2.0 SCOPE OF SERVICE
2.01 Beveridge Associates Partnership Ltd are a practice of Consulting Engineers, who as members of the Association of Consulting Engineers (ACE), Construction Line and Link-Up, the approver of Rail associated companies, provide a range of professional services to their Clients.
2.02 The practice has been working in the rail industry since 1986 and has expertise and experience in the following fields:

2.03 Beveridge Associates Partnership Ltd have particular experience of transport works having undertaken extensive Consultancy works for London Underground, Metronet (previously), Tube Lines, DLR, Network Rail and Transport for London. In addition, the practise has undertaken work for numerous private companies both on the pre-contract stage (for Architects and civils engineers) and in the post contract stage (for D&B Contractors)
3.0 KEY PERSONNEL
3.01 Brief CV’s of the following key personnel are attached as Appendix A. These key members of staff are supplemented with other engineers experienced in Rail projects to suit the size and complexity of the project.

3.02 All of the key Designers used are be Chartered Engineers / senior members of the
company. The company as well as being in the Association of Consulting Engineers are also represented with Membership of the Chartered Institute of Building Services Engineers (CIBSE), the Institute of Engineer Technology (IET formerly the IEE) and the Institute of Energy.
4.0 PREVIOUS EXPERIENCE 4.01 Beveridge Associates Partnership Ltd and Staff have extensive experience of a wide
range of project work schemes. Appendix B includes a full list of rail projects undertaken (which exceeds 200no). The following list gives a short list of examples:
Ealing Depot London Underground Maintenance Depot Design work included LVAC design, DC traction design, Shore Supply system, lighting small power and compressed air and cable containment. BA involvement was to prepare a detailed design including working drawings.

Upminster Depot Maintenance shed This involved lighting, power, main distribution and earthing design. BA involvement was in a design assurance, and site supervision role. Ilford Crossrail Depot BA have been acting as the client representative fire engineer on his project which is on the critical path for the Crossrail project. Great Western Electrification project Including works to Bath, Keynsham, Oldfied Park and Chippendham Station. BA involvement was for electrical and telecommunications design. Marble Arch Station Modernisation Project involves the complete refurbishment of and existing station including the Ticket Office and Hall. BA involvement includes electrical, mechanical and fire engineering designs.

Shepherds Bush New Station Project involves the complete rebuilding of the station including the Ticket Office and Hall. BA involvement includes electrical, mechanical and fire engineering designs. Bank Station Design of the electrical. Mechanical, fire and Communication services for the new Walbrook (Bloomberg) entrance into Bank Station. LVAC design for signalling supplies Providing on the SSR network in 2008 (to allow for the temporary signalling solution prior to the ATC upgrade). Designs included conventional power supply solutions as well as the provision of rotary frequency converter solutions. Northern Line and Jubilee Line Upgrade Design on power supplies associated with 79no new SERs as well as a new SER and Switchroom at Neasden Depot. District Line Signal Main Upgrade Design calculations for the new 600V 125Hz rotary converter fed signal main along the eastern section of the District Line (Aldgate to East Ham). Various works at Neasden Depot Including renewal of South Ring, design of a new SER switchroom at Neasden Depot and Shed heating and lighting upgrades.

Design of the main electrical distribution system for the London Underground Back Up Service Control Centre at Pelham Street, South Kensington. Thameslink Tunnels Designs in relation to power supplies, tunnel lighting and fire mains for the inner area tunnels (north of Kings Cross to Blackfriars) on the Network Rail Thameslink Upgrade. Network Rail Substation upgrades Design of DNO back up supplies to signalling supplies at 6no Network Rail substation (South London and Kent). Dockland Light Railway Works to Bank DLR station including staff accommodation, lighting and congestion relief works. Network Rail Regeneration Project Works to over 100no stations and 9no Depots including East Ham, Selhurst, Hastings and Ramsgate to upgrade services. Works included electrical and mechanical system upgrades.

QUALITY POLICY STATEMENT 4.04 Beveridge Associates are committed to providing a high-quality service to ensure

4.05 To achieve this aim adequate resources are allocated to every project, using only competent and suitably qualified staff. All work is checked and approved by a senior member of the Practice at relevant stages of the project.
4.06 Our aim is to adopt a quality philosophy for the whole project, from conception to completion, ensuring all decisions are correctly considered and verified.
4.07 To meet our stated Policy the Practice operates a Quality Management System which is certified to ISO 9001:2015. All personnel employed by, or working on behalf of, the Practice are required to conform to the Quality Management System. In the spirit of this Standard it is our aim to continually improve the system and service we provide.

NAME: Neil D Jones
QUALIFICATIONS: BEng (Hons), CEng, MCIBSE, MIET, MEI
EXPERIENCE: Trained as an Electrical Engineer with Troup, Bywaters and Anders. Progressed
from a trainee to a full Design Engineer and gained experience in a variety of
industrial, commercial and public-sector projects.
In 1986 joined the London Borough of Waltham Forest as an Electrical Engineer
responsible for ‘Capital’ projects. Was responsible for the design and
specification of a large number of local authority projects.
In 1991 took up a position with the City of London and carried out the design
and specification of a wide range of projects. Gained particular experience in
commercial office projects and listed buildings, as well as specialist projects
such as the part refurbishment of the London Metropolitan Archives storage
facility designed to meet the exacting requirements of BS5454.
Joined Beveridge Associates in 1996 in the position of Associate and has since
become a Director of the practice.
Has undertaken work for a wide range of Clients at Beveridge Associates
including the Barbican Centre, City of Westminster, The City of London,
Employment Services, GlaxoSmithKline, Gartmore Investment Management,
Leyton Orient F.C., London Underground Limited, London Boroughs of Barking

Metropolitan Line Upgrade, the new Shepherds Bush Underground Station,
Ealing Depot upgrade, new electrical distribution to City Point and London Wall

rewiring of the Barbican Centre, Thameslink Tunnel upgrade and many others.
Has worked in the rail sector since first joining Beveridge Associates in 1996 had
first hand design experience on a large number (over 100no) of Railway projects

of Project Engineer was also included and a number of projects where he has
acted as CRE.

Ealing Depot – major upgrade project for S& train stock. Acting as Project
Engineers and also carrying our design work for the DC Shore Supply system.
Co-ordinating all other disciplines includes the LVAC, mechanical and specialists
systems (e.g. screen wash and de-icer systems).
Upminster Depot – work as E&M Engineer seconded into LU for the S7 train
upgrade project at the Depot. Responsible for all aspects of the electrical
assurance and for dealing with site queries and project handover.
Northumberland Park Depot – Design of a new emergency lighting installation
for the Maintenance and Lifting sheds. Design of a new points heating
installation.
Shepherd’s Bush Station – Major works designed in a way that allowed the
station to remain open. The Project involved the complete demolition of the
station at street level and replacement of a new station building. Services
included two new sub-stations, new electrical distribution, a new fire alarm
system as well as the usual mechanical, electrical and fire services for the
building.
Marble Arch Station – This was a station modernisation project for Metronet
undertaken as part of the PPP contract. Works included the reconfiguration of
the ticket office level to relieve congestion, and all works were planned to
ensure the station remained open. System renewals included electrical
distribution, lighting, small power, PA, CCTV, help points, staff HVAC, the fire
alarm system and public health systems.
LVAC Power Supplies for Metropolitan and District Line – Design of power
supplies to Signalling equipment at 30no Metropolitan and District Line sites.
New District Line Signal Main – Design of a new 600V 125Hz Signal Main with
three injection points covering all new signal supplies between Campbell Road
(Bow) to Barking Sidings.
Knightsbridge Station – Design of the CMS and lighting in relation to the station
modernisation at the station.
Thameslink Tunnels – Design of new lighting within the inner area tunnels for
Thameslink, including the design of new power injection positions at various
sites along the route.
Bank Station – various feasibility studies in relation to congestion relief. These
developed into various work streams including Involvement in the full design of
the new Walbrook Entrance planned for the Waterloo and City line part of the

station. Undertook a Project Engineers role covering the D&M, Comms, Fire and
Systems Engineering.
Tower Hill Station Step Free Access – new scheme to provide step free access
to a station where a developer was constructing a building over the station.
Various Network Rail Station and Depot upgrades (Station Regeneration
Project) – involving works to various M&E systems at approximately 100no
stations and 9no Depots covering the South Coast to the Norfolk coast. This
project lasted for over 5 years and involvement was form feasibility stage
through to completion with work ranging from minor equipment replacements
to full Depot upgrades.
Kennet Station and Charing footbridges – Lighting, earthing and electrical
design for a new footbridge replacing a level crossing. Acted as NR CRE for the
project.
LU Piccadilly Line Power Upgrade – Power Engineer role for the design of the
upgrade of substations at Manor House LU Substation and Mansell Street LU
substation.
Uckfield Line – platform extension early stage design for 8no stations. Lighting,
earthing, Comms and electrical design. Acted as CRE for the project.
London Overground New Gatelines – new Gatelines at Woodgrange Park and
Wanstead Park Stations including new lighting, small power, containment and
EMC assessment.
DLR Bank – several project works including a review and feasibility design into
an updated smoke vent system; a project for new staff accommodation in the
DLR part of the station and a role as Fire Engineer for the blockade works during
the station upgrade.
DLR Royal Victoria – Project Engineer for the E&M and Comms systems for the
new canopies project, including the provision of a new LVAC Switchroom.
Dockland Light Railway – lighting upgrade to 4no stations (West India Quay,
Heron Quay, Pontoon Dock and Tower Gateway. New containment, earthing
and consideration of EMC issues.

QUALIFICATIONS: BEng (Hons), CEng, FCIBSE
EXPERIENCE: Joined the industry in 1986 and trained as a Mechanical Design
Engineer with Troup Bywaters and Anders, after a period of
apprenticeship in manufacturing.
Progressed from Trainee to senior Engineer over a period of nine
years, gaining experience on a wide range of projects, including
education, entertainment, healthcare, commercial, leisure and judicial
buildings. Also experienced in large site infrastructure schemes.
Experienced in design, on-site supervision, commissioning and
preparation of expert witness reports for litigation and arbitration.
Joined Beveridge Associates in the position of Associate in 1996 and
has become a Director of the practice.
Has particular interest in low energy schemes and has worked on a
number of projects involving the use of solar hot water heating, grey
water reclamation and other renewable energy sources.
Has undertaken work for a wide range of Clients at Beveridge

Has had first hand design experience on a large number of Railway
projects including, but not limited to, the following projects where the
role of Project Engineer was also included:
East Ham and Ilford Depot – Undertook the role of Lead Mechanical
Designer (HVAC and Public Health). Major upgrade of services to allow
for the new train operating companies to be made responsible for
future maintenance. System renewals included water distribution
systems, mechanical plant, lighting and electrical distribution. Led the
services design team in terms of co-ordination.
Willesden and Wembley Depots – Undertook the role of Lead
Mechanical Designer (HVAC and Public Health). Projects to improve
environmental conditions at the Depots. The major works within the
projects included new fuel storage and delivery systems.
Bank Station DLR – Undertook the role of Lead Mechanical Designer.
Project for DLR and London Underground to design the replacement of
Major Smoke Extract fans in the DLR part of the station. The design was
to fit in the confines of the existing station, with work required to be
carried out in a way allowing the station to remain open whilst
increasing the capacity by 100%.
Bank Station LU – Undertook the role of Lead Mechanical Designer
(HVAC and Public Health). First involved in various feasibility studies in
relation to congestion relief. This then developed into a full design of
the new Walbrook Entrance planned for the Waterloo and City line
part of the station.
Moorgate Station – MEP Works for 21 Moorfields (LU) – Lead
Mechanical Designer (HVAC and Public Health). Major works at station
to create space for the 21 Moorfield development, designed in a way
that allowed the station to remain open. The ‘works included a new
CER, rerouting of the station sub-main system, new electrical supplies,
station wide smoke ventilation, drainage, cooling, lighting, fire and
communications works.
Shepherd’s Bush Station – Lead Mechanical Designer (HVAC and Public
Health). Major works designed in a way that allowed the station to
remain open. The ‘Above Ground Project’ involved the complete

demolition of the station at street level and replacement of a new
station building. Services included two new sub-stations, new
electrical distribution, a new fire alarm system as well as the usual
mechanical, electrical and fire services for the building.

distribution renewals at the Depots.
Piccadilly Circus Station – Lead Mechanical Designer for a project to
investigate and design replacement cooling at the station.
Thameslink Tunnels – Undertook the role of Mechanical/Fire
Engineer. The project included the design of new lighting and fire
mains within the inner area tunnels for Thameslink, including the
design of new LFEPA inlet connection points.
Cockfosters Depot – Undertook the role of Lead Public Health Engineer
for the design of a new drainage system within the main Shed Building
at the Depot.
Neasden Depot – Undertook the role of Lead Mechanical Designer for
various works at the Depot. Key work included woks to the gas main
distribution about the site; the design of heating for the wheel lathe
shed and cooling for equipment rooms.
Eurostar Training Facility – Undertook the role of Project Engineer
and Lead Mechanical Design for a new training facility at the Eurostar
Depot to allow fire fighter and evacuation training for staff.

NAME: Gary R Paxton
QUALIFICATIONS: BEng, MSc, CEng, MCIBSE, MIET
EXPERIENCE: Served a formal electrical apprenticeship with an
NICEIC, ECA approved electrical contractor and learnt various aspects
of the installation, testing and commissioning of electrical services in
buildings.
In 1979 joined the Corporation of London as a Junior Engineer and
responsible for carrying out surveys and preparing design drawings.
Also, organised contractors to carry out minor maintenance and
breakdown repairs. Promoted to a Design Engineer at the Corporation
of London in 1983 undertaking the design and specification of a
number of local authority and commercial projects.
In 1985 joined Troup Bywaters and Anders as an Electrical Design
Engineer and widened his experience by carrying out the design and
specification of a broad range of projects in health care, school,
commercial offices and retail.
In 1986 joined the Corporation of London as a Senior Electrical Design
Engineer responsible for the design and contract administration of
electrical engineering services for all types of construction works,
including commercial offices, schools, housing and specialist
installations at the Museum of London and the London Metropolitan
Archive storage facility etc. In addition, was responsible for the line
management of mechanical and electrical Design Engineers.
Promoted to Group Engineer at the Corporation of London in 1990.
During this period was appointed project lead on high value
engineering projects and also gained extensive experience in project
management.
Joined Beveridge Associates in 2007 as a Director. Since joining has
gained experience on a variety of electrical projects including a City
office refurbishment for a prestigious Client, London Underground
transport projects such as the provision of new electrical services for
Signal Equipment Rooms along the Jubilee, Northern and Piccadilly
railway Lines, Local Authority school extension and the
refurbishment of electrical services within the City of London
Guildhall Library and Guildhall School of Music and Drama.

Has had first hand design experience on Railway projects including,
but not limited to, the following projects:
Tube Lines new Signalling System – Undertook the role of Lead
Electrical Design Engineer for Signal Equipment Rooms a project
involving an electrical design for new Signal Equipment Rooms at
every station on the Jubilee and Northern Lines for the new Thales
signalling system.
Neasden Depot SER – Undertook the role of Lead Electrical Design
Engineer for a new Signalling Equipment Room and associated new
Switchroom at the Depot.
Neasden Depot Electrical Distribution – Undertook the role of Lead
Electrical Design Engineer for a new electrical distribution system (the
north ring main distribution system).
Great Western Electrification Project – Undertook the role of Project
Engineer and Lead Electrical Design Engineer for the line electrification
project in the Bath area, including station works at Bath, Keynsham,
Oldfield Park and Chippenham. Design works include power supplies,
lighting, earthing and telecommunications.
Victoria Line UPS Assessment – Undertook the role of Electrical
Design Engineer on this project to investigate, report and make
recommendations on UPS systems and associated hydrogen emissions
for all Victoria Line stations.
Metropolitan Line Signal Equipment Rooms – Undertook the role of
Lead Electrical Design Electrical and fire design for a new trance of
Signal equipment rooms for the Metropolitan line.
Parsons Green Stations – Undertook the role of Electrical Design
Engineer for a Staff Accommodation upgrade at the station including
locker accommodation, training rooms, mess areas and offices.
Highgate Service Control Centre – Undertook the role of Lead
Electrical Design Power Supply design for the new Northern Line

Service Control Centre including a modular UPS system and electrical
distribution.
Paddington Station and Hammersmith Depot – Undertook the role of
Lead Electrical Design Engineer for a project to provide Power
supplies for point heating kiosks at these sites. Hammersmith includes
the design of an IT supply.
Ilford Crossrail Depot – Undertook the role of Electrical Engineer, in
an advisory capacity to the Design Team and for Crossrail.
ATC Signaling Project – Undertook the role of Lead Electrical Design
Engineer for works at Old Dalby Test track to investigate the new
signalling system. The design included extensive IT power system
design for trackside equipment.
Sub-Surface Station Upgrade – Undertook the role of E&M Discipline
Engineer in a secondment arrangement to London Underground. The
work includes the design of 50+ SERs and the design work undertaken
included CMS and power design.
End State Track Layout Project – Undertook the role of Project
Engineer, electrical Surveyor and Engineer for survey and
investigation works at Aldgate and Edgware Road stations for systems
at platform ends.
London Underground Back Up Services Control Centre (BUSCC) –
Undertook the role of Lead Electrical Engineer for the Back Up Control
Centre project at Pelham Street, South Kensington, including design
for electrical distribution and robust back up power systems for the
building.
Eurostar Training Facility – Undertook the role of Lead Electrical
Engineer for a new training facility at the Eurostar Depot to allow fire
fighter and evacuation training for staff.
District Line Earthing – Undertook the role of Lead Electrical Engineer
on a project investigating and addressing earthing issues on District
Line station platforms.
OPO Upgrade Project – undertook the role of Electrical Design
Engineer for the OPO project covering the District Line stations. The
design work included power supply and cable route management
systems for Communications equipment.

QUALIFICATIONS: Associate, HNC, APMP
EXPERIENCE: Joined the industry in 1986 and trained as a
Mechanical Design Engineer with Troup Bywaters and Anders, after a
period of apprenticeship based on site to get an understanding of site
works, inspection and commissioning.
Joined John Lewis Partnership in 1990 as a Mechanical Design
Engineer progressed to Senior Project Engineer. Undertook HVAC
detailed design projects for Waitrose supermarkets and John Lewis.
Progressed to overseeing consultants and contractor’s designs on
HVAC, refrigeration, sprinkler and public health works packages in a
senior managerial role.
Took up an Associate Director position with Cunnington Clark Ltd in
2005 Gained substantial renewable energy experience as a Low
Carbon Consultant and gained BREEAM accreditation.
Clients included London Borough of Tower Hamlets School Projects,
Huntingdonshire Regional College, Hampton Community School,
Peterborough, Anglian Ruskin University, Honda Car Showrooms,

clients such as London underground, Transport for London and
Network Rail. Has also undertaken key local authority projects
including the Capita works programme for the London Borough of
Newham Education department.
Became an Associate in the company in 2016 and has taken a lead
role in many key projects.

SPECIFIC RAIL PROJECTS (selection):
Moorgate Station – MEP Works for 21 Moorfields (LU) – Mechanical
Designer (HVAC and Public Health). Major works at station to create
space for the 21 Moorfield development, designed in a way that
allowed the station to remain open. The ‘works included a new CER,
rerouting of the station sub-main system, new electrical supplies,
drainage, cooling, lighting, fire and communications works.
Moorgate Station: Smoke Ventilation System – Lead Mechanical
Engineer for the design of a new smoke ventilation system to cover
the Metropolitan Line area of the station (platforms 1 to 6). Complex
design required to fit large plant into an existing operation station.
The project includes significant interfaces with many parties.
Norwich Crown Point Depot – Undertook the role of Lead Mechanical
Design Engineer for a project involving replacement and upgrading of
the Mechanical heating and domestic water services installation within
the maintenance shed and Amenity Block.
Ealing Common Depot – Undertook the role of Lead Mechanical / Fire
Design Engineer Concept design for new elevated 45,000 litre fire main
tank for the site., as well as new compressed air, heating and a
specialist de-icer and screen wash distribution system.
Westminster Station – Undertook the role of Lead Mechanical Design
Engineer Concept design of mechanical services infrastructure for 2no
new retail concessions at platform level and another at upper
concourse level in the station.
Ilford Crossrail Depot – Undertook the role of Mechanical Engineering
Surveyor for surveys of existing mechanical service infrastructure and
commentary on consultant’s proposals for new proposed building
works within the existing Tunnelling Academy Building.
Sub-Surface Station Upgrade – Undertook the role of E&M Discipline
Engineer in a secondment arrangement to London Underground. The
work includes the design of 50+ SERs and the design work undertaken
included ventilation and cooling design for the SERs. Part of the role
included mechanical strategy decision making and company
presentations.

EXPERIENCE: Trained as an Architectural Technician on drawing board, and later as
a CAD Technician at HKL Associates where project experience
comprised of commercial and residential projects.
Later joined EF Engineering and specialised in plant and equipment
production drawings including 2D and 3D presentations and complex
assembly drawings. Gained experience in different engineering
disciplines including electrical supplies, and air/water cooling systems.
Joined Beveridge Associates in 2002 as a CAD Technician. He has since
specialised in Mechanical and Electrical co-ordination works and
multi-service integration. He is skilled in the use of AutoCAD, Bentley
Microstation and BIM, and manages the in-house CAD Department.
Chris has gained extensive experience on a variety of transport
projects including complex electrical, mechanical, communication and
public health projects. Can produce detailed complex co-ordinated
services drawings in 2D and 3D formats.
EngTech Qualification and LCIBSE Membership acquired May 2013.
Recent project experience includes Barbican Centre, Guildhall School
of Music and Drama, Queen Elizabeth Hunting Lodge, various Schools
for the London Borough of Newham and Islington.
Railway projects includes extensive works on over 100no projects
including large scale projects such as such as Shepherds Bush new
station, Marble Arch Station Modernisation, Waterloo International
Terminal Platform 19 and 20 conversion, Jubilee and Northern Line
