A PROCLAMATION

At the core of who we are as a Nation is a fundamental belief: that no matter who you are, no matter what you look like, no matter where you come from, if you have an idea and a willingness to work hard, you can succeed. It is this belief that leads a worker to leave a job to become her own boss, propels a basement inventor to sell a new product, or drives an amateur chef to open a restaurant. It is this belief that has drawn millions to our shores and spurred America's prosperity for centuries.

The belief in tomorrow's promise is guiding minority entrepreneurs across our country to start the kinds of businesses that make up the backbone of our economy. With a combined economic output of $1 trillion, minority-owned firms are key producers in an array of industries, hubs of innovation and new technology, and engines of job creation in our communities.

Because the continued growth and success of minority enterprises is essential to our economic recovery, my Administration has taken steps to help bolster these businesses. Through the Minority Business Development Agency, we are providing access to capital, consulting, contracts, and markets to minority entrepreneurs seeking to expand their businesses at home and overseas. We are also making it easier for business owners to find Federal resources with www.BusinessUSA.gov, a centralized, one-stop platform for businesses to access services to help them grow and hire.

As the number and size of minority-owned firms continue to expand, we must harness the diversity and power of these businesses to help strengthen our economy and put people back to work. As we celebrate the 30th anniversary of Minority Enterprise Development Week, let us honor the role America's minority-owned businesses play in spurring our prosperity and recommit to equipping them with the tools for success in the 21st century.

NOW, THEREFORE, I, BARACK OBAMA, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim December 2 through December 8, as Minority Enterprise Development Week. I call upon all Americans to celebrate this week with appropriate programs, ceremonies, and activities to recognize the many contributions of our Nation's minority enterprises.

For the tenth consecutive year, in recognition of National Minority Enterprise Development (MED) Week, the Black Business Association (BBA) is proud to present our 10th Annual Procurement Exchange Summit and Awards Luncheon.

“Making the Deal” is the inspiration for this year's Procurement Exchange Summit and Awards Luncheon where we provide a forum for African American and minority businesses to be exposed to an array of business and procurement opportunities from the Public and Private Sectors.

It is our privilege to once again serve as a facilitator in this deal-making process by featuring informational workshops, an Awards Luncheon (where we honor several noteworthy and outstanding community and business leaders and entrepreneurs) and, most importantly, one-on-one matchmaking sessions between minority business owners and the contracting officers and representatives of utility companies, government, and the private corporate community. Identification of potential contracting opportunities in the public and private sectors is vital to the continued growth of our member businesses and to all minority owned businesses. These sessions also contribute to the success of corporate and government supplier diversity programs.

We congratulate all of our honorees: Aubry Stone, Founder of the California Black Chamber of Commerce (BBA Lifetime Achievement Award); Clarence Scott, President and Chief Executive, Brandon Supply Company (BBA Outstanding Member of the Year); Ronda Jackson, Owner, Décor Interior Design (BBA Outstanding Entrepreneur); and finally, but not least, Joe and Evelyn Curtiss, Owners, Word of Life Christian Bookstore (BBA Community-Based Business of the Year). Dean Jones is recognized and respected for his work to expand, retain, and attract enterprise to the greater southern California region. He is a notable business and labor engagement advocate currently operating the Southland Partnership Corporation, a nonprofit economic development corporation that operates from Compton, California.

In this capacity, he serves as the executive director for the POWER Collaborative Network (POWER — Promoting Opportunities with Essential Resources), an

independent human resources services organization delivering capacity building for workforce service providers in the non-profit sectors. A mentor, a teacher, a motivator, but most of all a leader, yes all describe the man, the person who has dedicated his life to public service and economic development. Aubry Stone always views the glass as half full versus half empty. His optimistic outlook is demonstrated by his belief that no life obstacle is insurmountable. It is simply a matter of attitude, tenacity, and focus.

Mr. Stone is currently the President/CEO of the California Black Chamber of Commerce (CBCC) and Director of the California Black Chamber Foundation.

Appointed by the Governor, he currently serves as a California Commissioner for Economic Development. He aggressively led the California Black Chamber in such public policy issues as: Prop 187, co-authored the 9th circuit injunction against implementation of Prop 209, publicly advocated against Brown-fields, the urban environment, insurance redlining the inner city impact of bank acquisitions and mergers and leads the charge of new and emerging markets.

Aubry's single-minded focus is the creation of individual and community wealth through small business growth development and sustainability. He is currently the Chairman of the National African American California Chamber of Commerce and also serves on the California Regional Community Utilities Diversity Council, the Citibank Regional Community Board, the Pfizer National Minority Business Board, the California Small Business Advisory Board, the Cal-Trans Small Business Board, and is a member of the Greenlining Coalition. He has served on the boards of the NAACP, Sacramento Black Chamber of Commerce, the Mayor's Economic Development Council, the District Attorney's Community Relations Board and the State Fair Minority council.

Aubry Stone is consisting providing vast insight on economic development through business creation, growth and sustainability and has granted him the opportunity to speak to audiences in Chicago, Atlanta, New York, Phoenix, Seattle, Florida, Hawaii, Howard University, University of Southern California, and California State University, Fullerton.

Under Aubry's direction, the California Black Chamber Foundation became the state's only African American owned and operated low powered radio station (97.7 KDEE FM,) serving the Sacramento Region and nation-wide online streaming. Aubry received the Sacramento Observer Newspaper's Lifetime Achievement Award for being one of the most influential African-American in the city of Sacramento over the past 40 years.

Aubry is married to the lovely Evelyn Stone, has 4 children, 9 grandchildren and 4 great grandchildren.

Catherine Clark was appointed the Lead Business Development Specialist of the 8(a) Business Development Program for the U.S. Small Business Administration Los Angeles District Office in 2010. The program is a comprehensive Procurement Training and Entrepreneurial Development Highway designed to assist existing businesses owned and controlled by socially and economically disadvantaged individuals. Her territory includes Los Angeles, Ventura and Santa Barbara Counties.

She began her career with the SBA after the 1971 Sylmar Earthquake Disaster. In 1974 she transferred to the SBA Section 8(a) Business Development Division and continues to serve. Her job is to assist small businesses, minorities, veterans and women owned firms with their business development efforts and help them gain access to new contract opportunities with Federal Government agencies. She is charged with the equitable distribution of Federal, Section 8(a) Contracts to these firms as well as providing them with management and technical assistance as they participate in the 9 year program. The overall program goal is to graduate companies that will thrive in a competitive business environment.

For forty plus years, she has contributed to the great success of hundreds of small business economic growth, development, receiving federal contracts which allows for job creation and training. A few firms grew from small to a large business and continue to be successful after graduating from the SBA Program. She remains responsible for nominating many of these small businesses for the “SBA Small Business of the Year” and/or “SBA Graduate of the Year Awards” and many of them have been successful in receiving the honors they deserve. Year after year, the SBA Los Angeles District Office continues to be one of the largest producing offices in the country.

Ms. Clark is a dedicated advocate for the small business community. She has received a few Special Achievement Awards from the SBA, Northrop Grumman & Boeing for her continued participation in their Annual Small Business Suppliers Diversity Conference, and the Greater Los Angeles African American Chamber of Commerce among others.

Brandon Supply Corporation, established in 1980 as a regular dealer and distributor of industrial supplies and equipment, has as its core business the sale of pipe, valves, fittings and material handling equipment. Brandon Supply's mission is to be the integrated supplier of choice for industrial supplies by exceeding customer expectations through innovation, unsurpassed service, quality product selection, and competitive pricing while maintaining the highest ethical and safety standards.

Prior to starting the company, Mr. Scott, a Vietnam Veteran, worked as a purchasing agent for the Department of Energy and as a salesperson for Smith Pipe Corporation.

Capitalizing on his experience on “both sides of the street”, Mr. Scott initially concentrated on selling to utility companies. Brandon's first customers included Southern California Edison and the Department of Water and Power. Current customers span the government and private sector.

Among the honors he has received are Outstanding Entrepreneur Award, Supplier of the Year, Outstanding Minority Business in Southern California/Private Industry Award, and Award of Merit for Outstanding Achievement in Industrial Supplies. Native of Chicago, Illinois Ronda Jackson is a third generation entrepreneur, a mother, a licensed contractor, a certified interior designer and no stranger to hard work. Ronda formed Décor Interior Design at the desk of her day job in 1997 as a sole proprietor, and incorporated her business in 2006. Despite the challenges of raising a family and growing a business, Ronda models the successful balance of both.

Led by Ronda Jackson, Décor Interior Design Inc. is a Los Angeles---based, SBA 8(a) certified, woman---owned facility resource company specializing in tenant

improvements, interior support and grounds maintenance. In the early stages of her business, she operated as a soloprenuer from her bedroom closet. Her residential client list included doctors, lawyers, and vice presidents of Fortune 500 companies who embraced her work ethic and design talent. Good design and quality products were not enough to keep the company going. To keep her business alive after the recession hit, Ronda had to convert Décor Interior Design from a boutique residential design firm to something more.

It became necessary to combine her skills, talents, and resources to expand her residential portfolio into corporate environments. She started taking on all kinds of work, from designing handicap---accessible bathrooms to office renovations, oncology clinics, interior and exterior painting; carpet care and construction clean up. Décor has evolved into a facility support contractor, primarily for the federal government, that offers interior design, tenant improvement and custodial and grounds maintenance services. Today, Décor Interior Design, Inc. has more than 20 employees, 30 sub---contractors, and has completed projects in eight states. Décor's services and products seamlessly transition from design specification to installation and upkeep.

Part of Décor's growth strategy is participation in the SBA's 8(a) program. Access to federal contracts and impeccable past performance has grown her company tremendously. Poised for growth, Décor's revenue climbed from $335,853 in 2009 to more than $1.1 million projected in 2013; an increase of over 325 percent.

Ronda has a passion for people, thirst for knowledge, and the ability to ignite the best in others. A skillset that fairs her well both professionally and personally. Her ambition, perseverance to sustain and maintain, have resulted in continued to growth. To date, Ronda's accomplishments include: • Increasing Décor's profitability 250% in the past 12 months • Increasing hiring and retention 400% in the past 12 months

Supply Chain Strategy and Planning Manager, Southern California Gas Company

Joe Chow is the Supply Chain Strategy and Planning Manager for Southern California Gas Company in the Supply Management and Supplier Diversity departments. In this newly created position, Joe serves in two capacities, supply management and supplier diversity. Joe manages the Company's supplier relationship management (SRM) function, SCORE (Smaller Contracting Opportunities Realization Effort), supply chain strategy and planning and Southern California Gas Company's sustainability efforts in their supply chain function. Joe also handles new company initiatives, and deal with high profile problematic issues in Supply

Management and Supplier Diversity. Joe develops strategies that provide process improvements that help the company reach their procurement and supplier diversity goals. With

a background in Public Affairs, Joe also maintains critical relationships with key stakeholders in the community. During the time Joe has been managing the SCORE program, a program designed to provide opportunities to small minority businesses, Joe has been able to find numerous meaningful project opportunities for smaller contractors at Southern California Gas Company.

In his previous position as Outreach Manager for Government and Public Affairs, Joe was responsible for providing outreach strategy and promoting SoCalGas' Customer Programs including Customer Assistance and Energy Efficiency throughout the Company's service territory. Prior to being the Outreach Manager, Joe served as the Diverse Business Enterprises Program Manager for Gas Operations at both Sempra Energy utility companies, Southern California Gas Company and San Diego Gas & Electric. Joe was responsible for bringing DBE solutions and content into Southern California Gas and San Diego Gas & Electric Company's gas operations. Joe also managed and supervised the customer solutions and advertising portfolios for the Company. Joe played an integral part of the Sempra DBE team in 2008 and 2009 by helping the company achieve their aspiration goal of 30 percent DBE spend two years earlier than planned. Since then the Company has achieved well over 35 percent with woman, minority and service disabled veterans.

Joe continues to work tirelessly in the Community by providing procurement opportunities and philanthropy with many organizations in the minority business community.

Joe has been with Sempra Energy for 24 years and has held a number of responsible positions within Sempra Energy and its predecessor company, Pacific Enterprises He has held positions in finance and accounting, public policy and law, government and public affairs, supplier diversity and supply management. . Joe serves on the GLAAACC Education and Foundation board, the Los Angeles Neighborhood Housing Services board and is a member of the 100 Black Men of Los Angeles.

Joe is a native from the state of Kansas where he grew up and attended high school and college. He earned a Bachelor of Science degree in Accounting from St. Mary's University and holds a CPA certification in the state of Kansas. He lives in Los Angeles with his wife Tracy and six year old daughter, Kennedy.

JOSEPH R. & EVELYN J. CURTISS, widely known by Word of Life Christian Bookstores of Los Angeles for over 50 years.

Joseph R. Curtiss was born in Mississippi. He served in the US Air Force during the Korean War, where he spent 3 years in Germany, and became a Christian at a Youth for Christ meeting. He developed a love for Christian literature and began sending books to friends in America; little did he know that he would continue to share his faith through the Christian Bookstore Industry in Los Angeles through Word of Life Christian Bookstores.

Joseph met Evelyn, a native of Texas, and were married in Los Angele August 3, 1958. They have three sons, Jonathan, Joseph III, and Phillip, married and they have provided eleven

grandchildren, from ages 6-22. The Curtiss' are graduates of BIOLA University and Talbot Theological Seminary of La Mirada, CA.

Word of Life Christian Bookstore started on 84th and Hoover Street in 1961. The store was relocated in 1967 to Florence and Main, where it is today. This provided added space for a community center and the United Gospel Outreach, (UGO), which is a non-profit organization organized in 1968. A second bookstore was purchased in 1986 on West Boulevard and Jon return home from the University of Southern Ms to manage the new bookstore.

The bookstores have provided opportunities to promote events, sponsor Christian Education workshops and conferences, build relationships with customers, pastors and community leaders, share the Gospel, provide products, services, and support missions locally and internationally. Word of Life continues to serve hundreds of churches and individuals through the bookstores.

UGO became the mission arm of the bookstores to serve the needs of the community. The Curtiss' were commissioned in 1972 with American Missionary Fellowship of Villanova, PA to serve as inner-city missionaries in Los Angeles, and served for 27 years performing much of their community service through the UGO ministry…providing food, clothing, shelter, job training, recreation, and youth camping for over 40 years. After retirement with AMF, they continued to serve the community through United Gospel Outreach. Their mission travels included Haiti, London England, Germany, and West Africa-Ghana and Nigeria and the US Southern states.

The Curtiss' have served on many boards and have been recipients of various leadership awards from religious, community and Industry organizations for their services to community, churches and individuals.

Curtiss sons, Jonathan, Joseph and Phillip have taken leadership into the digital world, in store and online website, . Our www.shopwordoflife.comnew vision is to expand into economic development at Florence and Main to provide housing, retail businesses and community training services to maintain a legacy of caring for people and reaching out to meet the needs of people, spiritually, physically, and mentally. SINCE 1970, the Black Business Association (BBA), a 501 (c)(3) non-profit organization, headquartered in Los Angeles, has contributed to and supported the development, progress and expansion of thousands of African-American businesses. Nationally, we have access to and influence with more than 100,000 African-American owned and women/minority-owned businesses (WMBE’s), through the formation of strategic alliances with trade associations and organizations nationwide.

Our MissionThe Black Business Association’s mission is to advocate for and advance the development and growth of African-American owned businesses. We contribute to and participate in the self-determination, economic growth and prosperity of African-American communities, thereby creating a strong economic base that nurtures, empowers and supports the on-going success of these communities and our society at large by: .

AdvocacyThe Black Business Association maintains very effective working relationships with elected and appointed officials for the support of African-American business development. Locally, statewide and in Washington, DC, we are constantly aware of pending legislation that might affect our member’s businesses, their growth and even their ability to conduct business. When legislation is being considered that affects our mission, the BBA quickly mobilizes to work with key policy makers to support, defeat or modify the bill and pursue the BBA position.
