AGENDA NOTES FOR 6th MEETING OF WESTERN REGIONAL POWER COMMITTEE TO BE

HELD ON 11th JANUARY 2008 AT PORT BLAIR

ITEM No.1: CONFIRMATION OF THE MINUTES OF THE 5th MEETING OF WRP

COMMITTEE

1.1 The minutes of 5th meeting of WRP Committee held on 6th October 2007 at

Panjim, Goa were sent to the Members vide letter No. A.S./Min./WRPC/2007-

08/10135 dated 19th October 2007.

1.2 CSEB vide letter dated 19th November 2007 (copy enclosed at Annexure-1.2)

have proposed the following amendment in Para 4.2.4 of the minutes regarding

proposed 765 kV Ranchi - Sipat line:

As recorded in the minutes:

“The matter was discussed and WRP Committee gave their concurrence for the

above transmission scheme.”

As proposed by CSEB:

“The matter was discussed and WRPC gave in principle concurrence subject to

the condition that all the WR constituents have confirmed the minutes and have

agreed for the proposed scheme.”

1.3 Managing Director, GETCO vide his letter dated 24th October 2007 (copy

enclosed at Annexure-1.3) has proposed the following amendments in Para 16.1.4

and 16.1.5 of the minutes.

As recorded in the minutes:

16.1.4 – “Regarding wheeling charges payable to GETCO for wheeling of Central

Sector power to DD and DNH, GUVNL representative stated that if the rate is to

be decided by CERC, DD and DNH should withdraw their petition from GERC.

Chairman, WRPC stated that the matter is already before GERC and Hon’ble

State Commission may themselves direct the petitioners suitably. At the same

time, DD and DNH should consider the views expressed by GUVNL.”

16.1.5- “DNH representative stated that they will take necessary action after

obtaining legal opinion. He also requested that their system should be fully

connected to CTU network, so that they can draw their full requirement through

CTU network. He was advised to take up the matter at appropriate forum.”

As proposed by GETCO

16.1.4 – “It was finally decided after considering various options and views

expressed by constituents that DD & DNH shall withdraw the petition from GERC

and approach CERC for deciding the wheeling of Central Sector Power.”

16.1.5- “Executive Engineer, DD & DNH requested that their system should be

fully connected to CTU network so that they can draw their full requirement

through CTU network.”

The Committee may discuss and confirm the minutes of the meeting.

ITEM No. 2: SCHEDULING OF UNREQUISITIONED POWER OF KAWAS & GANDHAR GPS OF WR IN JUNE 2007

2.1 On 7th, 10th & 11th June 2007, un-requisitioned power of Kawas and Gandhar

GPS was scheduled by WRLDC to Northern Region, as NR was overdrawing from

the grid. Since, the constituents of NR to whom the above un-requisitioned power

has been scheduled could not be identified; NTPC took up this matter in the 4th

meeting of WRPC held on 29th June 2007. It was decided that the matter should be

taken up with NRPC. Accordingly, Member Secretary, WRPC took up the matter

with Member Secretary, NRPC to identify the NR constituents to whom this power

should be booked. Member Secretary, NRPC intimated that since this power was

scheduled by WRLDC unilaterally, NR constituents did not agree to accept the

power. The matter subsequently came up for discussion during the 6th meeting of

NRPC held on 25th October 2007 wherein, Chairman, WRPC/CSEB suggested that

the above unrequisitioned surplus power from Kawas & Gandhar GPS on 7th, 10th &

11th June 2007 may be booked to the constituents of both, the Western Region and

the Northern Region who had overdrawn power from the grid so as to resolve the

issue.

2.2 In this context, on the basis of 15 minutes time block SEM data furnished by

WRLDC, WRPC secretariat have identified the constituents of WR & NR who have

overdrawn power from the grid during the period when the above mentioned

unrequisitioned power was scheduled to NR by WRLDC. On the basis of above, it is

proposed to book the unrequisitioned power to the constituents of WR and NR.

Accordingly WRPC vide letter dated 16th Nov. 2007 (enclosed at Annexure-2.2) sent

the proposal to Member Secretary, NRPC for their examination and concurrence.

Out of total 1.7884 MUs of unrequisitioned power during the above three days, the

booking to WR and NR will be as follows:

Details of booking to the individual constituents are given in Annexure- 2.2.

2.3 It is intimated that Commercial Sub-Committee of NRPC discussed this

proposal in its 6th meeting held on 11th December 2007 and NR constituents

concurred to it as a special case and subject to the condition that NR states would

pay only variable charges of the energy booked post facto from Kawas and Gandhar

GPS on 7th, 10th and 11th June 2007. Other charges like capacity charges,

incentives, etc. would not be borne by NR states. The UI accounts for the aforesaid

days would be revised taking into account the post facto booking of energy from

Kawas & Gandhar GPS.

2.4 The matter was also discussed in 48th Commercial Committee meeting of WR

(a) The WR overdrawing States, to whom the above energy is scheduled, will

pay only variable charges to NTPC Kawas & Gandhar GPS as applicable.

(b) No incentive will be paid to Kawas & Gandhar GPS for post facto

scheduling of un-requisitioned powder from Kawas and Gandhar GPS on

7th, 10th and 11th June 2007.

(c) This proposal has been accepted as a special case.

(d) UI accounts for the concerned week shall be revised to account the above

scheduled energy.

(e) The recommendation of the Commercial Committee shall be put up to

WRP Committee for its approval.

WRP Committee may discuss and approve. ITEM No. 3: SCHEDULING AND COMMERCIAL METERING LOCATIONS FOR

RGPPL 3.1 It is understood from RGPPL that out of three blocks, two blocks are in

operation and the third block is expected to be put in operation shortly. RGPPL has

been declared ISGS by Ministry of Power. MSEDCL has been tentatively allocated

95 % of power and the remaining 5 % is to be allocated to other states within or

outside the region, which is under active consideration of MoP. However, in the

absence of allocation for 5% from MoP, entire RGPPL generation at present is sold

to MSEDCL.

3.2 In order to facilitate all necessary activities related with scheduling, energy

accounting etc. RGPPL requested WRLDC to specify (i) Specification of the Energy

Meters to be installed, Make and Source, (ii) Location of the meters to be installed

and (iii) System of Energy accounting, scheduling etc. to be followed. Accordingly,

WRLDC vide letter No.WRLDC/OS/1510/2007 dated 18th October 2007(copy

enclosed at Annexure- 3.2) have detailed out the specification of SEMs to be

installed, location of the SEMs, system of energy accounting, scheduling procedure

etc.

3.3 In view of above, the Commercial Committee in its 48th meeting held on 13th

Dec. 2007, discussed the matter. Since RGPPL has been declared as ISGS, its

scheduling and energy accounting shall be done as per IEGC. As such, estimation of

requirement/installation of SEMs etc. for accounting of its energy is required to be

done by RLDC/CTU. Considering this, the Committee approved the estimated

requirement of SEMs & DCDs i.e. 20 Nos. SEMs and 2 Nos. DCDs, cost of which

will be reimbursed by the beneficiaries of WR to PGCIL in lump-sum in line with the

earlier decisions of WRE Board / WRP Committee. RGPPL was also requested to

take up the matter with MoP to expedite allocation of power.

WRP Committee may discuss and accord approval for the requirement of 20 Nos. SEMs and 2 Nos. DCDs for RGPPL the cost of which will be reimbursed by the beneficiaries of WR to PGCIL in lump sum in line with the earlier decisions of WRP Committee. ITEM No. 4: REPLACEMENT OF PISON MODEL DCDs

WRLDC vide letter No. WRLDC/OS/1510/1207 dated 13th December 2007 intimated

that presently WR is having around 115 Nos. of DCDs for down loading SEMs data.

Out of these 65 Nos. are of PISON model, which has became obsolete. WRLDC

intimated that M/s Secure Meters is not accepting AMC for the above model due to

lack of internal parts and this model is getting faulty frequently. In view of this,

WRLDC proposed to replace the PISON model DCDs with Analogic Model DCDs in

a phased manner. The matter was discussed in the 48th Commercial Committee

meeting held on 13th Dec. 2007 and the proposal of WRLDC to replace 65 Nos.

PISON model DCDs with Analogic Model DCDs in a phased manner was agreed to.

WRP Committee may like to discuss and accord approval for the same. ITEM No.5: BACKUP COMMUNICATION LINKS FROM SLDCs & STRATEGIC

LOCATIONS IN THE NETWORKS OF ULDC SCHEME

5.1 In order to improve the data reliability from SLDCs to RLDC and vice versa

the following proposal of WRLDC for backup communication links from SLDCs and

strategic locations in the network of ULDC scheme of WR was discussed during the

5th meeting of WRP Committee:

(i) Stand by arrangement from SLDCs at Jabalpur, Gotri, Bhilai, Kalwa and at

strategic locations at Vindhyachal, Bhadravati and Raipur by availing

bandwidth from Telecom Deptt. of PGCIL through 7 Nos. E-1 and radio link

from Kalwa to WRLDC

(ii) Recurring expenditure of approx. Rs. 23.10 Lakhs per year for the above-

proposed standby arrangement and one time expenditure of approx. Rs.

4.00 Lakhs towards cost for radio links from Kalwa to WRLDC, Mumbai.

The WRP Committee directed that the above proposal of WRLDC may first be

discussed in the ULDC Project Coordination Committee and thereafter it may be put-

up to TCC/WRPC.

5.2 Accordingly, the matter was discussed in the 3rd meeting of SCADA / EMS

issues held on 6th November 2007 at WRLDC office, Mumbai. In order to arrive at a

comprehensive solution, it was decided that the matter be looked into detail by a

committee of Regional Constituents having one member each from the constituents,

member from WRLDC and with a member from WRPC Secretariat as convener.

5.3 A meeting was convened on 17th Dec. 2007 by WRPC Secretariat with the

members from the constituents wherein the proposal of PGCIL for back up

communication scheme was discussed in detail. The record notes of discussions are

enclosed at Annexure-5.3.

The constituents agreed to the need for back-up communication links between

SLDCs/Strategic locations and WRLDC. At the same time need for back-up links

between Sub-LDCs to SLDCs was also felt. However, instead of providing the stand

by arrangement through bandwidth provided by PGCIL Telecom network, it was

proposed to have these links through VSAT/Radio link. The constituents agreed to

the following VSAT/Radio Back up links:

(i) SLDC Gotri to WRLDC

(ii) SLDC Jabalpur to WRLDC

(iii) SLDC Bhilai to WRLDC

(iv) SLDC Kalwa to WRLDC

(v) Sub-LDC Indore to SLDC Jabalpur

(vi) Sub-LDC Bhopal to SLDC Jabalpur

(vii) Strategic location Viz. Vindhyachal, Bhadravati, Raipur and Gwalior to

WRLDC

It was further agreed that since setting of VSATs may take some time, 2 Nos. E1

may be provided at Jabalpur and Bhilai to ensure availability of important data from

these areas. Necessity for continuation of these two E1 switching may be

reviewed after commissioning of VSATs/Radio back-up link. In addition OPGW link

between Gotri to Jambuva & Gotri to Asoj was also agreed to.

PGCIL were requested to revise their proposal for back-up communication scheme

in line with the above.

WRP Committee may discuss and decide. ITEM No.6: RETROFITTING /REPLACEMENT OF OLD PROTECTIION

SCHEMES/EQUIPMENTS BY PGCIL

6.1 PGCIL vide letter No. WRTS/O&M/R/141/ 2202 Dated 26.09.2007 proposed

retrofitting of old protection schemes, replacement of obsolete Protection & PLCC

system, replacement of obsolete ABCBs and replacement of Gapped LAs with

Gapless LAs at their various sub stations. The proposal includes the following works:

(i) Replacement of old and obsolete relays (172 nos.) at various sub-stations

- Rs. 6.10 Crores

(ii) Replacement of 16 nos. ABCBs at Bhilai, Indore & Asoj

- Rs. 6.54 Crores

(iii) Replacement of obsolete Protection and PLCC System under 220 kV Kawas Transmission System

- Rs. 2.53 Crores

(iv) Replacement of obsolete Protection and PLCC System at 220 kV Vapi Sub-station

- Rs. 0.39 Crores

(v) Replacement of Gapped Las with Gapless LAs at various Sub-station

- Rs. 2.71 Crores

This matter was discussed in 98th Protection Committee meeting of WRPC held on

23rd & 24th Oct. 2007. PGCIL in the meeting informed that the consent of

beneficiaries is required for filing of petition for additional capitalization on account of

these works. They have also intimated that whenever new equipment / system

replaces the old equipment / system, the original value of the equipment / system will

be deducted from the gross block.

6.2 The Protection Committee discussed the technical aspects of the proposal. It

was observed that the proposal was in line with the protection philosophy discussed

in various meetings of Protection Committee and in the interest of secure and stable

grid operation. The committee therefore recommended acceptance of the proposal.

WRP Committee may like to discuss and decide. ITEM No.7: UTILISATION OF 25 % SHORT TERM OPEN ACCESS CHARGES BY PGCIL

7.1 Under the provisions of CERC (Open Access in Inter-state Transmission)

Regulations, the transmission licensee, CTU or STU as the case may be, shall retain

25% of the charges collected from the Short Term Customer for use of its intra-

regional Transmission system and 12.5% of the charges collected from the short-

term customers for use of its inter-regional system and balance is to be adjusted

towards reduction in the transmission charges payable by the Long-Term customers.

Further, the Commission in its order dated 30.01.04 in petition No. 48/2003 (Suo

moto), have directed that the short term open access revenue retained by the

transmission licensee, is expected to be utilised in the core activity of building new

transmission system.

7.2 In view of these provisions, CSEB vide letter dated 29.10.2007 desired to

discuss the issue and know from PGCIL the following:

(i) Year wise amount of STOA charges (25% component) collected by PGCIL

after introduction of Open Access.

(ii) Year wise utilization of above amount by PGCIL against specified /

identified works.

7.3 The matter was discussed in 48th Commercial Committee meeting held on

13th Dec. 2007 wherein PGCIL stated the details of STOA charges collected from all

the regions viz. region wise payment received, payment made and amount retained

and calculations thereof towards reduction in transmission charges payable by long-

term customers are furnished to all the constituents on monthly basis alongwith the

monthly transmission charges bill. PGCIL intimated that in the absence of clear

guideline from the regulator, the money so collected are put into transmission

business as income which is their core activity and utilizing the same for

transmission schemes.

7.4 PGCIL was requested to furnish the details of the amount collected from Short

Term Open Access customers for use of intra-regional Transmission system and

inter-regional system in respect of Western Region, amount adjusted towards

reduction in the transmission charges payable by the Long-Term customers and the

balance amount retained/utilized by PGCIL for the core activity of building new

transmission system since the introduction of CERC (Open Access in Inter-state

Transmission), Regulation. PGCIL agreed to do the needful so as to appraise the

WRP Committee. PGCIL may kindly intimate the status. WRP Committee may like to discuss. ITEM No.8: PERFORMANCE OF WR GRID DURING OCTOBER 2007 TO

DECEMBER 2007 8.1 System Performance

During the period October 2007 to December 2007, the grid operated in the

frequency range 49.0 Hz and 50.5 Hz for 88.62% of time. The percentage time,

when the frequency was within this range varied between 83.46% and 91.99%.

During November 2007, frequency remained below 49.0 Hz. for 16.54% of time. The

details of frequency profile during the above period is enclosed at Annexure-8.1 (a).

The details relating to registered demand/unrestricted demand, energy availability

and energy requirement during the above period are at Annexure-8.1 (b). The

maximum unrestricted demand of the region was 39449 MW as recorded during

October 2007. The maximum demand met during this period was 30835 MW, which

was registered during November 2007. The peak shortfall of the Western Region

ranged from 7726 MW to 10104 MW. Capacity shortage during this period was of the

order of 20.04 % to 25.61 % and energy shortage was in the range of 14.53% to

15.08 %.

During the 5th WRPC meeting held on 6th October 2007, constituents of WR had

expressed serious concern on sustained low frequency operations in the system

since October 2007 and overdrawal by NR utilities and had requested CEA to

arrange a joint meeting of WR & NR to address these issues, as WR demand was

likely to be picking up with the onset of Rabi season. In this connection, Chairman,

WRPC / CSEB attended 6th meeting of NRPC held on 25th October 2007 and drew

attention of constituents of NR on the above issues and had requested them to

regulate their drawal so as to maintain the system frequency above 49.0 Hz and to

ensure grid security. Despite the same, as situation did not improve subsequently,

he requested Chairman, CEA to intervene and take joint meeting with the NR and

WR constituents to address the problem so that prevailing situation is not allowed to

persist, which otherwise might lead to a major grid disturbance. Upon above request,

a meeting was taken by Chairman, CEA with NR and WR constituents on

4th December 2007 at New Delhi. In the meeting, the issue of low frequency

operation and large overdrawal by some of the Northern states was discussed. To

improve the power supply in NR & WR, NTPC were requested to pursue immediate

procurement of RLNG with the gas companies to fully utilise the capacity of gas

based power stations of NTPC. However, till such time, as a contingency measure, it

was decided to schedule the above unutilized capacity of around 800 MW in NR and

WR on liquid fuel. WRLDC/NRLDC were authorized to schedule the above un-

requisitioned liquid power to the overdrawing utilities, which were identified for the

purpose. The details and record of discussions are at Annexure-8.1(c). It is however

seen that the capacity at Kawas still continues to remain unutilized. WRLDC may

furnish further details.

The Committee may like to discuss.

8.2 Voltage Profile The month-wise detail of voltages at important 400 kV substations during the month

of October 2007 to December 2007 is at Annexure-8.2. During this period, low

voltages were recorded at 400 kV Gwalior, Jetpur and Indore substations ranging

between 369 kV, 354-360 kV and 356-378 kV respectively. The high voltages were

recorded at Bina and Dhule ranging between 429-436 kV and 435-440 kV

respectively.

The low voltage was encountered at Indore for short periods in October 2007 when

400 kV lines in the vicinity were taken out for shut down to attend maintenance work

and due to forced outage of 100 MVAR capacitor bank at Indore. The voltage profile

at Indore improved after the capacitor bank was taken into service and 400 kV Bina-

Nagda d/c line commissioned. The voltage at 400 kV Gwalior substation had

improved from October 2007 onwards with loading on 400 kV Agra-Gwalior

remaining within the permissible range. The low voltage profile around Jetpur has

also improved, with maximization of generation availability and appropriate load

regulatory measures taken in the vicinity.

Other actions taken to ensure smooth voltage profile in the grid are as follows:

i) Two 50 MVAR reactors, one each on both the circuits of 400 kV Indore-

Asoj line were removed at Indore end.

ii) Two 50 MVAR line reactors one each on 400 kV Bhusawal-Koradi ckt I

and 400 kV Parli-Lonikand ckt I at Bhusawal and Parli ends were removed

respectively.

iii) RBPH machines at SSP were operated in synchronous condenser mode

upon advise by WRLDC in the real-time as per the methodology approved

in 5th WRPC meeting.

Further, as reported / agreed to in the earlier WRPC meetings, following actions

have been initiated to control high voltages during the low load periods:

i) The installation by PGCIL of 63 MVAr reactor at 400 kV Damoh sub-

station is expected to take place in March 2008 whereas the installation

and commissioning of 125 MVAr bus reactors each at 400 kV Khandwa

and Dehgam sub-stations is expected to complete by June/July 2008.

ii) Shunt Controllable reactor at 400 kV Padghe s/s in Maharashtra is likely to

be commissioned by MSETCL in October 2008.

iii) The installation of 125 MVAr bus reactor each at Dhule, Indore, Kasor sub-

stations by MSETCL, MPPTCL and GETCO and 80 MVAr bus reactor

each at Karad and Nardipur substations by MSETCL and GETCO as was

agreed and later noted in the 4th WRPC meeting is yet to take place.

During 5th WRPC meeting MSETCL had intimated that orders for 2x50

MVAR line reactors at Dhule end for 400 kV SSP-Dhule D/c line were

placed and were expected to be commissioned December 2007.

PGCIL, MSETCL, MPPTCL and GETCO may indicate further progress made and expected date of installation and commissioning of reactors at the above locations, as an early commissioning of these reactors would help in smoothening of high voltage profile in Western regional grid.

Members may kindly discuss. ITEM No.9 : REVISION OF SETTINGS OF THE df/dt UFLS RELAYS IN THE WR The settings of UFRs and df/dt UFLS relays were upgraded after interconnection of

the NR, ER/NER and WR grids in August 2006. However, the settings of df/dt relays

are dependent upon the dynamic behaviour of the interconnected grid upon sudden

loss of large quantum of generation/load in a particular area. A detailed study based

on the experience of interconnected operation and analytical data was therefore

required to be done to adjudge the rate of change of system frequency at important

locations prone to initiating an uneventual major grid disturbance for deciding most

appropriate settings of the df/dt relays. Since in the interconnected grid, disturbance in

a particular region may affect all other regions, a joint meeting was held between

RPCs and RLDCs of NR, WR and ER on 27.11.2007 at Kolkata to discuss the df/dt

settings. After deliberations in that meeting the following settings of df/dt relays were

recommended: -

Stage-I - df/dt to protect the combined NEW grid from loss of generation of a large

power station.

Stage-II - df/dt to protect the split grid from loss of generation of a large power station.

In order to upgrade these settings to the settings decided in the Joint meeting, the cut-

off frequencies for df/dt relays in Stage-I and Stage-II are required to be raised to 49.9

Hz from 48.8 Hz and 49.0 Hz respectively.

The subject was discussed in the 382nd OCCM of WRPC held on 12.12.2007. The

members of the sub-Committee opined that the rate of drop of frequency of 0.1 Hz/s is

likely to take place in case of sudden large disturbance of loss of generation of the

order of 2000 MW when the N-E-W grid is interconnected. Under such circumstances

an instantaneous load shedding of 2000 MW at 49.9 Hz with df/dt relays might result in

rise in system frequency of the interconnected grid to unsafe levels. Therefore, it would

be appropriate if the recommended initiating levels of operating system frequency of

49.9 Hz for df/dt relays for Stage-I and Stage-II are instead set at 49.5 Hz.

In view of above and after deliberations the OC sub-Committee of WRPC

recommended that the initiating levels for load shedding at 0.1 Hz/s and 0.2 Hz/ s for

Stage-I & Stage-II by the df/dt relays may be set at 49.5 Hz instead of at 49.9 Hz, with

the existing levels of load relief at each stage.

ITEM No.10: ANTICIPATED POWER SUPPLY POSITION FOR THE PERIOD JANUARY 2008 TO MARCH 2008 The anticipated power supply position in the region for the period from January 2008

to March 2008 is furnished at Annexure-10.1 for information of the members. The

regional demand is likely to remain high during this period. The peak demand deficit

is likely to be of the order of 8500-9200 MW, whereas energy deficit of the order of

127-145 MUs per day. The anticipated regional peak demand is in the range of

38000-39000 MW. The anticipated demand shortages for Gujarat, Chhattisgarh,

M.P., Maharashtra, Goa, DD & DNH would be in the range of 2200-2400 MW, 650-

750 MW, 800-1400 MW, 4850-5250 MW, 60-115 MW, 140-160 MW respectively

during the above period.

In view of the above, the regional grid would continue to face high shortfall during the

above period. Therefore, all the utilities shall require to ensure that system

frequency, voltage profile and transmission system loadings are maintained within

the permissible limits in the interest of security of the interconnected grid. All the

utilities are, therefore, requested to take advance action to arrange maximum power

availability to overcome overdrawals at low frequency. All generating utilities may

ensure that the entire generating capacity is fully available. Also no capacity should

be left unrequisitioned from all ISGS stations. NTPC should ensure availability of

adequate quantity of Gas/LNG to enable full utilization of their gas based plants.

To meet any contingent conditions, it shall however have to be ensured that the

existing UFR and df/dt relays under the AUFLS scheme are operative at the

recommended settings and the desired load relief is obtainable.

The voltages profile of the grid may tend to drop below lower permissible-levels.

Therefore it shall have to be ensured that all HT capacitor banks at EHV sub-stations

in the region are in service. SSP may follow real-time operational instructions by

SLDCs/RLDC by operating RBPH machine(s) in synchronous condenser mode for

providing adequate reactive power support and all thermal generating units in the

vicinity of lower voltage profile shall require to maximize generation of reactive power

within their capability limits so as to help in controlling low voltage in the grid.

ITEM No.12: TESTING OF SPECIAL ENERGY METERS

12.1 Central Electricity Authority under the provisions of Electricity Act 2003 has

notified regulation called “Central Electricity Authority (installation & operation of

meters) regulation, 2006 which came into force on the date of their publication in the

gazette of India i.e. w.e.f. 17th March 2006. In the above context CSEB vide letter

No.CSEB/MIC/322 dated 29.10.2007 pointed out that the interface meters are to be

tested and calibrated at list once in five years. Further, section 2 (p) of the aforesaid

regulations defines “Meter” as a device suitable for measuring, indicating and

recording consumption of electricity or any other quantity related with electrical

system and shall include, wherever applicable, other equipment such as Current

Transformer (CT), Voltage transformer (VT) or Capacitor Voltage Transformer (CVT)

necessary for such purpose. As such, it is imperative that testing of SEMs should

include testing of associated CTs & VT / CVTs also. Earlier WRE Board in its 125th

Meeting held on 7th October 2004 gave their approval for reimbursement of

expenditure to PGCIL on account of calibration & testing of Special Energy Meters

on actual basis.

12.2 The matter regarding testing of SEMs alongwith associated CT/VT/CVTs was

discussed in the 48th meeting of Commercial Committee held on 13th December

2007 wherein PGCIL were requested to intimate programme of testing of SEMs and

their preparedness for testing of associated CT/VT/CVTs etc. Addl. GM (Comml.),

WRTS, PGCIL stated that in the Western Region, testing of Special Energy Meters

was carried out in the year 2004 and next round of testing will be due in the year

2009. PGCIL pointed out that testing of CTs, VTs and CVTs requires its

disconnection and shutdown on the lines. Regular checking of CT, PT and CVT etc.

in their premises are being carried out by PGCIL and hoped that constituents would

also be carrying out routine maintenance of their equipment. So far as testing of

meters along with CT, PT, and CVT etc. in the premises of other utilities is

concerned, it involves close coordination with them. Also testing of CTs, PTs and

CVTs is time consuming process and requires shutdown of lines. PGCIL intimated

that they are exploring the possibility of arranging mobile laboratory for testing of

CTs, PTs, CVTs etc. As the testing of SEMs is due in the year 2009, PGCIL will get

geared up in this regard.

12.3 PGCIL was requested to to make a detailed programme for testing of SEMs

along with associated CTs, PTs and CVTs. PGCIL was also requested to explore

the possibility of planning the above programme considering the requirement of all

the regions as a whole as testing & calibration cost may come down if the quantity of

meters to be tested is large. PGCIL agreed to the same.

ITEM No.13 : COMMISSIONING OF TRANSMISSION LINES AND GENRATING UNITS 13.1 Commissioning of transmission elements by PGCIL WRTS, PGCIL have reported commissioning and commercial operation of the

following elements of transmission system:

(a) 400 kV Bina-Nagda D/C has been successfully commissioned and put

under commercial operation w.e.f 1st November 2007.

(b) Ckt.-I of 765 kV Sipat-Seoni, 765/400 kV ICT-I at Seoni (New S/s) and

LILO pf 400 kV Bhilai-Satpura line at Seoni has been successfully

commissioned and put under commercial operation w.e.f 1st November

2007.

(c) 400/220 kV kV ICT-I at Seoni S/s alongwith two 220 kV lines bays has

been put in regular operation in WR and is under commercial operation

w.e.f. 1st December 2007.

(d) Bhatapara S/s with LILO of Raipur-Korba S/C line and ICT-I has been put

in regular operation in WR and is under commercial operation w.e.f. 1st

December 2007.

13.2 Generating unit commissioned

(i) Unit Nos. 5,6,7 & 8 (4x 65 MW) at Omkareshwar hydro project in Madhya

Pradesh were commissioned on 29.9.2007, 18.10.2007, 27.10.2007 &

5.11.2007 respectively.

(ii) Ratnagiri PGCL CCPP (joint venture) GTs+STs Block -III of 740 MW put

on commercial operation on 21.11. 2007
