  • Officer Achievements – Merit Commission

    Officer James Schwartz, Officer O’Rion Elder, and Officer Shawn Diebold received Life Saving Awards from the American Police Hall of Fame.

    Officer Tom Owens was promoted to the rank of Sergeant. Sergeant Owens supervises night shift and runs the department K9 program.

  • Officer Achievements – Merit Commission

    Officer Alex Howell, Officer Steve Kasprzyk, and Officer Boggess received awards for outstanding arrest cases from the American Police Hall of Fame.

    Detectives received awards from the American Police Hall of Fame for their involvement in a shooting investigation in which the suspect was arrested and the weapon was recovered.

  • Welcomed K-9 Lance

    Funded in part with the $10,000.00 Ben

    Roethlisberger grant awarded in late 2017, we

    welcomed “Lance” to our K9 team.

    Lance was assigned to K9 Officer Eric

    Hollingsworth who graduated from patrol school

    training in May of 2018.

  • Crime Action Team Initiative (CAT)

    Program launched in 2016 for “Hot Spots Policing” grant. Avon Police have won funding for 2016, 2017, 2018 & 2019. Funds have now totaled $123,919.80!

    Grant has funded purchase of license plate reader and overtime manpower hours.

    Operates on evidence-based methodology of proactive policing strategy to reduce violent crime in our retail district on U.S. Hwy 36.

    Officer Greg Schuster was hired in

    March of 2018.

    Veteran officer hired from

    Columbus, Indiana Police

    Department

    Officer Taje High was

    hired in June of 2018.

    Avon High School

    graduate and college

    athlete.

  • Opioid Awareness Videography

    Partnered with Avon resident

    Nick Jaworski to highlight the

    breadth of the opioid crisis.

    Interviews included law

    enforcement, prosecutors

    office, sheriff’s department,

    treatment centers, recovering

    addicts, and family members of

    addicts.

    Video series was utilized to

    show how the national

    epidemic has impacted our

    communities.

    Participated in over 20 community events,

    gatherings, & fundraisers.

    Partnered with national and local Organizations

    including Special Olympics, Shop With a Cop™ &

    Opioid Awareness Event.

    Law Enforcement United cycling team

    featured a stop to pay respect to the

    Indiana State Police Robert J. Lather II

    memorial monument at Avon Police

    Department.

    Community events included

    several Child ID programs and

    holiday gatherings including the

    Ghosts and Goblins trail at

    Washington Township Park.

  • Lieutenant Rob Paris – Recognition

    Lieutenant Rob Paris retired in September of 2017 after 19+ years of

    service with the Avon Police Department as an Enforcement Lieutenant

    and Assistant Chief of Police.

    Lt. Paris was issued his retirement badge and service weapon in

    January of 2018.

    27 Officers completed 3,018 hours of

    training in 2018.

    Average Avon Officer completed over 111

    hours of training during 2018.

    Officers submitted 6 training

    requests that could not be approved

    as a result of funding restrictions.

    Sergeant Grismore currently

    monitors all agency training.

  • 10th Annual Citizens Police Academy

    Program administered by Sergeant

    Jeff Lewis.

    8 week curriculum running from April

    through June of 2018.

    Continue to expand the curriculum

    each year.

    Now over 125 program alumni.

    Moving program from Wednesday

    Nights to Tuesday nights in 2019.

  • Joint Emergency Response Team

    Three Avon Officers are

    attached to the Brownsburg

    Police Department ERT

    (Emergency Response Team).

    Detective Barton, Officer

    Schwartz, & Officer Stobaugh.

    Brownsburg Police and Avon Police split training and

    equipment expenses 50:50 with this partnership.

    This team has responded to barricaded suspects,

    suicidal persons, wanted felons, and other high risk

    situations. The team had 6 deployments in 2018.Brownsburg PD Armored Vehicle

    Community Support Officer Tanner

    Brennan performed 1,391.75 hours of

    service in 2018.

    If computed at a probationary patrolman

    salary, this is a cost benefit of over

    $32,121.59 in staffing expense

    Reserve Officer Eric Barker performed

    964 hours of service including road

    coverage to avoid overtime.

    If computed at a patrolman salary, this is

    a cost benefit of over $24,582.00 in

    staffing expense.

    Avon Police Department serves as the law enforcement liaison for

    Project Lifesaver Hendricks County.

    Hendricks County Program Director & Washington Township Public

    Education Director Karen Utley and Deputy Chief Nugent presented

    “Best Practices” at National Conference in 2018.

    Avon Police and Washington Township

    Fire worked to establish the “AVON

    PROTECTS” campaign to integrate

    Project Lifesaver into all Avon Schools.

    Disposal of over 1,400 lbs of unwanted prescription

    medications in 2018. This was a 6.061% increase

    from 2017.

    Receptacles located at Avon Police Department

    and IU West Hospital.

    Avon Police: 1,400 lbs

    Plainfield Police: 840 lbs

    Hendricks County : 446 lbs

    Brownsburg Police: 51 lbs

  • Equipment Upgrades & Risk Management

    Finalized complete radio technology upgrade for

    all officers to new platform to include encryption

    with Motorola radios.

    Finalized complete transition for high

    definition in-car camera systems with

    Watchguard Video.

    **Funded through Capital Funding and Cash Forfeiture**

    Purchased laser measurement system for

    accident reconstruction and crime scene

    investigation needs

    Program was lead by Detective Barton and SRO Dan

    Rukes. Explorer staff includes Detective Hawk and Officer

    Stobaugh.

    Launched in sponsorship with Parabellum Firearms and

    Copperhead Ridge Firearms.

    Program days are the first Wednesday of each month.

    Currently have 17 active members.

    Expanded enforcement on US

    Hwy 36 and Ronald Reagan

    Parkway.

    Invested in 2 laser speed

    enforcement devices for

    uniformed officers.

    Devices are capable of speed

    detection over 2,500 feet away

    from violator.

    Resulted in a 38.416% increase in

    citations and written warnings.

    Launched a community

    based effort to expand

    resources and work together

    to solve crimes in our

    residential areas.

    Program is free to enroll and

    does not provide direct

    access to systems by law

    enforcement.

    Currently have 45 camera’s

    and systems registered with

    the department.

    Established in 2015 as Certified 501c3.

    Collected $12,015.00 in 2018 Community Donations.

    Paid out $16,651.92 in expenses and purchases.

    Governed by a committee.

    Executive Director is Emily Perry.

    Board members are actively involved with

    National Night Out Against Crime and the K9

    Program.

    The Foundation launched their own

    fundraising campaign by selling “Back The

    Blue Shirts” in 2018.

    Detective Aide Laura Finley

    Serves as IDACS Coordinator.
