Dear Associates,

I am pleased to present ATI Central Luzon’s report for 2018: Intensifying Excellent Extension Services through Convergence Project. As an organization, we make it our life’s mission to put our best foot forward every day to serve the public in the most efficient and effective ways possible. In this year’s report, we are highlighting several of the Center’s accomplishments and activities to advance our vision, and that is food availability and affordability for every Filipino family through excellent extension services in agriculture and fisheries.

The year 2018 proved to be exciting and challenging for our Center especially the in the intensification of convergence in the form of Central Luzon Agriculture and Fishery Extension Network -Stakeholders Intervention towards Community Action Projects (CLAFEN-SICAP). We have been working closely with state universities and colleges (SUCs), local government units (LGUs) and other various organizations, both from the public and private sector, in giving our clients the extension services they deserve. These projects are crafted and implemented to make a difference into the lives of the communities we serve and more importantly, develop these focused communities into becoming self-reliant and empowered individuals and organizations. This is a challenge I posed to the staff of ATI Central Luzon. Having these CLAFEN–SICAP is not an easy task. The challenging task has become easier with the support of our partners and the thought that we exist because we have communities to serve with is a clear answer to why we do what we are doing.

Currently, we have six projects across the region in Dingalan, Aurora; Botolan, Zambales; Cuyapo, Nueva Ecija; Carangglan, Nueva Ecija; and

Magalang, Pampanga. Building on our client’s needs, we have tailor-fit interventions that empower them to make informed decisions and improve their lifestyle.

Additionally, we have been mainstreaming Financial Literacy in our trainings and we have been intensifying the campaign on the use of climate smart technologies through Climate Smart Farm Business School (CSFBS). We worked closely with our partners in the provincial and local government units with the extended budget (Tier II) from the national government in support to agri-extension services.

The increase to our Center’s budget and its utilization would not have happened without the support of our partners across the local community, and we will continue to work together to ensure this investment improves the lives of millions of Filipino farmers and farm families. We remain committed to improve our extension services.

I hope you enjoy reading this report and that it gives you further insight into the work that we do and the progress we have made as an organization in partnership with other stakeholders. This report secures the success and lessons of 2018 that are needed for us to way forward to the coming years.

Our staff are our greatest resource, and I’m proud to say, we have a team committed to working together for the success of our Center. I give my salute to each of them for exhibiting professionalism, maturity, integrity, and competence in every circumstance we faced along the way. Lastly, I would like to thank all of our partners for their dedication and commitment, not just to ATI, but in ensuring fast and relevant delivery of agri-technology in the countryside.

Dear Partners,

2018 marked to be a great challenge for the Center. We have attained remarkable accomplishments especially through our convergence projects, and we aim to sustain our programs for the development of our beneficiaries through the partnership with various stakeholders in the region.

We have been working hand-in-hand with the local government units (LGUs), state universities and colleges (SUCs), national government agencies (NGAs), learning site cooperators, school for practical agriculture (SPA) cooperators, extension service providers (ESP), and of course, our farmers and fisherfolks, to get where we are today. The theme “Intensifying Excellent Extension Services through Convergence” is very fitting in the work we have done as a Center for 2018. They really made remarkable contributions in achieving all the accomplishments of our organization.

I can say that we have touched the lives of millions of people through our activities, and we aim to extend as far as what we can see with our own eyes. In the next few years, we will continue to intensify the conduct of various activities with the help of other stakeholders.

We could not have achieved all of these without the perseverance of our staff. I am proud to say that we have a pool of dedicated staff to bring excellent extension services, not just to a certain degree, but extending it beyond boundaries. Our staff gives their best in everything that they do, especially when it comes to touching the lives of our farmers.

I hope this report will give you insights on the activities of our center, especially the convergence and partnerships, and the impact of the said undertakings. I am looking forward for our center to serve more farmers and fisherfolks to achieve the greater goal of sustainable rural development.

Enhancing FITS Centers in the RegionIn its efforts to revive the Techno Gabay Program (TGP) in the region, the center enhanced selected Farmers’ Information and Technology Services (FITS) Centers through the distribution of ICT (information, communication and technology) equipment. The FITS Centers enhanced under the Rice Crop Manager (RCM) are as follows:

(1) Bongabon, Nueva Ecija;(2) Cuyapo, Nueva Ecija; (3) Lupao, Nueva Ecija; (4) San Jose, Nueva Ecija; (5) San Clemente, Tarlac; (6) Pura, Tarlac; (7) Mabalacat, Pampanga; (8) Marilao, Bulacan;

(9) Plaridel, Bulacan; (10) Botolan, Zambales; (11) Tarlac City, Tarlac; and (12) Maria Aurora, Aurora.

Likewise, selected FITS Centers and Magsasaka Siyentistas (MS) in Central Luzon were also enhanced under the Tier II, a project entitled as Climate Information System (CIS). Same with RCM, the said FITS Centers were granted with ICT equipment and the MS, on the other hand, were awarded with farm inputs as well as ICT equipment. The FITS Centers enhanced under CIS are as follows:

(1) Provincial Achievement Day at Balanga City, Bataan held on March 16, 2018; (2) 1st Environmental Summit 2018, Green Technology Forum and Exhibit in People’s Park, Iba, Zambales held on March 19, 2018; (3) Information Caravan titled “Agrikultura para sa Pagbabago” in Malolos City, Bulacan held on March 23, 2018; (4) CLAARDDEC Rice Fiesta held on November 12-13, 2018 at PhilRice, Science City of Muñoz, Nueva Ecija; and (5) CLAARDDEC Goat Fiesta held on November 21-22, 2018 at Bataan People’s Center, Balanga City, Bataan. Various IEC materials were distributed to beneficiaries during the conduct of the said events.

In addition, the center, through its Information Services Section, conducted information drives on:

(1) Information Caravan on HVCDP Post Harvest Mechanization Technologies held on March 7, 2018

at Tarlac Agricultural University (TAU), Camiling, Tarlac with 48 participants; (2) Knowledge, Sharing, and Learning (KSL) and Technical Briefing on Hybrid Rice with 46 participants held on July 4, 2018 at Lapaz, Tarlac; and (3) Awareness Campaign during the National Rice Awareness Month (Quality Rice, Quality Life, Smart Farmers, Happy Consumers) held on November 9, 2018 at Bataan Peninsula State University (BPSU), Abucay, Bataan.

School-on-the-Air (SOA)A SOA on Vegetable Production Technology dubbed as “Kitang Swak na Swak sa Gulay na Tumpak!” was conducted on April 28, 2018 to June 17, 2018 in Tarlac with 510 graduates.

Moreover, another SOA entitled as “saGOAT kita, Swak na Pamamaraan sa Paghahayupan: School-on-the-Air on Goat Production Technology” was implemented also in Tarlac on November 23, 2018 until December 17, 2018 with 513 graduates.

Both programs were aired via DZTC 828 khz based in Tarlac City, Tarlac.

Kwentong Tagumpay, Kwentong ATIThe ATI in Central Luzon documented five stories of success to showcase how the learning sites for agriculture and the center’s projects have been an effective tool in

Having a high quality and comprehensive employee and client training development program enables an organization to strengthen the skills of its workforce, as well as help build up knowledge where it is lacking.

The center is committed not only in capacitating its clients but also in leading them to stand on their own and help create employment in the countryside.

AgriDocAfter 5 months of intensive training, the 2nd batch of AgriDocs (Agricultural Development Officers of the Community) composed of 23 extension workers graduated from the Season-Long Training for A New Breed of Extensionists in November 22, 2018 at Crystal Waves Hotel and Restaurant, Talavera, Nueva Ecija. The program ran from June 4 to November 22, 2018.The new breed of rice extensionists will now serve as the catalysts of farm community transformation. Through the training, they have been made competent in science-based and locally appropriate strategies for managing and adapting rice-based farming systems towards competitiveness, sustainability, and resilience. Being community developers, they have the power to change and to influence people around them. They are now ready to undertake new research, develop agriculture enterprise, manage, network and do extension in their own way, and in their own communities.

CSFBSThe Climate Smart Farm Business School (CSFBS) is a new extension modality that aims to work with farmers to help them build knowledge and skills to make their farms more profitable and resilient amidst the unpredictable effects of climate change. This training course integrates the concept of farming as a business, good agricultural practices and risk-proofing their livelihood against weather events. This program takes the school to the farmers having Farmers’ Field School (FFS), Climate Smart Farm Field School (CSFFS) and Farmers’ Business School (FBS) in one forum.

A total of 193 farmers participated in the Training on CSFBS in 2018.

Gender and Development (GAD)GAD-related topics were incorporated in four (4) trainings of ATI Central Luzon with 131 participants. The trainings aimed to promote gender equality and address some of the gender issues. These trainings revolved on empowering the women and men through teaching them about livelihood activities. The topic on the role of women in farming or agriculture & extension was embedded in the trainings.

SCHOLARSHIPS YFFLTPJAfter careful deliberation at the ATI-Central Office, 22 trainees of the Young Filipino Farm Leaders Training Program in Japan (YFFLTPJ) were identified to participate in the 40-day homestay module in different farms around the country. Mr. Jhon Paulo Manliguez from Botolan, Zambales is one of the 22 trainees to take part in the said program. Manliguez is a young farmer from Botolan and hopes to gain technical knowledge on new farming techniques and build agricultural and cooperative management skills through the YFFLTPJ program. The YFFLTPJ module was scheduled on October 8, 2018 to November 21, 2018 in the farms of YFFTPJ alumni nationwide.

In 2018, three YFFLTPJ alumni from Central Luzon hosted six (6) trainees for the program. These were Mr. Alexander Paulo (Batch 2011) from San Antonio, Zambales; Mr. Ronald F. Echon (Batch 2014) from Candelaria, Zambales; and Mr. Ernesto Perlas, Jr. (Batch 2014) from Palayan City, Nueva Ecija.

Sensing Journeyto the IPsTen (10) selected 4-H Club members were trained on Leadership, Cultural Sensitivity, and Participatory Rural Appraisal (PRA) to help implement the program entitled “Responsableng Katutubo and Kabataan tungo sa Maunlad na Pamayanan.” The program aimed to help capacitate 20 Indigenous Peoples (IPs) in Sitio Target, Barangay Sapang Bato, Angeles City, Pampanga through the provision of skills training on Organization Management, Organic Vegetable Production, and Goat Production.

In addition, after-training support in the form of agri-starter kits composed of assorted vegetable seeds, organic fertilizer, molasses, drum containers, and hand tools, were granted to the said beneficiaries.

Glamorizing Farming through Urban AgricultureIn its efforts to mainstream food security in highly urbanized cities, the center conducted ten (10) one-day seminars on Urban Agriculture in seven (7) schools and three (3) barangays in Olongapo City, namely: (1) Barangay Sta. Rita held on May 29, 2018; (2) Barangay New

Cabalan held on May 30, 2018; (3) Barangay Gordon Heights held on May 31, 2018; (4) Old Cabalan Integrated High School held on August 28, 2018; (5) Sta. Rita National High School held on August 29, 2018; (6) Gordon Heights National High School held on August 30, 2018; (7) Olongapo City National High School held on September 17, 2018; (8) Sergia Soriano Esteban National High School held on September 18, 2018; (9) Kalaklan Barreto Senior High School held September 19, 2018; and (10) Mabayuan Senior High School.

A total of 300 participants comprised of students and out-of-school youth were trained on the program. Each batch received agri-starter kits composed of assorted vegetable seeds, organic fertilizer, molasses, drum containers, and hand tools.

Moreover, after the training, the participants were encouraged to enroll in the 4-H Club program to further solidify their interest in agriculture.

Financial LiteracyA total of 15 batches of Training on Financial Literacy were conducted in 2018. Among the 15, ten (10) batches were conducted in Bataan held on August 8 to October 19, 2018 at Anne Raquel’s Hillside Resort, Olongapo City. The remaining five (5) batches were implemented in Nueva Ecija on October 26, 2018 to November 29, 2018 in Hotel Consuelo, Sta. Rosa, Nueva Ecija. For the 15 batches, a total of 381 participants were trained.

ConsultationsFive (5) consultation workshops and program assessment under corn, rice, organic, 4-H and RBO, and livestock were conducted by the center to further improve the programs and services offered to our stakeholders.

CLAFENThe 2019 Agricultural, Fisheries and Extension (AFE) Work and Financial Plan of Central Luzon Agriculture and Fishery Extension Network (CLAFEN) Consultation was held on September 19-20, 2018 at City of San Fernando, Pampanga with 37 participants.

In addition, CLAFEN conducted its first semester regular meeting entitled “Convergence Project Presentation Updates” held on June 25, 2018 at EDL Farm, Victoria, Tarlac with 33 participants.

In the implementation of every project, the expertise of the State Universities and Colleges (SUCs) was tapped to further strengthen the grasp in achieving sustainable rural development.

Currently, there are six (6) projects under the CLAFEN-SICAP. All the interventions to the projects were guided by the following: need-based; result-based; convergence of the Agricultural Training Institute (ATI) programs; and sustainability.

The implementation of the projects were guided by various strategies such as the conduct of focus group discussions (FGDs), social preparation activities, capability development, and building linkages and constructing intensive communication between the public and private agencies/institution/local government units.

ATI will continue its assistance to the people through training and other extension activities and envisions that these opportunities will be of great help in transforming the community and bringing about change. Appropriate interventions will be implemented focused on engaging the community on agricultural development by empowering them through building of social capital, increasing their income, thus improving livelihood and quality of life.

CLAFEN-SICAP:Convergence Projects for Sustainable DevelopmentThe Central Luzon Agriculture and Fishery Extension Network (CLAFEN) initiated the CLAFEN - Stakeholders Intervention towards Community Action Projects (SICAP). The three-year projects follow the farm family approach that aims to uplift the lives of household beneficiaries and their families through the provision of necessary capability building activities and post-training support by collaborating agencies.

The criteria for the selection of the area and community are the following:

1. Has Local Government Unit (LGU)support to the project;

2. Organized group or willing to beorganized; and

3. Community engagement - the communityis willing to be partners and implementersof the project.

The project aims to capacitate the Kalanguya IP families within the ancestral domain (AD) barangays of Carranglan, Nueva Ecija in undertaking sustainable agro-forestry and related activities to improve their living condition and contribute to watershed and environmental protection. The beneficiaries of the project are 40 families and other stakeholders in four (4) Kalanguya Ancestral Domain (KAD) barangays in Carranglan, namely: Capintalan, Minuli, Putlan, and Salazar.

This 3-year project, which was launched on October 9, 2018, has four (4) project components: Sustainable Agro-forestry Production (SAP1) and Sustainable Animal Production (SAP2) Trainings; Project Assistance Right after Training (PART); Family-to-Family (F2F) Sharing of Blessing; and Watershed, Environment and Climate Change Awareness Raising and Engagement (WE CARE).

A Training on Sustainable Agro-forestry Production (SAP1) was conducted on October 23-24, 2018 in PhilMech, CLSU Compound, Science City of Muñoz, Nueva Ecija. On the top of the livelihood training, 128 grafted mango seedlings were distributed and another batch of seedlings and garden tools will be distributed in 2019.

As a convergence project of CLAFEN, it is being implemented by ATI Central Luzon, in partnership with Central Luzon State University-Extension Office, National Commission on Indigenous People-Nueva Ecija Provincial Office (NCIP-NEPO), Department of Agriculture-Regional Field Office III (DA-RFO III), Department of Environment and Natural Resources III (DENR III), Provincial Government of Nueva Ecija, and Municipal Local Government Unit of Carranglan, Nueva Ecija.

This particular project intends to bridge the distance between the rather detached lives of the Aetas in Mid-Baytan to the mainstream life in regular communities in Botolan, Zambales. Launched in January 2018, it has four major activities: (1) Linking with line agencies and pertinent organizations; (2) Training and skills development; (3) Conducting field days and other community activities; and (4) Impact assessment.

The beneficiaries are the families of the 60 members of the Samahan ng mga Katutubo sa Gitnang Baytan representing three (3) communities in Mid-Baytan – Nacolcol, Maguisguis, and Burgos. The activities and trainings are expected to ripple through to other members of the community later as they share the disseminated information, adopt or adapt the disseminated practices and technologies from the original participants. The communities are

expected to derive benefits from the project as they become more aware, engaged, and involved in preserving and conserving their environment and natural resources.

Ten (10) “demogasaks” were identified as field sites for the commodities chosen by the beneficiaries. Tools, implements, and kitchenware were awarded to them in December 2018 to process the surplus of the crops they have planted.

ATI Central Luzon partnered with President Ramon Magsaysay State University (PRMSU), Provincial Government Unit of Zambales, Local Government Unit of Botolan, Castillejos Skills Training Institute (CSTI), Office of the Provincial Agriculturist-Zambales, National Commission on Indigenous Peoples (NCIP), and Provincial Environment and Natural Resources Office (PENRO), in the implementation of the said project.

This specific 3-year project, which was launched in 2018, aims to attain 90% in coffee production in Talbak, DRT, Bulacan, and increase of 2% per year until the production becomes 100% sustainable. The beneficiaries of the project is the Talbak Fruits and Coffee Growers Incorporated in the said area.

An orientation, briefing, and profiling of coffee growers at Barangay Talbak, DRT, Bulacan was conducted on September 11, 2018.

The project launching and ceremonial memorandum of agreement (MOA) signing was

held on September 26, 2018. In addition, as part of the project, a Training on Rejuvenation and Production Technology of Coffee was conducted on October 10 - 12, 2018.

The ATI Central Luzon, partnered with Department of Science and Technology (DOST), Department of Trade and Industry (DTI), Bulacan Agricultural State College (BASC), Provincial Local Government Unit (PLGU) of Bulacan, Municipal Local Government Unit (MLGU) of Doña Remedios Trinidad (DRT), Bulacan to make this project possible.

The project aims to capacitate 20 farmer-leaders of Barangay Turu, Magalang, Pampanga on the latest and modern technologies on rice, vegetables, and livestock production. In addition, one (1) integrated rice, vegetables, and livestock STBF will be established. The knowledge and skills of 20 farmers on farm recording, marketing, and financial management will be upscaled. Moreover, farmers from nearby municipalities of Magalang were encouraged and provided with awareness and information on the various products from the STBF of farmer-leaders.

The beneficiaries are farmer-leaders of Barangay Turu, Magalang, Pampanga who are part of the Adopt Barangay Turu Extension Modality of Pampanga State Agricultural University. Moreover, households/family

4members of the farmer-leaders will benefit from the project.

As part of the activities, a Training on Native Chicken and Goat Production was conducted on October 2-3, 2018 in Brgy. Turu, Magalang, Pampanga. It aimed to equip the farmers with broader knowledge on proper raising of native chicken and goat production. It was attended by 50 farmers and vegetable growers.

In addition, agricultural tools were distributed to the beneficiaries in December 2018. This is to support their daily farming activities.

ATI Central Luzon partnered with Pampanga State Agricultural University (PSAU), LGU-Magalang, Pampanga, Office of the Provincial Agriculturist-Pampanga, and Department of Agriculture-Regional Field Office III for the implementation of this project.

The project seeks to improve productivity and profitability of small-hold goat raisers thereby contributing to their food security, health and nutrition and general well-being. In Cuyapo, Nueva Ecija, 20 households (10 from Brgy. Paitan Norte, and the other 10 from Brgy. Bambanaba) were trained on the following: (1) Goat Production and Value Addition; (2) Container Gardening focused on Organic Practices; (3) Climate Change Adaptation and Mitigation; (4) Experienced-based Training on Integrated Farm; (5) Training on Waste Utilization; (6) Training on Forage and Pasture Area Development and Nursery Establishment; (7) Training on Vermicomposting and Native Chicken Production; (8) Training on Mushroom Production; and (9) Experience-Based Training on Diversified Farm and Expository Tour.

The project, dubbed as ‘Goat Raisers Rise: Enhanced Goat Technology Promotion and Utilization among Small-Hold Raisers,’ is being implemented by ATI Cental Luzon, in collaboration with Central Luzon State University (CLSU), Provincial Veterinary of Nueva Ecija, Municipal Local Government (MLGU) of Cuyapo, Nueva Ecija, and Department of Agriculture–Regional Field Office III (DA-RFO III). It was launched in 2017.

Two (2) pure-bred Anglo Nubian bucks from CLSU were granted to the beneficiaries. In addition, sixty (60) does from DA-RFO III were also distributed to them, with 3 does per goat raiser. Meanwhile, goat housing materials worth Php100,000.00 from LGU-Cuyapo were granted to the

beneficiaries, with Php5,000.00 worth of housing materials per goat raiser. Moreover, four (4) rolls of nursery nets, 180 pieces seedling trays, and 4,600 pieces of seedling bags, and 60 kg of African Night Crawlers (ANC) for vermicomposting were given to them by ATI Central Luzon. Two (2) nurseries were also established, one in Bambanaba, and the other in Paitan Norte.

With this, the beneficiaries in Bambanaba has produced: 512 eggplant seedlings, 512 tomato seedlings, 512 hot pepper seedlings, 512 bitter gourd seedlings, 300 pechay seedlings, and 128 bitter gourd seedlings. On the other hand, Paitan Norte has produced: 256 eggplant seedlings, 512 tomato seedlings, 512 hot pepper seedlings, 512 bitter gourd seedlings, 256 okra seedlings, and 512 pechay seedlings.

The goats received from the project have produced kids based on the inventory report of CLSU.

In 2019, eighty (80) heads of native hen and 20 heads of rooster will be provided. A monthly meeting of the beneficiaries will be conducted to assess the status of projects. In addition, IEC materials on proven technologies on livestock and crops will be provided to them. Moreover, capability building activities such as Refresher Course for Herd Health Management Training and Tilapia Tinapa Making are scheduled for them in 2019.

After the 3-year duration, the project will be turned over to the LGU of Cuyapo, Nueva Ecija.

For the project in Dingalan, Aurora, which is entitled as Building a Climate-Resilient Agriculture Community, 25 households were the target beneficiaries. Interventions include: (1) cacao production and processing; (2) nursery establishment; (3) organic vegetable farming; (4) awareness on climate change for the children; (5) enterprise development for the women; and (6) Training on Climate Smart Agriculture cum Farm Business School.

Furthermore, ATI Central Luzon distributed agricultural inputs such as garden tools, assorted vegetable seeds, African night crawler (ANC) worms and organic fertilizer to the 25 household families on August 31, 2017. In collaboration with the Municipal Local Government Unit (MLGU) of Dingalan and Aurora State College of Technology (ASCOT), the project was made possible. ASCOT and MLGU Dingalan committed in capability development of the community. The DA-RFO III has already granted cacao processing equipment to the community.

The individual projects of the 45 beneficiaries are the following:

• Vegetable and Native Pig Production -23 beneficiaries

• Vegetable and Native Chicken Production-10 beneficiaries

• Vegetable and Goat Production-6 beneficiaries

• Vegetable and Duck Production-6 beneficiaries

The farmer-beneficiaries have already established their integrated farms with the following components: (1) Different vegetables (string beans, okra, patola, upo, sigarillas, bataw, squash, and leafy vegetables); and (2) goat/duck/chicken/native pig.

The ducks and native chicken are already producing eggs but for home consumption only. Moreover, the native pigs and goats are on breeding-gestation period.

In 2019, the project will be in its 3rd year of implementation.

The impacts of climate change on agriculture are recognized worldwide. In combating climate change, the role of communication is increasingly recognized by policy makers and scholars. Due to the risks of climate change, efforts are underway to adapt to the phenomena, and the participation of the community is critical. To facilitate the development of climate change adaptation strategies for risk awareness communication among residents of Brgy. Doña Josefa, Palayan City, Nueva Ecija, there is a need to gather data on the target clientele’s risk perceptions and other factors. Results of this project are vital in the development of a model to address the identified knowledge gaps, which leads to sustainable development.

This convergence project, with ATI Central Luzon as the lead, partnered with LGU-Palayan City, Department of Environment and Natural Resources (DENR), Disaster Risk Reduction Management (DRRM); Central Luzon State University (CLSU), DA-CLIARC, PhilRice, PhilMech, PhilSCAT, in its implementation. It followed the bottom-up and participatory approach.

In addition, the project involved the development of localized IEC (information, education, and communication) materials on climate change, such as leaflet, flyer and poster; one-shot survey and focus group discussion; photo exhibit; and capability building activities, such as (1) Training on Climate Smart Agriculture; (2) Training on Disaster Risk Reduction Management Strategies; (3) Nature Conservation: A Tree Planting Activity; and (4) Experience-Based Learning.

KALAYAAN (Kaunlaran para sa Laylayan ng Lipunan) ModelA new communication model called the “KALAYAAN” Model was developed using communication strategies to frame climate change adaptation. The knowledge products developed complemented the capability development approach in bringing new knowledge to the participants. Through the combination of various interventions, the knowledge of the participants on climate change adaptation have increased significantly.

The Health Belief Model (HBM) was tweaked based on the results of the study to come up with the model. The outer gear moves according to the inner gears. The inner gears are the inputs, and the process involved is PRAA, which demands participation not just from the clients but the other stakeholders as well. The threats (flood, drought, and landslide) affect and push all the inner gears to move; they are gearing towards the output which is the self-efficacy of actions towards climate change (outer gear). The main goal is to achieve climate change adaptation, which is the outcome, taking into consideration all the factors or constructs. All the factors are inter-dependent with each other. The model is presumed to move clock-wise; however, it can also run counter-clockwise depending on the situation.

It is recommended that the developed IEC materials can also be used and replicated with other communities similar to Brgy. Doña Josefa. In addition, the KALAYAAN Model can be adopted by succeeding related projects especially communities with the same situation as Doña Josefa.

The mission of the Department of Agriculture is to provide available and affordable food for the Filipinos. This aim will be achieved through the establishment of communal garden that will showcase the sustainable urban farming and empower urban dwellers to grow their own food through urban agriculture.

ATI Central Luzon collaborated with the City Agriculture and Veterinary Office (CAVO) of San Fernando, Pampanga in the implementation of this urban agricultural project in Barangay Del Carmen, which started in July 2018. Barangay Del Carmen was granted with a greenhouse complete with hydroponic water system, planting materials, agricultural waste shredding (10hp), garden tools, seedling trays, and seeds. It is now part of the communal garden showcasing replicable methods and technologies on urban gardening.

Aside from the Farmers’ Field School (FFS) conducted by CAVO, ATI-RTC III conducted

HVCDPa training for the 25 beneficiaries and other households within the barangay.

Out of twenty five (25) household dwellers, fifteen (15) adopted the urban gardening technologies in their houses with the help of each family member. On December 19, 2018, the CAVO of City of San Fernando, Pampanga, together with ATI-RTC III and other LGU staff, awarded the top 3 beneficiaries who showed interest and adopted some of the technologies. The top 3 were given certificates and cash prizes.

This project will be implemented within two years and afterwards will be turned over to the CAVO.

Barangay Immersion

Corn ProgramOne of the innovations of the center is the inclusion of “Barangay Immersion” in the curriculum of Season-long Training of Trainers (SL-TOT). During the ten-day intensive training of the SL-TOT, all the participants underwent a 3-day barangay immersion. They were grouped into 13 comprising of two or three members. Each group was assigned and deployed in selected households located within the target barangays where the affiliated Farmers’ Field School (FFS) was conducted.

The participants were able to sit, eat, sleep and live with the farmers. This allowed them to educate the host families in a substantive way to expand their horizons and allow them to learn experientially during their entire stay.

Aside from experiencing the rural activities with their host families, the immersion was part in the conduct of Participatory Rural Appraisal (PRA). The participants were able to gather first-hand information and data from the rural people in the community. Baseline information gathered by the participants during the barangay immersion and PRA was their basis in the formulation of FFS strategies as well as the focus in the conduct of participatory technology development (PTD).

As part of the convergence project in Dingalan, Aurora, dubbed as the “Building a Climate-Resilient Agriculture Community,” a Consultative Meeting and Workshop on the Identification of Livelihood Projects was held on February 6-9, 2018 in Umiray, Dingalan. The recipients of the project were the participants of the said meeting.

For the second batch of recipients, the community vegetable garden of Umiray Saba Association and Upland Farmers’ Association are already established. The crops available (siling panigang, mustard, Chinese cabbage [pechay], squash, okra, string beans, cucumber, eggplant) are currently on the vegetative stage.

The other group is on the process of site clearing and land preparation. In addition, some of the members have established their individual backyard gardens.

For the first batch, cooperators are harvesting the fruit of their labor. Okra, cucumber, squash, and string beans are harvested every other day with an average of 15 kg for every crop.

Also a part of the convergence project is the conduct of Value Chain Awareness and Mushroom Production on May 24-26, 2018 in Umiray, Dingalan, Aurora with 30 participants.

In addition, a Training on Integrated Diversified Farming System was conducted on May 21-23, 2018 also in Umiray, Dingalan, Aurora, with 25 farmers as participants. Moreover, a semestral meeting for the said group of participants was conducted in Isabela on June 22-26, 2018, with 22 farmers as participants.

An Awareness Campaign on Climate Change was also conducted on August 28-31, 2018 in City of San Fernando, Pampanga with 18 participants.

Moreover, two (2) batches of Training on Climate Smart Farm Business School (CSFBS) were implemented on September 24-October 3, 2018, and October 8-19, 2018 in City of San Fernando, Pampanga in partnership with the Villar Sipag Foundation. The training course aimed to help the participants learn various climate-smart technologies that they can use in their respective farms. Also, it aimed to help them improve their farming system and turn their farms into a more profitable business. The activities include lectures on farm business, climate change adaptation and mitigation technologies and implementation of the ASEAN Economic Integration (AEC). In addition, the participants were able to visit selected profitable farmer-entrepreneurs in the region.

The ATI Central Luzon obtained ISO 9001:2015 certification for the Quality Management System (QMS) in December 2018, which further strengthens its drive for excellence in public service. The center’s journey for this success started with an ISO Audit Team and Technical Staff Meeting in January 2018 in ATI, Dinalupihan, Bataan.

Afterwards, an ISO benchmarking activity for all ATI-RTC III staff was conducted in ATI-RTC II in Brgy. Malasin, San Mateo, Isabela on May 19-21, 2018. The said activity helped the center in preparation for the ISO Internal and External Audit Certification.

Moreover, an ISO Internal Audit Certification was implemented on June 19-21, 2018 also in ATI, Dinalupihan, Bataan.

The certification attests to the compliance of the QMS of the center with the standards of the new version of ISO 9001. This version focuses on adopting risk-based thinking for QMS requirements and on the understanding of the organization and its context, particularly external and internal issues relevant to its purpose and strategic direction.

The scope of the audit included the development and provision of trainings; knowledge products and services; accreditation of extension service providers; scholarships; alliance building; and national extension system planning, monitoring and evaluation. ISO 9001 is the international standard that specifies requirements for a QMS, which ensures consistency of products and services through quality processes.

Developments of Training Facilities in Dinalupihan, Bataan and Palayan City, Nueva EcijaTo further enhance the delivery of extension services in Central Luzon, the Agricultural Training Institute has recently improved the dormitory and staff house in its satellite office in Palayan City, Nueva Ecija. In addition, a new training hall as well as knowledge center were constructed in its regional training center in Dinalupihan, Bataan.

Mid-Year and Year-End AssessmentA Center-Level Mid-year Assessment and Planning Workshop was conducted on August 1-3, 2018 in Mariveles, Bataan. Moreover, a Performance Review and Evaluation (Year-end Assessment) was held on December 19-21, 2018 in Dinalupihan, Bataan.

SCHOLARSHIPS MPM-RDThree (3) ATI-Cental Luzon staff graduated on December 18, 2018 from the program Master in Public Management - major in Rural Development (MPM-RD). Mr. Aeron P. Bermudez, Shanemie Carelle O. Daquio, and Ms. Eula Dee A. Lañada, all from the Information Services Section, availed the said program.

The center’s entry featured a convergence project dubbed as KALAYAAN: Kaunlaran Para sa Laylayan ng Lipunan (Framing Adaptation to Climate Change: Using Risk Awareness and Public Communication Strategies in Palayan City, Nueva Ecija).Its main objective is to facilitate the development of climate change adaptation strategies for risk awareness communication among the residents in the said area. A new communication model entitled as “KALAYAAN” Model was developed using the communication strategies to frame climate change adaptation. With the results, knowledge products developed complemented the capability development approach in bringing new knowledge to the participants.
