PRESIDENT’S MESSAGE It’s Oktober, my favorite month of the year. Football every week-end, ideal camping weather, hal-loween – just a great time to be out and about. This month has one additional scintillating bonus. No, its not a Red October (boo on Reuben Amaro’s Phils!). It’s the ASPE Philadelphia “2013 Prod-uct Exposition & Technical Semi-nars.” The show will be on Octo-ber 24th at the Clarion (formerly Ramada)… Our flyer with full de-

tails will be a few pages further in the newsletter….

This year’s exposition shows evidence and optimism as we are steering out of an unpredictable economy. We have sixty-six booths on display in this year’s show. Additionally, we are offering two timely educational and technical seminars (starting at 1pm). Each semi-nar provides you with Continuing Education credits and will advance the development of your career.

Please take full advantage of this great opportunity and make every effort to attend!!!

Happy October!!! We were excited to start the Chapter’s Technical Meetings in September off with Tom Pi-terello from the NJ Department of Community Affairs who happens to be a 40+ year ASPE member of the Northern NJ Chapter.

Here’s a summary of what he presented to the members : The Commissioner of the Dept. Community Af-fairs is Richard E. Constable, III. Edward Smith is our Director of Code and Standards.

You should all be using the 2009 edition of the codes which were adopted on September 7, 2010 except the NEC/2011 which was adopted

May 7, 2012. The 2012 codes have been reviewed and are in the Governor’s office awaiting his approval.

HVACR license update: The HVACR Board will start accepting applications for the license on January 1, 2014. Applications will only be ac-cepted online only. There is a “grandfathering” clause in the adoption.

There was a public hearing held in Atlantic City on July 25, 2013 for code changes the 2015 edi-tion of the National Standard Plumbing Code. The next NSPC public hearing is scheduled for June 2014.

Residential Sprinklers: Not adopted in the 2009 code adoptions. IRC P2904 to remain in code for reference.

I was recently sent this e-mail from Nationals requesting comments and suggestion on the Technical Com-mittee’s proposed changes to the Uniform Mechanical and Plumbing Codes by November 15. Though it seems to be be on short notice, not much time to form a committee, there is still time to provide com-ments and suggestions. If anyone has a chance and would like to re-view the TC proposals and provide

comment, please do so and them to me that I may pass it up the line. The following is an explanatory ex-cept from the e-mail and the links to the TC Report Proposals: “One of the key purposes of ASPE is to ensure that model plumbing codes are developed to be consis-tent with good engineering practices and provide sufficient protection of public health and safety. The Uniform Plumbing Code and Uniform Mechanical Code are currently under review and IAPMO has re-cently posted the Technical Committee's (TC's) ac-tions on proposed changes. Comments on the TC's decisions must be submitted no later than January 3,

2014 so I am asking you to take the lead in your Chap-ter to review and provide the ASPE Legislative Com-mittee any suggestions you might have in support of or in opposition to the position of the TC's. To ensure sufficient time for the ASPE Legislative Committee to review and consider your Chapter's comments you need to provide them no later than November 15, 2013. I would suggest you share the documents pro-vided in the link below to your Chapter Board and consider forming a committee of reviewers to prepare your comments. The more ASPE members we can en-gage in the process the better our input will be! I would like to point out that it is not critical that the UPC or UMC model codes are adopted in the geo-graphical jurisdictions covered by your ASPE Chapter. MEMBERSHIP NEWSAll October’s Eve

October is by fair my favorite month of the year. We start to experience crisp days, and cool nights. It’s a great time to get close to the bonfire and enjoy a warm apple cider with good friends and family.

Did you enjoy the golf outing last month? I know I did! Thank you every-one who participated in this year’s golfing. Once again we had a sellout year! Your support is paramount to our continued success year in and year out.

Well I have to apologize for my brief article but I am very busy preparing for the best locale product show in all of Pennsylvania, New Jersey, and Delaware. You might have heard of it, ASPE Philadelphia Product Show and Exposition. No? Then let me fill you in on a well-known industry secret. This is hands down a must go event. All manufacturers and reps will be exhibiting there latest and greatest products. Need an education? You can get one in our technical sessions. I will see you at the Clarion Conference Center in Essington on Oc-tober 24.

Hello everyone: Our Plumbing classes are moving along with 8 students in plumbing Two and 10 students in Plumbing One. We had a couple indicate that they would attend but I have not seen those individuals as of Monday night the 30th of Septem-ber, please contact me and join us as we can provide you all the handouts and design guides you have missed.

We are also in our last few weeks before the Product Show and Exposition. Two seminars will be offered and the topics are Backflow prevention presented by Sean Cleary of IAPMO. The second seminar is on Le-gionella risk management presented by Tim Keane. I look forward to seeing everyone this October 24th. At the Product Show at the same location as last year, Clarion Hotel and Conference Center formerly the

Ramada Inn. I strongly recommend that everyone plan on attend-ing this year’s show. We have several new vendors and hundreds of the latest fixtures, valves, faucets and everything you can think of that would be speci-fied in your projects. Just walking around and talking to the representatives looking at their wares and lis-tening to the advantages and latest designed prod-ucts is an education in itself. If you cannot make it during the day the show is open until 7 PM, there is plenty of parking and a new great lounge and bar to have a good meal and stroll around the floor. Get to know the sales reps as they really know their products and can make you life easy when selecting the right products. See Ya Mike

The Philadelphia Chapter of the American Society of Plumbing Engineers is ex-cited to announce our 17th Biennial Plumbing & Fire Protection Product Exposi-tion and Technical Seminars. There will be over 70 table-top display booths representing over 150 different plumbing and fire protection products. This is an excellent opportunity to see the latest products and technology, to ask the manufacturer’s representative’s questions regarding the products we specify update catalog information and renew acquaintances. The Chapter will also be offering two (2) 1-hour seminars in which attendees will be credited with CEU’s. This is important for those with CIPE and/or CPD designations or any other professional registration requiring continuing education units. The semi-nars start at 1:00 P.M. and are outlined on the next page, and we ask that you register in advance by contacting Dawn Bishop. The Product Exposition will be held at the Clarion Hotel and Conference Cen-ter (formerly Ramada Inn) located on the Industrial Highway (Route 291) in Es-sington, Pennsylvania. This is just south of the Philadelphia International Airport, off Routes 95 and 420. Parking is available at the front entrance to the Clarion. There is no charge for parking. The exposition floor will be open from 1:00 PM until 7:00 PM , food and bever-ages will be served on the product show floor along with a cash bar that will be available outside the showroom in the main corridor. I don’t often review fire protection topics for our ASPE Chapter but my NFPA September/October issue arrived a few days ago so I’m hot on the trail of sprin-kler systems. The magazine always has a statistical sec-

tion covering the latest fires, fire event, injuries and deaths. And, although this year the numbers are down, there were 2,855 civilian fire deaths in 2012. Of the civilian deaths 2,380 were the re-sult of “in home” fires. That’s sad.

On the other hand, we have the tools, “sprinklers” to prevent many of these deaths now and in the future but, somehow we and our legisla-tors manage to not insist on having sprinkler sys-tems in homes. What is wrong with our

“Legislators” in Pennsylvania? I know the general contractors and home builder lobbyists are strong but how weak can we be not to stand up for what’s good or right? Along with the deaths, there were 12,875 injuries from fires in the same year.

I know the favorite reason for omitting sprinklers in new homes is cost. I know that it is almost impossible to require sprinklers in existing homes but it’s not that expensive in new homes with new mortgages. I’m guessing, the cost for protecting new homes ($300,000 and higher) has to be less than 3% of the cost of the home. Since we pride ourselves as designers and engineers to provide safe things for the public we serve, we wouldn’t think of not putting sprinklers in commer-cial buildings, restaurants, and hospitals.

On the positive side, most of our existing homes are required to have working smoke detec-

tors. This is our best effort at a reasonable cost for existing homes. However, we need to do more especially in new construction. We gladly spend a higher percentage on safety in our cars without batting an eye. I guess that’s because there are a lot more car related deaths than from fire.

As you are well aware, on Thursday October 24th from 1:00pm to 7:00pm your ASPE Philadelphia Chapter will be hosting the Plumbing and Fire Protection PRODUCT EXPOSITION AND TECHNICAL SEMINARS. This will be held at the Clarion Hotel and Conference Center (formerly Ramada Inn) located on the Industrial Highway (Route 291) in Essington, Pennsylvania. This is just south of the Philadelphia International Airport, off Routes 95 and 420. Parking is available at the front entrance to the Clarion. There is no charge for parking. Food and beverages will be served on the product show floor along with a cash bar that will be available outside the showroom in the main corridor. This is a great opportunity to see real world products and equipment that you may only see on 2D Plans and Submittals. This is also an excellent time to ask product questions of some of our areas most knowledgeable experts.
