An entry form is attached, please complete and return it no later than Thursday 2 April 2015. Entries after this date may not be able to be accepted. Please ensure a contact name and phone number are included.

Regatta Fees Regatta fee options are set as below: $26.00 per person if staying the full weekend. $18.00 per person if staying 1 night $15.00 per person if only attending for one day and not staying

overnight. No charge for parents or visitors who are not staying overnight.

Campsite Opens The campsite will be open from 1400hrs on Saturday 25 April. You will be allocated your camping space based on your registered numbers. Please do not turn up early and set up where you choose as you may find you need to move.

After Hours Access The main park gate is locked at 1900hrs each night. Therefore please advise if you will be arriving late so you can be given instructions on how to get in.Please do not disturb the park ranger!

On Arrival On arrival please report to the Regatta HQ, to register and be allocated your camp site. Those who arrive with entry form, names and any final payments will achieve maximum seamanship points for registration.

Opening Ceremony The regatta program will likely start at 0730 hrs on the Sunday with a parade, briefing and the commencement of regatta events. Dress standard to be advised.

Closing Ceremony Regatta will close with the prize giving at 1500hrs on Monday. Please wear full uniform. Departure approx 1545hrs.

Program The program will be advised at the Saturday Evening Troop Leaders meeting. Program is subject to change based on the weather.

We Provide The grass to camp on, toilets, water, program and regatta administration.

You Provide Transport to/from camp, all camping gear, food, boats, first aid, and fire protection for your camp and the removal of all rubbish from the site. There is no electricity, refrigeration or shop on site.ABSOLUTELY NO ANIMALS MAY BE BROUGHT ONTO SITEWe are inside the Open SanctuaryPark rules are that there are no dogs – please tell your visitors

Competing in more than one age Group

Younger participants may be promoted (as individuals or as a crew) to race in the next age group up, but individuals may not race in both a crew of their own age group and a crew of the next group up.

No youth who have rowed in any other event may compete in an open event.

Sailing You may enter in both Cutter and Sunburst sailing, but you may only helm in one class.

Caterpillar Race - (if time allows)

As many people as you can safely fit into a cutter from any age group. The cutter is to be propelled using paddles (like a waka) – Rudder may not be used for steering. Oars may not be used.

Raft Race (if time allows)

This is a group event – unlimited numbers.



Notes: If you have insufficient members for a crew you may join with another Group and points will be issued on a pro rata basis for that event.

You may move up an age Group to make up numbers for your teams but may not move down an age group. If you move up an age group for an event you may only compete in that age group for all events. If you compete in two age groups the maximum points you will be allocated are points for a DNF.

Camp Rules1 Contingent

LeaderEach group will be under the control of their own Group Leader or Contingent Leader, who will be responsible to the Camp Chief.

2 Clothing All leaders will ensure that all personnel are wearing the correct protective clothing for the activity in which they are engaged. This means: A PFD when on the water, Warm clothes when on the water – Crew must stay warm when fully

soaked. This is a Seamanship Issue Hats when exposed to the sun, And footwear when appropriate. Note: footwear must be worn at all

times off your contingent site. Points will be deducted from seamanship for failure to wear footwear

All Regatta staff can retire individuals and boats from events if they believe any individual does not comply. Should this occur the Group concerned will loose Seamanship points.

3 Access Ways For safety reasons access ways will be kept clear of vehicles at all times.3.1 Generally cars are not to be parked within the camp.3.2 Do not block an access way when packing in and packing out. Drop

off your equipment and go to the carpark.3.3 All cars and trailers are to be in the designated parking area by

1900hrs on Saturday evening (you will be advised of this location on arrival).

4 Fire Prevention

All personnel will take all reasonable precautions in the prevention of fire. Cooking areas will be as far away from other tentage as is practical. Fire extinguishing devices will be maintained in a state ready for instant use. Fire access ways are to be kept clear at all times, including pack in

and pack out. You may have to move your fence or tents or vehicles if you encroach.

5 First Aid All contingents will have a designated first aider who is to be advised to the Regatta Administration. They must carry a charged mobile phone at all times.

Minor) Each group will provide their own first aid facility and will treat all minor injuries. You are expected to have several portable First Aid kits. One on the beach is advisable.

(More Serious) For more serious injuries, the nearest doctor’s surgery is the Manly Medical Centre at 58 Rawhiti Rd Big Manly – phone (09) 09-424 9050 anytime. But it is not open all the time And may not be ANZAC weekend.

Or to call the Coast Care Accident & Medical Centre – (09) 427 9130, Shop 9 Red Beach Shopping Centre – open 0800 - 2000 hrs 7 days including Public Holidays (has X-ray facilities etc).

(Serious & Major) In the event of a major catastrophe call the Ambulance on 111.

All injuries must be reported to the camp HQ. And to the Camp Chief.



6 Park Environment

The park is an ecologically fragile area. All personnel are to keep out of roped / fenced off areas, especially near the foreshore.

All tapu areas are to be respected. Note that the park is now pest free. Check your gear before

you come. No fences, gates or vegetation in the park will be cut, climbed on or

otherwise damaged.

7 Toilets Toilets will be placed around the campsite. They are to be used for their intended purpose. They are to remain upright!

7.1 Attendees are to use the port-a-loos provided rather than the camp toilets. Seamanship points will be deducted for those found in breach.This is part of how we keep the camp fees down

8 Vandalism Every leader is appointed an anti-vandal warden. If any vandalism occurs the regatta programme will be suspended until the culprits are found.

9 Rubbish All rubbish is to be removed from the site. Pack-in Pack-Out.Waste water disposal shall be by way of wet pits (these are to be no larger than 300 x 300 mm square).Or filtered water may be disposed of in the drain near the park ash up area.

10 Pack Out Vehicles are only to be brought to your site when ready to be loaded. They are to load and return to the carpark or leave the park

The park (which we own) is to be left in a pristine condition. It is not the role of Regatta Admin Staff or the Park Ranger to clean up your mess!

11 Visitors All visitors must be recorded on the personnel records of the Group they are visiting. Failure to do so will mean that should an accident occur they may not be covered through the Scouting Public Liability insurance cover.

12 Noise If a neighbouring camp site can hear a radio on your site it is too loud.

If a neighbouring campsite can hear you talking late at night, you are too loud.

13 Behaviour The Camp Chief has the right to ask anyone to leave if they consider it is in the best interests of the Regatta that this happen.

The Camp Chief has the right to confiscate any items being used in an inappropriate manner, for the duration of the camp. This may include items such as radios and car keys.

14 Animals ABSOLUTELY NO ANIMALS MAY BE BROUGHT ON TO SITE

Participant NoticesGeneralBoats Ready for use

Boats to the beachSunday evening Boats must be ready by 1800 Saturday evening to be towed to the

beach so that we can make good use of the daylight and tide. Assistance from Senior Venturers or adults will be required. If your trailer has a locking hitch pin, ensure it is removed and

replaced with a non-locking type

DriversThe Regatta authorises only one or two trusted drivers with proper 4WDs to move boat trailers on and off the beach. Groups are well advised to make these people's jobs easy and enjoyable.

RiggingBoats must be rigged once on the beach and ready to go by 0800 each day.

Trees on the camp site make rigging and de-rigging on the camp site impractical.

Programme Changes

Programme Changes (order of events, start times etc) will be signalled by a large black square flag being run up two flag poles (on beach and in camp) for 15 minutes, with sound signals marking the raising and lowering of the black flags.

On seeing the large black flags, each group must send one responsible person to the Beach Officers' tent on the beach to be briefed on the change. If you are late you will miss out.

Seamanship General

Skill in and knowledge of the work of navigating, maintaining, managing and operating a vessel and related equipment safely

For the purposes of this event, and excepting Camping Competition assessment, everything is subject to seamanship assessment.This includes, but is not limited to:• Camp pack in and pack out• Boat management on the beach• Boat management at crew changeover• Equipment husbandry• Contingent management

Water Activity Management

Beach Officers Beach Officers wear really cool orange fluorescent workmen’s vests and dream-like calm.

Beach Officers control the water event programme and can answer any questions and rule on any issues involving boats or sea water.

No boat may leave the beach without the Beach Officer's approval. The Officer or their representative has to check the boat's rig, lifejackets and also that the safety conditions are met and the timing is right for the overall programme.

Beach Officers also know about boats and can help, once all the current competitors have left the beach.

Boat Registration The Skipper must register their vessel with the Beach Officer before it leaves the beach for each event:

Group name, Boat number, Number of persons on board. (POB)

Unregistered boats will, if discovered, be sent back to the beach to register

Failure to register will result in the boat being scored DNS (Did Not Start)

The skipper is to report to the beach officer on returning to the beach.

Failure to report will result in the boat being scored DNF (Did Not Finish)

Fast Crew Change Events will continue quickly.

We expect the next crew to be ready to change over as the prior crew comes ashore.

To assist this we are considering warning flags and sounds on the beach to remind you. If we do this, you will be advised at the leaders meeting.

Committee Boat The Committee Boat is stationed near the start line for the Rowing and Sailing events and looks like a Gin Palace (do not hit this boat – or any other for that matter). The Committee Boat crew wears blazers and sailors caps and are responsible for the Start and Finish of each event, and for calling false starts. Their word on these matters is final.

Patrol Boat Crews Patrol boat crews are rugged swarthy individuals braving the sea in open boats. They are responsible for safety during each event, and for checking that teams comply with the rules. Patrol boats may advise teams that they have breached a rule and of the appropriate penalty. Patrol boat crews may at their sole discretion require teams to retire or do any other action if they believe safety is at stake. They are good blokes but don't have time to fix your problems afloat.



Protests Teams advised that they have breached a rule, started falsely etc may choose to ignore the advice and complete the race without taking the penalty advised. Infringements can only be protested by another team in the same event.

Start Boat and Patrol Boat crews are permitted to advise teams to protest when appropriate. The penalty for ignoring your own false start or rule breach may include forfeiting participation points as well as competition points.

Disputes between teams (protests) will be resolved through the Beach Officers. Anyone raising a protest must do so verbally initially, and in writing as soon as practical, in person to a Beach Officer as soon as possible after the event, and in any case before the next time any two of the teams involved leave the beach to compete in another event, and before the end of events for the day.

The Beach Officers will hear the arguments of both parties and at their discretion take advice from others. The Beach Officers will attempt to reach agreement between the parties on the outcome, but if agreement is not possible in the time available without delaying the programme then the Beach Officers will judge the protest to the best of his ability and his decision will be final. The Beach Officers will tell the scorekeeper of the outcome.

Boating Collisions All boating collisions / incidents must be reported to the beach Officer and the Camp Chief, even if a protest does not result.

You will be provided with an incident form to complete and return. This requires both parties input. A form is to be completed regardless of whether you think any damage was done or injuries were sustained. You may not leave the camp on Monday until the forms are completed.

If you leave without completing and returning the forms, you rescind your right to have the regatta organisers or staff available to assist / mediate / act as witnesses etc regarding any claims you may have.

Collision Prevention

22.12 Sailing vessels(2) When two sailing vessels are approaching one another so as to involve risk of collision, one must keep out of the way of the other as follows –

(a) when each has the wind on a different side, the vessel which has the wind on the port side must keep out of the way of the other;

IE, the vessel on Starboard must get out of the way if the vessel on Port fails to keep out of the way.

If you are on Starboard yell “starboard” in plenty of time to give the other boat time to keep clear.

KayakingEquipment There will be 10 identical canoes provided.

Please bring life jackets with you.Time Canoe races will take place at the same time as the sailing races.

There will be approximately 1 – 1½ hour for each age group to complete the canoeing.

There will be single events and relay (if time permits).Participants The number of participants will normally be divided by ten to

determine the number of heats. The finals will be based on taking the same number of place getters

from each of the heats so to make up a final race with 10-15 participants.

Events Single canoes will race first and time permitting a relay event will follow.

The relays teams will comprise 4 members.Individual Kayak Each event will start from the beach and the course will be out and

around a buoy(s) and back to the beach. You will start already seated in your canoe. The participants in the next heat will hold the canoes steady for the

start of the race. You are not allowed to give assistance by pushing the canoes at the

start. You may not interfere with any other competitor’s canoes. A rope will be laid out or a line marked along the beach and the canoe

must be pulled up to that line and the canoe paddle placed in the canoe at the end of the canoe leg.

It will then be a short 10 metre sprint to the finish line. Once your place has been recorded, you must go back down to your

canoe and turn it around ready for the next race. Failure to do so, may result in you being dropped a place.

Relay The relay event will follow a similar format, except that only the last team member will pull the canoe up on the beach. The rest of the team may assist their team members get in and out of the canoe but cannot give it a push start or interfere with any other canoe. The whole team must be together at the finish line to record their finish.


Iron Man Details will be advised Everyone will compete in teams You may have multiple teams from one contingent

Tug of War The tug of war competition will likely take place on the parade ground. This will be a four way tug of war.

Caterpillar race No rowing, sails, motors are to be used. Propulsion is by paddling only (this may be with hands, paddles, buckets, or the like).

o Oars are not allowed and No rudder for steering.

Each Participant must wear a correctly fitted PFD and be dressed appropriately.



Raft ChallengeThe Challenge You are to construct a raft.

The raft is to be paddled upwind and sailed downwind.The sail is to be a standard sunburst spinnaker.The raft is to be lashed together. It is to be constructed by youth members.Only one raft is required per group, but multiple entries may be allowed. Your lashings may be judged.Judging may be carried out before and during the event, and on the return to beach.

The Reward There are a variety of prizes, but no marks for first raft to complete the course.

The Rules Rafts must be built on site by the crew which will paddle it. Exception is that paddles, which must be home made, may be constructed beforehand.

Construction: Raft is by definition a flat structure with no bow or keel. Any craft that does not

satisfy this definition may, at the discretion of the judge, be disqualified or require alteration.

Raft may not be assembled from existing boat or canoe hulls. Raft must, in the opinion of the Safety Officer, contain sufficient flotation

material before being allowed to race. All materials used must float (to prevent bits falling off to the sea bed during the

race!). Rafts must have: 3 metre tow line Bow of raft must be at least 1 m wide of materials, at water line. (e.g. 1 m wide

bow or 2x 50-cm pontoons etc.) and 30 cm deep. No rudders Mast which must stay up for the duration of the race Must fly a flag

Bring your ammunition (must pass scrutineering).

The Crew Minimum 4 maximum 6Each crew member must wear a lifejacket of the correct size.

Points Points will be awarded for: Sturdiness of construction Team work Correctly tied lashings Originality of flag Degree to which raft stays together for the race Finish position


RowingThe Finish We intend to use two poles on the beach to line up rowing finish (the

buoys will be a guide only). We recommend you complete 3 – 4 additional boat lengths past the buoys on the water to ensure you have crossed the finish line.

But if wind direction or other conditions prevent this, the finish will between two buoys on the water.







Registration The Coxswain must register their vessel with the Beach Officer. Group name, boat number, number on board.

Failure to do so will result in the boat being scored DNS (Did Not Start)

The Coxswain is to report to the beach officer on returning to the beach.

Failure to do so will result in the boat being scored DNF (Did Not Finish)

Clearance to leave the beach

Boats may only leave the beach when instructed to do so by the beach officer. .

You must go directly to the start line. You may not be towed to the start line. Only the Beach Officer can

authorise a boat to be towed. If you waste time making your way to the start line, the race may

start without you.

Row only in one crew

No participant may row in two heats of the same age group.

Lifejackets Lifejackets must be worn.

If the Camp Chief decides that lifejackets may be removed for an event, then they must be correctly worn when entering the boat and not removed until the Coxswain gives the OK.

Coxswains must wear a correctly fitted lifejacket at all times.

Crew changeover All boats are to return promptly to shore after each race set.

Failure to do so may mean disqualification from the race you have just completed.



The Coxswain The Coxswain must be competent to helm the boat.

Safety Personnel in Boats

Safety people (older than permitted in the competition crew) are welcome in any craft in addition to the minimum competition crew and will not affect the craft's placing in the event.

The safety person must be in a position to take immediate control if required.

Choice of cutter No sloops shall be used for the rowing races. Please advise if you need to borrow a boat for the rowing races.

Open rowing No youth who have rowed in any other event may compete in the open



SailingRacing Rules The regatta will be governed by the rules as defined in The Racing Rules

Clearance to leave the Beach

Boats are not to leave the shore until given the all clear for each race set by the Beach Officer.

This allows for appropriate course management and safety

Exoneration If you hit a mark, or incur any other penalty: You must move to the side of the course and complete a 360-

degree turn prior to completing the next leg. You do not have to re-round the mark you hit. (Removes boat

from area of maximum conflict). You must not impede any other boat while undertaking a

penalty turn.

Patrol Boats You must obey the patrol boat operators.

A Patrol Boat may advise you that you have breached a rule. You may choose to take a penalty or to carry on. See Protests above

Crew changeover All boats are to return promptly to shore after each race set.

Failure to do so may mean disqualification from the race you have just completed.


Be ready for Race 2

When you have finished your first race please stay close to the start finish line (unless advised to go to shore) so that you are nearby for the start of the next race. However, you must stay clear of the start finish line and boats still racing.

You may be “finished on the water”

Conditions on the day will dictate protocol. But it is likely that all races will be deemed to be finished 10 minutes after the first boat of the class crosses the finish line. Boats will be awarded a placing based on their position on the water at that time.

Please watch the time and be sure to be ready for the start of the next race.

Safety Personnel in Boats

The following is considered a change to Rule 41 – Outside Help

1. Safety people (older than permitted in the competition crew) are welcome in any craft in addition to the minimum competition crew and will not affect the craft's placing in the event.

2. The safety person must be in a position to take immediate control if required.

3. All Junior Cutters must carry a safety person.4. The safety person must take action to prevent injury to participants

(own or other crew), and to prevent damage to boats (theirs or others). Otherwise the safety person is a passenger.

5. Except in the case of point 4, the safety person may not handle any controls after the preparatory signal.

6. The safety person may not act to prevent a capsize. After a capsize the safety person may take full part in the recovery. Such outside assistance will not disqualify a cutter. We expect the cutter to be righted, bailed and to continue the race.

7. If the safety person takes an action which results in an advantage to their crew, the crew must immediate sail out of the way of other competitors and complete a 3600 turn before continuing the race.

8. The safety person may not coach a crew. They may ask questions, such as: “have you seen that cutter?” or “have you thought about when you will tack?”. The safety person is expected to abide by rule 3: Fair Sailing.

9. Safety people who swear will be required to leave their craft immediately and make their own way to shore.

Coaching Class This is a topic for discussion at the Saturday night Leader’s Meeting.

It is proposed that where active coaching has happened the safety person advise the Beach Officer. The Scoring crew will make changes to the scores to reflect this. IE the boat will score higher than a DNF

Where a safety person is observed by any race official to be actively coaching a crew and the Beach Officer is not advised the boat will score a DNF.

Boat Handicaps The following handicap system shall apply (ie your race finishing time shall be multiplied by the factors below):

Clinker Gunter Rigged Boats 0.93** Clinker (GRP) Burmudan Rigged Boats 1.0 Sloops 1.1

** 0.93 handicap only applies if you are sailing with the small sized jib originally designed for the Gunter rig. If you are using a standard Bermudian rig jib then your handicap is 0.98.

Course Number Check the start boat for the race course number. Just because your first race may be ‘Course 1’ does not necessarily mean that your second or any subsequent races will be.

Starting SequenceCutter and sunburst sailing will use the same course at the same time. Starts will be separated by five minutes and the sunburst fleet will start first. Therefore the start for the sunburst race will be the five-minute signal for the cutters.

Committee Boat Corse SignalsBefore the warning signal (the five minute signal) the start boat will indicate the course set and the direction to pass each mark by displaying the following signals.These signals will remain displayed from the start boat for entire duration of the race.
