Organising Authority The Organizing Authority is Nongsa Point Marina & Resort. The Regatta is endorsed by the Indonesia Sailing Federation. 1. Rules 1.1. The Regatta will be governed by the rules as defined in the Racing Rules of Sailing. 1.2. The following will apply

• The IRC Rules 2011 Parts 1, 2 and 3 • The ISAF Offshore Special Regulations Category 3 Without Liferaft January 2010 – December 2011 • Between sunset and sunrise navigation lights shall be lit and RRS Part 2 rules 10 to 19 inclusive will cease to be applicable and will

be replaced by Part B (steering and sailing rules) of the International Regulations for the Prevention of Collisions at Sea. • The Neptune International Rating System, as administered by the Race Committee for Cruising and Classic Classes. • The Notice of Race as amended and as changed by these Sailing Instructions. • These Sailing Instructions In case of conflict between any of the above, succeeding items take precedence. This changes RRS 63.7

2. Notices to Competitors and Communications 2.1. Notices to Competitors will be posted on the Official Notice Board outside the Nongsa Point Marina Race Office and on a mobile Notice

Board at each visited location. 2.2. Race Results will be displayed on the Official Notice Board each evening. Results may also be displayed on the Regatta website. 2.3. The Race Committee will use VHF Ch. 72 for giving course instructions, for all communications with competitors on the water and as an

aide to provide information. The service is not guaranteed. 3. Changes to Sailing Instructions 3.1. A change to the Sailing Instructions will be posted on the Official Notice Board before 0830 hrs on the day it will take effect, except that

any change to the schedule of races will be posted by 2030 on the day before it will take effect. 3.2. Late changes may be made on VHF Ch. 72 prior to the warning signal. Code flag L will be displayed on the committee boat. 4. Signals Made Ashore 4.1. Signals made ashore will be displayed on a flag pole beside the Official Notice Board. 4.2. When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 60 minutes’ in the race signal AP. 4.3. The raising and lowering of the Code Flag “AP” ashore will be broadcast on VHF Ch. 72. 5. Schedule of Races (All times are Batam Time GMT + 7) 5.1. Skippers’ Briefing

6. Class Flags 6.1. The following coloured flags will serve as Class Flags

7. Racing Area

The Racing Area will be in and around the Riau Islands of Indonesia. 8. Courses 8.1. Courses to be sailed are listed in Appendix A and B which shows the course diagrams, the course signals, the order in which marks are

to be passed and the side on which each mark is to be left. 8.2. The number of the Windward / Leeward course to be sailed will be signalled by numeral boards displayed with the Class Flag. Long

Courses will not be signalled. 8.3. No later than the Warning Signal for Windward / Leeward courses the Race Committee Signal Boat will display the approximate

compass bearing of the first leg. 8.4. When possible the Race Committee will broadcast on VHF Ch. 72 the co-‐ordinates of the windward mark 9. Marks 9.1. The marks of the courses will be inflatable buoys and islands as described in Appendix A. 9.2. A new mark, as provided for in SI 11, will be an Orange buoy. 9.3. The Starting Mark and Finishing Mark will be a staff displaying an Orange flag or a Yellow Buoy. 9.4. Gate and Long Course Mark Buoys will be Yellow 10. Start 10.1. The Starting Line will be between a staff displaying an orange flag on the Signal Boat at the Starboard end and the starting mark (ODM)

at the Port end. If an Inner Distance Mark (IDM) is laid, boats shall pass between the ODM and the IDM when approaching the line to start or starting.

10.2. In addition to RRS 29.1 individual recalls may be broadcast on VHF Ch. 72. Individual recall details such as sail numbers and/or boat names may subsequently be given, but not necessarily immediately after the start. It remains the individual responsibility of boats to start correctly.

10.3. In addition to RRS 29.2 general recalls will also be announced on VHF Ch. 72. 10.4. A boat starting later than 30 minutes after her Starting Signal may be scored Did Not Start without a hearing. This changes RRS A4 and

63.1. 10.5. Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races.

11. Change of Course after the Start (Windward Leeward Courses) 11.1. To change the next leg of the course, the Race Committee will move the original mark (or Finishing Line) to a new position 11.2. Boats shall pass between the Race Committee boat signalling the change of the next leg and the nearby mark, leaving the mark to Port

and the Race Committee boat to starboard. This changes RRS 28.1 11.3. Boats may without penalty request details or confirmation of a course change from the Race Committee Signal Boat on VHF Ch. 72 12. Communications during the Race 12.1. All communication by radio with the Race Committee will be on Marine VHF Ch. 72. 12.2. A boat retiring from a race must at the earliest opportunity notify the Race Committee of this by hail, message, telephone or by VHF on

The Finish line will be between the staff displaying an orange flag on the Finishing Boat and the Finishing Mark, see Appendix A. 15. Penalty System 15.1. Exoneration Penalty

A boat that may have broken a Rule of Part 2 or Rule 31.1 or 42 may, after finishing the race concerned and before the start of a related protest hearing, notify the Race Committee that she accepts a 20% scoring penalty as stated in Rule 44.3 (c), (except the minimum penalty is two places if that does not result in a score worse than DNF). This penalty does not reverse an OCS score, a disqualification under Rule 30.3 or a penalty under Appendix P. It is not available for a breach of Rule 2 or for gross misconduct under Rule 69. Nor is it available to a boat that caused injury or serious damage, or gained a significant advantage by her beach. In these circumstances, her penalty is to retire.

When an Exoneration Penalty is accepted: • Neither the boat nor the Protest Committee may then revoke or remove the penalty • The boat shall not be penalized further in a protest hearing when the protest Committee decide it was appropriate to the facts

found and applicable rules. 15.2. For the Passage Races the following penalty will apply to a boat found at a hearing to have broken a rule of Part 2, or which is scored

OCS in accordance with Rule 29:-‐ The worst of:

a) add 5% of elapsed time to corrected time b) 20% of places rounded up to next whole number

(This changes Rule 29 and RRS Appendix A.) 15.3. Any penalty that may be imposed on a boat or boats at the discretion of the Protest Committee may include (but is not restricted to)

time or scoring adjustments to the race in question or to any other race or to the series overall. 16. Time Limits 16.1. The time limits for IRC Racing Class are:

Races 1 and 5 24 hours Races 2, 3, 6 and 7 2.5 hours Race 4 1700 hours

16.2. The time limit for the Cruising Class is 1800 hours each day with the exception of Race 3 on Wed 8th Feb which shall be 1700. 16.3. Boats finishing outside these limits will be awarded the average of the points for places available to them had they finished within the

time limit. This changes RRS 35 and A4. 16.4. If 20% or less of a class finishes within the time limit, then the Race Committee may, for all boats in that class, use positions or times

taken at the previous mark. This change rule 35. 16.5. If no boat finishes within the Time Limit, and if the Race Committee has recorded boats’ times as they rounded a mark prior to the

finish, then the Race Committee may, at its sole discretion, calculate places based on those rounding times instead of abandoning the race. (This changes rule 35.)

17. Use Of Engines (All yachts)

A boat’s engine may be used for propulsion during racing in the following circumstances: (a) To rescue life and/or craft. (b) A tall ship restricted in her ability to manoeuvre during tacking and gybing. This action shall not be used to provide material gain

during the race. (c) To remove a craft out of the path of a commercial vessel. The onus is on the skipper to satisfy the Protest Committee that such an

action was necessary and provided no material gain during the race. (d) In accordance with instruction 18 for Cruising and Classic Classes.

All such circumstances, except (b), shall be logged and signed by the skipper and one crew and reported in the declaration form. 18. Use Of Engines (Cruising and Classic Classes) 18.1. Rule 42.1 is changed to permit boats in Cruising and Classic Classes to use an engine for propulsion, in which case the time(s) the engine

is turned on and off for propulsion shall be logged on the declaration form and signed by the skipper and one crew. See also instruction 17.

18.2. Instruction 18 will apply only to Races 1, 2, 4 and 5. Use of engine in Race 3 will not be permitted and any boat using her engine shall retire.

18.3. For calculation purposes the total time the engine is used will be multiplied by one and a half times and that time will be known as the "Penalty Time". The Penalty Time will be added to the boat’s actual Elapsed Time to arrive at the "Elapsed Time, Engine Adjusted", and that time will be used to calculate the Corrected Time for a result.

18.4. The Race Committee reserves the right to increase the Penalty Time at its discretion if in its opinion the engine has been used excessively, unnecessarily, or to propel the boat at speeds beyond that considered to be appropriate.

18.5. Any boat that uses an engine for propulsion under instruction 18 beyond a maximum time of 6 hours will not, for purposes of result computation, rank above any boat that does not use an engine at all.

19. Disposal of Trash

Boats shall not put trash in the water.

20. Protests and Requests for Redress 20.1. A boat that wishes to protest or seek redress shall advise the Race Committee on VHF Ch. 72 no later than 15 minutes after finishing or

retiring. 20.2. Protests and requests for redress or reopening shall be delivered to the Race Office within the appropriate Time Limit. Protest Forms

are available at the Race Office. 20.3. For each class the Protest Time Limit is 90 minutes after the last boat in the protesting boat’s class finishes the last race scheduled for

the day. This changes RRS 61.3 and 62.2. 20.4. Notices will be posted no later than 15 minutes after the protest time limit to inform competitors of hearings in which they are parties

or named as witnesses. Hearings will be held in the Protest Room, beginning as soon as possible. 20.5. Sail Measurement Protests will only be accepted up to the end of the Protest Time of Race 1. 20.6. On the last day of the Regatta, a request for reopening a hearing shall be delivered

a) within the protest time limit if the requesting party was informed of the decision on the previous day. b) no later than 30 minutes after the requesting party was informed of the decision on that day.

This changes RRS 66 20.7. On the last day of the Regatta, a request for redress based on a Protest Committee decision shall be delivered no later than 30 minutes

after the decision was posted. This changes RRS 62.2 20.8. Breaches of instructions 10.5, 18 and 19 will not be grounds for a protest by a boat. This changes RRS 60.1 (a). Penalties for these

breaches may be less than disqualification if the protest committee so decides.

21. Scoring 21.1. The low point scoring system, provided in Appendix A of ISAF Racing Rules of Sailing shall apply. 21.2. Three races are required to be completed to constitute a series for all classes. 21.3. For Cruising and Classic Classes, when five races have been completed, a boat’s series score will be the total of her race scores excluding

her worst score. 21.4. For Motor Yacht Rally a Predicted Log Race points system will apply. Details will be issued separately. (tbc/amended) 21.5. For IRC Racing & Ocean Multihull Classes, when five races have been completed, a boat’s series score will be the total of her race scores

excluding her worst score. 21.6. Cruising & Classic Classes shall be scored in accordance with the Neptune International Rating System and shall submit a handicap

measurement form no later than Registration. (Skippers are respectfully asked to return these asap to reduce a last minute scramble.) 22. Safety Regulatons and Scrutineering 22.1. At the time of registration, each skipper or his representative shall sign-‐in for the Regatta on the appropriate form. 22.2. There will be mandatory scrutineering by the Organizing Committee, and all yachts shall be liable for inspection before and after the Race, at which

time the owner shall ensure that a responsible member of the crew is present to assist in identifying all safety equipment. 22.3. Any boat failing to submit to inspection or which fails to comply, will be liable to disqualification from the Regatta, or to such other penalty, as the

Protest Committee, at its discretion may prescribe. 22.4. Boats retiring from a race shall notify the Race Committee as soon as possible. 23. Advertising

Boats shall display advertising supplied by the Organizing Authority as directed.

24. Prizes 24.1. Prizes will be awarded to the boats with the three lowest overall series scores in each Class. There will be a multitude of awards per

class for individual passage wins, windward leeward races. The major trophies are listed below:

Prizes will be awarded to the boats with the fasted corrected times for Zero The Race in each Class. 24.3. Other prizes may be awarded at the discretion of the Organising Committee. 25. Disclaimer of Liability 25.1. Participants compete entirely at their own risk; see RRS 4, Decision to Race. The Organising Committee, Regatta Volunteers, members

and employees, Regatta Sponsors and their representatives, officers, and members accept no liability whatsoever for any loss of life or property, personal injury and damage caused by, or arising out of the Regatta.

25.2. The term ”Skipper” shall mean the person, whether or not the owner of the boat, who is designated on the Entry Form as the “Skipper”. The Skipper shall be in charge of the boat during the Regatta and is responsible for the boat, its handling and safety, conduct of the crew before, during and after each race, and for compliance with the Sailing Instructions.

26. Insurance Each participating boat shall be insured with valid third-‐party liability insurance. Entrants shall declare that such cover is and will be maintained in full force throughout the Neptune Regatta and shall submit a copy of their insurance certificate at registration. It is also recommended that all crew and others on board are adequately insured, including against medical costs. (See Section 25 -‐ Disclaimer of Liability; above).

Appendix A - Windward / Leeward Courses

After starting and before finishing all marks will be rounded to Port in the following order: Course One Start, 1, Pin, 1, Pin, 1, Finish Course Two Start, 1, Pin, 1, Finish

• Mark 1 will be a Yellow buoy • The Starting/Finish Pin Mark will be an Orange buoy • The IDM, if laid, will be a Yellow buoy • The Change Mark will be an Orange buoy

Appendix B – Course Sheet

All Coordinates are in WGS84 Datum. Boats are required to pass through the Gate on each course as described from the direction of the the previous gate. When approaching a gate or finish (when within 2 nm) all boat shall call the Gate/Finish on VHF Channel 72 so their identity can be established. Failure to make contact may exclude the boat from the results.
