General discussion ensued regarding changes and their possible impact as follows: a) Eric Wehner commented on the elimination of the equivalency statements from the reference standards section and the elimination of the requirement for an independent test agency for the qualification of Class II SSV & USV bore sealing mechanism designs. He also advised that the MMS is aware of this situation and desires to resolve it without the need for special rules.

b) John Yonker commented on the instructions for review of the applicability of referencedstandards scheduled for the Denver conference and the fact that dimensions are incorrect inseveral parts of the new document.

c) John Yonker opened a discussion on the Core Documents issue and the group agreed to issuea letter withdrawing support for this issue as an ISO work item. Heat Treat committee topresent report at the Denver conference.

d) API Spec 6D Task Group – The task group will be going back to Committee SC-6 to have theannex on repair/remanufacture added to the document.

7) API Subcommittee 11 -- No official report. John Yonker commented that API Spec 11D1 – Packerswas held up for re-alignments with requirements but should be released within a couple of months. Thedocument was balloted for adopt back and the editorial committee (central secretariat) introducedsignificant changes during the editorial update. As a result, the document is being revised to re-establish continuity with the original intent of the document. Roy Benefield suggested that we drop SC-11 from our agenda until such time that someone shows an interest and is willing to serve. The groupagreed with this action.

8) API 14 Series Documents (David Ott)(See Attachment 6) – Report presented by David Ott.

9) API Subcommittee 16 -- No official reportBryan Leach, Wood Group Pressure Control, volunteered to be the liaison for this committee andadvised that he would be attending the meetings in Denver and will provide a report at the Septembermeeting.

10) API Subcommittee 17 (Gary Hurta)(See attachment 7) – Report presented by Gary Hurta. General discussion followed on the work itemsof this committee, the reliability RP and its potential impact on the industry if picked up by othercommittees.

11) API Subcommittee on Quality (David Ott)(See Attachment 8) – Report presented by David Ott.

12) ISO TC-67 (John Yonker)(See attachment 9) – Report presented by John Yonker. The group discussed the issue associatedwith the use of a comma in lieu of a decimal point in the customary units sections of new documents.John Yonker advised that the TC67 Management Committee would review this issue at the Denverconference. John Yonker agreed to write a letter expressing AWHEM concerns for Dean Broughton’ssignature (M-S-P). John also advised that ISO 15156, Part 2 was defeated in the ISO ballot process,which will require revision and re-balloting. ISO 15156, Part 3 balloting should have been closed bymid-May 2002.

13) North Sea Committee Report (Jean Brunjes)Jean Brunjes verbally reported on the various activities of the North Sea Committee. Generaldiscussion followed regarding the following subjects:a) AWHEM interpretation of the PED has been endorsed by Lloyds. Other reviews are continuing.b) Cleanliness specs for hydraulic oils used in the actuators and control systems and possible

filtering solutions. Mike Miller volunteered to provide data on the issue for the Septembermeeting. The group agreed that this would be a good topic for a speaker at the Septembermeeting.

14) AWHEM Task Groupsa) Material Limits and guidelines on HT/HP applications (Ron McGregor) – report submitted by

Ron McGregor attached (See attachment 10). Ron advised that we had met the deadline forsubmission of this item to the API as a new work item. General discussion followed regarding afall back position if API does not approve the funding of this item.

b) Standard fittings. (Craig Smith/Eric Wehner) – Eric Wehner recommended that this item bedropped and the group agreed.

c) Common service practices (North Sea Committee – Jean Brunjes) – Jean Brunjes advised thatthis document has been presented to the HSE and the Department of Industry and Trade andactions are pending by the HSE and/or the Department for Industry & Trade. Jean Brunjesagreed to provide final copy of the AWHEM interpretation of the PED (Feb-14-2003) to DeanBroughton for inclusion on the website. Need to assign AWHEM document numbers to both theCommon Service Practices document and the PED interpretation, then add to website.

d) Thread Details for Screwed Well Heads (Alan Morgan) – No report.e) Task Group to review the standardization of the ‘X’ and ‘Y’ dimension for Drilling Chokes

(Ashley George) – Ashley committed to have a report by the September meeting.

15) Old Businessa) New member plaque was presented to Bill Griffin representing K&W Gasketmaster.b) Ashley George agreed to contact Weatherford and present their membership plaque.

16) New Businessa) TR 9501, Revision A (Ashley George) – Ashley presented copies of the latest document to

attendees and summarized the changes. This latest document is to be added to the website.b) Password distribution -- Dean Broughton recommended that we to provide all Directors and

alternates with the password for access to the members only section of the AWHEM website.The members in attendance agreed.

AWHEM Directors Meeting

President’s ReportJune 11, 2002

We are off to a great start this year and had an excellent first meeting with a lot of good discussion. We have alsowelcomed two new companies as full members and they are now participating. This is great as it shows involvement byus in one form or another. In my first report to you as your president, I spoke briefly to three major areas that I see asbeing key to AWHEM’s future. These were involvement, change, and commitment. At these next three meetings, Iwould like to explore each of these in more detail.

Involvement.At the first meeting, I spoke to involvement from the perspective of standards organizations and development. We have along history of being an involved organization in this area for API standards and more recently ISO and proactivelyrepresenting our membership.

But today I would speak to you of involvement from another perspective, that being involved within AWHEM as yourorganization. Organizations such as ours can only exist through the active support and involvement of its membership.We cannot exist alone, and with the continuing mergers within our industry we must continually seek new members toreplace those that no longer exist because of the mergers. In that regard, I would encourage each of you to set a goal ofcontacting at least one company before the end of the year. In the past couple of months, I have contacted two companiesabout joining AWHEM. I am hoping at least one of these will join; but I will continue to seek other companies toapproach. There are companies that are all about that we are in contact with in our everyday business life who are notmembers. All we have to do is invite them to come, as the Sunday preacher says.

Besides seeking new membership, there are other opportunities for involvement. We have several task group workingright now, volunteer for one of these. Or assist the webmaster in maintaining the website. Assist with the monthlyminutes. We need a liaison representative for SC16 to report to us. Dean Smith has asked me to see if someone wouldvolunteer for the SC11 liaison also. We also need someone to keep the master copy file of our AWHEM publisheddocuments.

As you can see, there is no shortage of needs and tasks to be filled. So I ask each one of you to step up to the plate andhelp your organization by volunteering. You will find it rewarding and stimulating.

Lastly, let me say again that if you have any problems, concerns, or ideas, for AWHEM, please do not hesitate to contactme. It is your organization!

API SUBCOMMITTEE 6 REPORT OF June 11, 2002

API Conference in Denver – SC6 meeting is scheduled for 1:00 PM, Wednesday, June 26, 2002. Agenda is published on theweb.

General Issues – API 6AF, 6AM, 6AV1, 6FD, 14B and 14H are due 5-year review at this meeting. API 6AF1, 6FB, and 6Hare due 5-year review in 2003. Research programs include “Capability of API 6A 5 1/8” 15000 PSI Flange” and “Metallicmaterial limits for wellhead equipment used in high temperature for API 6A and 17K applications”.

Fire Test Standards 607 and 6FA and comparison with ISO 10497 – There will be a report and may be somerecommendations.

Pipeline Valve Issues – There will be a report on publication on ISO 14313 Adopt Back as 22nd Edition of API 6D. Status ofthe RP on Repair/Remanufacture of pipeline valves will be presented.

ISO 10423/API 6A, 18th Edition Publication – Publication of the 18th Edition is in process and will be required over the 17th

Edition of API 6A by November 1, 2002. Ries Langereis will be at the SC6 meeting to report on status of ISO WG3 and theCore Documents project.

VR Plug Modifications – Are they now correct? Is the groove dimensioned correctly?

API Subcommittee 14

• ISO WG4 met in The Hague, Netherlands, May 20 –23, 2002, to begin work on ISO 10432 (14A) NewWork Item. This NWI includes suggested revisions to the document from API 14A Revisions &Corrections Task Group. Suggested changes/additions include the areas of Operating Envelope, DesignChanges, Leak Rates, Testing, Test All Features, Working Pressure Scaling, and Repair. The requirementsfor SSSV Locks and Landing Nipples are being removed from the document, as these requirements are nowaddressed by ISO 16070 (API Spec 14L, see below). Additionally, the document is being reformatted toISO guidelines developed by WG4.

• API is currently balloting the adoption of ISO 16070 as an API Specification. This new document willbecome API Spec 14L, covering Downhole Equipment – Lock Mandrels and Landing Nipples, presentlyincluded in API Spec 14A. The ballot deadline was June 10.

• Next meeting of WG4 will be August 26-29, 2002 in Calgary, Canada.

SC 17 REPORT

A SC 17 Leadership Group teleconference was held June 6, 2002 to discuss pending action items prior to the upcomingStandardization Conference. The ISO 13628-1 (API 17A) work group meeting is scheduled for Tuesday at 1:00 PM andthe SC 17/ISO joint meeting is scheduled for Wednesday at 9:00 AM.

Presently, SC 17 has three Specifications that have been balloted, with comments, for Adopt Back (ISO 13628-1, -3, -6).There is one Specification, ISO 13628-9, that is now being balloted.

Subcommittee on Quality (SC18)

• Last SC meeting was January, 2002, in Tampa, Fla.

• US TAG to ISO has submitted API Q1, 6th Edition, as a New Work Item, with the intent of adoption as an industryspecific quality standard. The ISO ballot to approve as a NWI will close approx. June 20.

• API Task Group on Q1 Improvements, led by Ken Peurifoy has met twice. The TG is using ISO 9001:2000 as thebase format. Each section is compared to Q1 requirements and the value-added requirements of Q1 are integratedinto the document. It is possible that the results of this work will become working draft for the ISO NWI mentionedabove.

• Next TG on Q1 Improvements will be June 26, 2002 at the API

• Next C4/SC18 meeting will be June 27, 2002 at the API Standardization Conference in Denver.

ISO/TC 67AWHEM REPORT

June 11, 2002

* ISO STANDARDS

No new standards were published by ISO TC67 since our last meeting.

* ISO/TC67 SC4/WG3

From the TC67/SC4 meeting in May, ISO 15993 on Core Documents standard is being revisited by the newConvenor, Reis Langeries to ascertain from the wellhead equipment manufacturers if this standard is indeed stilldesired by the industry.

* ISO/TC67/SC4/WG4

The WG4 group met in The Hague May 20-22 and proceeded with the 10432 NWI revisions. Details are containedin the separate report under API 14 series documents.

*ISO/TC67/SC4

ISO SC4 met in The Hague May 23 and 24. There was considerable discussion on the use of US Customary units(decimal instead of comma) presentation in the standards. An exception has now been granted by ISO for thework groups to use US Customary Units. Also, there is a proposal for the dual referencing of US and ISOstandards. This is attached for your comments.

ISO 15156-2 and –3

Through AWHEM and PESA efforts, Part 2 of 15156 was defeated at this point in ISO/TC67. This means thatthe document will have to be revisited with the comments before being re-circulated. At this point, I do notknow the ballot results of Part 3 of 15156 on the CRA materials.

GUIDANCE ON DUAL REFERENCES

This guidance is in addition to the normal "rules" regarding "normative references" (see ISO/TC67 N435 whichsupplements the ISO/IEC Directives).

In the following, US Ref yyyy is, for example, ASTM uuuu or API vvv.

a) Delete as many references as possible. This is normal guidance but there is still scope for some deletion in currentdrafts.

b) If the US reference can be replaced by the ISO reference, and all parties accept this, then use the ISO reference only.This is the desired situation.

c) If the ISO and US references provide the same technical result for a particular provision, but it is desired to retain thetraditional US reference, then write the provision in the form:" ....... in accordance with ISO xxxxx.Note For the purposes of this provision, US Ref yyyy is equivalent to ISO xxxxx."

In this case US Ref yyyy is included as an informative reference in the bibliography.

This case will often include the case of an ISO standard based on an API where the ISO has not yet been adopted back byAPI.

The note shall be placed in the line following each subclause/clause in which this formulation is used to state a provision.If this could be ambiguous, for example because the subclause/clause contains several such provisions, then the note shallbe placed in the line following the sentence containing the provision.

d) If the ISO and US reference do not provide the same technical result for a particular provision, BUT both results areacceptable then write the provision in the form:" ....... in accordance with ISO xxxxx or US Ref zzzz".

In this case both the ISO and US Ref zzzz are normative references (if the provision is a requirement), or informativereferences (if the provision is a recommendation or permission).

HPHT TASK GROUP Report6/11/02

ORIGINAL CHARGE:

The HPHT Task Group will characterize the material limits for high pressure, high temperature applications in APISpecifications 6A and 17D wellhead equipment above 250°F (300, 350 and 400º F) and 10,000 psi. Applications above450º F will be considered beyond the scope of this effort. We will list design issues to be considered such as:• Seal configuration (expansion/extrusion)• Bolting• Fitting• Flanges

REPORT FOR THIS PERIOD:

The team met at Wood Group on April 25 to prepare the NWI proposal for submission to API for funding. This meetingset an AWHEM record since it started at 7 in the morning and concluded before 10 am. (Krispy Kreme donuts were alsoserved!) Twelve candidate materials were arranged in priority order and sorted by pressure containing, retaining andcontrolling categories. The minimum chemistry level for each type material was set. It was recognized that alloyingadditions merely raised the curve of temperature response rather than changing the slope. Material was proposed to befurnished gratis by material suppliers in exchange for information. AWHEM members who are 6A and 17D licensees areproposed to heat treat 5 heats of one of the candidate materials to their own approved procedures. Quotes from outsidelabs for testing were $135 each. The entire proposal to API was priced at just over $97K. If API does not approve therequest, we will scale it back in the number of materials and heats tested (5 to 3) and seek AWHEM funding. Therationale and proposal was sent to the Board of Directors for comment and approval before the NWI was sent to G.Huntoon, SC6 Chair on April 30th.

Title: Metallic material limits for wellhead equipment used in high temperature for API 6A and17D applications.

Objective: Validate mechanical properties of industry-accepted materials for oilfield equipment atelevated temperatures.

Description: Obtain mechanical property derating factors for commonly used materials using ASTME21 to test specimens at room temperature, 300° F, 350° F, and 450° F.

The project will include testing twelve (12) materials, three (3) samples each of five (5)heats of each candidate material. Material will be heat treated to meet API 75K (orhigher for CRA) material properties.

Value to Industry: Currently API 6A provides only guidelines for use of HT metallic materials (e.g. AppendixG). The proposed program will confirm and standardize metallic properties of materialscommonly used for pressure containing, pressure retaining and pressure controllingcomponents. This effort will benefit both manufacturers and users by validating currentpractice with experimental data. This effort will include bolting material, which is currentlynot covered.

Performance Measures: Testing agencies will perform the testing within 12 months and results will be reviewed bythe task group for curve fitting.

The proposed budget reflects only testing costs. Material and heat treating are to befurnished by manufacturers.
