„Improving quality is not only a tool for increasing competitiveness of organizations, but also a tool of securing employability in the region, a tool of increasing the gross domestic product and also a tool for ensuring the quality of life in individual regions“
Regional policy of quality is a system of measures aimed at the support of the quality development and thus also the competitiveness increase of small and medium-sized enterprises in the region implemented by the competent public authoritis of the region.
SMEs as key pillar of the European economy – 98 % of all enterprises, i.e. about 20.7 million firms with more than 87 million employees
SMEs make up 67 % of total employment
SMEs make up 58 % of gross value added
SMEs in Slovakia represent 99,2 % of all enterprises and make up 52.2 % of value added
Share in employment is 58,3 %
SMEs participated on the total volume of goods exports 30,9 % and on total of goods imports 43,3 %
Part 1 - focuses on quality assurance and does not deal with issue of the quality development and improvement. In the EU, quality assurance is a matter of legislation, primarily designed to protect consumers from poor quality and especially from the products that could jeopardize the safety and health of consumers.
Part 2 – non-legislative character, only recommendatory
Basic tasks of this part:
- Improve the coherence between the European Union quality policy and the quality management tools used in various member states
- Ensure introduction of quality improvement in the new legislative documents being develped,
- - focus national markets on high goals in the field of products and services quality
Rationalise the systems of product verification and labelling, so that they reflect not only certification schemes (modules), but also the overall level of products manufacturing
Contribute to the European Union´s market development, so that the supply of goods on the one hand, and satisfaction of the demand on the other hand, act as an instrument of economic integration,
Support the application of modern methods of quality management and demonstrate the advantage
Support the use of effective methods of quality assurance through quality planning,
Support the development of partnerschips between customers and suppliers,
Support the integration of environmental aspects into the product life cycle, i.e. Into the process on both manufacturing and utilisation

Quality Management in the Areas not Covered by ISO Standards for Quality Management Systems
Duration of the project:
From 01/2011 to 12/2013
The project aim is to develop a set of quality assurance activities in the areas not covered by ISO standards for quality management systems or in the areas to which those standards in a sophisticated form are inappropriate. These are areas where the quality assurance is of a high importance or the modern areas in which the ISO standards that are obsolete have not been considered yet. The project is focused on regional systems of the quality management, quality management systems in clusters, quality management systems in flat organizational structures and quality management systems in small businesses.
In our conditions there are company systems and the National Quality Programme of the Slovak Republic, but there is nothing in terms of the quality management between these two levels. Ensuring and increasing the quality in regions should lead to increasing the competitiveness of companies operating in them and this also should be of the interest of regional authorities. With regard to our local authorities, in the best case, they focus their support on research, but they do not apply an active policy of quality assurance in the region. Such policy should not be only gathering data of the number of certified companies. At present regional marketing systems are being promoted. But these are not as important for the region as the regional quality management system should be.
Public authorities should be involved in assuring the quality development and thus improving the competitiveness of small and medium-sized enterprises of the region for the following reasons:
- Quality development of small and medium-sized enterprises significantly helps increases employbility in the region,
- Incereased employability in the region is a prerequisite of raising the level of life-standard in the region
- Improved competitiveness of SMEs in the region contributes to increasing the income of the regional public authority
Supporting the quality development of products and services of small and medium-sized enterprises in the region,
Supporting competitiveness of these enterprises, Increasing employability in the region via
supporting the competitiveness Contributing to the raise of life standard in the
region by addressing the above-mentioned objectives,
Improving competitiveness of small and medium-sized enterpises and thus indirectly affecting the revenues increase of the regional public authority
1. Process of standards development and registration, dealing with the following tasks:
- Develop the quality policy of region
- Determine liability for fulfilment of individual tasks in the field of quality policy
- Develop a database of small and medium-sized enterprises in the region
- Develop a system monitoring the results of enterprises in the quality development
- Elaborate indicators of the company achievements in the field of quality development
2. Process of assistance to small and medium-sized enterpises in developing the quality an protection of the environmental:
Assist SMEs in developing effective quality management systems
Assist in promoting modern methods of assuring and improving the quality of products and services
Provide counselling assistance to small and medium-sized enterpises in developing projects improving the quality of products and services and in innovating output of these enterprises
Monitor the population´s satisfaction with the quality of products and services of the organizations operating in the region
Effectively assist in preparation, motivation and development of human resources in the field ond products and services´quality assurance and development.
3. Process of ensuring coherence between regional policy and the development of products and services´quality in regional organisations:
Regard the issue of the development of products and services quality in enterprises in elaborating the normative documents of the region
Ensure the involvement of local authorities in the rationalisation process of certification of quality management systems and the protection of intellectual and industrial property
Promote modern methods of quality planning in the region
Ensure the involvement of the regional body in improving the partnership between customers and suppliers
Assist the introduction of environmental aspects into the life-cycle of products manufactured in the region
Foster the transfer of advanced technology and research results into small and medium- sized enterprises.
The above-mentioned tasks in individual processes represent only a framework of the activities of public authority in the implementation of regional policy of quality. For practical implementation will be necessary to thoroughly elaborate individual activities, as well as to identify responsibilities for the performance and time-tables of the tasks.
