To ensure student safety inPrince George’s County Pub-lic Schools, the school system isbeefing up security by addingelectronic safety devices to allschools and practicing emer-gency protocols.

The school system is invest-ing $7.5million in devices such assurveillance cameras, electronicentry and panic buttons, and asystem for alerting authoritiesin an emergency situation for its205 school facilities, said MichaelBlow, director of security forPrince George’s County PublicSchools.

Parent Teacher Organiza-tion President Dawn Wampler ofHeather Hills Elementary Schoolin Bowie said the new measuresare a good step for improvingschool security, as county schools

don’t appear to be designed in away that allows good supervisionof the buildings.

“I know that security issues

are something that has been veryimportant to the staff,” Wamplersaid. “I’m glad that the county isactually being proactive in mak-

ing some changes.”Because of school size and lay-

out, some schools will take longerthan others to get physical securityenhancements.Thissummer,Blowsaid officials did a pre-assessmenton the schools to see which wouldbe easier to do based on the build-ing’s age, size and layout.

“It won’t happen by the timeschool starts, but by the timeschool starts we will be well un-derway,” Blow said.

The installments will beginAug. 1 and be done by the end ofthe school year, he said.

Whileabout150of the schoolshave surveillance cameras, aboutaquarter of county schools still donot, Blow said.

The school system has beenauthorized to have supervisorypersonnel oversee security staffat all of the schools and the secu-rity staff’s jobwill be tomake surestaff are in the appropriate placesand to support the principals,Blow said.

There was also a large-scaleactive shooter drill July 19 at HighPoint High School in Beltsville,with observers from the school

system and law enforcementpersonnel. Blow says the schoolssystem plans to partner with lawenforcement and fire safety atleast three times in different lo-cations throughout the year toensure school officials and publicsafety personnel get the opportu-nity topractice for crises together.

Prince George’s County Pub-lic Schools Security is also in theinfancy of planning quarterlylockdown drills to make sure ev-eryone has a basic understandingof the appropriate responses if anincident occurs, Blow said.

Segun Eubanks, school boardchairman, said during the springsecurity staff worked closely withlaw enforcement partners tomake recommendations to theboard for expanded securitymea-sures, such as the panic buttonsand electronic entry.

“I believe these measures willgreatly improve safety and peaceof mind for both students andstaff,” Eubanks said. “After wehave had the opportunity to seethese newmeasures in action, wewill see what additional improve-ments need to bemade.”

Two schools moving into newly builtbuildings, a just-starting public char-ter school and new career academies inschools are samples of what’s to come inthe2013-2014academic year for thePrinceGeorge’s County school system.

Expanding specialty programs in se-lect schools for students wanting specificcareer paths will continue next year, ac-cording to school system officials.

Four additional high schools will startoffering career academies — student pro-grams that target specific professions.The additions are a part of the district’sSecondary School Reform, which bringsacademy schools and career-orientedpro-grams to schools throughout the county.

This will be the third year of a six-yearimplementation plan, said Lynn McCaw-ley, a school system spokeswoman. Shesaid that in addition to new schools start-ing academies, the Aviation and Trans-portation and Environmental Studiesacademies will open for the first time.

Current academies in select schoolsare: Architecture and Design; ConsumerServices,HospitalityandTourism;Businessand Finance; Global Studies; Law, Educa-tion and Public Service; Engineering andScience; Graphic Arts, Media and Com-munication, and Health and BiosciencesAcademies, all of whichwill be expanded.

“The addition and expansion of theseprograms includenewcurriculum, staffingand facilities,”McCawley said.

Apart from career-based programs, anew public charter school launches thisschool year. The College Park Academy

in Hyattsville, offered to middle and highschool students countywide, will open itsdoors, beginning with grades 6 and 7 itsfirst year and expanding each year.

The new charter school will becomethe county’s eighth. The academy will behoused in a former private school onAdel-phi Road in Hyattsville, just outside Col-lege Park’s city borders. The school willstart with about 200 students.

The school’s curriculum will have amix of face-to-face teaching for traditionalsubjects such as science, and online in-struction for subjects such as Chinese.

“It’s a unique learning approach thisschool is taking that will allow studentsto use the best instruction to acceleratetheir learning,” said Mickey Revenaugh, aspokeswoman for Connections Academy,which formed the academicmodel used atCollege Park Academy. “Each student willhave an individualized learning plan.”

A few capital improvement projectsalso will take shape this school year, suchas a new school for OxonHill High School.The new building is on Clipper Way, nextto OxonHill’s current school building.

The $82 million, 254,000-square-footbuilding will have athletic fields, a gym-nasium, 65 classrooms, computer labs,an 800-seat auditorium, and a health andwellness center, according to officials.

Avalon Elementary School also willmove to a new building on Webster Lanein Fort Washington, replacing the formerbuilding on the same site.

The new $19 million, 60,000-square-foot school will house 450 students and 25classrooms, andwill have athletic fields.

Both Avalon’s and Oxon Hill’s schoolbuildings are expected to receive a LEEDGold Certification, a environmentallyfriendly building designation given by theU.S. Green Building Council’s Leadershipin Energy and Environmental Design.

T. Carter Ross, secretary of the Hyatts-ville Elementary PTA, said fourth-gradersat the school started last school year withmore than 30 students per teacher. An in-flux of kindergartners posed problems too,he said.

“We had a huge cohort of kindergart-ners. Then they added a fourth kindergar-ten teacher, and that made things easier,”Ross said of Hyattsville Elementary, whichhas a state-rated capacity for 406 students,but last year had 537, according to schooldata.

State-rated capacity is “the maximumnumber of students that can be reason-ably accommodated in a facility withoutsignificantly hampering delivery of the ed-ucational program,” according to the stateDepartment of Educationwebsite.

Although the Prince George’s schoolsystemno longer tracks average class sizes,school data shows that 42 of the county’s204 public schools are expected to havestudent populations exceeding their state-rated capacity this school year.

EarnestMoore, president of the Prince

George’s PTA Council, an umbrella groupfor school PTAs, said many overcrowdingproblems are temporary.

“We had parents comment on class-room overcrowding at the beginning ofthe year, but when we checked back inwith them in the middle and especially bythe end [of the school year], most of thoseproblems seem to have been resolved,”Moore said.

The county school system has 63.9teachersper 1,000pupils, a lower ratio thanthe state average of 68.2 teachers per 1,000pupils, according to the 2012-13MarylandState Report Card.

Approximately 125,000 students areenrolled in county schools, according toschools data.

“If a school is overcrowded, we have acouple ways to deal with the issue,” saidMax Pugh, the county school system’s di-rector of communications. “One way is torepurpose rooms. For example, youmightuse a science lab as a classroom. Or, youmight move the band classes to the stageand use the band room for a classroom.Once schools runout of space,weput tem-porary classrooms on the site.”

Otherways the school systemhasdealtwith overcrowding is to realign boundar-ies with underpopulated schools, or, whennecessary, build new schools when fund-ing becomes available.

work tailored to her class, allowing students toaccess the work electronically, as well.

“They can copy and paste the definitionfrom the Webster’s app, they can add a picture,and it ismuchmoremultisensory for them,” shesaid, explaining that having iPads in the classhelps keep students attentive because the de-vices offermore interactive learning. “They tendto retain the knowledgeand they aremuchmoreattentive to what the word is and itsmeaning.”

Galinat teaches at oneof fourmiddle schoolsin Prince George’s County that uses iPads in ev-eryday teaching. Students at Charles Carroll inNew Carrollton, Nicholas Orem in Hyattsvilleand WilliamWirt in Riverdale also have one-to-oneusage—as each student is assigneda tablet.

Although most county schools do not haveiPads for every student to use during class time,many have begun to use themas learning tools.In 2012-2013, there were 28 county schoolsthat had at least 100 iPads for class-time use,and each principal and assistant principalthroughout the school system has been issuedan iPad for use in developing new course workand to use for administrative tasks.

Lynn McCawley, a school system spokes-woman, said iPads bring technology and newlearning opportunities for students. For exam-ple, iPads allow for “flipped” classroommodels,where students take iPads home to learn lessonsand do assignments when they return to class,rather than the traditional model of learningthe lessons in class and doing assignments forhomework, said Carroll Principal David Curry.

While they do their assignments in class,iPad applications tell teachers where studentsneed improvement, said Curry, who had 12teachers operating flipped classrooms in the2012-2013 school year.

“It gives [teachers] real-life data to immedi-ately assess the needs of the kids instead of fig-uring it out during the class period,” Curry said.

The school system is also using iPads forthe ease of use, portability and affordability,saidWesWatts, chief information officer for theschool system.Acart of about 30 laptopcomput-ers cost about $30,000while the samenumberof

iPads would cost about $10,000,Watts said.Although students in flipped classrooms

take their iPads home, most students do not,McCawley said. She said the iPads are under aone-year warranty with Apple Inc. Most repairsfor iPads not under warranty are due to brokenscreens, which cost about $110 for replacement,she said.

A studentmay be liable to pay for damage toan iPad if they are found to have been extremelynegligent with the device or maliciously dam-aged one,Watts said.

McCawley said the school system had notrun an analysis of how much the iPads cost theschool system in total and had no estimate. Butthere is a price tag for the implementation of theone-to-one program operated at William Wirt,BuckLodge,CharlesCarroll andNicholasOrem,saidDebraMahone, director of state and federalprograms for the county school system.Thepro-gram was paid for through $3.5 million in grant

funding from the American Recovery and Rein-vestment Act, which funded iPads, some Mac-Books for the schools, and teachers’ training touse the iPads andapplications, she said. She saidthe school systemwouldnotbeable to fundsim-ilar one-to-oneprogramsat other schools unlessgrant funding is obtained due to the costs.

McCawley said it was difficult to assesswhether the iPads have led to any increases inschool performance, but the school system isworking to assess their impact.

Forherpart,Galinat said the iPadshelp keepstudents attentive in class because they offermore interactive learning.

JovanyMelgar, a rising eighth-grader atBuckLodge, said the iPads have helped him when heneeded to know quick information.

“When I was in social studies class, I didn’tknow thatGeorgeWashington had awig on,” hesaid. “So I looked it up. … I was not able to dothat before.”

n Expert urges balance betweenuse of tablets and paper

lthough Prince George’s County studentsareusing iPadsmore frequently in schools,education officials said they have no plansyet to gopaperless, as some schools acrossthe country are aiming to do.

But the implementation of iPadsmeans paper will be used less often in

county schools, which one expert said may not be such abad thing.

More researchwill need to be done to study the effectsof using less paper on learning in the classroom, said Jo-seph McCaleb, who is helping oversee an iPad computertablet program for students at Emma K. Doub School for

Integrated Arts and Technology in Hagerstown. However,fromwhathehas seen, he said students often aremore en-gaged and attentive to detail when typing in an iPad ratherthanwriting with pencil and paper.

“They can use they keyboard relativity easily and theycan change things like misspellings or words left out ormake other revisions,” saidMcCaleb, who is also a profes-sor in the College of Education at the University of Mary-land, College Park.

McCaleb saidwritingbyhand should still bepracticed,and a good balance should be struck between using iPadsand doingwork on paper to keep students practicing theirhandwriting.

As far as reading, he said e-books, digital publicationsof books that can be read on electronic devices, are oftenmore convenient, as students canmore easily takenotes inthe text and highlight areas to reread.

But there are cost considerations for using primarily e-books for class, saidLynnMcCawley, spokeswoman for thecounty school system.

“We are continuing to evaluate e-books vs. traditionaltextbooks, but themain problem is that while e-books areless expensive up front, you have to pay an annual licensefee to access them,” she said. “Traditional textbooks costmoreup front, but canbe reused for up to 10 yearswithoutincurring additional costs.”

Textbook costs vary from year-to-year, saidMax Pugh,spokesman for the school system, but in fiscal 2013, theschool system budgeted $7.78 million for textbooks andother instructional supplies. License fee expenses for theschool systemwere not available by press time.

Earnest Moore, president the Prince George’s CountyParent Teacher Association Council, said he supports theimplementation of iPads into the classroom, but said theschool system should analyze the costs of going paperless.Learning how to read andwrite without an iPad is still im-portant, he said.

“I believe we still need to keep those same fundamen-tals around,”Moore said.

Reporting bullying and harassmentinPrinceGeorge’sCountyPublic Schoolsmay become easier this school year withanewonline versionof the formavailableon the school system’s website.

Downloadable copies had previouslybeen available at www1.pgcps.org/an-tibullying/, and had to be delivered byhand to the school, but the new formscan be filled out and submitted online,said Diane Powell, director of StudentServices in the Office of Student Engage-ment and School Support.

Powell said the online formwillmakeit easier for students, who may feel in-timidated or worried about retribution,to file bullying reports.

Forms are also available in eachschool’s office, in guidance counselingand at other locations in schools, in bothEnglish and Spanish, Powell said.

In the 2011-2012 school year, therewere 325 reported bullying incidents incounty schools, according to the “Bully-ing, Harassment or Intimidation Report”presented to the Maryland General As-

sembly inMarch as required by law.According to the report, Prince

George’s has the second lowest num-ber of reported incidents per 100 stu-dents (2.6) in the state with only HarfordCounty having fewer per-capita reportedincidents (2.1).

BethMcCracken-Harness, formerpres-identofPGTAG,acommunityorganizationfor parents of children in the county’s Tal-ented and Gifted (TAG) program, said theissueofbullying is amajor concern.

“I think thereare lotsofunreported in-cidents,” said McCracken-Harness, basedon conversationswith other parents.

Thenewonline systemwill also allowfor better tracking of reports, Powell said.

Parents or students who file reportswill be notified of the outcome, Powellsaid, but due to privacy concerns, cannotbe notified of any punishment issued tothe offender. If parents are not satisfiedwith the outcome of the investigation,they are encouraged to contact her office,at 301-567-5702, and officials will take asecond look at the investigation.

WilliamReinhard, spokesman for theMaryland State Department of Educa-tion, said parents can contact the MSDEif they feel a bullying incident has still notbeen handled satisfactorily.

“But the bottom line is, these inci-dents shouldbehandled locally,” he said.

Olivia Perkins of Laureldoesn’t mince words when itcomes to the uniform policy ather school, Laurel High School.

“To be honest, I absolutelyhate it,” said the 15-year-old. “Itdoesn’t let us portray our person-ality.”

Still, even with the school’spolicy that requires a collaredwhite shirt and khaki pants, Per-kins and other students in PrinceGeorge’s County find ways to addbits of personality to the uniform,she said. One school day, Perkinshad accessorized her uniformwith a light brown sweater, blackearrings, a red hair clip, and fourbrightly colored bracelets withmessages such as “Say no to bul-lying.”

“When Iwakeup in themorn-ing, I don’t want to wear the sameuniform as everyone else. I wantto look different,” she said. “I’m

going to try and find more andmore things I can add in thatworks with the uniform policy.”

During the 2012-2013 schoolyear, 160 of the county’s 204schools had a mandatory uni-form policy, setting standards forpants, shirts and shoes worn dur-ing school hours.

The county school systemhas allowed individual schoolsto maintain uniforms since the1998-1999 school year, Lynn Mc-Cawley, a spokeswoman for thecounty school system, said in anemail to The Gazette. Schools canestablish a uniform policy by avote among parents and guard-ians at the school, according toPGCPS rules.

Each school sets its own stan-dards for what color or type ofclothing may be worn, but stu-dents still can express themselvesin a variety of ways, according toprincipals.

Bracelets, necklaces, rings,earrings, belt buckles and evenhairstyles are open areas for stu-dents to show a bit of flair.

“We do have the uniformlook, but you can see their per-

sonality through the jewelry oraccessories they have on,” saidPearlHarmon,principal ofBarackObamaElementary School inUp-per Marlboro.

Harmon’s school has a uni-form policy that consists largelyof navy blue shorts or pants and agold, light blue or burgundy shirt.

Depending on each school’spolicy, officials said various re-strictions may apply, such asensuring hairstyles and jewelrydoes not contain any offensiveimagery.

Students who skirt the uni-form policy at Kingsford Ele-mentary School in Mitchellvillethat calls for a light blue topand navy blue pants with itemssuch as colorful earrings orbrightly colored shoes are gen-erally counseled by school staff.Counseling or a note sent hometo parents generally resolves thematter, said Paulette Watkins,principal of the school.

“We understand they wantto have a little individuality,” shesaid. “Abowhere and there, that’snot disruptive. Loud green shoes,those are disruptive.”

Bond Mill Elementary inLaurel does not have a uniformpolicy and isn’t looking to adoptone in the near future, said JustinFitzgerald, the school’s principal.

“I don’t want to have spend a

portion of my day figuring out if astudent has the right color belt,”he said. “I’m able to focus myattention on other areas of theschoolday, observinga classroom[or] watching students learn.”
