    INTRODUCTION

    The Voters Guide was prepared by the Leagueof Women Voters. The League of Women Votersis a nonpartisan organization that works topromote political responsibility through the activeparticipation of citizens in their government. TheLeague does not support or oppose any politicalparty or candidate. This guide has been producedfor the benet of individual voters throughoutBaltimore County. Material from this guide maynot be reproduced in whole or in part without the

    permission of the League of Women Voters.The Voters Guide has been designed and published with the kindcollaboration of Patuxent Publishing Company as a service to the public. TheGuide is a special supplement to Patuxents Baltimore County newspapers.Look for it in the Arbutus Times, the Catonsville Times, the Northeast Boosterthe Towson Times, and the Jeffersonian. It is also available free of charge to allBaltimore County Public Libraries and through the Baltimore County Schoolswhere the Patuxent Company does not publish a local newspaper.

    Voters are encouraged to examine our new online Voters Guide which willprovide a sample ballot with all the data about the candidates. The ballot willbe tailored for the specic voting district of the voter when the appropriate zipcode is entered. www.vote.lwvmd.org.     All candidates were asked to respond to a nonpartisan questionnaire.Candidates running for a particular ofce were asked identical questions. Theirresponses appear as submitted to the LWV, without editing. If their responsesexceeded 300 characters, their answers end abruptly. Due to the length of theguide, some races will not have all responses to all the questions. Please refer tothe website for complete information. The League assumes no responsibility forerrors and/or omissions. The LWV expresses appreciation to the candidates whoresponded and to Patuxent Publishing Company for making the guide possible.

    ABSENTEE VOTING: Any registered voter may apply for an absentee ballot byrequesting an Absentee Ballot Application. Please call the Baltimore County

    Board of Elections (see number below) or use the Board of Elections website.Be aware of the due date.

    PROVISIONAL BALLOT: A ballot must be issued to a voter: if the voters nameis not on the polling place register; if the voter moved from the address listed onthe polling place register more than 21 days before the election, if the voter isrequired to show identication and does not have it, if the register indicates thatthe voter was issued an absentee ballot or has already voted.

    WRITE-IN VOTING: Voters can write acandidates name. All polling sites have write-invoting instructions. Judges will provide directionsif asked.

    ASSISTANCE: A voter can ask questions ofthe chief judges if the voter requires assistancebecause of a physical disability.

    If you need a ride to your election polling place,please call the party of your choice before electionday to request and schedule a ride. You can checkoff your choice of candidates on the VotersGuide and take it into the polling place with you.

    GOVERNORS DUTIES: The Governor is the chiefexecutive ofcer of the state of Maryland andappoints the heads of statewide departments and

    judges to the state courts. The Governor also makesother appointments as provided by the MarylandConstitution or by law and proposes the annualoperating and capital budgets to the legislature.The Governor may veto legislation passed by thelegislature.

    SALARY: $150,000.TERM: Four years, limit of two consecutive terms.HOW ELECTED: Elected statewide as a team with

    the Lt. Governor.The LIEUTENANT GOVERNOR assists the

    Governor and is elected jointly on a ballot with thegubernatorial candidate. The Lieutenant Governorlls the ofce of Governor in case of death,resignation, or disability and carries out specicduties assigned by the Governor.

    SALARY: $125,000.

    RUNNING MATES QUALIFICATIONS: AnthonyBrown has a distinguished career in public service.After serving our country as an army Colonel, hewas elected to the state house and served as HouseMajority Whip. Now, Anthony is the highestranking elected ofcial in the nation ever to haveserved a tour of duty in Iraq.

    ENERGY: To move forward, we must conserve ourexisting resources while investing in alternative energy.Thats why I set a goal for energy savings of 15% by2015, implemented a tax exemption for residentialsolar installations and asked the federal governmentto remove barriers to off-shore wind production.

    EDUCATION: Education is the key to movingus forward and thats why my administration hasfully funded Thornton, investing $5.7 billion this

    year alone and a record $1.3 billion for schoolconstruction. We need to build on this progress withsmart investments and reforms to keep our schoolsranked #1 in the nation.

    ECONOMY: Our focus is on creating, savingand maintaining jobs. With strategic tax cuts forsmall businesses, public-private partnerships andinvestments in the new economy, we will emergefrom the national recession faster than most states.But we must continue to move forward by investingto create jobs.

    BUDGET: Working together, we have restored scal

    responsibility, cutting $5.6 billion in spending whilemaintaining our shared priorities. Our schools areranked #1, our Bay is recovering and our violentcrime rate is at a 35 year low. We must continuemoving forward with a smart, scally responsiblebudget.

    CHESAPEAKE: Thanks to the creation of theChesapeake Bay Trust Fund, innovative partnershipswith stakeholders and high waste reduction goals,our Bays health is the best its been since 2002 andour crab population is at a 10 year high. But moreneeds to be done to restore our cherished resource.

    TRANSPORTATION: Our transportation agendahas and will continue to focus on creating jobsand improving the quality of our life and the

    environment while keeping our families safe andsecure. With the purple line, ICC and improvementsat the Port of Baltimore, we will continue to build asystem for the future.

    REPUBLICAN

    QUALIFICATIONS: I led Maryland out of arecession and a budget decit once and I will do itagain. I have 3 simple priorities: more jobs, lowertaxes, and less spending. As a state lawmaker, U.S.Congressman, and Governor, I have always believedin being honest with the citizens I serve.

    RUNNING MATES QUALIFICATIONS: Mary Kaneis a working mother, a small business advocate, anda former prosecutor. As the daughter of immigrants,she has a unique understanding of the unlimitedpossibilities available to families if governmentserves the interests of the people.

    ENERGY: I have three goals. First, ensure thatenergy supplies are affordable and reliable. Second,diversify energy supplies so that we are less dependenton foreign oil. Third, enact policies that encouragelocal energy companies to create jobs, including inour wind, solar, and nuclear energy sectors.

    EDUCATION: As Governor, I increased publicschool funds by a record $1.4 billion. As a result,high school AP scores were 2nd best in the U.S.and the achievement gap continued to closeamong African-American & Hispanic students,and students living in poverty. I will continue fully

    funding public schools.ECONOMY: I will treat small businesses as asource of new jobs, not a source of new taxes. Iwill repeal my opponents 20% sales tax hike, whichhurts low and middle income families. I will improveMarylands business climate, which currently ranks45th in the nation, according to the Tax Foundation.

    BUDGET: Maryland lost sight of its spendingpriorities the past 4 years. I will reprioritize howgovernment spends money, redirecting scarce taxdollars into programs that work and that help themost vulnerable in our communities. Ineffectiveprograms that needlessly expand government will be

    reconsidered.CHESAPEAKE: I will protect the Bay Restoration

    Fund, which Governor OMalley raided by $155million this year by ensuring the Fund is usedfor its intended purpose: reducing pollution fromwastewater plants. I will protect wildlife and workwith watermen to ensure that our oyster and crabpopulations recover.

    TRANSPORTATION: In my 1st year, I will restore25% of the transportation funds Governor OMalleytook from local governments that could have beenused to repair roads. I will demand improved service

    on our troubled MARC system and invest scarcedollars to x deteriorating road and transit projectsstatewide.

    energy for government sector creating large,protable market for already existing technologies;Create state sustainable energy plan; State-ownedbank will jump-start move to renewable; ReregulateBGE; Residential Green retrot program. No CC3,Cogeneration.

    EDUCATION: As Governor, I will not cut publiceducation and through increased revenue as outlinedbelow, will keep that pledge; Support coalitions suchas the Fair and Green Schools Initiative to reduce

    disparities in facilities funding & provide jobs; Publiceducation must be fully funded, tuition-free K-16.

    ECONOMY: Create state-owned bank funded bytax revenues & pension contributions, making directloans to our communities, small businesses, partnerw/private banks, contributes % of prots to statesgeneral fund; Create Green New Deal - provideunion jobs immediately using local alternativeeconomic models.

    BUDGET: Close corp. tax loopholes, increasecorp. tax rate, end at income tax rate, institute realprogressive tax reform increasing marginal tax rate

    on higher earners; Pass Medicare For All savingmillions immediately; Time to Tax Wall Street andInvest in Our Streets.

    CHESAPEAKE: Political will, sense of urgency is thekey. Our Bay is our economy! Fully fund/staff MDE;Move from CAFOs of all types to sustainable, smallfarms; Develop programs for sustainable farmingpractices, nutrient management; Strict local planningto limit sprawl; Use steady-state model to limitgrowth.

    TRANSPORTATION: Inter-urban rail, light rail,high-speed rail. New tax revenue outlined above andshift from funding roads (like the ICC boondoggle).

    Rail is the future and Maryland should be leading,not lagging. Walkable, transit-oriented developmentis critical tool to ensure success of these transitprojects

    CONSTITUTION

    Michael HargadonQUALIFICATIONS: Im a Citizen, a Veteran, and I

    am directly effected by the government. I am dutybound to improve my world. The heaviest penaltyfor declining to rule is to be ruled by someoneinferior to yourself Plato. I will no longer penalize

    myself in this manner.RUNNING MATES QUALIFICATIONS: My Lt. is

    qualied because he is the person that I personallytrust to do the right thing as Governor shouldsomething ever happen to me. He will lead accordingto the Constitution equally as well as I would.

    ENERGY: Marylands choices on energy are toolimited. I would encourage ALL forms of alternativeenergy.

    EDUCATION: The Board of Ed. has stripped theparents (specically the PTA) from their formerrole as the authority over their own childrenseducation. The state should lower all taxes andgive the authority back to the ones who will be thebest guardians over the standards of education, theparents.

    ECONOMY: Lower taxes to all, to includebusinesses. Commerce is the only thing that willrevive an economy, and people having more moneyin their pockets will give them more purchasingpower.

    BUDGET: A Constitutional Governor wouldcut government spending by much more thanwhat it would cost to simply balance the budget.Constitutional Government is not instituted to feed,entertain and support us from cradle to grave. Doingotherwise robs us of our freedom of choice.

    CHESAPEAKE: As an Environmentalist myself,and voluntary at that, I believe that people shouldhave a personal responsibility to take care of theenvironment they live in for their children to inherit.The state should lower taxes so that charity willbe possible once again to provide for those who

    volunteer.TRANSPORTATION: Roads should be maintainedat a usable level, but in these difcult economic timesfamilies should not be made to shoulder any moreburden for projects that are not an emergency. If thestate comes out of the decit, then options will beconsidered.

    COMPTROLLER

    VOTE FOR ONE

    DUTIES: The Comptroller is the general scalofcer of the state, responsible for collecting,managing and planning for revenue to supportthe state budget. The Comptroller collects andadministers the following taxes: income tax (bothpersonal and corporate), retail sales and use taxes,motor vehicle fuel tax, road tax on motor carriers,state tobacco tax, Maryland estate tax and excise

    taxes on beer, wine and liquor. The Comptrollerserves on the Board of Public Works along with the

    QUALIFICATIONS: I have learned to listen topeople and lead by motivation and example. Iunderstand and accept the human limitations ofgovernment and leaders.     RUNNING MATES QUALIFICATIONS: Mr. McNeil isa pre-eminent expert in Maryland electoral law and,beyond that, understands how the State governmentand its laws work. His service in the Army gives himcredibility with patriotic conservatives, while he isalso well respected in the peace movement.

    ENERGY: Any regulations imposed on energyproducers should be for safety, not price control.When corporations and individuals see that theycan save or even earn more by conserving fossil

    energy and developing alternative energy sources,Marylands energy future will be brighter.

    EDUCATION: If there is a crisis in public K-12education, its not a crisis in funding. Per pupilspending increases every few years, while qualitycontinues to decline. Non- governmental providers ofeducational services get better results at less cost. Theanswer to the crisis is there we need only look.

    ECONOMY: Stop using tax payers money forcorporate welfare. Eliminate the state sales tax andease the tax and regulatory burden on Marylandsbusinesses.

    BUDGET: As a short range measure, consolidatefunctions among the 92 large and small agencies ofthe Maryland State Government. In the long term,cut back on everything other than infrastructure,emergency response, and public safety.

    CHESAPEAKE: Return to common law - landowners or tenants can sue individuals orcorporations for harm done to livelihood or qualityof life. Sell the land under the Bay to private owners,with the stipulation that anyone can cross the Bay atwill, so long as they leave it as good as they found it.

    TRANSPORTATION: Open transit operations toprivate competitors. Second, fund transportationthrough user fees, not general funds. Third, tolls oruser fees must be used by the service that collectedthem, and not diverted to other transportationsystems. This will let the money go where thedemand is greatest.

    GREEN

    advocate for economic justice and utility re-regulation. I ran for State Senate in 2006, receiving

    ofce a model for efciency. I reward those who paytheir fair share and collect from those who cheat.Ive used my position to oppose wasteful spendingand have promoted fairness towards women andminority-owned businesses.

    IMPROVEMENTS: We can build upon cost-savingmeasures to become more efcient. We need todevelop an economic vision that emphasizesMarylands strengths. We also need a bipartisantop-to-bottom review of state spending inclusive ofthe private sector and we must not raise or enact newtaxes during the recession.

    REPUBLICAN

    QUALIFICATIONS: Two decades of successfulsenior nancial executive experience in public andprivate entities that were experiencing nancialdistress. I was the Assistant Secretary & ChiefFinancial Ofcer (CFO) for the U.S. Departmentof Veterans Affairs, CFO for the U.S. Coast Guard,and CFO for Amtrak.

    IMPROVEMENTS: We have done an inadequatejob of enforcing our tax laws and regulations formany years. I am skeptical that the $240 millionMITS project to enhance revenue collection andenforcement is being adequately managed. I havesuccessfully implemented similar large, complexsoftware solutions.

    ATTORNEY GENERAL

    DUTIES: The Attorney General represents the

    State of Maryland in all legal proceedings. TheAttorney General serves as legal counsel to the

    Governor, the legislature, and all State departments,boards and most commissions.

    SALARY: $125,000.TERM: Four years, no term limit.HOW ELECTED: Elected statewide.

    QUALIFICATIONS: For nearly two decades, I havefought crime and gang violence, safeguarded our

    children from Internet predators, targeted corporatecorruption, prosecuted polluters, and protectedMaryland consumers. MD Attorney General, 2006-Present; States Attorney, 1998-2006; Assistant U.S.Attorney 1992-1998.

    IMPROVEMENTS: I support eliminating judicialelections for circuit court judges. Judges selectedby a nominating commission and gubernatorialappointment would stand for retention election,eliminating the need to raise campaign funds and thepotential for judicial contests that turn on party, raceor gender.

    CONGRESS

    U.S. SENATOR

    VOTE FOR ONE

    DUTIES: Senators share the responsibility withRepresentatives for enactment of the nations laws

    as provided for in the U.S. Constitution. They mayalso conduct investigations on issues of nationalimportance. The Senate is charged with ratifyingtreaties established by the President and conrmsPresidential appointments of Cabinet members,federal judges and foreign ambassadors.

    SALARY: $174,000.TERM: Six years.HOW ELECTED: The Senate consists of 100

    members, two from each state. They are elected bythe states at large and serve for 6 years. One-thirdof the Senate is up for election every two years. ASenator must be at least 30 years of age and musthave been a citizen of the United States for at least 9years.

    QUALIFICATIONS: I have proudly served the peopleof Maryland in the U.S. Senate since 1986. I meetthe day-to-day needs of my constituents and the longterm needs of the nation; a leader in health care,promoting innovation, creating opportunity andbringing jobs in Maryland. I am seeking re-election.

    BUDGET: Tough choices must be made. Thebipartisan debt commission is developing proposalsto balance the budget. In the mean t ime, I havesupported efforts to reduce waste, fraud and abuse in

    the federal budget. I have supported the Pay as YouGo Law, which requires new spending to be offset byspending.

    FOSSIL FUELS: It is essential that we decrease ourreliance on fossil fuels. I support a sensible energyplan that promotes alternative energy efciency andreduces global warming. Energy independence isimportant for our national security and future jobcreation. I absolutely oppose drilling off coast.

    IMMIGRATION: I believe that comprehensiveimmigration reform must protect our borders,protect American jobs and not penalize those who

    have played by the rules. It is important that weadopt a sensible approach to dealing with the illegalimmigrants who are currently in the country.

    taxes, job creation, a strong dollar, less energydependence on foreign oil and renewed condencein our federal government will enhance our nationalsecurity. I support security policies based onprinciples of not appeasing terrorists and no civiltrials for them.

    measure of education. Cutting funding to failingschools will not improve them. I support Individual

    ENERGY: Reduce energy consumption by switchingto energy efcient appliances and light bulbs andcars and trucks, and by making houses and buildingsmore energy efcient. Invest in alternative, clean,and renewable energy technologies such as solar,wind, and geothermal power for commercial andresidential applications.

Marylandchildren can receive a passing score on the stateassessment test, but score below basic or failing onthe federal assessment test.

    ENERGY: Marylands limit of importing only30% of our energy needs from out-of-state must beincreased. Marylands energy needs are being starvedby limiting our ability to import energy. In addition,we must increase our capacity for producing energyeffectively and efciently.

    PRIORITIES: My top priority is protecting childrenfrom violence and abuse. I helped pass tough measuresto protect kids from sexual predators, including MegansLaw and Jessicas Law.     TRANSPORTATION: Eastern Baltimore Countys aginginfrastructure suffered in this years harsh winter. We

    must repair and maintain our existing roads, includingresurfacing major thoroughfares and lling potholes. Thebest way to pay for these projects is by protecting ourTransportation Trust Fund.

    BUSINESS TAXES: In 2007 I voted against raising thecorporate income tax and the sales tax because I amconcerned about the impact of these taxes on our businessclimate. Our economy will grow when local businessesstart hiring. One of the best ways to stimulate hiring is bykeeping our business taxes reasonable.

    SAFETY NET SERVICES: The most common proposalis to raise alcohol taxes to fund services for thedisabled. While making deep cuts to the budget,we provided a 10% increase for DDA programs inBaltimore County this term. I support increasingspending for these programs as the economy recovers.

    EDUCATION: We fully funded our publicschools during the worst recession since the GreatDepression. We cut $5.7 billion to balance ourbudget, but we protected education from cuts, andwe made record investments in school construction.I will continue to protect our states investment inpublic education.

    ENERGY: I co-sponsored a bill to re-regulateelectric companies because re-regulation will control

    costs for the consumer and help us meet our longterm energy needs. We must also create incentives,

    ENERGY: If the private sector will not lead, thenMaryland must undertake a serious green jobs plan.

    We need to manufacture and produce green energy.Since this resource (wind/solar power) is renewableand fee generating, MD can use its bond authorityto build wind/solar power stations w/o a tax increase.
