Exhibit #1 – Option #A

Respondent Live in Elementary Zone What are your thoughts regarding Option A?

Carney ES Option A seems to add many more students from the Walther Blvd, Dunfield Road area and seems to be cutting the nieghborhood in half. I don't think that makes sense.

Carney ES Option A is not a viable option for Carnet Es due to current overcrowding.

Carney ES Not good for the Carney ES and Carney community.

Carney ES Not good for a selling point for home sales. In the past, being in the Carney WE boundary was a plus to buyers of homes.

Carney ES None

Carney ES No

Carney ES Leave Carney Elementary as is.

Carney ES It doesn't adequately address the needs and concerns of the Carney community. School is already overcrowded and houses a minimum of 4 special needs programs.

Carney ES I recently saw all the new trailers for the current children. Where would you put the additional children? You would have to use the parking lot to house more trailers to accommodate the children from other areas.

Carney ES Getting my child to a school much farther away. We live less then a half mile to Carney Elementary.

Carney ES Every option increases capacity at Carney, unclear why Carney is gaining students if new school is being built.

Carney ES Carney Elementary School receives additional students of poverty from Perry Hall schools.

Chapel Hill ES

You are dividing Glenside farms and the surrounding neighborhoods. Why are you taking the neighborhood behind Glenside farms back on Bangert going towards rt 7. Does not make sense either. You are taking the majority of Chapel hill kids and sending them to the new school. What makes Chapel hill great is the neighborhood. Also you have the new apartment building included in the map, with zero kids. When that's completed I'm sure it will fill Chapel hill alone.

Chapel Hill ES This options brings kids from somewhat lower income neighborhoods closer to the higher income neighborhoods.

Chapel Hill ES

This option puts the new school too close to capacity. Also have some children in PB7, and 9 traveling over 2 to 3 miles to Chapel Hill when PB30 is .3 miles from the school, where families currently walk to school events. This is a resident of PB 30, and I would like to propose two options that place PB 30 back into the Chapel Hill Elementary School district. Option 1: Place PB 30 back into the Chapel Hill Elementary School district - Safety, safety, and safety. Utilize the four lane highway of Honeygo Blvd as a major infrastructure barrier to geographic boundary. - Maintaining diversity at Chapel Hill Elementary School - Lower risk of early overcrowding of Northeast Elementary School. Northeast Elementary does not allow for expansion. - Chapel Hill remains at lower capacity than current enrollment Option 2: Place PB 30 back into the Chapel Hill Elementary School district, and move PB 4, 5, 7, 8, and 9 back to Vincent Farm Elementary School - Safety, safety, and safety. - Additional relief to Chapel Hill Elementary

Chapel Hill ES The new school's boundaries are too far reaching.

Chapel Hill ES

The estimated utilization for the new school in Option A is over 100%. I was advised at the public meeting on the 25th that the new school has little to no room for trailers/learning cottages. This tells me that overcrowding at the new school will likely result in larger class sizes. I understand overcrowding is still going to be an issue in the area, but several of the other schools already have or have room for trailers so that at least there's a place for additional classes to be held while keeping class sizes under 25 students.

Chapel Hill ES Strongly opposed thank you

Chapel Hill ES Starts new elementary school at over 100% from opening day. Makes no sense.

Chapel Hill ES Somewhat favorable mainly due to keeping neighborhoods together.

Chapel Hill ES

PB30 needs to stay at Chapel Hill. The New school cannot have mobiles. This is the first and easier PB to move because the other surrounding schools will be at higher capacity. Better to leave them in now, saving children transitioning, then redistrict in 2 years putting them back. with the net result effecting many kids development that wasn't needed..

Chapel Hill ES

PB 30 to be back to Chapel hill elementary school and keep PB 4 and PB 7 in Vincent farm. Both area kids go to the respective schools currently and there is no apparent reason to divide change the schools for these kids and divide our community Parkside from the Villages of Honeygo which were designed to be neighboring communities

PB 30 exits directly onto Honeygo Blvd and during peak hours like between 7:30am to 9:30 am and 3pm to 7pm the four lane road is over crowded most of the time andi n such cases it would be hard and possess a risk for school buses to turn left immediately to Joppa road after taking exit to honeygo from PB30. Among the 40+ students from PB30 half of the students who are in Chapel hill elementary will be done by their elementary school in next 1-3 years and they will be moving into middle school. This will give a relief to Chapel hill anyway in nearby future.

Chapel Hill ES Our Parkside community is being divided from the existing neighborhood that is part of the Honeygo Village.

Chapel Hill ES Option A opens new school at over 100% capacity. However, this option is better than B which opens the school at 98% and includes several new developments of multi-family housing.

Chapel Hill ES Option A is not my favorite but it still addresses the overcrowding at Chapel Hill.

Chapel Hill ES Option A is not at all a good option as it is not resolving the issue of overcrowding as diversity.

Chapel Hill ES

Option 1. Place PB 30 back into the Chapel Hill Elementary School district. Rationale a. Utilizes the four lane highway of Honeygo Blvd as a major infrastructure barrier to geographic boundary. This would eliminates the safety concerns associated with Honeygo Blvd. PB 30's only exit will be onto Honeygo Blvd in the near future. This is a dangerous exit in the early morning and afternoon commutes as there no traffic signal between Ebenezer Rd and Joppa Rd. This makes it difficult for school buses to be able to make a right then cross two lanes to able to turn left onto Joppa Rd. b. Adds a very diverse community back into Chapel Hill Elementary School c. This option would lower the risk of early overcrowding of Northeast Elementary School. Other area schools have room for expansion through use of mobile units. However, the layout of the Northeast Elementary School does not allow for such. This school should not over placed at or near capacity to start with. This would leave the school few options for potential future growth. d. Provides needed relief to Chapel Hill Elementary School, as it will remain at a much lower capacity than current enrollment

This would provide additional relief to Chapel Hill Elementary, without overcrowding Vincent Farm Elementary. Vincent Farm is due for additional relief in 2020 with the addition of a new school near Ridge Road. This would eliminate the need to almost 100 children to be moved to new schools, who may need to be redistricted again in less than 2 years. There are additional options for relief for Vincent Farm Elementary in future as well, which may include other nearby schools such as Chase Elementary.

option 1 - put PB30 back into Chapel Hill. Use honeygo as natural barrier for boundary. the communities in PB30 only has one entrance/exit going into the near future. turning out of the community, onto high traffic/high speed honeygo will be dangerous, not to mention the school bus need to cross two lane of traffic to make a left onto joppa rd. PB30 also adds a tremendous amount of diversity to Chapel Hill which adds tons of value to the kids' learning experience. this option can provide some relief to the over crowding situation as well as lower the pre-matured/early-overcrowding at the new Northeast school. Another option is to not move PB30 out of their current Chapel hill district and not move PB4/5/7/8/9 into Chapel Hill. This will not be adding un-neccesary stress to Chapel Hill's overcrowding problem and Vincent Farm is still under capacity. In 2020, a new school will be done to give Vicent Farm some relief and not have to disrupt 100+ kids out of their current Vincent Farm School. this option also takes the consideration of using the natural boundary as guideline. It makes sense to not pre-maturely overcrowd either Chapel Hill or the new Northeast school.

Chapel Hill ES none

Chapel Hill ES nn

Chapel Hill ES

New elementary school boundary is too geographically spread out. Projections put new elementary school at too high of a utilization rate to start and doesn't allow for growth. This area has a lot of homes owned by emtpy nesters, and a new elementary school will cause many of those homes to turn over to families with school age children.

Chapel Hill ES Like this option

Chapel Hill ES Leaves new school over and most schools over; too much relief to Vincent Farm at expense of other schools that have no other chances at relief in the foreseeable future.

Keep PB 30 in Chapel Hill Elementary School District, and move PB 4, 5, 7, 8, and 9 back to Vincent Farm Elementary School. A. This alternative would provide additional relief to Chapel Hill Elementary, without overcrowding Vincent Farm Elementary. Vincent Farm is due for additional relief in 2020 with the addition of a new school near Ridge Road. This would eliminate redistricting of almost 100 students, some of whom may need to be redistricted again in less than 2 years. There are additional options for relief for Vincent Farm Elementary in future as well, which may include other nearby schools such as Chase Elementary. B. Additionally, this alternative utilizes the four lane highway of Honeygo Blvd as a major infrastructure barrier to geographic boundary, thus eliminating the safety concerns associated with Honeygo Blvd. PB 30's only exit will be onto Honeygo Blvd in the near future. The entrance on to Honeygo from Parkside is particularly difficult in the morning and afternoon rush hours as there no traffic signal between Ebenezer Rd and Joppa Rd. This makes it difficult for school buses to be able to make a right then cross two lanes to able to turn left onto Joppa Rd. C. This alternative keeps a diverse community back into Chapel Hill Elementary School D. This alternative would lower the risk of early overcrowding of Northeast Elementary School. Other area schools have room for expansion through use of mobile units. However, the layout of the Northeast Elementary School does not allow for such. This school should not over placed at or near capacity to start with. This would leave the school few options for potential future growth. E. Provides needed relief to Chapel Hill Elementary School, as it will remain at a much lower capacity than current enrollment.

Chapel Hill ES It seems to be the most equitable of the three! C being the worst of the three options!

Chapel Hill ES

It seems that moving some areas to Kingsville would make the most sense. The map is very deceiving. it would make sense for Committee members to drive some of these neighborhoods to understand the roads and dynamics. For example, when did we decide that PB12, 10, 11 and 9 were one community. The entrance from PB 9 to PB 11 is .8 miles away. PB 9 is literally a separate neighborhood geographically. The neighborhoods back up against each other. That same argument can be made for 90% of the communities on this map. My recommendation is to throw that argument out and spend time around safety issues and limiting the amount of children that need to transition schools. If you look at the actual distance between PB9 and 12 to Kingsville, Vincent Farm and Chapel Hill, they are all a drive. Kingsville is only .5 miles further from these neighborhoods than Vincent Farm. Not to mention a much safer route for all students. Moving PB9 and 12 to Kingsville will create relief for Vincent Farm, and Chapel Hill. this would also allow for PB30 to remain Chapel Hill. The children and families in PB30 literally walk to school for most school events. when the townhome development is finished in the next few months, the sidewalks will connect PB30 directly to Chapel Hill, thus making it a .3 mile walk. Why would we displace families that walk to school for most events, when there are options where this kids wouldn't have to transition at all.

Chapel Hill ES It leaves the new Northeast School too overcrowded.

Is Kingsville untouchable? PB12 and 9 are the same distance if not a little closer than PB124 (already in Kingsville) to Kingsville. The route PB12 and 9 would take to school is only 1 mile more than Chapel Hill and Vincent Farm. but much more safe for these kids. Moving these two to Kingsville would allow PB30 to remain in Chapel Hill, preventing future redistricting and giving relief to the new school, Chapel Hill and Vincent Farm. The neighborhoods in PB12, 9, 10 and 11 are not connected geographically. the same community argument could be made for every spot on the zoning map. We should put safety and overcrowding first and focus on actually keeping neighborhoods together. we have neighborhoods split on the map and we are worried about keeping 4 separate neighborhoods together. the committee should prioritize what is most important for all.

Chapel Hill ES

I live in PB30, and suggest the following alternative options: 1. Place PB 30 back into the Chapel Hill Elementary School district for several reasons. First, it uses the four lane highway of Honeygo Blvd as a major infrastructure barrier to geographic boundary. This would eliminate the safety concerns associated with Honeygo Blvd. Second, it adds a very diverse community back into Chapel Hill Elementary School. Third, this option would lower the risk of early overcrowding of Northeast Elementary School. Other area schools have room for expansion through use of mobile units. However, the layout of the Northeast Elementary School does not facilitate that. This school should not start at or near capacity leaving it with few options for potential future growth. Lastly, this scenario provides needed relief to Chapel Hill Elementary School, as it will remain at a much lower capacity than current enrollment. 2. Place PB 30 back into the Chapel Hill Elementary School District, and move PB 4, 5, 7, 8, and 9 back to Vincent Farm Elementary School. The first reason for this option is the same as above. It would use the four lane Honeygo Blvd as the major infrastructure barrier to geographic boundary & eliminate the safety issues regarding school buses turning right only to cross two lanes quickly to make a left onto Joppa Rd. Second, this option would provide additional relief to Chapel Hill Elementary, without overcrowding Vincent Farm Elementary. Vincent Farm is due for additional relief in 2020 with the addition of a new school near Ridge Road. This would eliminate the need for almost 100 children to be moved to new schools, and then possibly need to be redistricted again in less than 2 years. There are additional options for relief for Vincent Farm Elementary in future as well, which may include other nearby schools such as Chase Elementary.

I live in PB30, and suggest the following 2 alternative options to Option A: OPTION 1 (PREFERRED) - Simply place PB 30 back into the Chapel Hill Elementary School district. Rationale: a. Uses the four lane highway of Honeygo Blvd as a major infrastructure barrier to geographic boundary. This eliminates the safety concerns associated with Honeygo Blvd. In the near future, PB 30's only exit will be via Honeygo Blvd. This is a dangerous exit in the early morning and afternoon commutes as there no traffic signal between Ebenezer Rd and Joppa Rd. This makes it difficult for school buses to be able to make a right then cross two lanes to able to turn left onto Joppa Rd. b. Adds our very diverse community back into Chapel Hill Elementary School c. Lowers the risk of early overcrowding of Northeast Elementary School. Other area schools have room for expansion through use of mobile units. However, the layout of the Northeast Elementary School does not allow for such. This school should not open at or near capacity to start with, as it leaves NE Elementary few options for potential future growth. d. Provides needed relief to Chapel Hill Elementary School, as it will remain at a much lower capacity than current enrollment. OPTION 2 - Place PB 30 back into the Chapel Hill Elementary School District, and move PB 4, 5, 7, 8, and 9 back to Vincent Farm Elementary School. Rationale: a. The rationale from #1 above, plus: b.

Chapel Hill ES I feel there are too many town home communities which lead to over crowding

Chapel Hill ES Does not seem to even out amount of students in some areas.

Chapel Hill ES Covers the largest area which means that even if it addresses the overcrowding at Chapel HIll it still leaves the potential for it being overcrowded in the future.

Chapel Hill ES Bad solution

21

Baltimore County Public Schools Northeast Area Elementary Community Boundary Change Study November 2017

Revised 11/10/2017

Respondent Live in Elementary Zone What are your thoughts regarding Option A?

Gunpowder ES This option maintains many schools at an overcapacity rate. Options B & C provide more relief for schools within the northeast, even though Joppa View remains extremely overcrowded.

Gunpowder ES

The new school and chapel hill still have residential development and the scenario leaves them at or over capacity. Also, it was mentioned that the new school cannot accommodate trailers in the future. The new school should not be left overcapacity. It was also mentioned that the new Ridge road school may be able to relieve Perry Hall and Joppa View in the future.

Gunpowder ES The boundary lines here do not lead me to believe that matriculation concerns will be addressed

Gunpowder ES

The boundary line is too far south. Those communities are much closer to Joppa View or PHES. The new school will be starting over capacity with little or no room to grow for the future.

Gunpowder ES That my child will be attending the new school

Gunpowder ES Personally, the new school is not convent for my family and our daycare situation.

Gunpowder ES Option A seems to evenly distribute the schools without pulling to much enrollment away from the existing neighborhoods.

Gunpowder ES Option A is not bad but I believe option C is a better choice.

Gunpowder ES Not best for overcrowding or long term needs. No other relief coming for Gunpowder

Gunpowder ES No

Gunpowder ES Least interested of all

Gunpowder ES Kids will be in the buses for a much longer time. Does not have as much flow.

Gunpowder ES It still leaves Gunpowder overcrowded.

Gunpowder ES It puts my whole neighborhood into one school and lets us stay at our current school

Gunpowder ES It keeps almost all of the schools over max capacity and starts the new school out at max capacity

Gunpowder ES In order of my preference: C, A, B. This appears to spread the capacity the best based on geographic size.

Gunpowder ES I think option C is best.

Gunpowder ES I think it's a good option, but my least favorite of A, B, and C. It addresses overcrowding, but not as well as B and C.

Gunpowder ES I am extremely concerned about bus routes for my children to go to the new school. They can’t cross chapel road to get onto the bus. It is too dangerous. Right now they are the last stop to go to Gunpowder and get on without having to cross the street.

Gunpowder ES Based on the parameter lines, the boundaries in balance with student population seem fair and equitable overall.

22

Baltimore County Public Schools Northeast Area Elementary Community Boundary Change Study November 2017

Revised 11/10/2017

Respondent Live in Elementary Zone What are your thoughts regarding Option A?

Joppa View ES Very uneven lines will completely break up an already complex neighborhood

Joppa View ES This option would rezone my children and some of their neighborhood friends to Perry Hall Elementary while others would still be at Joppa View. I do not like this option as it appears to divide our local neighborhood into two different school zones.

Joppa View ES Option A would have the kids in my court at Perry Hall Middle, then one house over from our court, remains at joppa view.

Joppa View ES Option A seems to be the option that most separates neighborhoods. Boundaries seem more choppy than other options

Joppa View ES Option A really doesn't decrease the over crowing of Joppaview.

Joppa View ES Option A is the only one which can reduce severe overcrowding in Joppaview

Joppa View ES My children are in 4th grade at Joppa View Elem. I would like them to finish at JVE and be able to stay there for 5th grade and still have bus transportation.

Joppa View ES It splits the neighborhoods on one side of Silver Spring road. The entire side of Silver spring until bel Air road should stay together as a community.

Joppa View ES It does the most to alleviate overcrowding right now. It also seems like it will need the fewest adjustments when the Ridge Road school opens.

Joppa View ES It does not seem to achieve the goals

Joppa View ES I like option A as it helps to elevate the overcrowding in all the community schools.

Joppa View ES Dont like it

Kingsville ES None of the options change where my daughter goes to school and that is good.

LiveInES OptAtho

Oakleigh ES I am still a long distance from my child's elementary school (Oakleigh) as I live at the end of putty hill and Walter. It takes over 1/2 hour to drive to my child's school now. Why would this group of Oakleigh not feed into Carney?

Perry Hall ES This option keeps our neighborhood together (PB 148 and 153) be kept together. Currently, PB 148 attends Perry Hall Elementary School & PB 153 attends Chapel Hill Elementary School. This options allows the children to attend the same school.

Perry Hall ES This option is of the 3 options the second best option for long term growth and child distribution in the Perry Hall Communities.

23

Baltimore County Public Schools Northeast Area Elementary Community Boundary Change Study November 2017

Revised 11/10/2017

Respondent Live in Elementary Zone What are your thoughts regarding Option A?

Perry Hall ES

The point of redistricting is to alleviate overcrowding, right now on option C- if you added PB 40,41,43, 44 (our neighborhoods block), 45 to the new Northeast elementary school it would increase enrollment from 614 to 643. This is still well under capacity and it would help Perry Hall Elementary school go from 594 to a capacity of 565 which makes that closer to the school's capacity of 528.

Perry Hall ES Resolves overcrowding

Perry Hall ES Option A seems best to relieve overcrowding across the entire community. Although the other options leave room for the new school to grow there could be growth in other boundaries that are already over capacity.

Perry Hall ES

Option A maintains current neighborhoods and creates communities where students are geographically close to the schools they attend as well as the other students. It also leaves room at Vincent Farm for students that will be attending from the new development going up in the area. In addition, the schools all have similar rations in terms of enrollment vs capacity.

Perry Hall ES Offers balanced distribution of student enrollment

Perry Hall ES Not my favorite option as it does not keep my entire neighborhood together.

Perry Hall ES Looks good to me, I would be pleased with this option.

Perry Hall ES I don’t know if this school will have a program for special needs children but I’m hoping so as my son would be very close to home and overcrowding will be eliminated.

Perry Hall ES Currently the neighborhood of Snyder Lane is broken into two school districts. Option A allows all of Snyder Lane to attend the same school which is being build within eye sight

Perry Hall ES Creates an equal borders for schools.

Perry Hall ES Children who live directly across the street from PHES and walk to school are being removed from PHES. This map was not an option from the start.

Perry Hall ES Beneficial for neighborhoods it will effect, provides new opportunities for students in these areas currently experiencing overcrowding.

Perry Hall ES A is ok,, but it still keeps some school relatively high in enrollment.

Seven Oaks ES Two of the courts in closest proximity to Seven Oaks Elementary are zoned for Gunpowder in this option. This totals only 19 kids.

Seven Oaks ES

Strongly opposed to this option. This takes my children out of a walkable distance to Seven Oaks, with no major roads to cross, and instead moves them to a school over 1 mile away. Our community is quite literally the geographic closest to Seven Oaks Elementary and a main reason of why we live where we do.

Seven Oaks ES North wind Road is not part of Seven Oaks with this option.

24

Baltimore County Public Schools Northeast Area Elementary Community Boundary Change Study November 2017

Revised 11/10/2017

Respondent Live in Elementary Zone What are your thoughts regarding Option A?

Seven Oaks ES

My opinion on all 3 options are the same. My son would be switching to Gunpowder from Seven Oaks. My main concern with this is that he will be going to an already overcrowded middle school (Perry Hall) instead of Pine Grove Middle. I think this problem needs to be addressed as well as part of this problem. I am not aware of any plans in place to address the middle school overcrowding problem.

Seven Oaks ES I don't like that Option A increases the enrollment at Seven Oaks. If one of the goals of the boundary study is to decrease overcrowding, this does the opposite at Seven Oaks.

Seven Oaks ES Demographics will completely change in seven Oaks school district. This is unfortunate with all maps you are breaking up a great neighborhood.

Vincent Farm ES Would prefer options B and C for the benefit of all neighborhoods.

Vincent Farm ES Would like the Fieldcrest Neighborhood to be in the Chapel Hill and Perry Hall school zones

Vincent Farm ES This is a viable option. It helps with overcrowding, plans some for future growth.

Vincent Farm ES This addresses long term needs while giving relief to Vincent Farms

Vincent Farm ES The numbers at VFES are too low.

Vincent Farm ES Strongly would like option b

Vincent Farm ES Seems that nobody thought the increased residential development would result to a population increase at the schools within this area. Overall poor planning by the County and City. All of these plans are about the same for where I live.

Vincent Farm ES Seems okay, but Chapel Hill ends up more crowded than in the other options.

Vincent Farm ES schools remain overcrowded, as well as possibly increasing section 8 population

Vincent Farm ES Overcrowding

Vincent Farm ES Option A still provides too much of an overage for Chapel Hill. VFES decreases the most but at the expense of the other schools still being too far over capacity. This option also impacts more students.

Vincent Farm ES Option A provides no relief to Carney or Gunpowder and too much relief for Vincent Farm.

Vincent Farm ES New Elementary school will open overcrowded and doesn't have capacity for portable classrooms. Plus additional neighborhoods/building in areas where schools are already over crowded.

Vincent Farm ES its good to have it

Vincent Farm ES It's a suitable option for Fieldcrest, but Options B or C are better.

Vincent Farm ES It’s a good option, however it is not the best. Using data to make my decision, I believe option B will be the best.

25

Baltimore County Public Schools Northeast Area Elementary Community Boundary Change Study November 2017

Revised 11/10/2017

Respondent Live in Elementary Zone What are your thoughts regarding Option A?

Vincent Farm ES It is a good option because it feeds from Chapel Elementary to Perry Hall Middle and High. My children will be able to maintain friendships with other children.

Vincent Farm ES I think our neighborhood (Fieldcrest off of Allender Rd.) should move to Chapel Hill to reduce overcrowding at Vincent Farm and to ensure our children are able to go to Perry Hall Middle and High like we were promised at settlement and not go to Middle River.

Vincent Farm ES I support the Fieldcrest Community switching to Chapel Hill mainly due to overcrowding and this address is at

Vincent Farm ES I love VFES but if it continues to get even more crowded something needs to be done. Chapel Hill is also a great school but I think it could use some updating.

Vincent Farm ES I like option a because I want my kids to go to chapel hill not Vincent farm because Vincent farm is too crowded I live in the fieldcrest homes on allender rd

Vincent Farm ES I hate that all 3 maps are taking out 1 small portion of Philadelphia road. My kids babysitter is in the small section that has been decided to be moved.

Vincent Farm ES I don't want my child to switch schools

Vincent Farm ES

I believe this option runs the risk of overcrowding NE Area ES. Can we not meet all goals by shifting some planning blocks. PB 30 seems to want back to Chapel Hill, this would provide NE Area ES some room. If Chapel Hill is then overcrowded, PB133 could be moved to Kingsville. After watching the videos, there was never any clear direction as to why Kingsville seemed to be immune from this redistricting.

Vincent Farm ES I am not in favor of Option A because it does not seem to reduce the overcrowding in all areas and it doesn't seem to plan as well for future enrollment needs.

Vincent Farm ES Excellent

Vincent Farm ES Currently at Vincent farm where over crowed and fear for my children safety and ability to learn in that environment

Vincent Farm ES

As a parent of children at Vincent Farm, I am acutely aware of overcrowding. While I desire relief for our school, I do not wish at the expense of other children. This option places the new school at or over capacity on day one. I fear we are just giving our headaches to the new school. While it is not ideal, I would rather find a way to provide relief for Northeast, so they are not set up for failure on Day 1. Especially since, Vincent Farm is due for relief in 2 years too.

26

Baltimore County Public Schools Northeast Area Elementary Community Boundary Change Study November 2017

Revised 11/10/2017

Respondent Live in Elementary Zone What are your thoughts regarding Option A?

Vincent Farm ES

Anything that puts us in Chapel Hill is good however I think long term this is the most strategic because it seems less likely to need redistricting again. It covers the areas that have more new construction going in and it is the areas 40 and north. Dividing along red lion is just asking for another redistricting for the neighborhoods along that road- it makes no sense for them to go to Vincent farm

Vincent Farm ES

All of the options are well put together. The committee is doing a great job except there is one gentlemen who seems to exert his own feelings. He has said that he put his own map together and now has suggested another map of his own. How did they pick committee members? Members should put aside their own feelings and make informed decisions based on what the community needs. I hope BCPS does not take this gentlemen's rants seriously. He is trying to exert what little power to control what he should not be controlling. What if every person made a map? Bcps cannot take every option seriously. Obviously he does not understand the area since his first map has changed. He needs a lesson in equity not equality. He needs to provide relief based on numbers not personal feelings. Please do not give him any more power by giving his map a second thought. He should actually be taken off the committee.

Vincent Farm ES 21162 is a small zip code. There should be no reason that those that live in 21162 should go to Vincent Farm. The map shows rosedale 21237 staying at VFE which makes no sense.

Other (Please specify):

Not good for Carney which is already over crowded with 5 trailers. Would increase the poverty rate at Carney to 51%.

27

Baltimore County Public Schools Northeast Area Elementary Community Boundary Change Study November 2017

Revised 11/10/2017

Exhibit #2 – Option #B

Respondent Live in Elementary Zone What are your thoughts regarding Option B?

Carney ES Yes

Carney ES The same as I wrote for Option A...........Where would you put the additional children? You've recently added new trailers for those already enrolled in Carney ES.

Carney ES The new school is too far away. We are less then a half mile from Carney Elementary. Carney ES Same reason as Option A

Carney ES

Option B seems to make the most sense to me in regards to the Carney ES and Seven Oaks ES boundaries. The Walther Blvd/Dunfield Road area are included in the rest of Carney ES and it has a definitive line for the community. The lines for Seven Oaks seem to be more definitive based in the major roads in the area.

Carney ES Option B also doesn't address the needs of the community and school programs. See objections to Option A.

Carney ES Not good for the Carney ES and Carney community. Carney ES less overcrowding Carney ES Leave Carney Elementary as is.

Carney ES I feel like it causes the least amount of disruption for students currently attending Seven Oaks.

Carney ES Every option increases capacity at Carney, unclear why Carney is gaining students if new school is being built.

Carney ES Carney Elementary School is already overcrowded with 5 trailers, a small campus with no room to grow.

Carney ES Again, Carney ES is currently overcrowded and is not a good option. Chapel Hill ES This option seems to cover the areas the best. Chapel Hill ES This is the plan for the children.

Chapel Hill ES

This is a resident of PB 30, and I would like to propose two options that place PB 30 back into the Chapel Hill Elementary School district. Option 1: Place PB 30, 26, and 164 back into the Chapel Hill Elementary School district - Safety, safety, and safety. Utilize the four lane highway of Honeygo Blvd as a major infrastructure barrier to geographic boundary. - Maintaining diversity at Chapel Hill Elementary School - promote socio-economic diversity - Lower risk of early overcrowding of Northeast Elementary School. Northeast Elementary does not allow for expansion. - Chapel Hill remains at lower capacity than current enrollment Option 2: Place PB 30, 26, and 164 back into the Chapel Hill Elementary School district, and move PB 5, 8, and 9 back to Vincent Farm Elementary School - Safety, safety, and safety. - Additional relief to Chapel Hill Elementary

28

Revised 11/10/2017

Respondent Live in Elementary Zone What are your thoughts regarding Option B?

Chapel Hill ES The unaccounted for apartment building is not going to chapel hill but the neighborhoods are still disrupted. Mostly all of Chapel hill is going to the new school.

Chapel Hill ES Strongly opposed thank you Chapel Hill ES Strongly dislike Chapel Hill ES Solves the overcrowding situation.

Chapel Hill ES place PB 5, 8 AND 9 in Vincent Farm where they belong currently and retain PB30, 26 AND 164 in Chapel Hill again these communities offer cultural and socioeconomic diversity to Chapel Hill elementary school currently

Chapel Hill ES Place PB 30 back into the Chapel Hill Elementary School District.

Chapel Hill ES

PB30, 26 and 164 should remain at Chapel Hill. PB30 is the most diverse neighborhood in the Chapel Hill Area. In addition, 164 is apartments, Chapel Hill should have all different incomes in enrollment. Relief can be established by sending PB9, 12 and 11 to Kingsville. This move keeps Kingsville under capacity as well as the new school, Chapel Hill and Vincent Farm. The communities at PB9, 10, 11 and 12 are not connected in anyway. Given their large numbers it creates stress on the new school, chapel hill, and Vincent farm, by not splitting them up. Someone needs to study the actual road maps and drive the neighborhoods. I have friends in those communities that don't want to change schools and have never met anyone in another community. Was the community idea a community effort? or just a couple of parents responding to emails? PB30 has 60 people committed to staying in Chapel Hill and have unified voice. It would be a shame if they weren't heard, but a few random emails that didn't have the whole community's consensus we honored. All families have a right to be represented in this process. Chapel Hill ES PB30, 26 and 164 should remain at chapel hill for socioeconomic and ethnic diversity concerns. PB7 and 4 stay in Vincent Farm and PB12 and 9 go to Kingsville. This addresses the overcrowding at the new school and relief to all other schools.

Chapel Hill ES

PB30 and 124 need to stay in Chapel Hill. PB124 needs to stay for socioeconomic reasons, Apartments vs single family. and PB30 is 60% diverse. Chapel Hill's average is much lower. Removing them from Chapel Hill, will lower the diversity enough that is noticeable.

Chapel Hill ES Our Parkside community is still being divided from the exiting neighborhoods. Chapel Hill ES Option B is also not at all good option as its dividing the neighborhood .

Chapel Hill ES Option B has the new school boundary too large and has the new school picking up neighborhoods that are yet to be built. This option opens the school at too high a capacity for that anticipated growth.

Chapel Hill ES

Option 1. Place PB 30, 26, and 164 back into the Chapel Hill Elementary School district.                Rationale Utilizes the four lane highway of Honeygo Blvd as a major infrastructure barrier for a geographic boundary. Adds a very diverse community back into Chapel Hill Elementary School. Promotes socio-economic diversity, by not having Chapel Hill Elementary be comprosied of predominately single family homes and the majority of the multi-family units to Northeast Elementary. This option would lower the risk of early overcrowding of Northeast Elementary School. Other area schools have room for expansion through use of mobile units. However, the layout of the Northeast Elementary School does not allow for such. This school should not be placed at or near capacity to start with. This would leave the school few options for potential future growth. Provides needed relief to Chapel Hill Elementary School, as it will remain at a much lower capacity than current enrollment.                        Option 2. Place PB 30, 26, and 164 back into the Chapel Hill Elementary School District, and move PB 5, 8, and 9 back to Vincent Farm Elementary School             Rationale The above rational from #1 above This would provide additional relief to Chapel Hill Elementary, without overcrowding Vincent Farm Elementary. Â

This option would lower the risk of early overcrowding of Northeast Elementary School. Other area schools have room for expansion through use of mobile units. However, the layout of the Northeast Elementary School does not allow for such. This school should not be placed at or near capacity to start with. Option 2. Place PB 30, 26, and 164 back into the Chapel Hill Elementary School District, and move PB 5, 8, and 9 back to Vincent Farm Elementary School Rationale a. The above rational from #1 above b.

Chapel Hill ES

Not having PB164, 26 and 30 as part of Chapel Hill doesn't align with the goals of socioeconomic and racial diversity. PB164 is apartments, if removed from Chapel Hill, there will be nothing in the school zone except for single family homes and a few very large townhomes. In addition PB30 is one of the most diverse areas on the map. This block should remain in Chapel Hill to ensure that Chapel Hill has the diversity and experience desired with a public school education.

Chapel Hill ES none Chapel Hill ES Leaves Northeast School too close to capacity.

Chapel Hill ES Just slightly better than Option A, Option B has estimated utilization at the new school at 98%. My concerns are the same as with Option A.

Chapel Hill ES Its the right thing to do. Chapel Hill ES It's the right thing to do Chapel Hill ES I think this one is the best for all neighborhoods .

Chapel Hill ES I think this model is too far reaching for the new school. There is no reason that communities off of Cowenton would be bused to the new school rather than going to Chapel Hill. That makes no sense at all.

Chapel Hill ES I think it is strange that on Cowenton Rd, one side of the street will go to one school, and the other to another when houses on the street open directly onto the street, and not just neighborhood entrances.

Chapel Hill ES

I live in PB30, and suggest the following alternative options Option 1. Place PB 30, 26, and 164 back into the Chapel Hill Elementary School district. Rationale a. Chapel Hill ES

I live in PB30 and I would suggest that we get included in Chappel Hill district and use Honeygo blvd as the natural boundary. this can help eliminate the safety concerns that us parents in the community have, which is turning out onto Honeygo during busy hours and then merge into two lanes of traffic that typically moves at 50+mph speed. In the near future, PB30 will only have one single entrance/exit to go in and out of the community. Futhermore, adding PB30 back to Chapel Hill will create a very diverse community back into Chapel Hill Elementary School and provides better learning experience for the kids. this option also promote socio-economic diversity. It would also lower the risk of early overcrowding of Northeast Elementary School with no room to grow while provides relief to Chapel Hill as it remains at a lower capacity.

Chapel Hill ES

I live in PB30 and I suggest the following alternative options: A. Place PB 30, 26 and 164 back to Chapel Hill Elementary school disctrict. Rationale: A. Utilize the four lane highway of Honeygo blvd as a major infrastructure barrier to geographic boundary. This would eliminate the safety concern of school bus exiting to the right of Honeygo blvd and then immediately turn left to Joppa. This a very dangerous exit in the early morning and afternoon commutes. B. This will add to the diversity of Chapel Hill Elementary School C. This would lower the risk of early overcrowding of northeast elementary school. Northeast elementary does not have room for expansion through use of mobile units. This school should not be at over or near capacity to start with. D. Provides needed relief to Chapel hill elementary school as it will remain at a much lower capacity than current enrollment. E. promotes socio economic diversity but not having chapel Hill Elementary be compromised of predominantly single family homes while moving a majority of the multi family units to Northeast Elementary Option 2: Place PB30, 26 and 164 back to Chapel Hill Elementary School district and move PB 5, 8 and 9 back to Vincent farm elementary school. Chapel Hill ES

I live in PB 30 and suggest to place PB 30,26 and 164 back in Chapel Hill elementary school district. My reasons for this are: since there is no traffic signals between Ebenezer road and Joppa road ,during the early morning commute its hard for school buses to take left turn from Honeygo to Joppa road soon after exiting right from PB30. It adds a very diverse community to Chapel Hill which promotes the socio-economic development of school as a whole. This option would also lower the chances of overcrowding of Northeast elementary school because other school areas have space for expansion by mobile units which doesn't seems like can happen in the layout of NE elementary school. Suggestion -2:Place PB 30,26 and 164 back inot Chapel hill district and move PB 5,8 AND 9 back to Vincent farm Elementary school. My reasons for this are: As per the current proposal Vincent farm ES can have a relief in 2020 with the addition of new school near Ridge road, which would eliminate the need of another move of almost 80-100 children again in 2 years to new school. Inturn all this will provide additional relief to Chapel Hill as well.

Chapel Hill ES

I live in PB 30 and suggest the following alternative options Option 1. Place PB 30, 26, and 164 back into the Chapel Hill Elementary School district. Rationale a. Promote socio-economic diversity, but not having Chapel Hill Elementary be comprised of predominately single family homes, while moving a majority of the multi-family units to Northeast Elementary. d. This option would lower the risk of early overcrowding of Northeast Elementary School. Other area schools have room for expansion through use of mobile units. However, the layout of the Northeast Elementary School does not allow for such. This school should not over placed at or near capacity to start with. This would leave the school few options for potential future growth. e. Provides needed relief to Chapel Hill Elementary School, as it will remain at a much lower capacity than current enrollment. Option 2. Place PB 30, 26, and 164 back into the Chapel Hill Elementary School District, and move PB 5, 8, and 9 back to Vincent Farm Elementary School Rationale a. The above rational from #1 above b. I live in PB 30 and suggest other options. Option 1, place PB 30, 26 and 164 back into the chapel hill elementary school district Some reasons are: 1. It will provide much lower capacity than current enrollment 2. This will add a very diverse community back into chapel hill elementary school 3. This will lower the risk of early overcrowding of northeast elementary school. 4. Promote socio economic diversity but not having chapel hill elementary be comprised of predominately single family homes while moving a majority of the multi family units to northeast elementary Option2: Place PB 30, 26, and 164 back into Chapel hill, and move PB 5, 8, 9 back to Vincent farm elementary school Reasons: 1. Utilize the four lane highway of honeygo Blvd as a major infrastructure barrier to geographic boundary. This is a safety concern 2. This will decrease enrollment number to Chapel Hill elementary and not overcrowding Vincent Farm Elementary.

Chapel Hill ES I feel like this option also includes too many townhome communities which can lead to overcrowding

Chapel Hill ES Does not fill the new school to capacity and maintains in most other areas.

Chapel Hill ES Better than A, but not as good as C. I would not be upset with this option, but I do not prefer it.

1. Place PB 30, 26, and 164 back into the Chapel Hill Elementary School district for the following reasons: First, this option would use the four lane highway of Honeygo Blvd as a major infrastructure barrier to geographic boundary. This would eliminate the safety concerns associated with Honeygo Blvd. Second, this alternative option adds a very diverse community back into Chapel Hill Elementary School. It would promote socio-economic diversity, but not compromise Chapel Hill Elementary of predominately single family homes, while moving a majority of the multi-family units to Northeast Elementary. This option would also lower the risk of early overcrowding of Northeast Elementary School. 2. Place PB 30, 26, and 164 back into the Chapel Hill Elementary School District, and move PB 5, 8, and 9 back to Vincent Farm Elementary School The first reason for this option is the same as above. It would use the four lane Honeygo Blvd as the major infrastructure barrier to geographic boundary & eliminate the safety issues regarding school buses turning right only to cross two lanes quickly to make a left onto Joppa Rd. Additionally, this alternative option would provide additional relief to Chapel Hill Elementary, without overcrowding Vincent Farm Elementary.

Chapel Hill ES Splits some established neighborhoods in the middle of the street. Would break up long term relationships with neighbors.

Gunpowder ES

Why is PB164 a consideration for the new school? It says "0" kids, that is not even going to be accurate. Yes this option has some room for growth, but that will be needed for the growth closer to the school. PB164 is closer to Joppa View, Chapel Hill and Vincent Farms. The boundary goes way too far south. Those students are closer to Joppa View and PHES.

Gunpowder ES This plan looks reasonable Gunpowder ES Strongly in favor Gunpowder ES Second choice Gunpowder ES Same

48

Baltimore County Public Schools Northeast Area Elementary Community Boundary Change Study November 2017

Revised 11/10/2017

Respondent Live in Elementary Zone What are your thoughts regarding Option B?

Gunpowder ES Option B utilizes many of the new seats at the NE ES without putting it overcapacity. Additionally it addresses overcrowding at many schools.

Gunpowder ES Option B does not appropriately account for the apartments that will be built on Cowenton. It also has students that live very close to Joppa View, pass that school on their way to the new school, which does not seem very efficient.

Gunpowder ES Option B & C are the same - I prefer this because it reduces enrollment and addresses current and future overcrowding issues.

Gunpowder ES Most schools decrease significantly in overcrowding. Joppaview will be affected when the new school is built in a few years by Ridge Rd. Other schools will not so it's their last chance to relieve overcrowding.

Gunpowder ES Looks as though there is less shifting of students, but could pose imbalance of numbers in schools long term

Gunpowder ES It puts our whole neighborhood in one school and let's us stay at our current school Gunpowder ES It appears to not address crowding in certain schools.

Gunpowder ES I think option B is terrible. It does not help with overcrowding in schools. I believe option C is the best option.

Gunpowder ES I think it addresses the overcrowding issues well. Gunpowder ES I like this because it drops enrollment to help overcrowding.

Gunpowder ES I am extremely concerned about bus routes for my children to go to the new school. They can’t cross chapel road to get onto the bus. It is too dangerous. Right now they are the last stop to go to Gunpowder and get on without having to cross the street.

Gunpowder ES Does not address future projected growth. Gunpowder ES Appreciate the diversity being comparable, keeps in mind no ability to grow Gunpowder ES Again, it disrupts our current daycare situation.

Gunpowder ES Addresses the overcrowding but this is the largest for the new school so it seems that they will be overcrowded from the beginning.

Joppa View ES would like to stay in same school

Joppa View ES

UNFAIR TO MAKE JOPPA VIEW STUDENTS WAIT ANOTHER 2 YEARS FOR NEW SCHOOL CONSTRUCTION (AT RIDGE RD) THAT IS STILL TOO FAR AWAY TO SAY WHETHER OR NOT THIS SCHOOL WOULD ALLEVIATE OVERCROWDING. WITH THE EXCEPTION OF OPTION A, ALL OF THE CURRENT OPTIONS HAVE JOPPAVIEW GAINING OR STAYING AT ABOUT THE SAME CAPACITY. CONSIDERING JOPPAVIEW IS 1 OF 4 SCHOOLS SHARING COMMON BOUNDARY LINES WITH THE NEW NE SCHOOL DISTRICT I FEEL THIS SCHOOL SHOULD FEEL AN IMMEDIATE ALLEVIATION OF OVERCROWDING. I THINK THAT THERE IS ROOM FOR IMPROVEMENT ON THE SOUTHERN BORDERS OF KINGSVILLE BOUNDARIES. THEY SEEM TO BE THE LEAST AFFECTED

Joppa View ES This option divides some of my children’s friends out of the Joppa View feeder zone but most of their friends and our neighborhood remains in the JVE area.

Joppa View ES Perry Hall and Joppa View are still very overcrowded Joppa View ES overcrowding in Joppaview not addressed Joppa View ES Option B covers a smaller area so it would accommodate the issue of overcrowding

Joppa View ES My children are in 4th grade at Joppa View Elem. I would like them to complete their education at JVE and be able to stay there for 5th grade and still have bus transportation.

49

Baltimore County Public Schools Northeast Area Elementary Community Boundary Change Study November 2017

Revised 11/10/2017

Respondent Live in Elementary Zone What are your thoughts regarding Option B?

Joppa View ES Much more even lines, distribution makes more sense

Joppa View ES I believe its a great idea to have all children coming from neighborhoods on the left of Silver Spring, at the same school, Joppa View

Joppa View ES As a parent at JVE, I feel this option does not address the current need to alleviate the overcrowding issues the school currently faces. To wait 2 years to address this issue is not in the best interest of the school or community.

Joppa View ES Addresses the goals Kingsville ES Same

Oakleigh ES I am still a long distance from my child's elementary school (Oakleigh) as I live at the end of putty hill and Walter. It takes over 1/2 hour to drive to my child's school now. Why would this group of Oakleigh not feed into Carney.

Other (Please specify):

Is bad for Carney which is already overcrowded with 5 trailers. Would increase the poverty rate to 51%.

Perry Hall ES

While this option resolves some of the issues from option A, the borders on the east side are poorly thought out. There are children very close to the new school that will go to PHES, while children four times further away will go to the new school. Again, should not have been a final option.

Perry Hall ES This option requires multiple changes and is in the long term the most disruptive plan. It has the least flexibility for the future growth and development of the Perry Hall community.

Perry Hall ES This option continues the division in our neighborhood (PB 148 and 153). Our children should be kept together.

Perry Hall ES Provides enrollment capacity relief to the area while leaving the new school with room to grow.

Perry Hall ES Overcrowding at the corner of PHES is a huge issue

Perry Hall ES Option b is allowing much diversity to Perry Hall Es school. Between the apartments and Dunfield area a majority are going to Perry Hall. To maintain equity other schools should have more of Dunfield or Perry Hall Apartments.

Perry Hall ES

Option B does not relieve the overcrowding felt by Joppa View or Vincent Farm. Vincent Farm will subject to higher enrollment in the very near future as there is much development going on in that area, this development will put enrollment right back where the school currently is and leaves the school still overcrowded. Further this option creates boundaries for schools that are geographically spread out, instead of keeping students near their classmates and schools, they will be much more dispersed.

Perry Hall ES Maintains my neighborhood together. Seems to address the school capacity issues and allows for growth at the elementary schools in high growth areas in the northeast area.

Perry Hall ES Looks good to me, I am in favor of this option.

Perry Hall ES I would prefer to send my youngest to Perry Hall Elementary school next year. It is where my daughter, now in middle school, attended elementary school.

Respondent Live in Elementary Zone What are your thoughts regarding Option B?

Perry Hall ES Beneficial for all students, parents, and communities. Addresses issue of overcrowding and provides new opportunities for young students.

Perry Hall ES B does not really alleviate the bigger school's populations for very long.

Perry Hall ES Although it's not as good as option A as far as fixing the overall overcrowding its much better than option C. Option B fixes this problem for more schools.

Perry Hall ES Also our address is not in school zone for the new school in option B.

Seven Oaks ES Two of the courts in closest proximity to Seven Oaks Elementary are zoned for Gunpowder in this option. This totals only 19 kids.

Seven Oaks ES This is sad, seven oaks area will become a 4-10 star school. You people are sad its all about the money.

Seven Oaks ES I don't really like that it moves many people who live very close to Seven Oaks to Gunpowder.

Vincent Farm ES Would like the Fieldcrest Neighborhood to be in the Chapel Hill and Perry Hall school zones

Vincent Farm ES VF is very overcrowded.

Vincent Farm ES Using data, this option provides the best long term solution to overcrowding now & in the future.

Vincent Farm ES This still leaves vincent farms district too big Vincent Farm ES This option seems to best address the overcrowding issues.

Vincent Farm ES

This option addresses current overcrowding, keeps nearby neighborhoods in the same district, alleviates bus schedules, plans for future growth, eliminates the need for yet another boundary change in the near future. Most population growth seems to be towards the east... at some point the redistricting needs to happen so that there isn't a kneejerk adjustment every time with some neighborhoods going through multiple changes every couple of years.

Vincent Farm ES This is the most favorable option to help with decreasing overcrowding while increasing student safety, diversity and sense of community.

Vincent Farm ES

Seems that nobody thought the increased residential development would result to a population increase at the schools within this area. Overall poor planning by the County and City. All of these plans are about the same for where I live, but Option B has the lowest overall increase in overcrowding for where my children would go.

Vincent Farm ES Same thoughts, let the community decide not one man. Vincent Farm ES Same reasons as option a Vincent Farm ES Same as Option A Vincent Farm ES reduces overcrowding in both current and possible future schools

51

Baltimore County Public Schools Northeast Area Elementary Community Boundary Change Study November 2017

Revised 11/10/2017

Respondent Live in Elementary Zone What are your thoughts regarding Option B?

Vincent Farm ES

Option B provides the best distribution of students among schools, and affects a much lower amount of students. It provides good diversity and community consistency. It also excludes PB 164 which could include a large amount of students with that development that might be better distributed to JVES, NE area school, or VFES.

Vincent Farm ES Option B provides a credible option to maintain school diversity, as well as free and reduced lunch percentages, while addressing current overcrowding at schools such as Vincent Farm Elementary.

Vincent Farm ES Not like

Vincent Farm ES

My thoughts are the same for both Option A, B, and C that removing us from Vincent Farm Elementary District significantly reduces our minority precentage, ie from almost 50% down to 38%, ie 5/10 vs. 3.5/10). I wanted my children to have a broad experience in their early education as I did not have this and felt it was an extreme detriment to my development.

Vincent Farm ES My kids would be changing schools with Options B. However looking at the over all capacities of the school Chapal Hill will have room to add the additional kids that could be coming with the new development on cowington.

Vincent Farm ES Keeps my child in their current school Vincent Farm ES It address overcrowding

Vincent Farm ES Ideal option of the 3 presented for Fieldcrest Families. Keeps neighborhoods together, supports feeder patterns, optimal enrollment/size of schools.

Vincent Farm ES I think this is the best option with regard to addressing overcrowding, future enrollment needs, and keeping neighboring communities/neighborhoods together.

Vincent Farm ES I think our neighborhood (Fieldcrest off of Allender Rd.) should move to Chapel Hill to reduce overcrowding and to ensure our children are able to go to Perry Hall Middle and High like we were promised at settlement and not go to Middle River.

Vincent Farm ES I think option B provides the most relief regarding overcrowding.

Vincent Farm ES I support the fieldcress community switching to Chapel Hill mainly due to the overcrowding in this addresses that problem

Vincent Farm ES

I have to say, I am surpised at this option. It appears to be intentionally gerrymandered. While I know both Chapel Hill and Vincent Farm desperately require relief, I do not think this is fair to the new school. Further, this appears to put every multi-family unit in the new school area. The new school will have double the amount of free and reduce lunches as Chapel Hill (and this number is probably low, as the 200 unit apartment at PB 164, will probably only further this divide. This option just does not seem to follow any major infrastructure barrier as a geographic bounday, but seems to avoid them.

Vincent Farm ES I have many concerns with the size in Vincent Farm. I don't think it is not safe to have a building with this many students. There are not many bathrooms, cafeteria space, classroom space, and outdoor playing space to accommodate all of the students.

Vincent Farm ES

I am not sure how this map follows and geographic or infrastructure boundaries. It appears randomly scattered to pull in more to NE Area ES. However, there must be a better way to accomplish in a more symetrical manner. In adding the 200 apartments to the NE Area ES, rather than to Chapel Hill, it appears for some reason some one is purposely excluding them based on their economic status. I see Chapel Hill's free and reduce lunches are much lower than all the neighboring schools, is this just another way to keep this school sheltered. Isn't this process supposed to be fair to all members of the community, regardless of race, religion or economic status. I would add PB 26 and 164 back to Chapel Hill. This would give the new school some relief for being over crowded, and would promote economic diversity amongst the schools.

Vincent Farm ES Good choice for our large neighborhood to be moved and eliminate crowding at VFES Vincent Farm ES Best option for our community

Vincent Farm ES Balances overcrowding in schools that will not be alleviated by additional school buildings.

Vincent Farm ES Again addres the needs of each planning block while giving relief to each school. Vincent Farm ES Addresses overcrowding and feeds into Perry Hall Middle and High Vincent Farm ES Addresses overcrowding

Respondent Live in Elementary Zone What are your thoughts regarding Option C?

Carney ES This option puts Carney ES at 113% utilization and the school is already struggling with student behavior issues. Adding more students with no additional supports to the school will not help us.

Carney ES The current crowded conditions need to corrected before new students are enrolled.

Carney ES See objections to Options A and B. Carney ES Same reason as Options A and B

Carney ES Same as the others new school is much far and current school Carney is less then half mile.

Carney ES Same as my thoughts for Option B.

Carney ES overcrowding

Carney ES Option C and Option A are both divide the Dunfield Area. It adds a great deal of children to Carney ES and doesn't seem to consider the neighborhood/community division.

Carney ES Not good for the Carney ES and Carney community.

Carney ES Not a viable option to address overcrowding.

Carney ES No Carney ES Leave Carney Elementary alone.

Carney ES Every option increases capacity at Carney, unclear why Carney is gaining students if new school is being built.

Carney ES Carney has one elementary school. The scenario is not beneficial to the students in the Carney community because it will bring more poverty to the student populations raising the poverty rate as defined by FARM data from 43% to 51%,

54

Baltimore County Public Schools Northeast Area Elementary Community Boundary Change Study November 2017

Revised 11/10/2017

Respondent Live in Elementary Zone What are your thoughts regarding Option C?

Chapel Hill ES

We live in PB30 community and I suggest - Option 1. Place PB30 back into the Chapel Hill district. Use Honeygo blvd as natural infrastructure boundary. this eliminates the safety concerns that the community parents have regarding the school bus having to turn out onto a busy 50+mph traffic onto Honeygo during traffic hours. PB30 community will only be left with one entrance/exit in/out of the community in the near future. There is no traffic control between Ebenezer and Joppa and traffic on Honeygo typically travels in excess of 50+ mph speed. PB30 community is very diverse and adding it back into Chapel Hill, it helps bring diversity to Chapel Hill. This option helps alleviate over crowding issue at Chapel Hill and does not pre-maturely over-crowd the new Northeast school which it has no room to grow to begin with. Second option is put PB30 back in Chapel Hill and leave PB5/8/9 un-touch in Vincent Farm. Vincent Farm is due for relief in 2020 with new school coming near ridge road. This will help relief Chapel Hill and still not over crowding Vincent Farm would eliminate the need to almost 100 children to be moved to new schools, who may need to be redistricted again in less than 2 years when the new school comes into the picture. There are other options that's in the plan to relief Vincent Farm in the near future. By moving current Vincent Farm students over to Chapel Hill will pre-maturely stress Chapel Hill school and pre-maturely put Vincent Farm under capacity. The third option proposed is to help relief Chapel Hill and the new Northeast elementary school in the long term, which is to move Chapel Hill's eastern school boundary from Rt7, westward to I-95. Using I-95 as natural infrastructure boundary and expands Chapel Hill's western boundary. By doing so, this helps relief Chapel Hill's current overcrowding situation and also allows the new Northeast elementary school to not be at capacity right at the beginning and still allows room for growth. This will also help address having the need to re-district Chapel Hill (or the new Northeast school) in the near future. Areas in Perry Hall are very dense with population with little real estate to possibly put more new school for future relief in the Perry Hall area. In the contrary, eastern baltimore county is not as dense in population and has a lot more room to build and support future school relief. Vincent Farm could potentially get relief from Chase Elementary, Victory Villa Elementary and the up-coming new elementary school in 2020.

Chapel Hill ES This options seems to keep kids closer to home and grouped with families with similar incomes

Chapel Hill ES

This option puts the new school a little to close to capacity at the onset. Ideally PB30 should move to Chapel Hill. and PB9,8 and 5 to Vincent Farm. This will leave all 3 schools below capacity while preventing 96 kids from having to transition schools in the middle of the formative years.

55

Chapel Hill ES This option keeps communities together especially those on Cowenton all going to Chapel Hill.

Chapel Hill ES

This option best accounts for future growth and future relief some schools will get through additional new school construction. This option starts the new elementary school out with a lower utilization rate that will allow for future growth. The option also seems to have boundaries that are more compact and better respect major roads and other geographic features as school boundaries.

Chapel Hill ES

This is a resident of PB 30, and I would like to propose two options that place PB 30 back into the Chapel Hill Elementary School district. - Chapel Hill remains at lower capacity than current enrollment Option 2: Place PB 30 back into the Chapel Hill Elementary School district, and move PB 5, 8, and 9 back to Vincent Farm Elementary School - Safety, safety, and safety. Utilize the four lane highway of Honeygo Blvd as a major infrastructure barrier to geographic boundary. - Maintaining diversity at Chapel Hill Elementary School - Lower risk of early overcrowding of Northeast Elementary School. PB30 is .3 miles from Chapel Hill. Our children don't walk every day (some do) but most families walk to school events. Development is already in place (we have the drawings) to connect PB30 directly through the Strawberry Field development directly to Chapel Hill. it would be a shame to walk across Honeygo with young children to attend school events as a family. Technically we fall under the definition of walkers. I suggest a consultant drive into our neighborhood at 8:30 and try to get around at the speed of a school bus. This will bring to light, one the diversity on our bus stop, two the danger of crossing honeygo without lights on the stretch before our development, and three, how close Chapel Hill really is to our community.

For some reason the committee is crying community. these communities are not connected and given the numbers are putting a huge strain on making other logical movements to the map. 2 or 3 citizens that sent emails early, don't speak for the entire community. Lots of the residents in PB12 and 9 want to stay at Vincent Farm. Leaving PB12 or 9 or both at Vincent Farm, will allow PB30 to stay in Chapel Hill. PB30 is .3 miles from Chapel Hill once the new sidewalks have been installed. PB9 and 12 are over 2 miles away. By leaving PB30 in Chapel Hill and leaving PB9 and 12 at Vincent Farm, this allows the new school some room to breath, Vincent Farm is getting relief in 2020 and there is no guarantee all of the development in there area even happens.

Chapel Hill ES Our Parkside community is being divided from existing neighborhoods.

Chapel Hill ES Our home falls into all three options and this option seems to include more of the single family neighborhoods

Chapel Hill ES

Option C presents all the schools with a boundary that looks appropriate at least visually. The new school opens at 87% - allowing room for some future growth and VFES is left below 90% as well. While JVE and PHE are left over capacity that is expected to be relieved by the next new school.

Respondent Live in Elementary Zone What are your thoughts regarding Option C?

Chapel Hill ES Option C has an estimated utilization at the new school under 90%. With little to no room for trailers, I think this is the best option to ensure class sizes stay reasonable at the new school as the area continues to grow with new homes and additional students.

This would leave the school few options for potential future growth. d. Provides needed relief to Chapel Hill Elementary School, as it will remain at a much lower capacity than current enrollment. Option 2. Place PB 30 back into the Chapel Hill Elementary School District, and move PB 5, 8, and 9 back to Vincent Farm Elementary School Rationale a. The above rational from #1 above b.

Option 1, place PB 30 back into the chapel hill elementary school. Reasons: 1. This will provide relief to Chapel HIll as it will remain at a much lower capacity than current enrollment 2. This will add a very diverse community back into Chapel HIll 3. This will lower the risk of early overcrowding of Northeast elementary school. Other area schools have room for expansion through use of mobile units. But the layout of the northeast elementary school does not allow for such. This school should not over placed at or near capacity to start with. Option 2: Place PB 30 back into the Chapel HIll elementary school and move PB 5, 8 and 9 back to Vincent Farm Reasons: 1. Utilize the 4 lane highway of honeygo blvd as a major infrastructure barrier to geographic boundary. This is for safety issue. 2. This will have more relief to Chapel hill elementary without overcrowding Vincent farm elementary.

Chapel Hill ES Nothing Chapel Hill ES none Chapel Hill ES Love this option the best

Chapel Hill ES Leaving PB30 in Chapel Hill gives relief to the new school and keep diversity in Chapel Hill. Sending PB12 and 9 to Kingsville saves some redistricting in the future while keeping all school number under capacity. Safer route for students as well.

Chapel Hill ES

Include PB 30 in Chapel Hill elementary school and remove PB 5,8 AND 9 to stay in Vincent farm zone again PB 30 offers significant cultural diversity to Chapel Hill and why move the kids form their current schools in both zones when the numbers for long term enrolment are similar and Chapel hill is performing very well even being as overcrowded currently. The VF school zone has Chase and Oliver beach ES for relief in future if need be and the new NE area ES has NO ROOM for expansion or growth at all

Chapel Hill ES I'm very upset to be districted out of CHE, but at least option c leaves the new NE School with a little room to grow.

I live in PB30 and suggest the following alternative options: 1. Place PB 30 back into the Chapel Hill Elementary School district. First, it uses the four lane highway of Honeygo Blvd as a major infrastructure barrier to geographic boundary. This would eliminate the safety concerns associated with Honeygo Blvd. 2. Place PB 30 back into the Chapel Hill Elementary School District, and move PB 5, 8, and 9 back to Vincent Farm Elementary School The first reason for this option is the same as above.

Chapel Hill ES

I live in PB30 and I suggest the following alternative options: A. Place PB30 back to Chapel Hill Elementary school disctrict. Option 2: Place PB30 back to Chapel Hill Elementary School district and move PB 5, 8 and 9 back to Vincent farm elementary school. Ratonale. A. I live in PB 30 and suggest the following alternative options Option 1. This would leave the school few options for potential future growth. Chapel Hill ES

I live in PB 30 and suggest following options with rationales: Place PB 30 back into Chapel Hill Elementary school district.my reasons for this are: The four lane highway of Honeygo Blvd and the busy Joppa road signal junction becomes a major obstacle to geographical boundary. This would eliminate the safety concern of exiting from PB 30 to Honeygo and turning left to Joppa road in the peak commuting hours. Since most of the kids from PB 30 are going to be done with elementary grades in next 2-3 years ,Chapel Hill elementary will remain at a much lower capacity than current enrollment. Suggestion 2:Place PB 30 back to Chapel Hill ES and move PB 5,8,and 9 back to Vincent Farm ES.My reasons for this are: Same risk of h higway of Honeygo Blvd as mentioned above in 1st suggestion. Chapel Hill will get some relief as Vincent farm is going to have another Elementary school come up in their district in 2020 near Ridge road.

Chapel Hill ES Favorite option. Many children will remain at Chapel Hill ES. My child will be at the new facility with any of the options.

Chapel Hill ES Does the most to keep neighborhoods together. Also addresses ability for new school to grow while relieving current schools of over crowding.

Chapel Hill ES Does not support diversity

Chapel Hill ES does not overcrowd new school, I am concerned with current home construction and would not want to start new school already at max capacity.

Chapel Hill ES Better acknowledgment of limitations of the relief available through this process and future school construction and doesn’t set up the new elementary school up for imminent overcrowding.

Chapel Hill ES Another better option

Respondent Live in Elementary Zone What are your thoughts regarding Option C?

Chapel Hill ES Allows children on cowenton Avenue to maintain easy /quick access to school. Prevents children in that area from having to cross Honeygo blvd. intersection. This intersection has had many accidents.

Chapel Hill ES

300 apartments will be built at the end of Cowenton and adding them to the new school would overcrowd it fast and the new school is limited on space to utilize trailers! CHES can handle the number of potential students and has space for 4 or more trailers! It also cuts Cowenton in half, one side with all single family homes going to CHES.

Gunpowder ES This plan looks reasonable

Gunpowder ES This option seems to be the most efficient lay-out with regards to where the current and future schools are located. No students would be passing an existing school on their way to the new school.

Gunpowder ES This option does the best job of taking into consideration future projected growth, new schools planned in the future, and the fact that the new school will not be able to accommodate trailers.

Gunpowder ES This one seems the most balanced option.

Gunpowder ES

This is the best option - it has the least impact on students, keeps neighborhoods together and makes the most logical sense. There is room to grow for the new school. While it doesn't help JVES and PHEM now, it lessons the impact of moving kids twice when the next elementary school is opened.

Gunpowder ES Seems to help the overcrowding Gunpowder ES Same

Gunpowder ES Option C does not utilize enough seats at the new NE ES. This increases overcrowding at other schools, and in my opinion does not do all that we can do to help with the overcrowding issue.

Gunpowder ES Not as good as B

Gunpowder ES My number one choice for school size

Gunpowder ES It puts our whole neighborhood into one school and let's us stay at our current school

Gunpowder ES It looks geographically like it makes sense so hopefully and hopefully it helps with overcrowding.

Gunpowder ES It addresses overcrowding well.

Gunpowder ES

I think it’s important to start the new school under capacity. As the community grows and as the young families in the new developments in the area grow up, the greater the enrollment. With limited space for cottages, it’s important to be mindful of population growth so the new school does not go over capacity and raise class sizes

Gunpowder ES I love option C. I think it address multiple issues regarding overcrowding in the area and this new boundary outline flows well with existing neighborhoods.

Gunpowder ES I like this because it addresses overcrowding.

Gunpowder ES I am extremely concerned about bus routes for my children to go to the new school. They can’t cross chapel road to get onto the bus. It is too dangerous. Right now they are the last stop to go to Gunpowder and get on without having to cross the street.

Gunpowder ES Great

Gunpowder ES Concerned about no sidewalks near/around new NE Elementary school

Gunpowder ES Appears to best address over crowding.

Gunpowder ES Again, disrupts current before and after school arrangements.

Joppa View ES Would like to stay in same school

Joppa View ES

This is our preferred option because it allows most of our neighborhood and my children’s friends at JVE to continue on at that school. However I do see that it would not be as practical if Joppa View wanted to have more children walk to school—but Joppa View is not especially walker-accessible anyway.

Joppa View ES This addresses my main concern, the extreme overcrowding of the school.

Joppa View ES overcrowding in Joppaview not addressed

Joppa View ES My children are in 4th grade at Joppa View Elem. I would like them to complete their education at JVE and be able to stay there for 5th grade and still have bus transportation.

Joppa View ES Much more even lines, distribution makes more sense

Joppa View ES As with Option B, the Manorfield neighborhoods would be maintained and all be able to stay at Joppa View

Joppa View ES Addresses the goals

Joppa View ES 3 Schools are still very overcrowded and it seems to break up communities between chapel hill and vincent farms

Kingsville ES Same LiveInES OptCtho

Oakleigh ES I am still a long distance from my child's elementary school (Oakleigh) as I live at the end of putty hill and Walter. It takes over 1/2 hour to drive to my child's school now. Why would this group of Oakleigh not feed into Carney.

Other (Please specify):

Carney is already overcrowded with 5 trailers. It would increase the poverty rate to 51% putting a greater strain on the school resources.

Perry Hall ES Won't solve current overcrowding issue.

Perry Hall ES We'll be very satisfy to see my precious little girl attending a new school in our neighborhood. My Older daughter have attend Elementary school in Perry hall, where she attend 2 years in trailers classroom.

83

Baltimore County Public Schools Northeast Area Elementary Community Boundary Change Study November 2017

Revised 11/10/2017

Respondent Live in Elementary Zone What are your thoughts regarding Option C?

Perry Hall ES This plan of the three is the only viable option. Option C requires the least amount of adjustments to become a better plan. Options A and B require significant changes to become a plan that could be acceptable.

Perry Hall ES This option leaves too many schools overcrowded. There would be three schools at or over 113% capacity while not utilizing the new school. This option seems most unfair to those schools already high in enrollment.

Perry Hall ES

This option keeps all of the children in our neighborhood (PB 148, and 153) together. Currently, our neighborhood goes to two different elementary schools - Perry Hall Elementary School (PHES) and Chapel Hill Elementary School (CHES). A wooded area separates PB 148 and PB 147. Perry Hall High School (PHHS), which on the other side of the street, separates PB 148 and PB 43. We would like to be included with the rest of our neighborhood. The children play together, they will continue to grow up together, and we would for them to attend the same school together.

84

Baltimore County Public Schools Northeast Area Elementary Community Boundary Change Study November 2017

Revised 11/10/2017

Respondent Live in Elementary Zone What are your thoughts regarding Option C?

Perry Hall ES

This option has the least level of disruption and decreases the level of over crowding the most in the given plans. While no solution offered complete resolves the needs of this over developed region it does reduce the burden that is placed on the 2 most over crowded schools in the district with the future development of a school on Ridge road this will reduce over crowding the best while decreasing the amount of times students must readapt to a new schools culture and mean s of education.

To me, that is a no brainer and I hope that you consider this suggestion.

Respondent Live in Elementary Zone What are your thoughts regarding Option C?

Perry Hall ES Our elementary school is overcrowded and understaffed. We need this redistricting to alleviate the problem and give our children more opportunities than they are given now in their current schools.

Perry Hall ES Option C spreads diversity and equity with Dunfield and Perry Hall Apartments

Perry Hall ES

Option C does offer relief to some relief to most schools. However, there is disparity in the utilization rates, some schools remain more than 10% under while other are more than 10% over. It leaves room for Vincent Farm to expand its enrollement which is likely given the development in that area. However other schools are under their enrollment and they most likely will not face the same development concerns. It seems short sighted to leave Gunpowder and Seven Oaks with less than capacity when most likely new homes and students won't be a concern like they are for Vincent Farm, the new Northeast area school, Joppa View, and Chapel Hill. Three of which will be starting out with utilization rates over 100%.

Perry Hall ES Not enough relief for some of the schools in the area while leaving the new school with lower than necessary enrollment

Perry Hall ES Maintains the Snyder Lane Neighborhood in one school district that is within eye sight and technically closer

Perry Hall ES It divides the street I live on in half. I'd prefer if the whole street were unified.

Perry Hall ES I like that it keeps my neighborhood together, however it has us changing schools and I do not think it adequately addresses the potential for growth in the area.

Perry Hall ES C allows for growth in most schools, and it does not change the overall population of too many schools.

Perry Hall ES Again, if there is a special needs program then my son would be at this school until middle school. Overcrowding is a big issue at PHES.

Seven Oaks ES You already made your minds up. Seven oaks is now a 4 star school congrats .. housing will drop low and income housing will take over. People in this neighborhood made it great now take it apart, congrats!

87

Baltimore County Public Schools Northeast Area Elementary Community Boundary Change Study November 2017

Revised 11/10/2017

Seven Oaks ES

My opinion on all 3 options are the same. My son would be switching to Gunpowder from Seven Oaks. My main concern with this is that he will be going to an already overcrowded middle school (Perry Hall) instead of Pine Grove Middle. I think this problem needs to be addressed as well as part of this problem. I am not aware of any plans in place to address the middle school overcrowding problem.

Seven Oaks ES I don't really like that it moves many people who live very close to Seven Oaks to Gunpowder.

Vincent Farm ES Would like the Fieldcrest Neighborhood to be in the Chapel Hill and Perry Hall school zones

Vincent Farm ES This option maintains diversity, keeps existing neighborhoods together and looks to the future enrollment the best.

Vincent Farm ES This option is not the best, but I do not think it completely addresses future overcrowding.

Vincent Farm ES Strongly would like option b

88

Baltimore County Public Schools Northeast Area Elementary Community Boundary Change Study November 2017

Vincent Farm ES

Still seems like this option could take PB 30 and place it back to Chape Hill. This would eliminate their concerns, still provide releif to Chapel Hill, and provide relief to Vincent Farm. That way all the schools win, as this would provide some room for Northeast to grow as well.

Vincent Farm ES still leaves VF's district too large

Vincent Farm ES

Seems that nobody thought the increased residential development would result to a population increase at the schools within this area. Overall poor planning by the County and City. All of these plans are about the same for where I live, but Option C has the second lowest overall increase in overcrowding for where my children would go.

Vincent Farm ES Same reasons as option a

Vincent Farm ES Same opinion on option B but prefer B which appears to optimal for the neighborhoods/students.

Vincent Farm ES Same as Options A and B Vincent Farm ES Same as before

Vincent Farm ES Please do not make a map of one man's rant.

Vincent Farm ES Option B and Option C are very similar.

Vincent Farm ES Not like Vincent Farm ES N/A Vincent Farm ES Its good to have it

Vincent Farm ES It is a good alternative to Option B.

Vincent Farm ES I think our neighborhood (Fieldcrest off of Allender Rd.) should move to Chapel Hill to reduce overcrowding and to ensure our children are able to go to Perry Hall Middle and High like we were promised at settlement and not go to Middle River.

Vincent Farm ES I support the Fieldcrest Community switching to Chapel Hill mainly due to overcrowding issues in this addresses that problem

Also why have Chase Elementary and Olive Branch not been considered as viable alternatives to provide needed relief Vincent Farm. These schools coould assist in unburdening our schools, rather than pushing everyone inward to the Perry Hall, which is already bursting at the seems.

Vincent Farm ES I am in favor of Option C as it also seems to address overcrowding and future enrollment needs.

Vincent Farm ES Almost as good as option B for Fieldcrest community, would be suitable alternative.
