fry to increase their pond yield and income.

Fishing Gears/Paraphernalia Distribution

In an effort to help increase the fish catch of the fisherfolk, thus increasing their income, the bureau has provided various environment-friendly fishing gears/paraphernalia. A total of 233 units of bottom set gillnets were distributed to the provinces of Agusan del Norte, Agusan del Sur, Surigao del Sur and Province of Dinagat Island; 10 units of drift gillnets in Agusan del Norte; 530 units fish pots in Surigao del Norte, Surigao del Sur, Agusan del Norte, Agusan del Sur and Province of Dinagat Island; 14 units shallow-water fish shelter (steel frame) in Surigao del Norte and Surigao del Sur; and 3 units cylindrical deep-sea fish shelter (steel plate) in the province of Surigao del Norte benefitting a total of 14 LGUs, 143 individuals, 28 fisherfolk associations and 1 CFARMC beneficiaries.

Seaweed Development Program (SDP)The bureau continues with its support and

development efforts in boosting the region’s seaweed production. Seaweed is one of the promising aquaculture commodities that has been given a push in the fisheries sector due to its high demand in market, both in local and international.

BFAR-13 thru the on-going Seaweed Development Program (SDP), has established various interventions to address various concerns on seaweed industry in the region. The bureau also had continuously expanding in

terms of technology and of development in the seaweed culture through the establishment of Seaweed Tissue Culture Laboratory, which is the first in Mindanao.

For the year 2011, the region has an existing production area of 768.95 hectares of seaweed with 520 hectares potential areas for production wherein Surigao del Norte and Surigao del Sur are the major seaweed-producing provinces. Through the SDP in coordination of the Provincial Fishery Offices (PFOs) and the Local Government Units (LGUs), Caraga has able to maintain

the established 7 sites of seaweed nurseries including the 3 Provincial Seaweed Nurseries in the provinces of Surigao del Norte, Province of Dinagat Island and Surigao del Sur. The Regional Seaweed Nursery in Lianga, Surigao del Sur was also maintained which serves as the center for outplanting of laboratory-cultured seaweeds from the newly inaugurated Seaweed Tissue Culture Laboratory. The seedstocks has been culture in the laboratory for 20 days prior to outplanting in the nurseries for culture and will then be dispersed to seaweed farmer beneficiaries. This year, the nursery was able to produce 2.13 MT of seaweeds propagules out of 2,123 grams outplants from the laboratory.

Establishment of test plots for seaweed were also implemented in the provinces of Surigao del Norte (3 sites in Dapa), Surigao del Sur (1 site in Bayabas), and Province of Dinagat Island (10 sites in Libjo, Cagdianao and Dinagat). The establishment of these test plots serves as basis in determining the suitability of the area and the desired methods of farming to be applied.

With these BFAR-13 interventions, the region has an annual production of 20,401.58MT which has a slight decrease from 2010 report (21,454.52 MT) based on BAS 2011 seaweed production report. The slight decreased of production can be attributed to the series of typhoons that hit the region and the occurrence of ice-ice disease and epiphytes infestation.

Other activities implemented under SDP include:1. Distribution of Inputs such as; 42,500 MT seaweed

propagules, 135 bundles P.E. ropes and 2,750 pieces bouys.

2. Conduct of Training in Seaweed culture, management, post harvest and value-adding in coordination with the Fisheries Extension, Training and Communication Division (FETCD), LGUs and RFTC-Panabo and concerned Peoples Organization/Association and Cooperatives through request.

3. Establishment of 22 units wooden Seaweed Solar Dryer at the different municipalities of Surigao del Norte, particularly in Siargao Island and Surigao del Sur.

4. Monthly monitoring on the price of Raw Dried Seaweed (RDS). This is to be updated on the price

for dissemination to stakeholders and available market outlets (buyers/traders/processors).

5. Conduct of Research in coordination with CFRDC.

6. Maintenance of Seaweed Tissue Culture Laboratory at Masao, Butuan City to produce quality seaweed propagules to be distributed to seaweed farmers.

7. Attendance to Seaweed-related symposium/workshop and meetings to be updated with the recent developments of the seaweed industry.

Maintenance of Mariculture ParksThe region has maintained the four

(4) established Mariculture Parks (MPs)particularly in Barobo, Surigao del Sur; Dapa, Surigao del Norte; Nabago, Surigao City; and Basilisa, Province of Dinagat Island. The project is adopted in the region as an alternative livelihood for coastal fisherfolk.

As of this year, major activities for the project were the provision of twenty (20) units fish cage, circular bamboo cage structure that were distributed to the four maintained mariculture parks in the region: ten (10) units in Nabago MP, four (4) units in Barobo MP, five (5) units in Dapa MP and one (1) unit in Basilisa MP. Five (5) units “Gango” with Nursery Cage Conditioning were also deployed as livelihood support to the fisherfolks and locators in Barobo MP.

LIVELIHOOD SUPPORT TO CALAMITY AFFECTED FISHERFOLK

Caraga region is vulnerable to drastic calamities that it caused significant decrease in fish production for the first quarter of the year due to damaged fisheries-related infrastructure, facilities and even fishing paraphernalia. In connection to this phenomenon, a number of marginal fisherfolks came to the agency to plead their hapless plights.

With this, BFAR-13 made an initiative to craft a massive aid effort that would help restore the marine ecosystem and at the same time rehabilitate the livelihood of those unfortunate fisherfolks who were adversely affected by series of typhoons that hit Caraga.

For the Province of Agusan del Norte, the target output of 1M pcs of prawn fry to be dispersed was ultimately achieved. With the dispersal of Bangus fingerlings throughout the province, it exceedingly summed-up to a total of 130,190 pcs dispersed with having a target of only 130,000 pcs. Environment-friendly fishing gears/paraphernalia were also turned-over to the different fisherfolk associations in Agusan del Norte. There were 70 units of gill nets distributed to the latter this year.

Fortunately the Province of Agusan del Sur was

spared from most of the calamities this year. Thus, the agency only dispersed 500,000 pcs of tilapia fingerlings attaining its target for the whole year.

Various activities and projects were also conducted in the Province of Surigao del Norte. Prawn fry dispersal had a remarkable distribution of 884,000 pcs to the municipalities of Placer, Bacuag,

REGULATORY SUPPORT SERVICESThe regulatory services of the bureau have continuously implementing the different

functions and services to promote the development, conservation, management and proper utilization of the region’s fisheries and aquatic resources.

To efficiently avoid the spread of diseases and other illness that may affect the fishery industry and ensure as well that the fish/fishery products coming in the region are safe for human consumption, The Fisheries Inspection and Quarantine Services (FIQS) has an important task on the inspection of fish and fishery products in the region transported through air, sea and land for domestic transport using the particular Quarantine procedures.

Fish Inspection and Quarantine Services (FIQS)

Gigaquit and Surigao City respectively which was far enough from its target output of 500,000 pcs dispersal. Still on the same municipalities and lone city, a total of 166,000 bangus fingerlings were dispersed. The municipality of Dapa and the city of Surigao were also grateful for having 15,000 pcs seaweed propagules and 100 bundles of ropes. There were also 52 units of bottom set gillnets handed-over to the municipality of Mainit and Surigao City. On the other hand, the municipality of San Francisco and Surigao City were fortunate enough to have two (2) sites of fish sanctuaries rehabilitated this year.

Meanwhile, Surigao del Sur almost had the same benefits acquired from the said project. The different LGUs of the composite municipalities of the said province were greatly overwhelmed upon receiving 510,400 pcs of prawn fry; 230,000 pcs bangus fingerlings and 20,100 pcs seaweed propagules. Aside from those aforementioned production support services rendered by BFAR-13, the agency had also successfully doled-out fishing gears and paraphernalia

to the province of Surigao del Sur. To name a few were bundles of ropes (50); pcs of buoys (1,000) and units of bottom set gillnets (50). Same as Surigao del Norte, SDS had also two (2) fish sanctuaries rehabilitated.

The said project was also on a roll in the Province of Dinagat Island where a number of fisherfolks had

benefited on it. There were in fact 76,000 bangus fingerlings dispersed in the whole province; 8,000 pcs of seaweed propagules distributed; 38 bundles of ropes given and 30 units gillnets conferred.

To top it all, BFAR implemented projects on Livelihood Support for Calamity Affected Fisherfolk in Caraga Region had accomplished a total of 2,394,400 pcs of prawn fry; 602,190 pcs bangus fingerlings; 500,000 pcs tilapia fingerlings; 43,100 kilograms seaweed propagules; 238 bundles of ropes; 1,000 pcs of buoys; 202 units of bottom set gillnets dispersed/distributed and 4 sites of fish sanctuaries rehabilitated throughout the region this year.

For this year, the FIQS has inspected 1,843 incoming and 3,586 outgoing vessels for domestic movement of fish and fishery products at the Ports of Nasipit, Agusan del Norte, Surigao City and Lipata, Surigao City. A total of 899 inspections were conducted on fish carriers and 12,018 clearances were issued for fish and fishery aquatic products transported outside the region such as follows:

The Quarantine Officers also boarded and inspected 297 foreign vessels at the Ports of Masao, Butuan City, Surigao City and Surigao del Sur.

The leasing sector accomplished one (1) FLA for renewal for another 25 years and 3 cases/conflicts deliberated and with 3 legal advisory conducted by representatives from Legal Office of BFAR at Regional level. On the extent of the development, operation and production of the

Fishpond Lease Agreement (FLA)

fishpond areas, a total of 5 annual reports were verified and evaluated, 16 inspections and verification endorsed to Central Office, 16 fishpond inventories under FLA and issued 119 from the 70 target notices for FLA rentals which summed up a total collection of Php 903, 260.

Commercial Fishing Vessel and Gear Licensing (CFV/GL)

Within the year, a total of 4 commercial fishing vessels and gears were registered under inventory period, issued licenses and commercial fishworker’s ID to 108 commercial fishermen, and 13 clearances to commercial vessels. Through a close coordination with the Provincial Fishery Offices, LGUs and other agencies involved, the bureau had conducted a total of 50 vessel inspections, 29 evaluation of fish catch submitted by CFV operators, and 10 CFVGL orientations to commercial operators. Through the year, the bureau had collected a total of amount of Php 6, 082 from fishing vessel and gear licenses.

Coastal Resource Management (CRM)

Coastal resource management program gains popularity for its vigorous implementation in Caraga region. This is one component of the bureau’s regulatory services to ensure the protection, wise utilization and sustainable use of fisheries and aquatic resources.

For this year, a total of 11 fish sanctuaries were monitored and assisted underwater by the trained and licensed open-water divers of the bureau’s Fisheries Resources Management

In collaboration with the Provincial Fishery Offices, 5 sites of fish sanctuaries were rehabilitated in the provinces of Surigao del Norte and Province of Dinagat Islands, and 5 sites (30 hectares/site) were established in the provinces of Agusan del Norte and Surigao del Norte. The province of Agusan del Norte had also provided materials for Artificial Reefs (ARs) to LGU-Cabadbaran City for deployment in Calibunan Marine Fish Sanctuary while materials for the installation of marker bouys had been delivered to the municipality of Carmen for installation at Poblacion Marine Fish Sanctuary.

Fish Health Management

To support the production and regulatory activities of the fishery industry in the region, the RFHL staff continuously performs the regular activities in the Fish Health Management. For this year, the RFHL Caraga has accomplished 51 analyses on Molecular Diagnostic using PCR in the detection of White Spot Syndrome Virus (WSSV); 71 Fry Quality analyses; 70 samples for Quantitative Bacteriology; 44 samples for Parasitology; 48 Plankton Profiling and 220 samples for Water Quality Analyses for Aquaculture purposes. The staff has conducted monitoring on one (1) fish kill occurrence in Cantilan, Surigao del Sur. The fish kill was due to depletion of Dissolved Oxygen as per result of the conducted water analysis. The RFHL also served 139 clients for the above-mentioned analyses and issued 4 Health Certificate for shipment

of prawn fry. Food Safety is one of the concerns of the National

Program of Residue Monitoring. For Caraga, the bureau had 10 registered farms for prawn and 15 for farms/cages for Milkfish. The 3 registered farms for Tilapia were damaged due to typhoons that hit the region on the early month this year. The program is not compulsory however; we encouraged operators to register with the bureau so that they would not encounter problems in the future, like selling their products to plants. The analyses in food safety include detection of banned antibiotic residues of Chloramphenicol and Nitrofurans, and regulated brands like CTC, etc.

The RFHL is also one of the members of the Agusan River Basin Task Force in Butuan City. For this year, the activity of the Task Force has culminated with the last quarter water quality monitoring that includes collection of fish samples for Microbiological and Heavy metals analysis. The RFHL was able to collect fish samples from the sixteen (16) stations and were sent to BFAR accredited laboratory in Manila for analyses. Results were being consolidated by NEDA Caraga for presentation to the Regional Development Council (RDC).

Red Tide Monitoring is now an additional task of the laboratory since it was downloaded to the regions on the last quarter of 2011. There are four (4) municipalities and one (1) city which have history of Harmful Algal Blooms and are being monitored. For now, RFHL conducts monitoring and collection of shellfish samples for analysis at the Marine Biotoxin Laboratory in BFAR Central Office. Plans include strengthening the capabilities of the Harmful Algal Bloom Unit of RFHL to ensure the safety of shellfish consumers.

To capacitate and equip the RFHL staff on various laboratory protocols, the bureau has sent two (2) laboratory staff to a Fish Health Management and Quality Assurance training on August 22 – 27, 2011 at the Development Academy of the Philippines in Tagaytay City. The training was conducted by FHMQAS of BFAR Central Office.

National Stock Assessment Program (NSAP)

The National Stock Assessment Program (NSAP) through the National Stock Assessment Program (NSAP) studies on the extent of exploitation of fishery resources in each fishing area in the country pursuant to Section 7, Rule 7.1 of the Implementing Rules and Regulations of R A 8550.

This year marks the 13th year of project implementation. The long term data collection of catch, effort and length frequency, which are necessary for the determination of Maximum Sustainable Yield (MSY), can be the basis of determining exploitation level of dominant species, closed season, seasonality among others that can be used in the regional management plan.

NSAP had continues its data collection, encoding, processing and analysis of data with the activity focused in three fishing areas in Surigao Strait and Hinatuan Passage and Dinagat Sound in the province of Surigao del Norte and Province of Dinagat Islands. For CY 2011, additional fishing ground has been added with monitoring stations situated in Tandag City, Cagwait and Bislig City focusing on tuna species. This is a project of BFAR-NFRDI through West Pacific East Asia Oceanic Fisheries Management (WPEA OFM) which aims to strengthen national capacities and international cooperation on priority transboundary concerns relating to the conservation and management of highly migratory fish stocks in the west Pacific Ocean and east Asia (Indonesia, Philippines and Vietnam).

Aside from the regular activities, a number of training-workshops were attended in Manila to capacitate the project leaders and technical staff to maintain the accuracy and quality data analysis. Among the activities were training –workshop on FiSAT Retooling and data processing and analysis last March 27-April 2, 2011. 2nd WPEA-Philippines NSAP Tuna data review workshop on May 12-13, 2011, Technical Writing and Paper Presentation Workshop last July 25-29, 2011. Apart from the workshop, the 10 year NSAP results were presented last Sept.12-14, 2011 at BSWM Hall, Diliman, Quezon City. The activity was attended by different

stakeholders, researchers, students and BFAR Regional Directors. For

Caraga region, Mr. Miguel O. Baay, NSAP, Project Leader presented the status of Hinatuan Passage in Surigao del Norte showing the following information;

a. Landed catch data from both municipal and commercial b. Gear inventoryc. Catch and Catch per Unit Effort (CPUE) trendd. Annual catch, CPUE and boats landed by major gearse. CPUE trend of selected municipal and commercial gearf. Potential Yieldg. Catch composition and relative abundanceh. Seasonalityi. Length frequency distribution j. To expand and cover-up more fishing grounds in the exploitation level, a proposal was submitted to NFRDI for funding. The proposal includes fishing grounds of Lianga Bay and Bislig Bay, considering the diverse fishery resources of the area that should be properly managed for sustainable utilization.

RESEARCH AND DEVELOPMENT

For the year 2011, several research programs and projects were conducted in the center in support to research and development. These include conduct of researches, establishment of techno-demo projects, participation in the BAR and other networking activities, station operation, maintenance and development and other intervening activities.

BFAR-Caraga Fisheries Research and Development Center’s involvements with the Bureau of Agricultural Research (BAR)’s Fisheries Regional Research Development & Extension Network have accomplished the following activities:

1. Conducted Fisheries RRDEN meetings and In-house review

2. Participated the 7th Agriculture and Fisheries Technology Forum and Product Exhibition and 24th BAR Anniversary Celebration in Manila

3. Submitted Project Proposal for Management of FRRDEN to NFRDI

4. Submitted the terminal report and liquidations for networking and IDG projects from CY 2000-2009, and

5. attended to the following activities such as; a.) National Stock Assessment Program

For the Community-based Participatory Action Research (CPAR) Program, the Center has two (2) on-going projects that include CPAR on Tilapia Pond-Based Hatchery in Brgy. Cayetano, Dinagat, PDI; and CPAR on Bangus Processing in Masao, Butuan City.

Fisherfolk association beneficiaries of the tilapia-pond based hatchery were composed of 100 members wherein eight (8) farmers already adopted the project. On the other hand, construction of the Process Plant for Bangus is on-going. Pre-implementation meeting with the CPAR Team members, Barangay Officials and beneficiaries was conducted. Training on Fish processing, Packaging & Labeling and Food safety was also conducted in preparation to the full-operation of the plant.

Furthermore, the Center contiued the BFAR-NFRDI program National Stock Assessment Program (NSAP). This program has been continually manned by the center to appraise the fishery resources in Hinatuan Passage, Surigao Strait and Dinagat Sound.

The Center implemented the following project such as; a) Verification Trials on the Growth Performance of Outplanted Laboratory-Cultured Red Seaweed (Kappaphycus alvarezii) at Barobo and Lianga, Surigao del Sur b) Semi-Intensive Milkfish Culture System for Small Scale Fish Farming.

For the station development, technical activities are the major projects and programs of the Center conducted annually and according to project duration such as:

Perimeter fencing, Construction of the 2 storey Dormitory building and Enhancement of the Fisherfolk Training Center is on-going.

Other activity of the center for this year is the Supervision on the Job trainees from Bohol State University. Students are deployed to different stations of BFAR-CFRDC including the projects of NSAP. This program will help ensure the capabilities of the students after graduation and be ready for the field works later on.

In summary, the BFAR-CFRDC has done its share of fulfilling the goals of the government for the fisherfolks towards sustainability and self-reliance. The station now is looking forward for 2012’s accomplishments and be of service to the people of Caraga Region.

FISHERIES EXTENSION SUPPORT, EDUCATION AND TRAINING SERVICES

Provision of Training & Technical Assistance

Through the Fisheries Extension, Training and Communication Division (FETCD), training support and technical assistance were extended to enhance the skills of the fisherfolk and develop their confidence for a positive outlook in the fishery as an industry. For this year, the bureau has successfully conducted 48 trainings region-wide; 13 in Agusan del Norte, 6 in Agusan del Sur, 17 in Surigao del Norte, 6 in Surigao del Sur and 6 in the Province of Dinagat Islands. It has a total participants of 1,586 that were trained on tilapia, bangus, seaweeds and other species such as mud crab and pangasius fish in different fields such as aquaculture, post harvest and regulatory. A total of 4,679 walk–in clients were assisted through provision of technical assistance during field visits and conduct of lectures and demonstration with 7,208 total beneficiaries.

Technical assistance on aquaculture, municipal fisheries, law enforcement and post-harvest technology as well as the right to information on the fisheries industry development to fisherfolk through out the region were provided by the bureau. This is in coordination with the LGUs in order to ensure that results of scientific studies reach the desired clienteles.

The establishment of technology demonstration project is a continuing activity of the bureau to provide alternative livelihood to fishermen, especially those who were displaced from capture fishing, and to help them generate income. This is one of the priority projects that have been undertaken to demonstrate matured technology, thereby promoting aquaculture production in the region.

Within the year, various techno-demo projects were implemented such as: freshwater fish cage (9 units); marine/brackishwater fish cage (12 units); Integrated farming (2 units); Tilapia Backyard fishpond (32 units); Abalone Culture in Pen (1 unit); Abalone and Siganid Polyculture in Pen (1 unit); and Mudcrab Culture Farming (1 unit) (Table 3).

The regional fisheries information section is the advocacy arm of BFAR-13. Region-wide updates of the latest fishery technologies, programs and services of the bureau w e r e d i s s e m i n a t e d through the distribution of information materials to clienteles that such as the produced and reproduced posters, brochures, flyers, hand-outs, tarpaulins, IEC calendar for 2012 and other Information, Education a n d C o m m u n i c a t i o n (IEC) campaign materials which totaled to 9,460 pieces for the whole year.

The section has also transmitted 12 press releases to local radio broadcasting stations and print media and informing the public on the newest updates on shellfish ban and red tide occurrence. The agency’s programs and highlights of projects and other regional activities were also informed to the public through the release of BUKANA, the semi-annual newsletter of the bureau. These programs and activities were also regularly broadcasted on-air through the contracted local radio station. Press conference, film showing and information caravan/exhibit were also conducted which highlights the celebration of Farmers’ and Fisherfolk‘s Month on May and Fish Conservation Week on October.

The Fisheries and Aquatic Resources Management Councils (FARMCs)

held last April 1-5, 2011 in Coron, Palawan which highlights the milestones of the FARMC program and focus on formulating strategies to produce fully functional and effective FARMCs that contributed to the attainment of the marching orders of the BFAR Director for 2011.The said conference also looked into

the issues and concerns that need to be addressed in program implementation in order to maximize the benefits of the national program for FARMCs towards achieving sustainable development of our fisheries and aquatic resources. (2) The FARMC Coordinators’ Workshop in Cagayan de Oro last May 25-29, 2011 also attended by JM David. The workshop was for consolidation of accomplishments for 2010 nationwide, attended by FARMC Coordinators and Alternates.

4. Conducted Regional Convention of Provincial FARMC Representatives to select a Regional FARMC Representative to the National Selection for the Fisherfolk Sector in the National FARMC. The activity was conducted last November 29, 2011 at Mount Bagarabon Beach and Mountain Resort, Surigao City. It was attended by the Provincial FARMC Representatives, PFO’s and Provincial FARMC Coordinators throughout the region.

The year 2011 has been a bright start for a much c l o s e r c o l l a b o r a t i o n between the LGUs and BFAR-13 as far as FARMC Organizing is concern. The Bureau, thru RFARMC-PMC has conducted/p a r t i c i p a t e d v a r i o u s activities for the year 2011 in line with its mandate to assist and facilitate the implementation of FARMC programs in the region. For this year, a total of 14 M/CFARMCs has re-organized region-wide. Technical support and financial assistance were provided by the bureau during the conduct of these re-organization activities region-wide. Other significant activities conducted by the RFARMC-PMC include:

1. Conducted FAO 196 Re-orientation Seminar and Consultative Meetings region-wide to discuss the proper organizing procedures and the required documents for funding assistance in the conduct of Re-organizing activities for M/CFARMCs. The seminar and consultative meetings were in synch with the FARMERs and FISHERFOLK Month Celebration in May.

2. Conducted FARMC-Regional Technical Working Group (RTWG) Convention in Butuan City on March, after the Commission on Audits Orientation to BFAR-13. The convention aims to discuss the issues and concerns of FARMC programs implementation in the region and to strategize ways and means for a more effective FARMC implementation.

OTHER INFRASTRUCTURE AND POST-HARVEST DEVELOPMENT SERVICES

Establishment of Seaweed Tissue Culture Laboratory

The Regional Fish Health Laboratory (RFHL) of BFAR Caraga has achieved another milestone with the Inauguration of the Seaweed Tissue Culture Laboratory on October 28, 2011. It was attended by BFAR Assistant Director Gil A. Adora, BFAR Regional Directors from Regions 5, 7, 9 and 10. Department of Agriculture-13 Assistant Regional Executive Director Dr. T. Fiel and Butuan City Councilor Calo also graced the occasion along with other guests from the different fisheries sectors, the fisherfolk and regional staff. The new laboratory, which is the first in Mindanao, serves as gene bank of quality seaweeds to cater the fisherfolk who are engaged in seaweed production. As of December this year, the laboratory is successful a total of 197 jars of seaweed branches were cultured with different species like K. alvarezi, K. striatum, K. denticulatum and Gracilaria.

To enhance quality tilapia and carp fingerlings production for distribution to the stakeholders and improve the bureau’s freshwater research station, rehabilitation of the Caraga Fisheries Research and Development (CFRDC)

for Freshwater Development was implemented through construction of hatchery extension building. Phase I of the building rehabilitation is already finished while Phase II is on-going and it is expected to be operational early next year. Damaged dikes caused by series of typhoons that hit the region last January and February were also rehabilitated and re-constructed.

Cages for LivelihoodIn an effort to provide livelihood assistance to the

fisherfolk, especially the marginal one, the bureau has extended support through the establishment of 23-units fish holding cages for distribution to the Province of Surigao del Norte particularly in the municipalities of Sta. Monica (7 units), Socorro (6 units), Pilar (6 units) and Dapa (4 units). This livelihood support project to the fisherfolk did not only help increase their income but also contribute production rate to aquaculture sector in the region.

Establishment of Multi-Species Hatchery

The region has successfully initiated the groundbreaking ceremony of the Multi-Species Hatchery Project in Surigao del Sur on May 10, 2011 as one of the highlights during the celebration of Farmers’ and Fisherfolk’s Month. The project is a rearing facility designed generally to improve the fisheries industry in the region in terms of quality seed/fingerlings production for distribution and assistance to fisherfolk and to support the region’s mariculture industry. High value marine finfishes like grouper and abalone were the target produce species of the project.

Post-harvest Equipment Distribution

A total of twenty-two (22) units elevated seaweed solar dryers (wooden type) were distributed to the provinces of Surigao del Norte, particularly in San Benito, Taganaan and Surigao City, and in Surigao del Sur. Said facilities were provided to maintain the quality and market value of dried seaweeds.

This year, the establishment of four (4) seaweed solar dryer (multi-purpose drying pavement type) with concrete warehouse and one (1) hanger type solar dryer with concrete warehouse were fully completed and turned-over to the different seaweed growers association in Surigao del Sur under the post-implementation of livelihood development component of the Sustainable Management of Coastal Resources (SUMACORE) in the region.

GENDER AND DEVELOPMENT (GAD)The Bureau of Fisheries and Aquatic Resources (BFAR) has implemented programs and project to promote gender equity in the fisheries sector. These interventions were aimed to promote women to fully participate in boosting the country’s fisheries production. This year, the Bureau’s GAD activities conducted in the region were as follows;

1. Participated in the Opening Celebration of Women’s Month re: Walk for a Cause and Umbrella Parade with the theme “Magna Carta of Women, Philippine CEDAW: In support of the Millennium Development Goals (MDGs).

2. Conducted GAD implemented projects monitoring at Tandag, Bislig

and Hinatuan, Surigao del Sur. 3. C o n d u c t e d quarterly GAD meeting.

4. Conducted Post-Harvest Training on Bangus Deboning and Value-added products to Jacquez Women Association composed of 31 members in San Jose, Dinagat Island. Materials and ingredients were also awarded to them as their initial capital for the business.

5. GAD Coordinator had attended the National Training Workshop on Gender Analysis and Presentation of 2011-2012 GAD Plans and Budget and presentation of accomplishment report at Sta. Rosa, Laguna.

6. Provided Bangus Culture Project (Bamboo Structure) for the Batch ’68 Fisherfolk Association.

7. Conducted hands-on training of bangus culture in cage attended by the 25 members of Batch ’68 Fisherfolk Association with the LGU in Tinago, Buenavista, Agusan del Norte.8. Attended the inauguration and ribbon cutting ceremony of the Tubay Mini Ice Plant which

was awarded for the Tubay Women Federation.9. Attended the National Writeshop on the Development

of the Checklist for Fisheries for inclusion in the Harmonized GAD Guidelines at Tagaytay International Convention Center.

10. Distributed 4,000 kgs. of seaweed propagules to women’s fisherfolk association in Dinagat, Province of Dinagat Islands; and

11. Attended the Natinoal Workshop on Developing Gender Responsive Program & Project with the BFAR-GAD Checklist at Cloud 9 Sports Club, Sumulong Highway, Antipolo City.

SPECIAL PROGRAM

The NRM Component represents a scaling up of the Coastal Marine Biodiversity Conservation (CMBC) sought to remove barriers to mainstreaming marine and biodiversity conservation in coastal zone management through the establishment of community-based management of marine sanctuaries; strengthening of local capacity to address marine ecosystem management issues; enhancing the knowledge base for sound ecosystem management and decision-making; and developing policy and action plans for integrating biological diversity conservation into coastal development plans and fisheries management. Because the coastal and marine ecosystems are inextricably linked with the upland ecosystems, the NRM Component focuses also on the terrestrial ecosystem.

Implementation of the NRM Component, just like the entire MRDP, involves several institutional partners at the regional, provincial, municipal and barangay levels. These include several national government agencies and the entire LGU community in Mindanao. It also involves the local communities: households, people’s organizations, non-government organizations, academic institutions and other civil society sectors.

BFAR as one of the partner agencies continuous to provide technical assistance to the LGUs and POs in the implementation of NRM subprojects for Year 1, Year 2, Year 3, and GEF sites. For the year 2011, the following activities were being assisted:
