FOREWORD

This report gives an overview of the delay situation in the European Civil Aviation Conference Area. This report has been prepared by the Central Office for Delay Analysis (CODA), a service of EUROCONTROL. It is based on the EUROCONTROL CODA database which contains delay data provided directly by airlines.

The report consists of an overview of the reporting period, a summary of the main delay effects, and a series of charts and graphics, which illustrate the main characteristics of the reporting period. A glossary of terms and abbreviations used throughout the report is given in Annex 1.

Airline data from the CODA database contains real recorded delays provided to CODA by airlines and is based on the difference between scheduled time of departure and actual off block time.

1. Headlines*

In a continuation of the trend of lower delays in 2011 the May 2011 average delay per delayed flight (ADD) for departure traffic from all causes of delay was 26 minutes. This was a decrease of 15% compared to May 2010. In addition, the percentage of flights delayed (by 5 minutes or more) decreased by 5.4 percentage points to 36% in comparison with May 2010. The percentage of flights delayed by more than 15 minutes decreased from 21% to 16% (see Annex A).

Overall in May the delay situation improved with total departure delay minutes falling by 29% in comparison to May 2010 a month which was affected by volcanic ash and industrial action.

Looking at Figure 1, airline-related delays were the main contributor to primary departure delay, this proportion seeing a 6 percentage point increase with a 50% share of the delay minutes. High winds, thunderstorms and low visibility affected Frankfurt, Madrid Barajas and London Heathrow. Madrid ACC suffered from ATC capacity delays and staffing shortages during the month. ATC Industrial action affected Greece and France on separate days (11th and 31st) respectively.

2. All-Causes Departure Delay Summary 1

The average delay per movement (ADM) from all causes decreased by 26% to 9.5 minutes in May 2011. In a continuation of the trend of lower delays in 2011 the average delay per delayed flight (ADD) for departure traffic from all causes of delay was 26 minutes.

Departure punctuality improved with 45% of flights departing within the 5 minute threshold before or after the scheduled departure time. This was an improvement of 4 percentage points (see Figure 4).

An analysis of the delay causes and categories (grouped by IATA code) shows a decrease (in percentage points) in the share of Reactionary delay of 1.8 points. Technical and Aircraft Equipment delay increased with 12% share of the delay, this was an increase of 3 percentage points although actual delay minutes for this cause slightly decreased. ATFM En-Route Demand & Capacity delay share decreased by 2 points. Regarding other causes these remained stable in share with all but two (Departure Restrictions and Passenger & Baggage) seeing small increases. The link from these categories to IATA codes is summarised in Figure 13.

When looking at the Top 20 most affected departure airports: Madrid Barajas suffered this month following ATC capacity and seasonal weather related delays. Manchester ranked 2nd in terms of departure delay following a month affected by weather. London Heathrow & Frankfurt also experienced thunderstorm activity. Looking further at the Top 20 airports, overall airport delays fell following less ash and industrial action disruption in May 2011.

When analysing the Top 20 affected airport pairs, Madrid Barajas features in 19 of the Top 10 pairs. The effect of the ATC capacity issues around and at this airport, as well as seasonal weather conditions. The effect of accumulation of reactionary delay for flights arriving into Madrid can also be seen, with arrival delay at the airport consequently seeing an increase (Figures 11 & 12).

3. All-Causes Arrival Delay Summary 2

The average delay per arrival (ADM) from all causes decreased by 27% to 9.6 minutes in May 2011 when compared to the same month last year, see Figure 9.

In regard to arrival punctuality, a 2 percentage point increase was observed with 27% of flights arriving on time, in addition flights arriving 5-15 minutes ahead of increased to 29%, flights arriving > 15 mins ahead of schedule remained at a stable level.

4. Summary of Significant Events in May 2011.

ATC capacity delays in Spain. (Madrid, Barcelona).

Industrial action: Greece (Athens) 11th, France 31st May.

Thunderstorm activity, wind and low visibility affected Frankfurt, Madrid, London Heathrow, Munich, Oslo and Geneva.

Istanbul Ataturk aerodrome capacity delays.

UEFA Champions League Final and UEFA Europa League Final: Dublin & London. All airports involved with extra flights DUB, LTN, STN saw increases in traffic, however no significant delays reported.

There were 4.5% more flights in the EUROCONTROL Statistical Reference Area (ESRA3) May 2011 than in May 2010. This growth in traffic seen this month was inflated by the ash crisis and industrial action seen in May 2010 as well as less holidays in the month. The underlying trend is closer to 2%.
