PROTECTION COMMITTEE MEETING

The 110th

Protection Committee Meeting of WRPC was held on 29th

and 30th

September 2010 at

Reliance Dahanu TPS. The list of participants is placed at Annex -I.

Shri A.K.Ghosh Head (O&M), Dahanu TPS, welcomed the participants for the meeting. He further

expressed that the various grid protection related issues of Western Region would be discussed during this two

day meeting and resolved amicably.

Shri Manjit Singh, Member Secretary, WRPC, welcomed all the members and the participants of the

110th

Protection sub-Committee Meeting. He hoped that various protection related issues would be resolved

through active deliberations in the meeting. Further he thanked Reliance Dahanu TPS officers for making

excellent arrangements and hospitality extended to the participants of the meeting.

He requested Shri Satyanarayan S. Superintending Engineer (O&S), WRPC to take up Agenda items

for discussions.

Item No.1: Confirmation of Minutes of 109th Protection Committee Meeting.

S.E. (O&S), WRPC, stated that Minutes of 109th

PCM, held on 29th

and 30th

June 2010 at WRPC

Mumbai, were circulated vide WRPC letter no. Prot./109 PCM/2010/WRPC-6784 dated 19th

July 2010. In respect

of recordings of Item 2.2 (iv) of the above minutes, GETCO representative clarified that the CTs of 220kV

Haldarwa-IPCL no.-I are connected on Bus side and therefore the fault was fed from the remote end, further the

DPS was subsequently tested and found in order. Hence the last two lines of last para of the Item 2.2 (iv) be

changed as “GETCO representative informed that the DPS of the 220kV Haldarwa-IPCL no.-I was

subsequently tested and was found in order”. Committee deliberated and the minutes of 109th

PCM circulated

vide above referred letter were confirmed, with the above changes.

Item No.2: System disturbances

2.1: System disturbances in GETCO/GSECL system.

2.1 (i) System disturbance at 400kV Kansari S/S in GETCO system on 03-07- 10.

GETCO representative informed that on 03.07.10 at 00:15hrs., 400kV Soja-Kansari line and other lines

connected to 400kV Bus 1 & 2 tripped due to operation of Bus Bar protection (ABB make RADSS type) at

400kV Kansari S/S.

He further told that Hot spots were observed on the top and bottom side of 400kV R phase Bus Coupler

CT. There were heavy rains at the time of the occurrence. The tan-delta and capacitance of the CT was

measured and was found in order. The the fault was “In Zone” fault for both the Buses, the tripping of Bus-1 &

Bus-2 was in order.

All the tripped elements were taken into service by 07:50hrs., except the 400kV Bus Coupler which

was taken into service at 20:50hrs.

Committee felt that the fault was “In Zone” fault for both the Buses, and hence the tripping of

Bus-1 & Bus-2 was in order.

2.1 (ii) : System disturbance at 220kV Chhatral S/S in GETCO system on 03-07-

2010.

GETCO representative informed that on 03.07.2010 at 09:15 Hrs, B Phase LV Bushing of 220/66kV

100MVAT/F No.3 failed with heavy blast (the T/F tripped on Diff. high speed trip, REF and Buccolz trip) and

caught fire at 220kV Chhatral S/S. The broken insulators of bushing fell on the OLTC tank and oil came out of

the Bushing turret. The T/F is of TRA make, commissioned in Feb-10. The results of SFRA Tan-delta and DGA

were found in order.

He further told that as a precautionary measure all the elements were switched off manually and S/S

was isolated from all sources.

The 66kV Santej S/S was interrupted from 09:15hrs to 13:45hrs. All the 11kV feeders emanating from

Chhatral S/S were interrupted from 09:15hrs to 16:15hrs. All the elements were restored by 15:10hrs except

220kV Gandhinagar-2 line which was charged at 19:45hrs and 220kV Gandhinagar -1 (which was kept off due

to DC leakage).

Detail report received from GETCO is enclosed at Annex.-2.1 (ii).

Committee felt that the tripping was in order.

2.1 (iii) System disturbance at 220kV Gavasad S/S in GETCO system on 08-04-

2010.

GETCO representative informed that on 08.04.2010, the R-ph CT (BHEL make) of 220kV Gavasad –

Kasor line failed at 220kV Gavasad S/S. The CT was connected on Line side. All the feeders connected to the

Bus tripped on 96 LBB relay along with Bus Coupler breaker. The Line also tripped with relay indications R-ph,

Z1 and from remote end on R-ph, Z2. The T/F –I tripped on over current. Tan delta values of the failed CT and

the newly commissioned CT were as follows.

Committee felt that the operation of LBB was undesirable, since the 220kV Gavasad – Kasor line

tripped in Z-1 which would have cleared the fault before the operation of LBB. The breaker needs to be

checked for timings/stuck breaker condition. Also tripping of line in Zone-2 from remote end was also

undesirable, since it should have tripped on PLCC carrier aided trip in Z-1 timings. The carrier aided

tripping needs to be checked.

2.1 (iv) System disturbance at 220 kV KLTPS S/S in GETCO system on 07-04-10.

GETCO representative informed that on 07.04.2010 at 11:00hrs the 220 kV Adani-Tappar line no.2

tripped on R-Ph., Zone-1 from both ends due to snapping R-phase conductor at loc. no. 112-113. The line was

declared P.F from 11.00 hrs.

He further informed that following changes occurred in the system

(i) The generation of Adani Power was of the order of 540 MW. Due to tripping of the 220 kV Adani-

Tappar line no.2, the power outlet available from Adani was 220 kV Adani- Nanikhakhar line no. 1 & 2, 315

MVA, 220/400 kV ICT & 220 kV Adani-Tappar line no.1.

(ii) At 14:17hrs. M/s Adani switched off the 220 kV Adani-Tappar line no.1 with out informing to

SLDC Gotri, due to melting of Y-Ph isolator jaws and hot spot observed. This line was carrying about 167 MW

power to Tappar.

(iii) Due to loss of both the lines Adani –Tappar line no. 1& 2 from the system, the power outlets

available from Adani were 220 kV Adani- Nanikhakhar line no. 1 & 2, & 315 MVA, 220/400 kV ICT.

Subsequently, 315 MVA 220 /400 KV ICT tripped at 14.38 hrs., on overload from 220 KV side at Adani end.

Due to these trippings, Akrimota & Panandhro units tripped on under frequency and got islanded. The Adani

power units tripped on over speed.

(iv) The 220 kV KLTPS-Kukma line no.2 was under shut down for maintenance work since 8.00

hrs.At 14.20 hrs., 220 kV KLTPS-Kukma line no.1 tripped from both ends on B-Ph, zone-1 which was carrying

a load about 183 MW, The load demand at Nakhatrana & Nanikhakhar was about 20 MW & 65 MW

respectively. Due to tripping of 220 kV KLTPS-Kukma line no.1, there was a power evacuation of 183 MW

from 220 kV Nakhatrana to Nanikhakhar to Tappar. Hence power flow on double circuit lines from

Nanikhakhar to Tappar increased from 316 MW to 500 MW.

(v) The 220 kV Nanikhakhar –Tappar line no.1 & 2, both the lines tripped on B-Ph. Zone-1 from both

ends at 14.29 hrs. & 14.31 hrs. respectively. Hence the 220 kV Tappar S/s was isolated from the grid as 220 kV

Adani- Tappar line no.1 & 2 was already out from the system.

From the DR it is observed that 220 kV Nanikhakhar –Tappar line no.1 tripped due to transient fault &

the fault current IB recorded was 2.68 kA, whereas line no.2 loading increased above 1200 Amp on each phase

and subsequently tripped due to transient fault (fault current recorded was 3.08 kA). .

SLD received is enclosed at Annex.-2.1 (iv).

Committee felt that switching off the 220 kV Adani-Tappar line no.1 with out informing to SLDC

Gotri, aggravated the problem, thereby stressing the system (due to melting of Y-Ph isolator jaws and hot

spot observed at Adani end). Further Committee felt that the area controller of the Adani System is SLDC

Gotri, hence SLDC should be informed for taking such outages.

2.1 (v): System disturbance at 220 kV Gandhinagar TPS Switchyard in

GSECL system on 12-06-10.

GETCO representative informed that on 12.06.10, at 01:35 hrs, Bus Bar protection operated

for Bus B, with indication ‘U’ on Bus Bar panel (ABB –RADSS) due to which all lines, transformers and

generators connected to Bus B tripped. The Unit No.2 connected to Bus-A also tripped on Unit Flame Failure

due to tripping of auxiliaries supplied from ST-1, which was connected to Bus-B.

He further informed that a bird nest was found at the Bus-A gentry near Soja-II feeder, black

spots were also observed on B Phase conductor of the bus near it. It is suspected that, a piece of wire from bird

nest might have fallen and caused the fault.

All the tripped elements were restored by 05:04hrs except GT-1, which was restored at

08:30hrs.

Committee felt that the tripping was in order.

2.2: System disturbance in MSETCL/MAHAGENCO system.

2.2 (i) System disturbance at 400kV GCR Chandrapur S/S in MSETCL system

on 15-04-2010.

MSETCL representative informed that on 15.04.2010 at 17:42 hrs heavy bursting sound was heard

from the switch yard followed by tripping of 400/220kV 3x105MVA ICT 2 (Diff. Protn. Optd) and all breakers

(BB Protn.Optd.) connected to 400kV Main Bus 2 including Bus Coupler also tripped at 400kV Chandrapur

S/S.

He further told that during yard inspection, the HV side Y phase CT (BHEL make, YoM 2007 & YoC

2009) of ICT 2 was found burst with smokes and fumes coming out of it. The 400kV GTR 5 which was

connected to Main Bus 1 also tripped during the incidence. The tan-delta of the CT measured prior to

commissioning was 0.0032 and the same deteriorated to 0.0064 during the measurement carried out on

08.08.2009. The tripping of GT5 connected to Main Bus 1 was due to failure of its auxiliaries due to tripping of

its Stn. T/F 3 which was connected to Main Bus 2. The concerned authorities (MAHAGENCO) has been

requested to ensure that the associated Stn. T/F of the Generator unit and the respective Generator Unit be kept

on the same Bus.

Normalcy of Main Bus 2 bays was restored by 18:31hrs on 15.04.10. The GT 5 was synchronized by

01:19hrs on date 16.01.10 and ICT 2 was restored by 08:39 hrs of 16.04.10.

Committee felt that the failure of CTs has been a concern and opined that sharing of utility

experiences on the condition monitoring of CTs is required to bring out best practices for condition

monitoring of CTs. Committee further felt that the trippings were in order. However MAHAGENCO

may ensure that the associated Stn. T/F of the Generator unit and the respective Generator Unit be kept

on the same Bus as has been requested by MSETCL.

2.2 (ii) : System disturbance at 400kV Padghe S/S in MSETCL system on 21-

04-2010.

MSETCL representative informed that on 21.04.2010 at 21:58hrs, the ABB make RADSS bus-bar

protection of 220kV Zone – II bus operated with trip ‘U’ indication without any phase indication at 400kV

Padghe S/S. This resulted in tripping of all equipments connected to 220kV Main Bus – II. Simultaneously 220kV

Kamba feeder & 100kV Bhiwandi 1 & 2 also tripped at Padghe S/S.

He further told that due to tripping of ICT-II connected to Bus B, the other two 315 MVA ICTs got

overloaded. This overloading of ICT had initiated the load trimming scheme & tripped 100 kV Bhivandi 1&2

due to which load relief of about 126 MW was obtained & system remained healthy. This resulted in total

supply failure at 100 kV Bhivandi S/S.

Due to tripping of 220 kV Wada feeder connected to Bus B, the 220 kV Kamba feeder got overloaded

& tripped eventually on Over current protection (PS-125%, CTR-800/1). This resulted into total failure of

supply to 220 kV Wada, Kamba & Kolshet S/Ss & partially to100 kV Vasai S/S.

Due to tripping of 220 kV Jambhul-II feeder connected on B-bus, the total supply failure occurred at 220

kV Jambhul, Anand Nagar, Dombivali-Pal & 100 kV Ambernath & MIDC – Dombivali.

During switchyard inspection, no fault was observed on the B-Bus. None of the protection of the

feeders/equipments connected to the bus had operated. Further there was no recording by the DRs which

confirmed that there was no through fault.

The Bus bar might have operated through direct DC Trip actuating circuit, bypassing Bus-Bar Trip

logic. The 220 kV ABB make RADSS Bus-Bar scheme was last tested in detail on 19/03/2010. To avoid such

problems, the modification in Bus bar trip circuitry was carried out. The matter was also referred to M/s ABB

however no reply was received from M/s ABB.

All the tripped elements were restored by 23:02 hrs.

Committee felt that the operation of the Bus Bar protection was unwarranted and deliberated on

the modification suggested by MSETCL. It was felt that though the modifications do not affect the internal

functioning of the relay, a proper recording of such modifications be recorded in the records maintained by

Testing Engineers and the S/S staff. Further it was felt that a close monitoring of such modifications be

done and follow up be done with the OEM for incorporating the practical experiences of field engineers in

the relays to avoid such mal operations.

2.3 (iii) : System disturbance at 400kV Khaparkheda S/S in MSETCL system on 25-

04-2010.

MSETCL representative informed that on 25.04.10 at 03:58 hrs, there was a total black out at 400kV

Khaparkheda S/S, due to tripping of 400kV Chandrapur and Koradi lines from remote ends.

On enquiry with the MAGENCO authorities, it was informed that the 70MVA Station T/F (stn 5B)

caught fire and its HV side bushing got completely damaged. Also several 11.5kV and 6.6kV switchgear panels

and breakers were found completely burnt at MAHAGENCOs PCR switch yard.

The 400kV Akola, Bhilai, GT 5(hand tripped on failure of its DCB, ID & FD Fans) and GT 7 (Loss of

forward power/detection of Neg.Seg.Component & tripping of ID fans) tripped at 400kV Koradi S/S. The

400kV Koradi-Bhilai line tripped from Bhilai end in Zone 2 and tripped at Koradi end on L/O trip for remote

fault on receipt of DT signal.

There was neither any event logged nor any disturbance recorded by the relays at MAHAGENCO end

indicating that none of the protections at MAGENCOs PCR operated and no tripping signal was sent to

MSETCL end for the above fault in MAGENCOs system.

He further told that the fault was sensed in reverse zone (time delay of 800 ms) by the 400kV lines at

Khaparkheda S/S, however the lines tripped from remote ends in Zone 2 (time delay 300ms).

The 400kV Koradi Khaparkheda is a very short line (6.39kM). Hence the the Bhilai-Koradi line tripped

in Zone 2.The Main-I & 2 ralays installed on 400kV Koradi-Akola line are ABB make REL 521 relays which

falsly operated for O/V, though the disturbance recorder had not indicated over voltages at that the time of this

occurrence (O/V stage 2 setting is 150% instantaneous). However during subsequent testing of the relay for O/V

the results were satisfactory. The matter has been taken up with M/s ABB.

MAHAGENCO representative told that the DC fuse was found blown. Also the alarm/indication for

DC supervision is taken before the fuse. Hence there was no alarm/indication of the DC fail.

PGCIL representative told that carrier sent from 400kV Bhilai end was spurious since the PLCC panel

ABB make NSD-60 was a very old panel. The same has been replaced.

After isolation of the burnt station T/F (5B), normalcy was restored by 06:25hrs, except Unit Nos 7 & 5

which were synchronized by 08:20hrs & 13:56hrs respectively.

Committee observed that the occurrence occurred due to failure of the DC fuse. As per the

protection philosophy there should be two separate DC supply system for protection circuits to have

redundancy. Also DC supervision alarm/indications should be provided at appropriate points. Hence

MAHAGENCO should review the DC supply system for the protection system and provide two separate

DC source for protection system. Also the DC supervision should be provided at appropriate point. Further

committee felt that though the DPS settings for short lines is not comprehensive, the zone -2 setting of the

2.1 (iv) System disturbance at 400 kV Giravali S/S in MSETCL system on

13.05.2010.

MSETCL representative informed that on 13.05.2010 at 07:59 hrs, the 400kV Girawali-Lonikand-1

was hand tripped for isolation of the line reactor for overhauling at 400kV Girawali S/S. After isolation of the

reactor the line was charged from Lonikand end and while synchronizing at Girawali end, the B-ph CVT of

400kV Lonikand Ckt.-1 got burst and caught fire along with the wave trap. The BB protection operated and

tripped all the elements connected to Bus-I.

He further told that the jumper of the B ph CVT was dislocated and was hanging in air, which came in

the induction zone/contact of the B phase of the Bus-I, resulting in operation of the BB protection

400kV Girawali-Solapur restored at 11:57hrs, 400kV Parli-Chandrapur-I restored at 11:35hrs, 400kV

Parli-Chandrapur-II restored at 12:05hrs and 400/220/33kV 315MVA T/F restored at 09:50hrs of 13.05.10.

400kV Parli-Lonikand I restored at 14:46hrs and 400kV Bus Coupler restored at 11:13hrs. of 15.05.10.

Committee felt that the tripping was in order.

2.2 (v) System disturbance at 400kV Bableshwar S/S in MSETCL system on 11-06-

2010.

MSETCL representative informed that on 11.06.2010 at 18:04hrs, the Main Bus I R-ph isolator of

400kV Dhule Ckt.I collapsed and fell on the gantry along with IPS tube due to heavy storm at 400kV

Bableshwar S/S. This resulted in operation of the Main-II Bus Bar Protection and all the elements connected to

Main Bus-II tripped. The lines also tripped from remote ends on receipt of DT from Bableshwar.

The CVT clamps of 400kV Aurangabad and Padghe lines broke due to movement of the wave

trap resulting in the jumper movement in stormy condition.

He further told that the restoration got delayed due to failure of 11kV station supply from the

Distribution Company, since the CBs went into lock out due to low air pressure. It was felt that the arrangement

of CVT shifiting has been proposed to their corporate office.

All the affected elements were restored by 03:43hrs, except 400kV Padghe-II line which was

restored at 07:46hrs and 400kV Aurangabad line at 13:06hrs.

Committee felt that proper clearance must be maintained while placing the EHV equipments in

S/S yard and any modification felt appropriate in view of the practical conditions may be carried out.

Committee further felt that the tripping was in order.

2.1 (vi) System disturbance at 400 kV Waluj S/S in MSETCL system on

18.06.2010.

MSETCL representative informed that on 18.06.2010 at 17:23hrs, while trying (accidentally) to close the

Y-Ph earth isolator of Main Bus-II, instead of opening the earth isolator of the Main Bus-I as was directed to the

operation staff, the 400kV Zone-II BB protection operated resulting in tripping of all elements connected to Main

Bus-II at 400kV Waluj S/S. He further told that the earth switches at this S/S are not motorized. The earth switch,

which was being operated, was a bus side earth switch, hence there was no mechanical interlock.

All the tripped elements were restored by 17:53hrs.

Committee felt that any operations in the switchyard should be carried out with caution and

proper supervision. This would not only avoid such occurrences, but also would not endanger the personnel

working in switchyard.

2.2 (vii) System disturbance at 400kV Chandrapur S/S in MSETCL system

on 25-06-2010.

MSETCL representative informed that on 25.06.2010 21:24Hrs., all the elements connected to 220kV

Main Bus- I along with Bus Coupler tripped due to operation of the Bus Bar protection of Main Bus-I at 400kV

Chandrapur S/S and Station T/F 2 and Unit 2 at MAHAGENCO end. The Generating units of M/s Wardha Power

Co.(WPC-IPP) which was connected to 220kV Warora S/S tripped at WPC end on operation of Zero sequence

protection. However the Y-pole did not trip due to burnt trip coil and the line tripped at Warora end on Back up

E/F.

During yard inspection it was found that the Y-ph CT of 220kV SICOM Ckt.1 got burst and caught fire.

Dense smoke was also observed around the burnt CT and around the RYB bus conductors of the adjacent bay of

SICOM Ckt.-2.

There was a total failure of supply at 220kV SICOM, Gadchandur, Virur and Gadchiroli S/Ss

(@57 MVA).

He further told that the tripping of 220kV MIDC Chandrapur feeder at Gadchandur S/S was

undesirable and subsequently the old DPS ER-THR4PE24 was replaced with Micom DPS. The tripping of 220kV

SICOM ckt-2 on DPS Z-1 might have been due to the smoke spreading out of the burnt CT to this near by line.

The 220kV SICOM ckt.-1 tripped at SICOM end on z-1 and 61N.

Normalcy was restored after replacing the faulty string at 22:39hrs except 220kV SICOM 1 Ckt., which

was restored at 19:57hrs of 26.06.2010.

.

Committee felt that the tripping of the WPC generating units was undesirable since the fault at

220kV Chandrapur GCR was cleared by the BB protection. The operation of E/F protection at Warora end

indicates that there might be other fault coinciding with the above occurrence. However the relays of WPC

and 220kV Warora S/S needs to be checked. The operation of B/U E/F of 220kV SICOM ckt.1 was also

undesirable and hence should be tested. Committee further observed that similar mal operation of the DPS

of 220kV MIDC Chandrapur at Gadchandur was observed during earlier occurrence reported to

Proetction sub-Committee and replacement of the DPS would resolve the issue.

2.2 (viii) : System disturbance at 220 kV Girawali S/S in MSETCL system on

21.08.2010.

MSETCL representative informed that on 21.08.2010 at 19:01hrs, while connecting the jumper of Main

II bus B-ph jumper, flashover between Bus T and jumper pad occurred at 220kV Girawali S/S and the elements

connected to Main bus-I and Main II bus tripped on operation of the respective unit protections from remote ends

in Zone-2.

The work of hot line replacement of isolators of Main Bus-II and Auxiliary Bus of TBC was being

carried out.

The Bus Bar protection Zone A & B operated. However the check zone did not operate and hence there

was no tripping on BB protection. The BB protection scheme is of EE make high impedance scheme and is under

replacement. The CT wirings for check zone were found to be wrongly connected, the same were corrected.

All the tripped elements were restored by 22:30hrs of 21.08.2010, except Unit III which was restored at

07:25hrs and 220kV Osmanabad line which was restored at 10:10hrs of 22.08.2010.

Committee felt that the trippings of lines from remote end in Zone-2 was in order because of non-

clearance of the fault by the BB protection scheme. The non-operation of the check zone of the BB

protection scheme needs to be investigated.

2.3: System disturbance in MPPTCL/MPPGCL system.

2.3 (i) System disturbance at 220 kV Damoh S/S in MPPTCL system on 03-04-2010.

MPPTCL representative informed that on 03.04.10 at 17:58 Hrs R Ph polycon of main bus isolator of

220 kV PGCIL II feeder broke resulting in to bus fault at 220 kV Damoh S/S. The 220 and 132 kV feeders

tripped from remote ends. All the elements were hand tripped at 220kV Damoh S/S.

He further told that BB protection scheme has not been provided at 220kV Damoh S/S, the same has

been ordered and would be commissioned within two months.

All the tripped elements were restored by 22:05hrs.

Committee felt that tripping of lines from remote ends in Zone-2 in absence of BB protection is in

order. However the BB protection would have cleared the fault instantaneously. Hence BB protection

scheme should be provided at important S/Ss, irrespective of the voltage level.

2.4: System disturbance in PGCIL system.

2.4 (i) System disturbance at 400kV Seoni S/S in PGCIL system on 28-04-

2010.

MPPGCL representative informed that on 28.04.2010, at 02:35Hrs, Unit No.9 tripped on R-ph overall

differential protection at Satpura TPS along with the 400kV Seoni-Bina & 400kV Seoni-Bhilai lines. The R Ph

start appeared on Main –I relay of 400kV Sarni-Seoni feeder and the fault location registered was 111%

(164kM), however the line did not trip.

The overall differential protection installed on the 210 MW Gen Unit 9 is a ABB make REG-670 type

numerical relay. The matter has been taken up with M/s ABB for the mal operation of the relay.

PGCIL representative informed that that the trippings occurred due to bursting of R-ph CT of 400kV

Seoni-Bina line at 400kV Seoni(PGCIL) S/S. The CT was Areva make and failed within 28 days of

commissioning. The Bus-2 BB protection operated at Seoni S/S. However due to one and half breaker scheme

arrangement there was no interruption at 400kV Seoni S/S. 400kV Seoni-Bhilai tripped in Zone-1, due to weak

infeed.

Committee observed that the operation of BB protection at Seoni S/S was in order. The tripping of

Unit No.9 on R-ph overall differential protection at Satpura TPS was undesirable and needs to be tested in

the presence of the manufacturer.

2.4 (ii) System disturbance at 400kV Bina S/S in PGCIL system on 07-05-

2010.

PGCIL representative informed that on 07.05.2010, at 15:47 Hrs. (O/V were prevailing and were

around 430kV, Also Bus reactor was in service) following cascade trippings occurred:

a. At 15.47.54.311, Over Voltage stage – I protection of Satna – I Line operated and tripped the

Line. Over Voltage measured through DR was 440.7 kV.

b. At 15.47.58.145 Bus bar protection operated for 400 kV Bus – 1. Main Bus-1 was isolated

immediately. As per the details taken from Bus-bar relay, bus fault was predominantly phase to

phase (in Y Phase and B phase) along with small portion in earth.

c. At 15.48.02.293, Satna – 3 Overvoltage stage – I (graded setting of 4sec to 7sec at 110%)

operated and the line tripped.

d. At 15.48.02.943, Satna – 4 Over-Voltage stage – I operated and the line tripped.

e. At 15.48.03.257 Seoni – I line tripped on DT received from Seoni end due to operation of over

voltage protection at Seoni end.

f. At 15.48.04.281 Nagda -2 line tripped on DT received from Nagda end due to operation of over

voltage protection at Nagda end.

All the other lines, namely, Satna – 2, Gwalior – 1,2 , Nagda -1, Bina (MPPTCL) – 1,2 and Bus

Reactor remained in service through Bus – II.

He further told that, due to charging of 765kV Seoni-Bina (Quad conductor ) line on 400kV, the over

voltages are being observed in the system around Seoni and Bina area. O/V trippings occurred within a short

time of Bus-fault (before as well as after the Bus-fault). However, no visible fault on 400 kV Bus-I was found,

though a flashover was observed in the switchyard. A sound was also heard in control room. Bus – I and

associated bays were thoroughly checked for healthiness by meggering and Tan delta measurement, but no

abnormality was found. The weather was very hot (temperature was around 45 deg) and hot summer winds were

blowing. A piece of conductor might have fallen and came within the arcing zone of the Y-B conductors

resulting in the Bus fault.

The total fault current in phase to phase was around 8kA and earth fault current was around 1kA. The

trippings of lines was due to operation of over voltage protection and not due to operation of Bus-bar

protections.

Satna – 3 was taken into service at 1634 Hrs, Nagda – 2 was taken into service at 1700 Hrs, Satna – 1

line was taken into service at 1744 Hrs Satna – 4 line was taken into service at 2046 Hrs and 400 kV Bina –

Seoni – 1 Line could be taken into service till the next day due to higher system voltage.

Committee felt that the Bus fault might have taken place due to falling of piece of conductor/metal

on the Bus, carried by a bird/wind. Further Committee observed that the O/V around Bina and Seoni area,

needs to be addressed by identifying locations for installing reactors through proper system studies.

2.4 (iii) System disturbance at 400kV Dehgam S/S in PGCIL system on 07-06-

2010.

PGCIL representative informed that on 07.06.2010 at 06:05 Hrs, 400kV Bus-I & Bus-II of Dehgam S/S

got tripped. At that time, out of 10 feeders connected to Dehgam S/S, 5 feeders, namely Ranchodpiuar-1&2,

Sami -1&2 and Nagda-2 were out of service due to system constraints. There were heavy rains along with

severe lightening at Dehgam S/S. Total 4 occurrences of External flashovers took place between a span of one

minute, which were responsible for tripping of 400kV Bus-I & Bus-II at Dehgam S/S.

At 06;05;39 Hrs, external flashover took place across the Y phase CT of Bus Reactor Main Bay, thus

creating a Bus fault, because of which Bus-Bar-II Protection Operated and isolated main Bus-II immediately, by

tripping of Main CBs of ICT-2, Sugen, Nagda-1, Wanakbori, Bus reactor-R&B phase only. The Main CB -Y

phase of Bus Reactor did not opened immediately resulting in continuation of Flashover in Y Phase CT of Bus

Reactor due to which TEED#1 Protection of Bus-Reactor operated and because of this, the fault got cleared with

the opening of Tie CB of Bus Rector Bay. Later on, the Y phase-Main CB of Bus Reactor also got opened after

260ms(approximately) from the beginning of incidence. By this time, the LBB protection of Main CB of Bus

Reactor had already operated due to delayed-opening of its Y Pole. The Fault persisted for about 250ms.

LA’s counters were checked and it was found that Y-Pole counter of Gandhar#1 Line, which is in the

same dia as Bus reactor, had increased by one and rest of counters were unchanged.

At 06;05;51 Hrs, external flashover took place across the Main Bay-R phase CT of Gandhar-1 Line,

thus creating a Bus fault, because of which Bus-Bar-I Protection Operated and isolated main Bus-I immediately,

by tripping of CBs connected to Bus-I, i.e. Tie CB of ICT-2 and Main CB of Gandhar-1, ICT-1, Soja feeders.

Hence the fault got cleared within 70ms from inception. With this, total power disruption took place at Dehgam

S/S, as 400kV Bus-2 was already in tripped condition. However, all 4 nos of 220 KV lines viz Khanpur- 1&2

and Ranasan- 1&2 remained intact during the incident.

At 06:06:07 Hrs, Lightening/ voltage surge also caused external flashover across B phase Line CT of

Wanakbori feeder and B-Phase Tie CT of Wanakbori-Nagda-2 feeder resulting in operation of TEED protection

of Wanakbori feeder and tripping of Tie CB and remote end tripping.

Similarly, at 06:06:21 Hrs. Lightening/ voltage surge caused external flashover across R phase CT of

ICT-1 Main Bay, resulting in operation of TEED protection of ICT-1 and tripping of ICT#1, Tie CB(552) and

220kV side CB at 06:06:21:604 Hrs.

He further told that the weather was cloudy till 06:00 Hrs and heavy rain started at 06:04 Hrs. At

around 06:06 Hrs four to five severe lightening flashes were observed at Dehgam S/s, almost coinciding with

the tripping occurrences. It was suspected that Lightening induced Voltage surges caused external flashover

across BHEL make CTs, This may have been indirectly caused due to deposition of pollution on the insulator

petticoats because of on-going construction activities resulting in less creepage. The particular design of BHEL

make CTs (with huge Corona Rings) might have been an enabling factor in this external flashover. As a

preventive measure, it has been instructed to clear the insulator petticoats at the earliest after construction

activities. The mechanism of Y phase-Main CB of Bus Reactor was overhauled.

400 kV Nagda-1 was restored at 7:12 Hrs, 315 MVA ICT-1 was restored at 7:17 Hrs, 315 MVA ICT-II

was restored at 7:18 Hrs, 400 kV Soja restored at 7:26 Hrs, 400 kV Wanakbori was restored at 7:50 Hrs, 400

KV Suzen was restored at 08:05 Hrs and 63 MVAR bus reactor was restored at 12:52 Hrs.

Committee observed that the flash over occurring within such small span of time around the

BHEL make CTs may be taken up with manufacturer.

ITEM NO. 3: Tripping of lines / ICTs:

The incidences of tripping of lines and ICTs during the period 01-04-2010 to 31-08-2010 were discussed

during the meeting.

ITEM NO. 4: Protection related recommendations on Grid Disturbances in Western

Regional Grid on 25.2.2007 at 1634 hours and 28.2.2007 at 13:11 hours:

Protection related recommendations of the Enquiry Committee on Grid Disturbances in Western

Regional Grid on 25.2.2007 at 1634 hours and 28.2.2007 at 13:11 hours were reviewed during the meeting and

the present status regarding implementation of recommendations is placed at Annexure-4.

ITEM NO. 5: Other points:

5.1: Non-availability of Event Logger at 400kV state owned sub-stations at

Nagda, Indore, Bina Padghe, Kolhapur, Koradi, Chandrapur, Dhule and

Bhilai.

S.E. (O&S), WRPC informed that during the 104th

PCM, PGCIL had informed that Event Loggers at

some of the 400kV state owned Sub stations, namely Nagda, Indore, Bina of MPPTCL, Padghe, Dhule, Kolhapur,

Koradi, Chandrapur of MSETCL and Bhilai of CSPTCL are not provided. PGCIL have requested for early

installation of Event Loggers at these stations.

He further told that during the 106th

PCM, MPPTCL representative clarified that event loggers available

in the numerical relays as a built in feature, and GPS synchronized clock are being used for logging the events at

all the above S/S’s, hence they are not initiating the procurement process for separate event loggers for the above

S/Ss. However members of PCM felt that a separate event logger is required to be installed so that all the events

occurring required for post fault analysis of an occurrence in the S/S can be recorded. During the 107th

PCM

MPPTCL desired to have a list of events that are required to be logged. As desired by MPPTCL the list of events

that are required to logged was enclosed at Annex. 5.3 of the 107th PCM minutes. In the 109th PCM, MPPTCL

representative informed that the proposal has been moved to the management and decision is awaited.

MPPTCL representative informed that the event loggers for Nagda, Indore, Bina and Bhopal were in

tendering process and would be commissioned within 3-4 months.

S.E. (O&S), WRPC told that in the 107th

PCM, MSETCL representative informed that event logger for

Padghe and Kolhapur and Dhule has been commissioned. Further the event loggers at Koradi, Chandrapur and

Khaparkheda have been provided, but unit outages from the generating stations are awaited for incorporating the

events of generating units. MSETCL and MSPGCL representatives agreed to co ordinate for the same.

He further told that in the 108th PCM, MSETCL representative informed that necessary coordination with

MSPGCL was done, however during commissioning of the scheme problems in the scheme were reported and the

same would be sorted out and the event loggers would be put in service shortly. In the 109th

PCM, MSETCL

representative informed that the provision of event loggers at 400kV Dhule S/S is pending and will be

commissioned by the last week of July 2010.

MSETCL representative informed that event loggers have been commissioned at 400kV Dhule S/S in

July 2010. The event loggers at Koradi, Chandrapur and Khaparkheda S/Ss have been installed and were kept

under observation for 15-20days and they would be commissioned within a month.

In the 109th

PCM, CSPTCL representative informed that the event logger for Bhilai is under procurement

stage and would be commissioned within 6 months. CSPTCL representative informed that the event logger was

under procurement stage and would be commissioned within 3-4months.

5.2: Pending SOE connections and erroneous data in SCADA.

S.E. (O&S), WRPC informed that the matter was first discussed in the 102nd

PCM, with reference to the

pending SOE connections it was opined that the constituents should confirm the availability of hardware at RTU’s

for incorporating the extension of MTR contacts to the SOE inputs of the RTU, in addition to the CB contacts

which are also required to be transmitted.

During 105th

PCM, committee felt that, WRLDC may circulate the list of those locations from where

erroneous data is received and the locations where SOE connections are yet to be established at the earliest so

that corrective actions could be taken up by constituents and the progress of the same could be monitored.

In the 106th

PCM WRLDC representative told that the list had already been circulated to the respective

State LDCs. He further told that in view of MTR contacts being used by some of the constituents as inputs for

the SOE connections, all the constituents may incorporate MTR contacts only for SOE connections. During the

107th PCM members expressed that the list was not made available to them hence the list of locations from

where erroneous data is received and locations where SOE connections are yet to be established was enclosed at

Annex.-5.4 of the 107th

PCM minutes.

In the 108th

PCM, PGCIL representative told that they have rectified the problems as per the list.

GETCO representative informed that work is in progress and 90% problems have been rectified. MPPTCL

representative informed that work is in progress and 80-90% of the problems have been attended. MSETCL

representative informed that work is in progress.

The list of status of SOE and erroneous data points was reviewed in the meeting and the remedial

actions suggested by Utilities were as follows:

(i) 220kV Kawas (NTPC)- NTPC representative informed that the SOE points connected to CB

would be configured through Master Trip within 10-15 days.

(ii) 220kV Vindhyachal (NTPC)- NTPC representative informed that the SOE points connected

to CB would be configured through Master Trip within 10-15 days.

(iii) 400kV Mapusa (PGCIL)- PGCIL representative informed that the SOE points connected to

CB would be configured through Master Trip within 10-15 days.

(iv) 400kV Wardha (MSETCL)- MSETCL representative informed that the SOE points

connected to CB would be configured through Master Trip within 10-15 days.

(v) 400kV Sipat and 220kV Jhanor- Committee felt that the matter may be taken up with

PGCIL and NTPC separately, since representatives were not present.

Committee felt that Utilities should take corrective actions as above and further observed that the

status which is not getting updated at WRLDC through SCADA may be taken up by WRLDC in the

SCADA committee meetings for its rectifications.

5.3: Problem in Bus bar protection scheme at Korba (W) CSPGCL S/S.

S.E. (O&S), WRPC informed that NTPC vide their letter KS/EM/ETL/2405/615109/285 Dtd.05.05.09

have informed that NTPC Korba and CSPGCL Korba(W) substations are connected with a 400kV line of line

length 14Km. On 04.05.09 at 02:51hrs bus fault occurred (one of the CT of inter connecting transformer blasted)

at CSPTCL end. The NTPC Korba- CSPGCL Korba (W) line tripped in zone-2 from NTPC Korba end, thus

feeding the fault current of around 14KA for the timing of zone-2. Inter trip or direct trip signal was also not

PCM, CSPTCL representative informed that the Bus Bar scheme is out of service since last

one year, due to faulty Bus Bar scheme and burnt control cables at Korba (W) S/S and have initiated the process

for procurement of the same. Committee felt that the commissioning of Bus Bar protection scheme at the above

S/S may be expedited.

In the 108th PCM, CSPGCL representative informed that the Bus Bar protection scheme for Korba (W)

has been included in their business proposal submitted to the Chhattisgarh State Electricity Regulation Committee

(CSERC) and after approval from CSERC the scheme process for procurement of the scheme would be taken up.

However Committee felt that in view of the criticality of the matter and importance of the Korba (W) S/S from the

WR system protection point of view, the Bus Bar protection scheme at Korba (W) S/S, might be taken up as a

special case to CSERC and necessary approval may be obtained on priority.

He further told that follow up was made by WRPC vide letter No WRPC/Prot./PCM/2010-11/1013Dtd.

13th

Aug 2010. Also the matter was put up before the 14th

WRPC Board Meeting and CSPGCL was requested to

expedite the matter.

CSPGCL representative informed that the earlier proposal of BB protection scheme was for 8 bays and

in view of commissioning of 6 new bays at this S/S, the proposal has been modified for 14bays. It is expected that

approval of CSERC would be received in one month and the procurement process would be initiated immediately.

Committee felt that the matter should be expedited as has been suggested in the 108th PCM.

5.4: Delayed trippings of 220kV Vapi-Kharadpada#1&2 and Vapi-Magarwada#1&2

lines:

S.E. (O&S), WRPC informed that PGCIL vide their letter WR-II/VDR/O&M/RL/270/1580 Dtd.10th

September 2009 and WR-II/VDR/O&M/252/RL Dtd.29th

October 2009 have informed that,

(i) The faults on Vapi-Karadpada#1 on 04.09.2009 at 03:15 hrs and 05.09.2009, were cleared with

a delay from Kharadpada end, though the faults were in Zone-I for both the ends and was

cleared from Vapi end instantaneously. This has resulted in tripping of Vapi-Kharadpada#2 in

Zone-II from Vapi end.

(ii) Similarly for a B Ph to ground fault on Vapi-Magarwada #2 (Zone-I fault for both ends) line on

08.08.09 at 09:53hrs., Vapi-Magarwada#1 tripped in Zone-II from Vapi end, due to delayed

clearence of the fault from Magarwada end.

During the 107th meeting representative from Electricity Department Daman was not present hence the

issue could not be resolved.

He further told that Electricity Department Daman has submitted the compliance of commissioning of

the DPS on 220kV Ambeti (Vapi)-Magarwada line. The letter received from Daman Electricity Department was

enclosed as annexure in the minutes of the 108th

PCM.

Electricity Department DNH vide their letter No.11-8(23)/ELE/2010/1011 Dtd. 01.09.2010 (copy

enclosed at Annex.-5.4) have informed that the order for erection & commissioning of ABB make relay has

been placed and the work would be completed by Oct.2010.

5.5 : Testing of Distance Protection Schemes for lines emanating from Kawas to

GETCO.

S.E. (O&S), WRPC informed that in the 107th

PCM, the matter of testing of the Distance Protection

Schemes along with the PLCC feature for the lines emanating from Kawas S/S to GETCO system was discussed.

PGCIL representative informed that the issue would be resolved through meeting with GETCO to facilitate testing

the Distance protecting scheme jointly with GETCO, as the PLCC panels are imported ones and the spares are not

available.

GETCO vide their letter No. CE(TR)/SE(Testing)/Bharuch-2/493 Dtd.16.03.10, have intimated that, in

view of the importance of the issue the same needs to be resolved at the earliest.

As decided in the 108th PCM, a meeting was held at NTPC Kawas on 22.06.2010.

In the 109th

PCM the Committee went through the recommendations of the group. It was decided that

the cost of PLCC and installation at NTPC end would be done by NTPC and the remote ends by PGCIL, in line

with common specifications as per the existing practice being followed at old stations. Other points of above

minutes of meeting were also accepted by the Protection sub-Committee.

He further told that the matter was put up to the WRPC Board in the 14th

WRPC Board meeting,

and the same was approved.

GETCO representative requested that the DPS at PGCIL end is faulty and corrective actions are

required to be taken by PGCIL.

PGCIL representative told that LOA was awarded for replacement of the DPS and the relays

would be replaced within 1-2 months at Haldarva, Vav and Navasari ends. NTPC representative told that

the DPS at 220kV Kawas has been replaced by Areva Micom make DPS.

5.6 : Carrier aided inter trip protection for 220kV line of JGGPP:

S.E. (O&S), WRPC informed that NTPC vide their letter No QSR/OS/WRPC/F17 Dtd. 08.04.10, have

informed that the existing distance relay provided are zone operated and there is no provision for carrier aided

inter trip. In case of end zone faults at Haldarva end, the relays at Haldarva end senses the fault in zone-I and

operates instantaneously, where as the relays at JGGPP senses the fault in zone-II and clear the fault after 300ms

in the absence of the carrier aided inter trip protection. This results in dip in the Bus voltage and high vibration in

the ST generator bearings.

In view of the above NTPC has requested to incorporate the carrier aided inter trip protection scheme for

the 220kV Jhanor-Haldarwa D/C lines.

In the 109th PCM, PGCIL representative told that the carrier inter-trip protection is available in the

distance relay at Haldarva end. The same was recently checked and the same is in working condition. However

some cards of the PLCC scheme are missing at JGGPP end and requested NTPC to check up the same.

Committee requested NTPC to check up the PLCC scheme at their end.

NTPC representative told that permissive trip testing has been done at both ends. DT testing

would be done during the next opportunistic shut down.

5.7 : Grid Incidences and Grid Disturbances classification as per the Grid Standards

notified by CEA.

S.E. (O&S), WRPC informed that POSOCO WRLDC vide their letter No. WRLDC/OS/2010/1658/982

Dtd. 08/13.09.2010 have informed that CEA has recently notified the Grid Standards Regulations 2010 on 26th

June 2010. These regulation 15 (6) requires the RLDC to classify the grid incidents and Grid Disturbances,

analyze them and furnish periodic reports of the same to RPCs, which shall recommend remedial measures to

prevent recurrences of such occurrences. All the constituents are required to forward details of each tripping in

Disturbance categorized by POSOCO WRLDC for the period April-July 2010.

S.E. (O&S), WRPC gave a presentation on the above regulation for information.

Committee felt that Utilities may report the trippings to the respective SLDCs and SLDC may

report the trippings to WRPC and a copy be given to WRLDC.

5.8 : A/R scheme of 400kV Tarapur – Boisar ckt. 1 & 2 and 400kV Tarapur –Padghe

ckt 1 & 2 at Tarapur NPCIL end.

S.E. (O&S), WRPC informed that PGCIL vide their letter No WRTS/O&M/R/141/132 Dtd. 23.08.2010

have informed that the matter of keeping the A/R scheme in auto mode for 400kV Tarapur – Boisar ckt. 1 & 2 and

400kV Tarapur –Padghe ckt 1 & 2 lines at Tarapur NPCIL was discussed in the 98th

PCM and recorded at item

No. 6.01. NPCIL had informed the matter was taken up with BHEL. No communication in this matter was

received from NPCIL TAPS.

Further PGCIL had informed that Autoreclosing of Tie breakers at Bhilai substation is also in non-auto

mode for POWERGRID lines even after replacement of the old ABCBs .

PGCIL represented requested that A/R be kept in auto mode at Padghe end, since A/R has been kept in

auto mode at Boisar end. MSETCL representative agreed to keep the A/R in auto mode.

CSPTCL representative told that when main breaker is kept out the Tie breaker is put in auto mode

manually. PGCIL represented requested to keep the main and tie breaker A/R in auto mode with different time

settings. This practice is being followed at PGCIL S/Ss.

Committee deliberated on providing different A/R time settings for main and tie breakers. It was

felt that the dead timing of main and tie breakers be kept within the pole discrepancy trip timings. Further

the same should be monitored closely.

CSPTCL representative agreed to look into the possibility of keeping the A/R for main & tie

breaker in auto mode and revert back.

ITEM NO. 6 : Presentation on Dynamic Power System Stability Monitoring

System (DPSSMS) :

S.E. (O&S), WRPC informed that in the 108th

PCM, REL representative gave a presentation on case

studies based on the inputs made available by the DPSSMS/CPR installed in their system, during the scenario of

stressed grid operation upon loss of important lines in their system. M/s A-Eberle System representative gave a

detailed presentation on the DPSSMS/CPR, which measures the voltage and computes parameters for predicting

stability based on modal analysis, Lyapunov stability and other such tools and gave a detailed insight of the

system. Both the presentation were enclosed as an annexure in the minutes of the 108th

PCM.

The sub-Committee observed that the outputs obtained from the DPSSMS/CPR would act as support

system to WAMS in ascertaining the system behavior by synthesizing local/global measurements obtained

through DPSSMS(CPR)/WAMS systems.

As desired by the members of the sub-Committee the technical details of the above system was

circulated along with the Agenda notes of the 109th

PCM. In the 109th

PCM, Committee felt that the members

could not study the proposal since some more time was required to go through the proposal. Hence the matter

may be deliberated in the next PCM.

for WR, and it was felt that product could give indications of the ensuing threats on the stability of the

grid. Hence it was generally agreed to install 5 nos of this product at strategic locations at Jetpur, Bhilai,

Aurangabad, Indore and Ponda may give a good idea of voltage stability problems as these S/Ss caters

different type of loads . The product may be funded from the PSDF fund and may be taken up in the

forthcoming meeting of the expert group on PSDF .

v) The simulation studies indicate

that the distance protection

scheme provided on some lines

are under-reaching due to in-

feed effect. Protection

Committee of WRPC may

look into this aspect and

review the settings of 400 kV

lines considering in-feed.

In 98th

PCM it was agreed that

Zone –III settings considering in-

feed effect is to be arrived after

due study and on case to case

basis. It was suggested that each

state should initiate studies

starting with any one station in

their system results of the study

may be put up to Committee for

further discussions.

During 104th

PCM Constituents

were requested to carryout

study for one of the 400kV S/S

in their system and put up to committee for further review.

MSETCL was requested to

pursue with the protection

review group to take up the

issue for Padghe S/S.

Since PGCIL & MSETCL lines

have multi-feed problem, a group

from PGCIL, MSETCL,

WRLDC & WRPC will study the

problem & suggest solution.

vii) With the tripping of ± 500 kV

Chandrapur-Padghe HVDC

link, large quantum of power

gets suddenly diverted to other

alternative A.C. networks and

usually results in tripping of a

number of lines on power

swings. The Committee

recommends that with the

tripping of the both poles of

HVDC link, generation level at

Chandrapur thermal power

station of MSPGCL may be

brought down automatically to

prevent spread of the

disturbance. WRPC may

work out a suitable scheme in

consultation with MSETCL

MAHAGENCO &

MAHATRANSCO were

requested to expedite action to

formulate the scheme.

Committee requested MSETCL

to carry out preliminary

analytical studies for further

deliberation.
