ACHILL WASTE WATER TREATMENT SCHEME

Non Technical Summary.

1. WASTE WATER DISCHARGE LICENCE (BACKGROUND) Mayo County Council, Aras an Chontae, Castlebar, Co. Mayo is making an application to the Environmental Protection Agency (E.P.A.) for a waste water discharge license for the Achill Waste Water Treatment Plant at Purteen and Agglomeration in compliance with the Waste Water Discharge (Authorisation) Regulations 2007 (S.I. No. 684 of 2007) Under Schedule 2 of the above regulations, the prescribed date for submissions of Waste Water Discharge License Applications for agglomerations (with discharges with a population equivalent of 2,001 PE to 10,000 PE) is 22nd September, 2008. The waste water works at Purteen, Achill Island falls under this category, presently having an agglomeration with a population equivalent of approximately 2,500 PE. The original scheme was built in 1991.

2. DESCRIPTION OF PURTEEN, ACHILL ISLAND WASTE WATER WORKS. The Purteen Waste Water Treatment Plant with a capacity of 4,000 PE is currently being operated by Mayo County Council. Treated effluent from the Plant is discharged to the Atlantic Ocean (Primary Discharge Point.) The waste water works in Purteen, Achill Island consists of a Wastewater Treatment Plant with a collection network of Foul Sewers and 4 No. Pumping Stations. The municipal treatment works is based on the extended aeration process and is designed to treat sewage from a population equivalent of 4000 PE. The Municipal Treatment Process consists of the following:

Inlet works with 12mm automatic screen, standby manual screen, screenings flushed to macerator, compaction and grit removal.

2 No. Aeration Tanks 2 No. Secondary Settling Tanks Final Effluent Sampling Point Sludge Pumping Sludge Thickening Sludge Dewatering Supernatent return to inlet works.

Of the 4 No. Pumping Stations, 2 pump directly to the Treatment works, with the remaining 2 located as topography dictates around the catchments.

3. SOURCES OF EMISSIONS: Emissions from the Treatment works are discharged to the Atlantic Ocean (through an outfall labelled SW1). This is the primary discharge point.

There are 3 No. secondary discharge points (labelled SW2, SW3 and SW4). These are emergency overflows at the Pump Houses located at PS4, PS2 and PS3 respectively. These emergency overflows are provided in case of difficulties, such as power cuts at the pumping plant and excessive rainfall. To protect Keel Strand there is no storm-water overflow at the Keel Pumping Station. There is, however, a Balancing Tank and a standby Generator. To protect Dooagh Strand the total pumping capacity at the main Dooagh Pumping Station is 12 times D.W.F.

4. NATURE AND QUANTITY OF FORESEEABLE EMISSIONS: The Wastewater Treatment Works is designed to produce a final effluent that is at least to ‘Royal Commission’ standards. That is a maximum BoD of 20mg/l and maximum suspended solids of 30mg/l. The average volume currently discharged from the municipal effluent stream of the Treatment Plant is 562.5 cu.m/day (2,500 PE @ 225l/per PE day). This is equivalent to an average daily discharge of 162 kg BoD. It is not anticipated that the municipal effluent will increase appreciably in the meantime.

5. TECHNOLOGY FOR PREVENTION OR REDUCTION OF EMISSIONS: Emissions from the Wastewater Treatment Plant are monitored and the treatment process is constantly adjusted to maximise the efficiency of the plant in removing pollutants.

6. SUPERVISION OF WORKS: The wastewater treatment works is staff by a plant manager and an assistant. The Plant Manager’s hours are 39 hours for a 7 day week plus any necessary overtime and call outs. Cover for the Plant Manager is provided every 4th weekend and holidays.

SITE NOTICE

APPLICATION TO THE ENVIRONMENTAL PROTECTION AGENCY FOR A WASTE WATER DISCHARGE LICENCE

Applicant: Mayo County Council, Áras an Chontae, The Mall, Castlebar, County Mayo.

Mayo County Council intends to apply to the Environmental Protection Agency for a Waste Water Discharge Licence, in accordance with the Waste Water Discharge (Authorisation) Regulations 2007 for the discharge from the Achill Waste Water Treatment Plant and Agglomeration. The Achill Waste Water Treatment Plant, located at Purteen, Achill Island, County Mayo (62,053E, 303,854N) comprises of the existing municipal treatment plant and the associated collection network. This application relates to the following existing discharges; Primary Outfall SW1 (P) & Stormwater Overflow SW5 (61,942E, 303,731N) and Secondary SW2 (59,984E, 304,590N), Secondary SW3 (65,717E, 304,829N) and Secondary SW4 (60,459E, 304,855N). The Waste Water Treatment Plant uses biological processes in conjunction with physical settling and chemical dosing to remove the pollutants from the influent and treat it to the standard set out in Urban Wastewater Treatment Regulations 2001. Effluent is to be discharged into the Atlantic Ocean. A copy of the application and information related to the application will be available for inspection or purchase at the headquarters of the Agency and at the offices of Mayo County Council, Áras an Chontae, The Mall, Castlebar, County Mayo as soon as is practicable after receipt. Submissions in relation to the application may be made to the Agency at its headquarters:

Achill Wastewater Treatment Scheme

C1 Operational Information Requirements: The Achill Wastewater Treatment Scheme consists of a Wastewater Treatment Plant at Purteen with a collection network of foul sewers and 4 no. pumping stations. Achill Island Wastewater Treatment Plant was built in 1991 and consists of inlet works with screening, disintegration and grit removal. The Treatment Process consists of two aeration tanks followed by two final settlement tanks. Sludge is stored in a sludge holding tank prior to dewatering by a belt press. Plant has storage for 26 cu. m. At present sludge is dewatered at the Achill WWTP to a cake with a dry solids concentration of between 15 and 18 %. Final disposal is currently being conducted by Ormonde Waste, Recycling and Organics, Ballinalacken, Attanagh. The Purteen Wastewater Treatment Plant has a capacity of 4000 PE and is currently operated by Mayo County Council. The average volume currently discharged from the municipal effluent stream is 562.5 cu. m/day (2500 PE @ 225L/PE Day). This is equivalent to an average daily discharge of 162 Kg B.D. It is not anticipated that the municipal effluent will increase appreciably in the near future. The Wastewater Treatment Plant has adequate capacity to handle the effluent from the current population. The effluent quality complies with the discharge standards. Emissions from the Treatment Works are discharged to the Atlantic Ocean (through an outfall labelled SW1). This is the primary discharge point. A storm overflow discharges all flows in excess of 3 DWF to the sea. This is labelled SWS and is emitted through the same pipe as the primary discharge.

PS1 Keel Pumping Station: (63,776E, 304,779N) To protect Keel Strand there is no storm water overflow at the Keel Pumping Station. There is however a large Balancing Tank with a capacity of 320 cu. m and a standby generator. There are 3 no. submersible pumps, i.e. 1 no. Duty and 2 no. Standby.

PS2 Dookinelly Pumping Station (65,711 E, 304, 846 N) There are 2 no. submersible pumps i.e. 1 no. Duty and 1 no. Standby. There is a storage capacity of 6 cu. m. There is a 300 mm diameter emergency overflow SW3.

PS3 Dooagh No 1 Pumping Station (60,349 E, 304,924 N) To protect Dooagh Strand there is a total pumping capacity at this Pumping Station for 12 times D.W.F. There is an emergency overflow SW4 which comprises a 450 mm diameter pipe with a non return valve to a percolator at the shore. There are 2 no. foul pumps i.e. 1 no. Duty and 1 no. Standby. There is a storage capacity of 75 cu. m.

PS4 Dooagh No 2 Pumping Station (60,020N, 304,633E) There are 2 no. submersible pumps i.e. 1 no. Duty and 1 no. Standby. There is a storage capacity of 10 cu. m. There is a 300 mm diameter emergency overflow with a non return valve SW2.

E.4 Sampling Data Achill wastewater treatment plant discharges final effluent to comply with the Urban Waste Water Treatment Directive 91/271/EEC, which sets standards for final effluent being discharged to the receiving waters as follows: Biochemical Oxygen Demand 25mg/l O2 Chemical Oxygen Demand 125mg/l O2 Total Suspended Solids 35mg/l Under the Urban Waste Water Treatment Regulations, 2001 the minimum number of samples required for a plant this size is 12 samples during the first year; four samples in subsequent years, if it is shown that the water during the first year complies with the provisions of these Regulations; if one sample of the four fails, 12 samples must be taken in the year that follows.
