ExecutiveSummaryoftheBusiness

Plan

This Business Plan is provided for the period 2012-2013 in order to

extend the implementation of Basel Convention, improve the

effectiveness of the Convention and identification of needs in South and

West Asia.

Basel Convention Regional Center in Tehran is established according to

the Decision VII/10 of the Seventh Meeting of the Conference of the

Parties (COP 7) to the Basel Convention in October 2004.

The role of the BCRC in Iran is to assist member states and non-member

states through capacity building for the environmentally sound

management of hazardous waste and other wastes and the minimization

of their generation to achieve the fulfillment of the objectives of the

convention. The core functions of the center are including training of the

staff in BCRC in Tehran and the representatives from member states and

non-member states, technology transfer to the region, awareness raising,

conducting workshops, seminars and associated projects and cooperating

with UN and its bodies and other relevant intergovernmental and NGO’s

(Non-Governmental Organizations).

According to the framework agreement between the Secretariat of Basel

Convention and the Government of Islamic Republic of Iran, the Basel

Convention Regional Center in Tehran is established at the Department of

Environment, Islamic Republic of Iran.

Due to strengthen the implementation of wastes management in the

region, we organized regional and national training courses and meetings

at least two times a year.

The budget for 2012-2013 consists of USD 872000 allocated to BCRC-

Tehran activities.

A. Vision

BCRC-Tehran as a center of transferring updated technologies to

countries in south and west Asia to protect and improve the human

health and environment against the adverse effects of hazardous

wastes and environmentally sound management of hazardous wastes

and their disposal.

B. Background

Basel Convention Regional Center in Tehran is established according

to the Decision VII/10 of the Seventh Meeting of the Conference of

the Parties (COP 7) to the Basel Convention in October 2004.

According to the framework agreement between the Secretariat of

Basel Convention and the Government of Islamic Republic of Iran, the

Basel Convention Regional Center in Tehran is established at the

Department of Environment, Islamic Republic of Iran also financed by

the I.R. of Iran government.

The BCRC in Tehran serves the following 5 member states:

5. Islamic Republic of Iran

C. Governance

The Framework Agreement signed by the Secretariat of Basel

Convention and the Islamic Republic of Iran, the former Head of

Department of Environment in 2008.

The BCRC-Tehran has opened the bank account since 2010 in the

National Bank of Iran.

It is worth mentioning that the National Legal status of the Center for

the operation of the center is providing.

Since 2008 to 2011, Dr. Soroush Modabberi was the director of the

center while on October 2011, Dr. Alireza Shiri Garakani, has been

appointed by the Department of Environment in Iran and has been

accepted by the SBC on January 2012.

The first meeting of Steering Committee was held in 2008. So far 2

meetings of Steering Committee have been hosted by the Center in

2009 and 2011.

Convention

A. Performance of the core function

BCRC-Tehran for training and technology transfer in South and West

Asia assists member states and non-member states through capacity-

building for environmentally sound management, to achieve the

fulfillment of the objectives of the Convention.

Center coordinates by member states to finalize the Plans for

providing the biennium Business Plan according to the priorities and

needs assessment.

The core functions of the Centre are Training, Technology transfer,

Information, Consulting and Awareness-raising.

B. Opportunities for improvement

BCRC-Tehran in spite of some activities to serve the Basel

Convention in South and West Asia encounters some obstacles

including financial limitation, lack of assistance for resource

mobilization for example project proposal writing, insufficient training

in new technologies, lack of access to donors, lack of partners

supports are highlighted obstacles which the center has faced.

C. Cooperation with the Rotterdam and Stockholm Conventions

BCRC-Tehran was endorsed to serve the Stockholm Convention to

South and West Asia in COP-5 of the Stockholm Convention in 2011.

BCRC-Tehran has cooperated in the implementation of Basel,

Rotterdam and Stockholm Conventions with Department of

Environment. These activities include participation in regional

workshops coordinated by other organizations, national meetings such

as National Commission on Chemical Safety, holding the regional

workshops including ESM of e-wastes, Co-processing of wastes in

Cement Kilns, ESM of PCBs and contaminated equipment and

Inventory of HW with special references to POPs.

In this regard BCRC-Tehran will hold the national regional workshops

on Basel, Rotterdam and Stockholm Introduction for Custom Officers

in the region, Provincial Departments of Environment and define

National and Regional Projects on PCBs, E-wastes, Mercury and

Ships.

D. Joint activities

BCRC in Tehran has been cooperating with Department of

Environment of I.R. of Iran and has developed by Secretariat of Basel

and Stockholm Conventions. In the regional workshops organized by

Ramsar Convention Regional Center participated for transferring

information related to Basel and Stockholm Conventions. Also Center

invited from UNIDO for participating and delivering speeches in the

training and awareness raising workshops. Furthermore, BCRC in

Tehran supports from BCRC-China as the Coordinating Center in

order to achieve the fulfillments of the Basel, Rotterdam and

Stockholm Conventions objectives in the Pacific Asia.

E. Public-private partnership activities (Optional)

In addition to this matter that BCRC is attendance the activities

organized by private sectors related to ESM of Hazardous Wastes,

Persistent Organic Pollutants and Pesticides and Industrial Chemicals,

privet sectors supports Center in holding the national and regional

workshops, conferences and exhibitions jointly. Also private sectors

count on the BCRC as the consultant center for ESM of wastes; survey

for internationally training professionals illustrates the point. It is

worth to mention that Center under the MOU cooperate with private

sectors which involve to Waste Management.

RegionalNeedsAssessment

Despite the many advances in sciences also the environmental technology

transfer has been occurred in the world, especially among developing

countries, the surveys illustrate the positive impact of these developments

in addition to some problems that developing countries are facing them

and are attempting to eliminate them.

Expansion the Center activities

Consideration to make the opportunities to strengthen the projects and

training programs, center provides strategic plans through:

In order to highlight the Center role in the region and among

international communities, BCRC-Tehran participates in the

B. Activities for the implementation of the Strategic Framework and

other COP-10 decisions

Vision

The aim of the strategic framework is to protect human health and the

environment by controlling transboundary movements of HW and

other wastes by ensuring and strengthening the environmentally sound

management of wastes such as electrical and electronic wastes, Pops

wastes and other hazardous substances wastes, used oil, ULAB,

dismantling of ships and Mercury as well as on the implementation of

Basel Convention and enforcement authorities at regional and national

levels.

Guiding principles

Guiding principles are based on prevention, minimization, reuse,

recycling, other recovery including energy recovery and final disposal

of HW and other wastes and chemicals. The waste management

policies includes recognition of resources wastes, life-cycle approach,

partnerships, cooperation and synergies, integrated waste

management, respect legislation governing waste management as well

as each party’s national legislation and regulations.

Strategic goals and objectives

Goal 1: Strengthening the environmentally Sound Management of

Hazardous Wastes and other Wastes

Objective 1.1: Development of ESM of HW and other wastes and

chemicals through regional and national workshops, seminars to

transfer update technologies to the countries in the region.

Objective 1.2: Promoting capacity-building in the region including

needs assessments and search to find the best solutions.

Goal 2: To enhance the implementation of the environmentally

sound management of HW and other wastes

Objective 2.1: To prepare technical guidelines on management of

hazardous wastes and other wastes.

Objective 2.2: To assign member states to ESM of waste based on

their abilities in the region.

Objective 2.3: Search to find the solution, generate, provide,

collect, transmit and use reliable information and data regarding

import, export, generation and management of the wastes covered

three conventions.

Objective 2.4: To encourage the parties to improve the

effectiveness of the Basel Convention through the Indonesian-

Swiss country-led initiative.

Goal 3: Effective cooperation among the countries in the region

(South and West Asia)

Objective 3.1: To reach a satisfied communication among member

states and non-member states, centers and parties in Asia.

Objective 3.2: To perform the jointly projects and workshops in

the region through some activities such support as Coordinating

Center in Pacific Asia.
