BACKGROUND AND OUTLINE OF THE ACTION PLAN
OUTLINE OF THE ACTION PLAN Regarding countermeasures to secure water resources, the effect is expected to increase by about 20% in the
flood season and the non-flood season to the maximum of the total water use capacity of dams of the Tone River.
Regarding countermeasures to ensure continuous water supply, each prefecture will provide publicity on water conservation, request cooperation for water conservation, and each prefecture will receive water from water supply companies nationwide when water outages occur.
The implementation status of the action plan will be confirmed, and this action plan will be reviewed as necessary. In addition, appropriate management of facilities such as dams will be implemented appropriately, and thorough countermeasures against terrorism will be implemented.
BACKGROUND
The Tokyo 2020 Olympic and Paralympic Games will be held in 2020. In the summer of 1964, just before the last Tokyo Olympic Games, the water supply was limited to a maximum of 50%, and water was cut off in the daytime.At present, in addition to the Tama River as a water resource of Tokyo, 2 river basins, the Tone River and the Arakawa River, are added, and Yamba Dam will be completed in 2020.The total water capacity of reservoirs in the metropolitan area is 4.5 times that of the time during the flood season, 1,245 million m3, and is 5.1 times that of the non-flood season, which was 1,691 million m3. However, due to the extreme heat and light rain in recent years, water shortages with restrictions on water intake had occurred in the Tone River and the Arakawa River, which are the main water resources in the Tokyo metropolitan area.
To promote more effective and systematic use of limited water resources and to ensure a stable supply of water even when there is a danger of water shortage, The Council on Metropolitan Water Resources Management for Tokyo 2020 Olympic and Paralympic Games was established, and the Metropolitan Water Resources Management Action Plan for Tokyo 2020 Olympic and Paralympic Games was formulated.

FLEXIBLE DAM MANAGEMENT DURING FLOOD SEASON For flood control dams, the flood control capacity is emptied in advance during the flood season. At the flood
season, flood control is carried out using this empty capacity. In flexible dam management, water is stored in a part of the flood control capacity, which is normally empty,
to the extent that flood control is not hindered. As a result, it can be used for preserving the river environment and replenishing the flow rate for maintaining the normal function of flowing water at the time of abnormal water shortage.
The additional water stored by this flexible dam management will be used for water supply.

OPERATION OF YAMBA DAM STARTED Yamba Dam, currently under construction, is expected to be completed by the end of March 2020. After completion, the newly stored water can be utilized for 90 million m3 during the non-flood season
(October 6 to June 30) and 25 million m3 for the flooding season (July 1 to October 5).

OPERATIONAL ENHANCEMENT OF DOWNSTREAM WATER TRANSFER FACILITIES OF TONE RIVER Prior to the water supply from the dams upstream of the Tone River, the water transfer facilities downstream of the
Tone River, such as the Kita-Chiba water transfer channel, will be utilized. In this way, water collected at Lake Kasumigaura and the lower part of the Tone River will be supplied to the Edo River, thereby preserving the water storage capacity of the upstream dams
In 2020, by increasing the number of operating days and the amount of water supply, the supply from dams will be reduced and the amount of reservoir water will be preserved.

By using purified water from sewage treatment water as part of the maintenance flow of the Arakawa River, the amount of supply from dams will be reduced.
In 2020, by increasing the number of facility operation days, the supply from dams will be reduced and the amount of dam water stored will be secured.

CHANGE OF DRYING TIME AT WATARASE RESERVOIR At Watarase Reservoir, as a measure to preserve the quality of tap water, the water level has been lowered
since January, and the water level has been further lowered until March to dry the bottom of the lake. In 2020, water storage capacity will be secured by making the drying period earlier and extending the storage
